Everyone and welcome to Victoria City Council's Daytime Council meeting for Thursday, May 21st, 2026. Today we have for our consideration, one report from a Committee of the Whole, to bylaws, and a couple of closed items of business. But of course, before we begin, we also always, always want to take a moment to recognise and acknowledge the remarkable work that has been undertaken for many, many generations by the two nations on whose territories, our city sits in its entirety, the COSAP subnation and the Sonkees Nation. The LaQuangan people have for many, many, many families and generations spent an enormous amount of time, ensuring that they have cared for and preserved the lands that we work and live on, and the waters, of course, that's around them.

And they do so with the love and attention and understanding that we have the opportunity to learn from the history of that care as we make decisions as we try our best to make decisions that reflect some recognition of that history as we face the issues that are paramount in our city today with the idea of trying to prepare our city to be a wonderful continuing livable place for the folks who come after us and for the many families who will be here there as well. We have many opportunities to nurture our remarkable relationship with the two nations, and we always want to honour the fact that their generosity enables us to continue to nurture that relationship. As we learn with and from one another and so many different ways. There are many opportunities for us to work together in programs and processes and learning and education and all sorts of different things. And as we do, we always think about how much potential there

That would take us on from the report of the Committee of the Whole from May the 7th, but in fact, the only item there was item F1AA. Again, the Arizona application associated development permit with variances application. And the Heritage Alternation Permit for 932 Balmoral Road, but that was simply considered a moment ago as part of Consent. And because we are at Council today, the consent agenda has passed is a final decision, so we will not be seeing that item again. That would usually take us on to item F1B, but there were no items from this morning's Committee of the Whole that required same day consideration. So that is not necessary today. and the first one is G1. This is the report recommending first, second, and third reading of Bylaws for towing, but of course that was just dealt with on the consent agenda as well. So those third, those readings have been approved, and that will return to us at a future council meeting for final consideration. Which takes us on then to item G2. This is a report that is an amendment of the officer's bylaw, and I was going to ask one of our able staff to just explain a little bit of why this is here as an amendment. This is a minor change STES requesting since the introductory readings happened to the new officer's Bylaw. We noticed that we made a topographical error in the repeal section, which is Section 5. repealing the wrong BYLA. So we are asking for an amendment at this stage just to make that slight correction so that we can bring the buy a lot back to Council next week for adoption.
