Today we have for our"},{"t":8,"text":"consideration, one report from a Committee of the Whole, to"},{"t":11,"text":"bylaws, and a couple of closed items of business. But"},{"t":15,"text":"of course, before we begin, we also always, always want"},{"t":19,"text":"to take a moment to recognise and acknowledge the remarkable"},{"t":24,"text":"work that has been undertaken for many, many generations by"},{"t":27,"text":"the two nations on whose territories, our city sits in"},{"t":29,"text":"its entirety, the COSAP subnation and the Sonkees Nation. The"},{"t":34,"text":"LaQuangan people have for many, many, many families and generations"},{"t":38,"text":"spent an enormous amount of time, ensuring that they have"},{"t":41,"text":"cared for and preserved the lands that we work and"},{"t":45,"text":"live on, and the waters, of course, that's around them."},{"t":48,"text":"And they do so with the love and attention and"},{"t":52,"text":"understanding that we have the opportunity to learn from the"},{"t":55,"text":"history of that care as we make decisions as we"},{"t":59,"text":"try our best to make decisions that reflect some recognition"},{"t":62,"text":"of that history as we face the issues that are"},{"t":65,"text":"paramount in our city today with the idea of trying"},{"t":67,"text":"to prepare our city to be a wonderful continuing livable"},{"t":72,"text":"place for the folks who come after us and for"},{"t":74,"text":"the many families who will be here there as well."},{"t":77,"text":"We have many opportunities to nurture our remarkable relationship with"},{"t":81,"text":"the two nations, and we always want to honour the"},{"t":83,"text":"fact that their generosity enables us to continue to nurture"},{"t":86,"text":"that relationship. As we learn with and from one another"},{"t":90,"text":"and so many different ways. There are many opportunities for"},{"t":94,"text":"us to work together in programs and processes and learning"},{"t":98,"text":"and education and all sorts of different things. And as"},{"t":101,"text":"we do, we always think about how much potential there"},{"t":104,"text":"is if indeed the indigenous and non - indigenous communities"},{"t":109,"text":"work together. And as many ways as we can. We"},{"t":112,"text":"always like to honour them by simply uttering a very"},{"t":115,"text":"short phrase, and that is HCAM d'Aquilia. That is to"},{"t":119,"text":"say thank you to offer my respect and honour to"},{"t":123,"text":"all of those people who are here in this room,"},{"t":125,"text":"but all of the people who are in our community"},{"t":127,"text":"who make the choice at some point during each of"},{"t":129,"text":"their days to do something that better is all of"},{"t":132,"text":"our lives. I do not have"},{"t":138,"text":"any particular remarks to add today, and there are no"},{"t":141,"text":"late items, which I'm aware to add to the agenda."},{"t":143,"text":"So I would look for a motion to prove the"},{"t":145,"text":"agenda as published. We do"},{"t":165,"text":"have two items proposed for the consent agenda. That is"},{"t":168,"text":"item F1AA. This is the rezoning application and associated development"},{"t":174,"text":"permit with variances application, and the Heritage Alteration Permit for"},{"t":178,"text":"932 Balmoral Road. And item G1, which are Bylaws for"},{"t":182,"text":"towing regulations. As a reminder, items appear on a consent"},{"t":187,"text":"agenda at Council when they have been approved or endorsed."},{"t":190,"text":"Unanimously at a previous committee meeting. But Council like to"},{"t":194,"text":"remove either of those items. Not seeing any interest in"},{"t":197,"text":"that. I'm going to like to move the consent agenda."},{"t":200,"text":"Thanks, Councillor Thompson, Second Wick Council Coleman, all those in"},{"t":203,"text":"favor, anyone opposed. That is indeed also unanimous. That would"},{"t":210,"text":"take us on from the report of the Committee of"},{"t":212,"text":"the Whole from May the 7th, but in fact, the"},{"t":214,"text":"only item there was item F1AA. Again, the Arizona application"},{"t":218,"text":"associated development permit with variances application. And the Heritage Alternation"},{"t":222,"text":"Permit for 932 Balmoral Road, but that was simply considered"},{"t":225,"text":"a moment ago as part of Consent. And because we"},{"t":228,"text":"are at Council today, the consent agenda has passed is"},{"t":232,"text":"a final decision, so we will not be seeing that"},{"t":234,"text":"item again. That would usually take us on to item"},{"t":238,"text":"F1B, but there were no items from this morning's Committee"},{"t":241,"text":"of the Whole that required same day consideration. So that"},{"t":244,"text":"is not necessary today. We move on then to bylaws,"},{"t":248,"text":"and the first one is G1. This is the report"},{"t":252,"text":"recommending first, second, and third reading of Bylaws for towing,"},{"t":255,"text":"but of course that was just dealt with on the"},{"t":257,"text":"consent agenda as well. So those third, those readings have"},{"t":260,"text":"been approved, and that will return to us at a"},{"t":263,"text":"future council meeting for final consideration. Which takes us on"},{"t":267,"text":"then to item G2. This is a report that is"},{"t":270,"text":"an amendment of the officer's bylaw, and I was going"},{"t":274,"text":"to ask one of our able staff to just explain"},{"t":277,"text":"a little bit of why this is here as an"},{"t":279,"text":"amendment. And what change is being made to the previous"},{"t":285,"text":"bylaw. To whom would I direct that question. Mr. Kingsley,"},{"t":289,"text":"over to you. Thank you, Mayor. This is a minor"},{"t":293,"text":"change STES requesting since the introductory readings happened to the"},{"t":297,"text":"new officer's Bylaw. We noticed that we made a topographical"},{"t":300,"text":"error in the repeal section, which is Section 5. We"},{"t":306,"text":"put a wrong digit in there, so it would be"},{"t":307,"text":"repealing the wrong BYLA. So we are asking for an"},{"t":310,"text":"amendment at this stage just to make that slight correction"},{"t":313,"text":"so that we can bring the buy a lot back"},{"t":314,"text":"to Council next week for adoption. That would seem like"},{"t":317,"text":"a sound idea. Very good, right? With that explanation then,"},{"t":322,"text":"would someone like to move the amendment of the officer's"},{"t":324,"text":"bylaw, please? I will just note"},{"t":338,"text":"for the public that we do have a number of"},{"t":341,"text":"items that can be considered enclosed under various sections of"},{"t":344,"text":"the Community Charter, and I will, as usual, ask Mr."},{"t":346,"text":"Kingsley or Ms. Roder to just identify those sections of"},{"t":350,"text":"the Community Charter that either enable or require us to"},{"t":353,"text":"consider a matter enclosed. The reasons proposed"},{"t":357,"text":"to close meeting today are under Section 91C of the"},{"t":359,"text":"Community Charter regarding labour relations or other employee relations. Section"},{"t":363,"text":"91, off regarding a law enforcement matter. And Section 92b"},{"t":367,"text":"regarding the consideration of information received and held in confidence"},{"t":370,"text":"related to negotiations between the municipality and another level of"},{"t":373,"text":"government.
