Councillor An Thompson are joining us online today and Councillor Cardona is unavailable to us today. Today we have for our consideration two sets of minutes, two bylaws and one closed item of business. But before we begin our work together, we always like to take a moment to ground ourselves in an expression of our appreciation gratitude and recognition of the remarkable work that has been undertaken for so many generations by the COSAP sum and Songhees Nations, the Le Quangan people who have served for so many centuries to be the stewards of these lands. All of these lands on which the city sits in its entirety. The nations continue to offer their generosity and being able to work with us wanting to work with us on programs and projects and on issues that serve all of the people who have the privilege of living here in Victoria.
And to continue to offer their time in less formal ways as we have the chance to get together as we did earlier this week to share, meal and to do so with a much less official and much less programmed opportunity when we just get together as people to renegotiate and learn new relationships with one another at staff level at the Council level. And as it's person - to - person level. And is those opportunities that give us a chance to see one another as individuals and to understand how much we have in common and how much we learn from one another when we take the time to join. It is yet another example of the ongoing resilience and generosity of the nations in continuing to work with us. And we want to honour that every chance we can. And so as we begin each meeting together, we always take a moment to say thank you and to offer a few words of thanks and reflection.
And in their own language to say hi to CMDWLIA, just to express that notion of gratitude and appreciation and how much we value the time we get to spend together. I should get CMUGULIA. I have no remarks to add today to the agenda and none of which I'm aware as far as late items. And so we will move immediately to agenda. I'd look for a motion to approve the published agenda. Thanks Councillor Coleman, Second by Council Kim. Any discussion of the published agenda. Not seeing any motion has been moved in second. It always in favor. Anyone post. That is unanimous. I will, as you will note, look more frequently at my iPad today so that I can ensure that both councillors who are online have a chance to join us as they desire. There are three proposals for the consent agenda. I'll just go through them. I'm aware that one of them is going to be pulled, but I'll just go through them for the
information of the public. These are items which are either ones which have been unanimously endorsed or approved a committee or are preliminary readings of bylaws. Those two things are not always the same. But B that is it may. What is proposed today is item F1. The minutes from the Council to follow Committee of the Whole Meeting held on May the 7th. And item F2, the minutes from the Council to follow Committee with the whole meeting held on May 14th. In addition, there's also H1, the amendment for the delegation bylaw. But as that was in fact not unanimous at a committee, even though it is a preliminary reading, we'll pull that from the agenda. And so the actual proposal for the consent agenda, pull it from the consent agenda, are just items F1 and F2, the two sets of minutes. Does anyone wish to add anything else or remove anything else? Only agenda? That's the game's only like to move the consent agenda. Thanks Councillor Coleman.
Second by Councillor Kim. All those in favor of the consent agenda. Anybody opposed? Seeing no one opposed. That is unanimous. Thank you very much for that. That would take us on usually two items F1 and F2. Those would be the minutes from the two meetings I referenced. The committee, the Council to follow committees of the whole meetings on May 7th and 14th. But we just dealt with those and the consent agenda. And as a reminder, because we are at Council today when we do approve something like that on the Consent Agenda, that is a final consideration. And so those are considered adopt it finally and they will not return to us again. That would move us on to item G1. This would be report from the Committee of the Whole. And all we would have today would be report from our earlier meeting. However, there were no items this morning. That required same day consideration.
So we don't have anything to consider then. Then we'll move right on to Bylaws. This would be item H1. This was originally on the consent agenda, but was remote because it was not. In fact, unanimous ad committee. So I'm going to look for someone to move the first second and third readings of the delegation by Allah Amendment bylaw number two. Thanks, Councillor Kim. Seconded by Councillor Coleman. Is there any discussion of that Councillor Kim Councillor Coleman? Anyone else? Councillor Gardner. Go ahead. Thank you. On July 25th, 2024. I oppose the comprehensive delegation biology to delegate select administrative powers to staff. The list of delegations have become too broad for me. And included matters of concern to the public. Matters which I believed and still believed should be made by Council and Open Meetings. Such matters include the broad reach of housing now within the OCP 2050 and facilities that have been called social service centres such facilities could include shelters and centres which support the
use of illicit drugs. While the items before us today are term minor, I find some rhythms be problematic. I have no issue at all with any of the schedule aid changes, but, uh, with some of the schedule B. Hence, I will be voting against the staff recommendation. Thank you, Mayor. Thank you very much. Anybody else. Check my line. Alright, so you know their comments been moved in seconded. All those in favor of first, second, and third readings. Also Kim Councillor Lothan Councillor Thompson, Councillor Dell myself, Councillor Coleman. In opposition, Councillor Hammond and Councillor Gardner. Another two in opposition, the first, second, and third readings are approved. And that will come back to us again in a future for final adoption. That moves us on to item H2, and these are the bylaws for street entertainment.
And this is a motion to adopt both the street entertainment bylawlaw number 26 - 043. And the street entertainment miscellaneous amendments bylaw number 26 - 044. Waits when I'd like to move both of those, please. Thanks Councillor Kim Seconded by Councillor Loughton. Councillor Kirmesant Werloat in any comments. Senior in comments from anyone else. Let's sing anyone else. All those in favor. Is anyone opposed. Those are unanimous. Thank you very much for that. That will take us on to a closed meeting. And first, Mr. Kingsley, would you please remind Council and the public of these Sections of the Community Charter that either enable or require counsel to consider a matter in close? Certainly Mayor, the reasons proposed today to close the meeting are under Section 91e, the Community Charter regarding the acquisition, disposition, our expropriation of land or improvements. Section 91F regarding law enforcement matter. Section 91G regarding the litigation or potential litigation affecting the municipality in Section 92b regarding the consideration of information received in
helding confidence relating to negotiations between the municipality and another level of government. Thank you very much for those reasons, man. I have a motion to move into close, please. Nice Councillor Coleman, Second of Mike Councillor Kim. In discussion. Not singing any of those in favor. Does anyone opposed. That is unanimous. And thank you, gentlemen, for always indicating online. Very helpful. I'll just note for the public that there is no evening council meeting this evening, and so you will see us next here in this chamber. Next Thursday, June 25th, I believe that is. Heavenly Day at 9 a. m. Go Canada Go.
