But before we begin our work"},{"t":22,"text":"together, we always like to take a moment to ground"},{"t":24,"text":"ourselves in an expression of our appreciation gratitude and recognition"},{"t":29,"text":"of the remarkable work that has been undertaken for so"},{"t":32,"text":"many generations by the COSAP sum and Songhees Nations, the"},{"t":35,"text":"Le Quangan people who have served for so many centuries"},{"t":39,"text":"to be the stewards of these lands. All of these"},{"t":42,"text":"lands on which the city sits in its entirety. The"},{"t":46,"text":"nations continue to offer their generosity and being able to"},{"t":50,"text":"work with us wanting to work with us on programs"},{"t":53,"text":"and projects and on issues that serve all of the"},{"t":57,"text":"people who have the privilege of living here in Victoria."},{"t":61,"text":"And to continue to offer their time in less formal"},{"t":63,"text":"ways as we have the chance to get together as"},{"t":66,"text":"we did earlier this week to share, meal and to"},{"t":70,"text":"do so with a much less official and much less"},{"t":73,"text":"programmed opportunity when we just get together as people to"},{"t":77,"text":"renegotiate and learn new relationships with one another at staff"},{"t":81,"text":"level at the Council level. And as it's person -"},{"t":84,"text":"to - person level. And is those opportunities that give"},{"t":87,"text":"us a chance to see one another as individuals and"},{"t":89,"text":"to understand how much we have in common and how"},{"t":92,"text":"much we learn from one another when we take the"},{"t":93,"text":"time to join. It is yet another example of the"},{"t":98,"text":"ongoing resilience and generosity of the nations in continuing to"},{"t":103,"text":"work with us. And we want to honour that every"},{"t":104,"text":"chance we can. And so as we begin each meeting"},{"t":107,"text":"together, we always take a moment to say thank you"},{"t":109,"text":"and to offer a few words of thanks and reflection."},{"t":115,"text":"And in their own language to say hi to CMDWLIA,"},{"t":118,"text":"just to express that notion of gratitude and appreciation and"},{"t":122,"text":"how much we value the time we get to spend"},{"t":124,"text":"together. I'm aware that one of them is going to"},{"t":163,"text":"be pulled, but I'll just go through them for the"},{"t":165,"text":"information of the public. These are items which are either"},{"t":169,"text":"ones which have been unanimously endorsed or approved a committee"},{"t":172,"text":"or are preliminary readings of bylaws. Those two things are"},{"t":175,"text":"not always the same. But B that is it may."},{"t":178,"text":"What is proposed today is item F1. The minutes from"},{"t":180,"text":"the Council to follow Committee of the Whole Meeting held"},{"t":183,"text":"on May the 7th. And item F2, the minutes from"},{"t":186,"text":"the Council to follow Committee with the whole meeting held"},{"t":188,"text":"on May 14th. In addition, there's also H1, the amendment"},{"t":192,"text":"for the delegation bylaw. But as that was in fact"},{"t":195,"text":"not unanimous at a committee, even though it is a"},{"t":198,"text":"preliminary reading, we'll pull that from the agenda. And so"},{"t":201,"text":"the actual proposal for the consent agenda, pull it from"},{"t":204,"text":"the consent agenda, are just items F1 and F2, the"},{"t":208,"text":"two sets of minutes. Does anyone wish to add anything"},{"t":211,"text":"else or remove anything else? Only agenda? That's the game's"},{"t":216,"text":"only like to move the consent agenda. But we just dealt with"},{"t":239,"text":"those and the consent agenda. And as a reminder, because"},{"t":243,"text":"we are at Council today when we do approve something"},{"t":246,"text":"like that on the Consent Agenda, that is a final"},{"t":249,"text":"consideration. And so those are considered adopt it finally and"},{"t":253,"text":"they will not return to us again. That would move"},{"t":257,"text":"us on to item G1. This would be report from"},{"t":259,"text":"the Committee of the Whole. And all we would have"},{"t":260,"text":"today would be report from our earlier meeting. However, there"},{"t":263,"text":"were no items this morning. That required same day consideration."},{"t":267,"text":"So we don't have anything to consider then. Then we'll"},{"t":270,"text":"move right on to Bylaws. This would be item H1."},{"t":273,"text":"This was originally on the consent agenda, but was remote"},{"t":276,"text":"because it was not. In fact, unanimous ad committee. So"},{"t":279,"text":"I'm going to look for someone to move the first"},{"t":281,"text":"second and third readings of the delegation by Allah Amendment"},{"t":284,"text":"bylaw number two. The list of delegations have"},{"t":305,"text":"become too broad for me. And included matters of concern"},{"t":308,"text":"to the public. Matters which I believed and still believed"},{"t":312,"text":"should be made by Council and Open Meetings. Such matters"},{"t":315,"text":"include the broad reach of housing now within the OCP"},{"t":319,"text":"2050 and facilities that have been called social service centres"},{"t":323,"text":"such facilities could include shelters and centres which support the"},{"t":328,"text":"use of illicit drugs. While the items before us today"},{"t":331,"text":"are term minor, I find some rhythms be problematic. I"},{"t":334,"text":"have no issue at all with any of the schedule"},{"t":336,"text":"aid changes, but, uh, with some of the schedule B."},{"t":340,"text":"Hence, I will be voting against the staff recommendation.
