Transcript: Council (to follow COTW) - 2026/07/23
Generated by machine captions published with the recording, uncorrected: names and place names are often misheard, and no one has checked it. The time beside each paragraph opens the recording at that point. Download as JSON. Notes from the summarizer: Automatic captions garble several words, especially the territorial acknowledgement and some street and Nation names; spellings here follow the agenda where available. The official motions list contains no motions, so no motion moments are recorded. The transcript ends as Council enters closed session and does not capture that session.
And welcome to the July 23rd Victoria City Council Daytime Council meeting. Today we have for our consideration one report from a Committee of the Whole, two bylaws for preliminary readings and one item of closed business. But of course, before we begin our work together, we always like to take a moment to take a breath and to ground ourselves in a recognition of the remarkable relationship and generosity of the First Nations on whose territories, our city sits in its entirety. Of course, those are the La Quangan people of the Sanjo. Good Lord. I was thinking of different that of the Zonkees people. It's a Song East Nation and the Coasepsumnation. It has been a long day already. My apologies. The two nations whose territories we currently occupy have been stewarded for so many generations. And the output outcome, the result of those stewardships have been. So clearly evident to us, in every day that we have the opportunity and privilege to do our work and live
our lives here on these lands. And sometimes on the waters that surround them. We have had many opportunities to create a very rich relationship with both nations, and those opportunities continue remarkably well and frequently due to their generosity. We will have another opportunity very soon next week as we help to sponsor and support and volunteer at a very special opportunity for there to be an elder's luncheon at Songhees next Wednesday. We're elders from around the island actually will join together and be respected and fetted with an opportunity to be fed and nurtured and supported. And so we look forward to that another example that is of the way that we work together and that we show our respect and thanks. It is so important for us to take a moment and to just think about all the times that we've had to work together to dream together and to come together in a way which considers, of course, we hope the past and all the
work that's gone before, as well as the challenges, all of us face and each of our communities, these portion of our community, and to look together for how we can make the best decisions considering all of that, but looking first to the future. With that, we always like to say thank you in the language of the La Quangan people in a simplistic term is simply to say hidroxicasium nequalia, which is to say thank you, and to express our gratitude and offer our thanks to all those who choose to take a moment each day in our community and do something that makes one person's life a little better. I trick a siam neckwillia. I do not have any additional remarks to add today. I'm not aware of any late items, and so I would look for someone to move the public agenda as distributed. Thank you, Councillor Coleman, Second of Vincir Gardner. Any discussion of the published agenda, seeing none, all those in favor, anyone opposed.
That is unanimous. I will just note for the public that Councillor Thompson is joining us. He is online. There are a number of items proposed for the consent agenda. In fact, I would point out that they are all of the items on the agenda today. And I will read them out for the public. That is item F1AA, the rezoning application and development permit with variances application for 741 fistCard Street. Item F1AB, the appointment of Bylaw officers, item F1AC, a Council memberMOTion confirming the framework agreement for Section 5 Police Funding, item G1, the Bylaw for 2501 through 2699 Blanchardt Street, 825 and 841 Hillside Avenue, 2500 through 2684 dollar place. That would be the housing agreement associated with that. And item G2, the housing agreement bylaw for 1101 Yates Street. I will just confirm for people that all of these items were either endorsed unanimously at the Committee of the Whole or are in fact preliminary readings of bylaws. Would anyone like to remove any of
those items. Senion, would someone like to move the consent agenda? Thank you, Councillor Kim, second - handed by Councillor Gardner. All those in favor. Anyone opposed. That is unanimous. Moving on to reports of committees, as we just noted, items F1AAF1AB and F1AC, which are from the report from the July 9th Committee of the whole meeting, where each placed on the consent agenda, I will again read those just for the record. That is the rezoning application and development permit with variances application for 741 fist card street. The appointment of Bylaw officers, the Council Member Motion confirming with the framework agreement suction by police funding, all of those were carried unanimously, and simply rather adopted right now as part of our consent agenda. And as we are at daytime council, those decisions are final. Item F1B rather would be a report from our Committee with a whole earlier today, but there were no items from today's committee with a hole that required same day consideration. So there's
that point. The bylaws at G1, the Bylaw for 2501 - 2699 Blanchard, 825, 841 Hillside, 2500 through 2684 dollar and 900 Kings Road. The housing agreements. We're all just placed on the consent agenda, and so we'll return to us for final consideration next week. And G2, the housing agreement for the Bylaw of 11018 Street, preliminary readings for second and third. We're also considered on the consent agenda. They will return to us next week for final consideration. That concludes the Agenda items for the open meeting. We have one item to consider in closed, and Mr. Kingsley, I would look to you to remind us of the Sections of the Community Charter that either require or enable us to consider a matter enclosed. Thank you, Mayor. The reasons proposed to close the meeting today are under Section 91F of the Community Charter regarding a law enforcement matter.
Section 91G regarding Litigation or Potential Litigation affecting the municipality in Section 91i regarding the receipt of advice. That is subject to Solicitor - Client Privilege. Excellent. Thank you. And for that reason, man, I have a motion to close the meeting, please. Thanks, Councillor Coleman, second of my councillor Kim. Any questions, all those in favor. I know opposed. That is unanimous. I just want to make a note before we go into close that we do have an evening council meeting this evening, which begins at 6. 30. I want to note for the public that staff have become aware of an administrative problem with the hearing documents that was scheduled for this evening. And so to ensure legislative procedures for providing official public notice are met and to ensure procedural fairness and transparency, the public hearing that was scheduled for this evening has been postponed and will be placed on the agenda of our September 10th regular meeting. So those of you who are coming tonight for
that public hearing need not do so, but we do have a meeting this evening as we have more, I believe a dozen speakers who wish to address counsel. With that then, I would urge us to simply take a quick moment and allow our stuff to turn us into closed, and then we will hopefully complete the rest of our agenda in time to take a short break before we do commence our evening public meeting.
