May 28. Today we have for our consideration one report from a Committee of the Whole meeting, two bylaws for preliminary reading and adoption and a few closed matters. But of course, before we begin, we'd like to take a moment to ground ourselves and reflect briefly on the remarkable opportunities that we have in enjoying a very rich relationship with the two nations on whose territories our city sits in its entirety. That takes us on to bylaws. Our first Bylaw is Bylaw G1. This is the Bylaw Amendments pursuant to build 25. There are two recommendations. First are the first, second, and third readings, the preliminary readings of the Bylaw. And second is the adoption of the same. We'll do those individually because they are separate, and so I would look for someone to move first, second, and third reading of the Zoning Regulation Amendment bylaw and the Zoning Regulation Amendment Bylaw No. 1368 and number 22. of clarification. What notice is went out, all of a sudden I got many phone calls, and several emails. And then since then, a couple days later, we got others. And so I immediately wrote to staff, because I wanted to ensure that this was indeed, not a staff, a city, rezoning. This is not a rezoning by any of the landowners. Cause that is very important, and because the answer was that it is a city one. I did not have to recuse myself in any way, even though I am a few feet from one of the properties. So I wanted to make sure that that was very clear. And I want to, and because of all the information that came out, from residents, uh, speaking to me, phoning and emails, et cetera, I want to discuss a couple of them, and I have a few questions. So, um, as notices, this is mostly for staff. As notices were posted in the community notified of this bylaw to
amend the zoning bylaw, we received the emails, as I said. Now the wording on a community notice raised red flags and created angst. Specific concerns were raised on two of the three properties, namely 934th Street and Fishman's Wharf. So I wish to confirm the intent of this bylaw change, and I have questions, and I want just to read one of the sentences that is in this document force. Section 3D states. The Zoning Math is amended to indicate that 13, 14 - 13 - 18 Wharf Street, 9. 30 4th Street, and Fishermans Wharf are subject to the subject to cite - specific regulations. So my question is, Jeff, regarding 9. 30 4th Street, we have received correspondence from the owner of 926 4th Street, Lun's Auctioneers.
My question to staff is, the Section D that I read of the bylaw before us recognise the easement as established in January of 1981 for the owner of 926 4th Street over part of the 930 4r Street property. by the municipality. Section 91F regarding a law enforcement matter. Section 91i regarding the receive advice that is subject to solicitor client privilege. And Section 92b regarding the consideration of information received and held in confidence related to negotiations between the municipality and another level of government.
