Notes from the summarizer: The automatic captions contain garbled names and phrases, especially in the territorial acknowledgement and the discussion of non-participating municipalities. Do these September 10th daytime Council meeting for Victoria City Council. We are a full compliment today, Councillor Thompson is joining us online. Today we have for our consideration, a report from this morning's Committee of the Whole, to bylaws for preliminary readings. One item of new business and an item of closed business. But before we begin, we always want to take a moment to take a breath and ground ourselves and our work in an expression of our appreciation and understanding of the incredible and generous relationship that we have with the two nations on whose territories, our city sits, and its entirety. The work over so many generations of the Cossapsum Nation and the Songhees Nation are the baseline of the opportunities that we have to make the decisions that we make here in this chamber, and that our staff rely on to do the incredible work that they do every single day outside this chamber. It's important for us to at least take a moment occasionally,

1:37

and hopefully every time we gather as a group to just reflect on the generosity of the nations, and their ongoing willingness to create relationship and nurture relationship and to also thank them for the work that they've done so far over so many hundreds of years to ensure that these lands and the waters that surround them remain accessible to us and that we have the opportunity to enjoy living the lives that we do here in these lands. When we do that, we like to honour the work that they do each day, and I would note as I did this morning that today there is a by - election going on at Song. He's where they are choosing another member of their council to replace an elder who passed away earlier this year. And so we wish them well in that endeavour. And we look forward to working with every member of their council as we move together to make the decisions that we may collectively and

2:28

individually for the betterment of everyone who lives in these lands. When we say thank you, we like to do so in their language as a modest indication of respect and interest, and that is to say hi to Cycussium or Hitchcock - Cmdiquilia, which is to say thank you, but also to note that we do so with humility and with respect to all of those people who choose at some point during each day to do something that they believe and does, in fact, improve someone's life, at least in one instant. I should guess you have Nickelia. I have no particular remarks to add today, and so I'm also not aware of any late items that need to be at today, so I would look for emotion to approve the published agenda. Thank you, Councillor Coleman, seconded by Councillor Kim. Sorry, I'm laughing because I did make an earlier remarkable about how reliably both of those people, in fact, are in proposing the agenda. Is there anyone

3:19

who wishes to discuss the agenda. Seeing none, all those in favor of the agenda. Anyone opposed? That is unanimous. There are two items proposed for the consent agenda. This is item G1, the amendment bylaw for the patioregulations, and item G2. The bylaw for the 2027 - 2028 permissive tax exemptions. There are no other items that meet the standards for the consent agenda, but does anyone wish to remove either of those items? Not saying that someone liked to move the Consent agenda. Thanks, Councillor Kim. Second by Councillor Coleman. All those in favor of the consent agenda. Anyone opposed that is unanimous. Thank you for that. That does move us on to the report so the committee from earlier today. There are two items to be considered there. The first one, we'll do them one at a time. Is item F1AA? This is the Vancouver Island Intercommunity Business Licensing Bylaw. You'll see that in front of you on the screen when someone like to move that, please.

4:16

Thanks, Councillor Coleman. Second of my councillor Kim. Any discussion, Coleman or Kim either? Any discussion? Councillor Gardner. Just a quick question staff. Um, so I notice that Sanjay - Noc Bay are not participating in this program, shall we say? And to facilitate the trades and permitting work through much of the region. And so has this always been the case, and don't sand trades work in Victoria. And so I was wondering how this is monitored. Hello, Mr. Sheffield, I believe this is for you. Welcome. Good afternoon, Aaron Council. Uh, yeah, for the record, Adam Sheffield, manager of administration by loss services. Um, Senator not currently participating in this scheme. There are a number of municipalities who wish to join this scheme. Uh, the scheme is coordinated by the province. And they would like to get this matter passed by all the participating jurisdictions so that new members can come on board. Council Gerder, anything else? Just do we know why the others aren't participating? Have we

5:23

heard back at all? I'm just curious, because it's Mr. Sheffield. Our trades work everywhere. Uh, there are multiple different schemes where folks can obtain licences to work in different municipalities. This scheme is the broadest. Um, covers more municipalities. And there are other advantages to this scheme. It can join it. And buy a license from a neighbourhood municipality and our First Nations neighbours can participate in it as well. Uh, so this is the preferred scheme. Very good. Okay. Any other questions. Not saying any more questions or comments. It is on the floor dually moved in Second In, all those in favor. And you want to pose.

6:16

That is unanimous. Thank you very much for that. And then that takes us on to the second item that arose from this morning's discussion. And these are the advisory panel bylaws. So I will ask for someone to move it second dose. Thanks, Councillor Goldman. Second by Councillor Kim. Councillor Coleman or Kim. Any comments. Seeing none. Anyone else wish any comments? We did just deal with this a few minutes ago. Not seeing any other comments or questions. All those in favor. Anyone opposed. That is unanimous. Thank you, Councillor Thompson, for keeping your camera on. It does take us on to BYLAWS. And as I mentioned earlier, the first one G1 is an amendment bylaw for the patio regulations. This was preliminary readings for a second and third. So they was replaced on the consent agenda. We'll return to us in the future for final adoption. Uh, as is the same case for item G2, the bylaws for the 2027, 2028 permissive tax exemptions. Those were also

7:09

placed on the consent agenda as they are preliminary readings. And so those will also return to us in the future for final adoption consideration, which takes us to item H1. This is the one item of new business. This is the development variance permit application for 933 Douglas Street. This is here and it is not a consent because it is for final approval. And we always like to ensure that there is one last chance for any commentary on every item. And so I would look for someone to move approval of this development variance permit. Thanks Councillor Kim. Second by Councillor Coleman. Councillor Kimber Coleman, any comments?

7:43

Seeing none, any other comments from anyone else. Oh, okay. All those in favor. You want opposed. That is unanimous. Thank you for that. That does take us on then to item I. This is our closed meeting in which we have one item. Mr. Kingsley, would you please remind us as you did earlier today of the Sections of the Community Charter that either require or enable council to consider matters in a closed session? Certainly Mayor. The reasons proposed close to meeting today are under Section 91A of the Community Charter regarding personal information about an identifiable individual who holds her as being considered for a position appointed by the municipality. Section 91c regarding labour relations or other employee relations. Section 91f regarding law enforcement matter. In Section 92B regarding the consideration of information received and held in confidence relating to negotiations between the municipality and another level of government. Thank you very much. For those reasons, may have a motion to convene a closed session. Thanks, Mr.

8:37

Coleman. Second by Councillor Kim. Councillor Coleman or Kim, any comments. Anyone else have any comments? Not seeing any comments. I'll ask for a vote. All those in favor. And I'm going to posed. That is unanimous. Just before we go into closed, I will note for the public that there is a council meeting this evening, which begins at 6. 30 in which we will hear a performance by our youth poate. There will be three committee presentations of our three committees who have been doing diligent work over the last three and a half years. They're coming to give us their sort of final presentations of this term.

9:13

And then a number of individuals who wish to address counsel. So we look forward to having you join us this evening at 6. 30. And now we will allow our staff a few minutes to move us into closed. And when they are ready, we will proceed. Later today.
