We are a full compliment today, Councillor Thompson is"},{"t":46,"text":"joining us online. Today we have for our consideration, a"},{"t":50,"text":"report from this morning's Committee of the Whole, to bylaws"},{"t":53,"text":"for preliminary readings. One item of new business and an"},{"t":57,"text":"item of closed business. But before we begin, we always"},{"t":61,"text":"want to take a moment to take a breath and"},{"t":63,"text":"ground ourselves and our work in an expression of our"},{"t":66,"text":"appreciation and understanding of the incredible and generous relationship that"},{"t":72,"text":"we have with the two nations on whose territories, our"},{"t":75,"text":"city sits, and its entirety. The work over so many"},{"t":77,"text":"generations of the Cossapsum Nation and the Songhees Nation are"},{"t":82,"text":"the baseline of the opportunities that we have to make"},{"t":84,"text":"the decisions that we make here in this chamber, and"},{"t":88,"text":"that our staff rely on to do the incredible work"},{"t":90,"text":"that they do every single day outside this chamber. It's"},{"t":94,"text":"important for us to at least take a moment occasionally,"},{"t":97,"text":"and hopefully every time we gather as a group to"},{"t":100,"text":"just reflect on the generosity of the nations, and their"},{"t":104,"text":"ongoing willingness to create relationship and nurture relationship and to"},{"t":107,"text":"also thank them for the work that they've done so"},{"t":110,"text":"far over so many hundreds of years to ensure that"},{"t":113,"text":"these lands and the waters that surround them remain accessible"},{"t":116,"text":"to us and that we have the opportunity to enjoy"},{"t":119,"text":"living the lives that we do here in these lands."},{"t":123,"text":"When we do that, we like to honour the work"},{"t":126,"text":"that they do each day, and I would note as"},{"t":128,"text":"I did this morning that today there is a by"},{"t":131,"text":"- election going on at Song. He's where they are"},{"t":133,"text":"choosing another member of their council to replace an elder"},{"t":137,"text":"who passed away earlier this year. And so we wish"},{"t":139,"text":"them well in that endeavour. And we look forward to"},{"t":142,"text":"working with every member of their council as we move"},{"t":145,"text":"together to make the decisions that we may collectively and"},{"t":148,"text":"individually for the betterment of everyone who lives in these"},{"t":150,"text":"lands. When we say thank you, we like to do"},{"t":153,"text":"so in their language as a modest indication of respect"},{"t":157,"text":"and interest, and that is to say hi to Cycussium"},{"t":159,"text":"or Hitchcock - Cmdiquilia, which is to say thank you,"},{"t":162,"text":"but also to note that we do so with humility"},{"t":165,"text":"and with respect to all of those people who choose"},{"t":168,"text":"at some point during each day to do something that"},{"t":171,"text":"they believe and does, in fact, improve someone's life, at"},{"t":175,"text":"least in one instant. Uh, yeah, for the record, Adam Sheffield, manager"},{"t":292,"text":"of administration by loss services. Um, Senator not currently participating"},{"t":299,"text":"in this scheme. There are a number of municipalities who"},{"t":303,"text":"wish to join this scheme. Uh, the scheme is coordinated"},{"t":308,"text":"by the province. And they would like to get this"},{"t":312,"text":"matter passed by all the participating jurisdictions so that new"},{"t":316,"text":"members can come on board. Council Gerder, anything else? Just"},{"t":320,"text":"do we know why the others aren't participating? Have we"},{"t":323,"text":"heard back at all? I'm just curious, because it's Mr."},{"t":327,"text":"Sheffield. Our trades work everywhere. Uh, there are multiple different"},{"t":333,"text":"schemes where folks can obtain licences to work in different"},{"t":340,"text":"municipalities. This scheme is the broadest. Um, covers more municipalities."},{"t":349,"text":"And there are other advantages to this scheme. It can"},{"t":353,"text":"join it. And buy a license from a neighbourhood municipality"},{"t":357,"text":"and our First Nations neighbours can participate in it as"},{"t":359,"text":"well. Uh, so this is the preferred scheme. This was preliminary readings for a second and"},{"t":418,"text":"third. So they was replaced on the consent agenda. We'll"},{"t":420,"text":"return to us in the future for final adoption. Uh,"},{"t":423,"text":"as is the same case for item G2, the bylaws"},{"t":426,"text":"for the 2027, 2028 permissive tax exemptions. Those were also"},{"t":429,"text":"placed on the consent agenda as they are preliminary readings."},{"t":432,"text":"And so those will also return to us in the"},{"t":433,"text":"future for final adoption consideration, which takes us to item"},{"t":437,"text":"H1. This is the one item of new business. This"},{"t":440,"text":"is the development variance permit application for 933 Douglas Street."},{"t":444,"text":"This is here and it is not a consent because"},{"t":446,"text":"it is for final approval. And we always like to"},{"t":449,"text":"ensure that there is one last chance for any commentary"},{"t":451,"text":"on every item.
