We won and welcome to the daytime Council meeting of Victoria City Council here Thursday, May 14th. Councillor Kim is online with us today, so we are a full compliment. And today we have for our consideration three sets of minutes, a report from one committee of the whole, if necessary. And actually, I think in reading that, I don't think it is necessary, but we'll deal with that when we get to it. Two bylaws for preliminary readings and adoption, and one item of new business, and then a couple of closed items. But of course, before we begin, we always want to take a moment to reflect and ground ourselves and just take a minute to think about how remarkable it is that we have the ability to be here, here on the territories of the Lakongan people, whose lands the City occupies in its entirety. And to think about the amazing continuing generosity of the two nations, the Song He's in the Kosapsum, who continue to be

generous in their time and wisdom and working with us on a whole variety of different projects programs, endeavours, all of which, of course, we collectively intend to both respect the past, but also look forward to the future and try and anticipate the aspects of our decisions that we hope are made in the best of intentions for all who come after us. And for those who are here as well. The nations themselves are confronted these days with some very complex issues, many of which overlap with the complexities of the issues that we consider here at City Council. And throughout our community, and so when it is useful for all of us to be collaborative, then we very much do that with a very proactive sense. And even when we're not sure that it is in the best interest of all of us, we continue to nurture that relationship so that we can respond to those opportunities when they appear unexpectedly, and that we nurture our relationship

so that things are easy. When life is good, and things are possible when sometimes life takes a turn and another direction. It is important for us to take a moment every time we gather here in the city to think for a moment how different our lives would be. Had that stewardship not been undertaken for so many generations and to reflect on all of the joyful opportunities we have because of it. This is his most everyone knows now campaign, I guess you would call it, to bring attention to the ongoing challenge, the ongoing, I think, social embarrassment of the fact that we still have to do good work and trying to curtail violence against women and children. This particular campaign was started, about 15 years ago, I believe. And was started by indigenous men and boys trying to bring attention to the violence in their own community, but it has broadened nationally into a very well - supported campaign that you can learn more about by going to the website,

And it brings into the public discussion the responsibilities and opportunities at each of us has to do something might seem small at the start, but which has so much capacity to grow into an endeavour to ensure that we talk about, learn about, and do something about violence against women and children. And so I would urge you to look into the campaign, urge you to get a little square, you can get them here at City Hall for free and through the campaign as well. And to wear it on everything that you have, because it has an opportunity to create a chance for a conversation. And when we have dialogue, we have learning. And when we have learning, we have action, and that's perhaps the best way that we can honour the campaign and the people for whom it is a champion.

So just as a reminder, when those are placed on the consent agenda because we are in counsel, that is a final decision. And so those are now part of our record and will not need to come back any other time. That takes us on to item G. These are reports of committee. We would consider any item from this morning's committee with the whole. Were there any items that require it same day consideration? Uh, but none were so noted. And so we need not deal with any items there. That will take us on to item H. These are the bylaws. The first one is H1, the bylaw for officers, recommending for second or third readings of a Bylaw to propose to establish officer positions for the City that, of course, was placed on the consent agenda.

And so those readings have been adopted. It will return to us in the future for final consideration, which leads us on to item H2. This is, in fact, the proposal to adopt the zoning regulation by - law for 257 Belleville Street. And the approval of the development permit with variances for that same address to 57 Belleville Street. Because they are a separate items we'll deal with them individually. They are final, so adoption approval. That's why they're not on consent. With someone like to move adoption of that zoning regulation bylaw, please. Count with your Coleman is moving. This is the Temporary Use Permit application for 602 squamol road, and this has been before us before, but this is for approval of the TUP. So a TUP, as I understand it, is three years with the potential for a three year renewal. Is that true. Yes, Stuff. Would you like to introduce yourself, please, for the racial public? Thank you. And through you, Mayor Matt Kouziak. I'm a planner in development services and planning and development. Uh, yes, your understanding is correct. Thank you. Secondly, again, based on the concerns from the neighbourhood, if there were events that had an impact on the neighbourhood, what would the neighbourhoods, and I'm thinking particularly of noise? Um, what would the, under this regulation, what would the neighbours or the neighborhood's opportunity be to have it addressed. Because, yeah. Through the mayor, this property in the events held at this property are subject to the noise regulation bylaw. If that's the principal concern. So that would be the course of action to resolve that matter

under that bylaw. Thank you. And if there were a series of such events that occurred, is it within the purview of council to actually rescind the TUP. It's cause, yeah. Through the mayor, I'm actually not sure about that. If cancel has the discretion to rescind it. Is that Ms. Wayne and or Mr. Johnson. Thank you through you, Mayor, Charlotte Wayne, managed you of neighbourhood planning. Uh, mine standing is that once the TUP is issued, um, it's in effect, um, I don't believe there is a way to rescind it. So, but that would have an impact as a follow - on to the renewal of the TUP, if there were a series of incidents, council might be convinced not to renew. Is that correct? To the mayor, yes, that's correct. The TUP is enabling a new use on the property. So it's not necessarily regulating the operation that precedes within that use, but council would have the discretion to not renew that TUP at the end
