Councillor Kim is"},{"t":8,"text":"online with us today, so we are a full compliment."},{"t":11,"text":"And today we have for our consideration three sets of"},{"t":14,"text":"minutes, a report from one committee of the whole, if"},{"t":17,"text":"necessary. And actually, I think in reading that, I don't"},{"t":19,"text":"think it is necessary, but we'll deal with that when"},{"t":21,"text":"we get to it. Two bylaws for preliminary readings and"},{"t":24,"text":"adoption, and one item of new business, and then a"},{"t":27,"text":"couple of closed items. But of course, before we begin,"},{"t":31,"text":"we always want to take a moment to reflect and"},{"t":33,"text":"ground ourselves and just take a minute to think about"},{"t":38,"text":"how remarkable it is that we have the ability to"},{"t":40,"text":"be here, here on the territories of the Lakongan people,"},{"t":44,"text":"whose lands the City occupies in its entirety. And to"},{"t":48,"text":"think about the amazing continuing generosity of the two nations,"},{"t":52,"text":"the Song He's in the Kosapsum, who continue to be"},{"t":55,"text":"generous in their time and wisdom and working with us"},{"t":58,"text":"on a whole variety of different projects programs, endeavours, all"},{"t":63,"text":"of which, of course, we collectively intend to both respect"},{"t":67,"text":"the past, but also look forward to the future and"},{"t":70,"text":"try and anticipate the aspects of our decisions that we"},{"t":73,"text":"hope are made in the best of intentions for all"},{"t":75,"text":"who come after us. And for those who are here"},{"t":77,"text":"as well. The nations themselves are confronted these days with"},{"t":83,"text":"some very complex issues, many of which overlap with the"},{"t":86,"text":"complexities of the issues that we consider here at City"},{"t":88,"text":"Council. And throughout our community, and so when it is"},{"t":92,"text":"useful for all of us to be collaborative, then we"},{"t":95,"text":"very much do that with a very proactive sense. And"},{"t":99,"text":"even when we're not sure that it is in the"},{"t":101,"text":"best interest of all of us, we continue to nurture"},{"t":103,"text":"that relationship so that we can respond to those opportunities"},{"t":106,"text":"when they appear unexpectedly, and that we nurture our relationship"},{"t":110,"text":"so that things are easy. When life is good, and"},{"t":113,"text":"things are possible when sometimes life takes a turn and"},{"t":116,"text":"another direction. It is important for us to take a"},{"t":120,"text":"moment every time we gather here in the city to"},{"t":123,"text":"think for a moment how different our lives would be."},{"t":126,"text":"Had that stewardship not been undertaken for so many generations"},{"t":130,"text":"and to reflect on all of the joyful opportunities we"},{"t":133,"text":"have because of it. And when we do that, we"},{"t":135,"text":"like to offer a little bit of respect in the"},{"t":138,"text":"language of the people, and that is to say, hidrogassium,"},{"t":141,"text":"which most people know means thank you, but also perhaps"},{"t":144,"text":"to add another phrase which is to say, I should"},{"t":146,"text":"go see him, NickWelia, which is did not just say"},{"t":148,"text":"thank you, but to offer our respect and honour to"},{"t":152,"text":"those folks who spend their time, even just a small"},{"t":155,"text":"portion of their time trying to do good work for"},{"t":158,"text":"everyone here in our community. So hidrica CM, Nequilia, to"},{"t":162,"text":"all of you and everyone who's listening. And especially to"},{"t":165,"text":"our colleagues, friends and family in the nations. As two"},{"t":171,"text":"chairs remarks today, I would note that you will see"},{"t":174,"text":"everyone here sitting at Council and most everyone in the"},{"t":176,"text":"gallery who is wearing a small square of moose hide."},{"t":180,"text":"It is indeed mousside, and it is a representation of"},{"t":182,"text":"the Bullside campaign. Today is moose - hide campaign day."},{"t":186,"text":"This is his most everyone knows now campaign, I guess"},{"t":190,"text":"you would call it, to bring attention to the ongoing"},{"t":195,"text":"challenge, the ongoing, I think, social embarrassment of the fact"},{"t":198,"text":"that we still have to do good work and trying"},{"t":203,"text":"to curtail violence against women and children. This particular campaign"},{"t":207,"text":"was started, about 15 years ago, I believe. And was"},{"t":210,"text":"started by indigenous men and boys trying to bring attention"},{"t":214,"text":"to the violence in their own community, but it has"},{"t":216,"text":"broadened nationally into a very well - supported campaign that"},{"t":221,"text":"you can learn more about by going to the website,"},{"t":223,"text":"which is just moocidecampaign. ca. And it brings into the"},{"t":228,"text":"public discussion the responsibilities and opportunities at each of us"},{"t":232,"text":"has to do something might seem small at the start,"},{"t":236,"text":"but which has so much capacity to grow into an"},{"t":239,"text":"endeavour to ensure that we talk about, learn about, and"},{"t":243,"text":"do something about violence against women and children. And so"},{"t":247,"text":"I would urge you to look into the campaign, urge"},{"t":251,"text":"you to get a little square, you can get them"},{"t":253,"text":"here at City Hall for free and through the campaign"},{"t":255,"text":"as well. And to wear it on everything that you"},{"t":258,"text":"have, because it has an opportunity to create a chance"},{"t":262,"text":"for a conversation. And when we have dialogue, we have"},{"t":265,"text":"learning. And when we have learning, we have action, and"},{"t":267,"text":"that's perhaps the best way that we can honour the"},{"t":270,"text":"campaign and the people for whom it is a champion."},{"t":274,"text":"So I would urge you to look into that as"},{"t":276,"text":"you can. That would take us on another agenda to"},{"t":281,"text":"late items, but there are non - to - date"},{"t":282,"text":"committee, and so I would look for an approval of"},{"t":284,"text":"the public agenda. And so I'll"},{"t":311,"text":"just speak these out for the information of the public."},{"t":314,"text":"This is item F1, the minutes from the Council meeting"},{"t":316,"text":"to follow Committee of the Whole on April 9th. F2,"},{"t":319,"text":"the minutes from the evening council meeting held April 9th."},{"t":323,"text":"F3, the minutes from the Council to follow Committee meeting"},{"t":326,"text":"on April 16th. And H1, the bylaw for officers item."},{"t":332,"text":"But anyone like to remove any of these items. Striking"},{"t":336,"text":"around, not seeing anyone wanting to remove anything. That would"},{"t":349,"text":"take us on two consideration of our minutes, but as"},{"t":352,"text":"was just noted, we placed all three of these sets"},{"t":354,"text":"of minutes, items F1, F2, and F3 meetings on April"},{"t":357,"text":"9th, April 9th, and April 16th on the consent agenda."},{"t":361,"text":"So just as a reminder, when those are placed on"},{"t":363,"text":"the consent agenda because we are in counsel, that is"},{"t":365,"text":"a final decision. And so those are now part of"},{"t":369,"text":"our record and will not need to come back any"},{"t":371,"text":"other time. That takes us on to item G. These"},{"t":375,"text":"are reports of committee. We would consider any item from"},{"t":377,"text":"this morning's committee with the whole. Were there any items"},{"t":379,"text":"that require it same day consideration? Uh, but none were"},{"t":382,"text":"so noted. And so we need not deal with any"},{"t":385,"text":"items there. That will take us on to item H."},{"t":388,"text":"These are the bylaws. The first one is H1, the"},{"t":391,"text":"bylaw for officers, recommending for second or third readings of"},{"t":395,"text":"a Bylaw to propose to establish officer positions for the"},{"t":397,"text":"City that, of course, was placed on the consent agenda."},{"t":400,"text":"And so those readings have been adopted. It will return"},{"t":403,"text":"to us in the future for final consideration, which leads"},{"t":407,"text":"us on to item H2. This is, in fact, the"},{"t":410,"text":"proposal to adopt the zoning regulation by - law for"},{"t":414,"text":"257 Belleville Street. And the approval of the development permit"},{"t":418,"text":"with variances for that same address to 57 Belleville Street."},{"t":423,"text":"Because they are a separate items we'll deal with them"},{"t":425,"text":"individually. They are final, so adoption approval. That's why they're"},{"t":428,"text":"not on consent. With someone like to move adoption of"},{"t":430,"text":"that zoning regulation bylaw, please. Count with your Coleman is"},{"t":434,"text":"moving. Counsel - Secured on his second day. Councillor Coleman"},{"t":437,"text":"or Cardone, any comments. Not sing any. Anyone else have"},{"t":441,"text":"any comments. Not seeing any. All those in favor of"},{"t":445,"text":"adopting the zoning regulation by - law. Anyone opposed. On that same item then, I'd"},{"t":452,"text":"like to have someone move the approval of the development"},{"t":454,"text":"permit with variances, Councillor Coleman, and Councillor Cardone again, I"},{"t":458,"text":"think. Any comments from Coleman or Caradono, not seeing any"},{"t":462,"text":"comments from anybody else. Not seeing any, so all those"},{"t":466,"text":"in favor of approval of the development permit with variances."},{"t":469,"text":"Anybody opposed. That is unanimous. That takes us on to"},{"t":474,"text":"item I1. This is an item of new business. This"},{"t":478,"text":"is the Temporary Use Permit application for 602 squamol road,"},{"t":483,"text":"and this has been before us before, but this is"},{"t":485,"text":"for approval of the TUP. And so that is why"},{"t":488,"text":"it is here to be considered finally with someone like"},{"t":490,"text":"to move that, please. Council Coleman is moving. Somebody liked"},{"t":496,"text":"a second councillor, Del is seconding. Councillor Coleman, any comments."},{"t":502,"text":"Some questions through you based on the correspondence we received."},{"t":508,"text":"There was concern by some of the neighbours about. This"},{"t":514,"text":"timed dated. So a TUP, as I understand it, is"},{"t":519,"text":"three years with the potential for a three year renewal."},{"t":525,"text":"Is that true. Yes, Stuff. Would you like to introduce"},{"t":528,"text":"yourself, please, for the racial public? Thank you. And through"},{"t":531,"text":"you, Mayor Matt Kouziak. I'm a planner in development services"},{"t":534,"text":"and planning and development. Uh, yes, your understanding is correct."},{"t":538,"text":"Thank you. Secondly, again, based on the concerns from the"},{"t":542,"text":"neighbourhood, if there were events that had an impact on"},{"t":547,"text":"the neighbourhood, what would the neighbourhoods, and I'm thinking particularly"},{"t":550,"text":"of noise? Um, what would the, under this regulation, what"},{"t":555,"text":"would the neighbours or the neighborhood's opportunity be to have"},{"t":558,"text":"it addressed. Because, yeah. Through the mayor, this property in"},{"t":565,"text":"the events held at this property are subject to the"},{"t":568,"text":"noise regulation bylaw. If that's the principal concern. So that"},{"t":571,"text":"would be the course of action to resolve that matter"},{"t":574,"text":"under that bylaw. Thank you. And if there were a"},{"t":577,"text":"series of such events that occurred, is it within the"},{"t":580,"text":"purview of council to actually rescind the TUP. It's cause,"},{"t":584,"text":"yeah. Through the mayor, I'm actually not sure about that."},{"t":592,"text":"If cancel has the discretion to rescind it. Is that"},{"t":596,"text":"Ms. Wayne and or Mr. Johnson. Thank you through you,"},{"t":599,"text":"Mayor, Charlotte Wayne, managed you of neighbourhood planning. Uh, mine"},{"t":603,"text":"standing is that once the TUP is issued, um, it's"},{"t":606,"text":"in effect, um, I don't believe there is a way"},{"t":609,"text":"to rescind it. So, but that would have an impact"},{"t":617,"text":"as a follow - on to the renewal of the"},{"t":619,"text":"TUP, if there were a series of incidents, council might"},{"t":621,"text":"be convinced not to renew. Is that correct? To the"},{"t":628,"text":"mayor, yes, that's correct. The TUP is enabling a new"},{"t":632,"text":"use on the property. So it's not necessarily regulating the"},{"t":635,"text":"operation that precedes within that use, but council would have"},{"t":640,"text":"the discretion to not renew that TUP at the end"},{"t":642,"text":"of the three years. Section 91K regarding negotiations"},{"t":695,"text":"and related discussions, respecting the prose provision of a municipal"},{"t":698,"text":"service at plenary stages. And Section 92b regarding the consideration"},{"t":703,"text":"of information received and held in confidence relating to negotiations"},{"t":707,"text":"between the municipality and another level of government.
