But of course, before we begin our work together,"},{"t":33,"text":"we always want to take a moment to pause and"},{"t":36,"text":"reflect and express our gratitude and recognition to the two"},{"t":41,"text":"nations on whose territories are City sits in its entirety."},{"t":44,"text":"The co - opsum nation and the Songhees Nation. These"},{"t":47,"text":"two nations and there are multiple families and members have"},{"t":51,"text":"for hundreds of years, many, many generations taking it upon"},{"t":55,"text":"themselves to pay special attention to the lands on which"},{"t":59,"text":"we all operate and live and play and work, and"},{"t":63,"text":"the waters that surround them as well. And in so"},{"t":66,"text":"doing, they have created the opportunity for us to do"},{"t":68,"text":"the work that we do here in these halls, in"},{"t":71,"text":"the city council and in the city itself, and all"},{"t":74,"text":"of our neighbourhoods and homes when we're lucky enough to"},{"t":76,"text":"have them. And when we have the opportunity to work"},{"t":79,"text":"with our colleagues, our friends, our families, and all of"},{"t":82,"text":"our residents together, hopefully making decisions that have respect for"},{"t":86,"text":"the past and acknowledgment of it, as well as a"},{"t":89,"text":"willingness, a courage to confront the issues that are with"},{"t":92,"text":"us today and thought, of course, for the future and"},{"t":94,"text":"all the things that will come in the days, weeks,"},{"t":98,"text":"and years ahead. The nations themselves have done that type"},{"t":101,"text":"of work for so many years. We can only admire"},{"t":104,"text":"their resilience. Hope to learn from it and appreciate the"},{"t":107,"text":"continuing collegiality and willingness that they have to work with"},{"t":110,"text":"us. And to help us learn together as we make"},{"t":113,"text":"the mutual and individual decisions that we make for the"},{"t":116,"text":"benefit of our residents, indigenous and non - Indigenous alike."},{"t":121,"text":"With that, we like to say thank you in their"},{"t":123,"text":"language, and that is to say, hi, Chica or Hichukasium,"},{"t":125,"text":"Nicolia. And that is to just say thank you to"},{"t":128,"text":"offer a bit of respect to all of the leaders,"},{"t":131,"text":"individuals, alike throughout the community who each day make a"},{"t":135,"text":"decision to do one thing, perhaps one very small thing,"},{"t":139,"text":"which changes the way someone else lives their life hopefully"},{"t":142,"text":"for the better. So with that, let's hope that that"},{"t":144,"text":"is our goal too. And we say hi, Tricka CM"},{"t":146,"text":"Nicole. I made some remarks earlier today, just reflecting a"},{"t":153,"text":"little bit on the passing of Gloria Steinem. I won't"},{"t":155,"text":"repeat those, but I would urge folks to look at"},{"t":157,"text":"them earlier today if they're interested. And iconic figure for"},{"t":160,"text":"many of us of a certain age and interest, and"},{"t":164,"text":"certainly for those of us who spent many, many years"},{"t":167,"text":"working the Community of Women's Rights and the rights of"},{"t":171,"text":"other equity seeking equity deserving people. It is a sad"},{"t":175,"text":"day indeed to note her passing. I'm not aware of"},{"t":180,"text":"any late items that need to be brought to council"},{"t":182,"text":"today. And so we will look first to an approval"},{"t":185,"text":"of the agenda. First, I'm going to ask to move"},{"t":186,"text":"it, I'm going to ask to amend it. So if"},{"t":188,"text":"we could first have a motion to approve the distributed"},{"t":191,"text":"agenda, thanks Councillor Coleman seconded by Councillor Caradona. And then"},{"t":195,"text":"I would just suggest that we amend the daytime Council"},{"t":199,"text":"meeting to include the Council Member Motion that was adopted"},{"t":202,"text":"a little earlier ago, and I believe this would be"},{"t":204,"text":"an item G1AA under the report from the September 3rd"},{"t":210,"text":"Committee of the Whole. The"},{"t":255,"text":"minutes from the Council, Datum Council meeting of June 18th,"},{"t":259,"text":"F2, the minutes from the daytime council meeting of June"},{"t":261,"text":"25th. Item F3, the minutes from the daytime council meeting"},{"t":265,"text":"of July 2nd. Item F4, the minutes from the daytime"},{"t":269,"text":"council meeting of July the 9th. And item F5, the"},{"t":272,"text":"minutes from the daytime council meeting of July 16th. Does"},{"t":276,"text":"anyone have any concern with those and wishes to remove"},{"t":278,"text":"any of them? Or does anyone wish to add anything"},{"t":281,"text":"to the consent agenda? I was thinking that perhaps that"},{"t":285,"text":"last CMM, but it was not unanimous, so we will"},{"t":286,"text":"not add that. Originally, there were no items that"},{"t":336,"text":"were considered needing same day consideration. However, uh, the late"},{"t":341,"text":"item that was brought forward as a council member motion"},{"t":344,"text":"was adopted. And so that can, in fact, and was"},{"t":347,"text":"added to the agenda as item GOANA. I believe that"},{"t":351,"text":"is correct, all being along on the screen. There you"},{"t":354,"text":"go. And that's the one it was amended. And so,"},{"t":358,"text":"uh, there is that version that is now on the"},{"t":360,"text":"screen as the final amendment. These are"},{"t":450,"text":"for the rezoning applications for the same addresses as well"},{"t":454,"text":"as a number of other regulations. I am going to"},{"t":457,"text":"ask staff just to briefly explain why this is here"},{"t":461,"text":"and what exactly we are doing. This is an item"},{"t":464,"text":"that we have considered previously and for the most part"},{"t":467,"text":"approved. So what are we doing here today? Mr. Handy."},{"t":471,"text":"Thanks Meroral to. I'm going to invite my colleague Patrick"},{"t":475,"text":"Carls Sr. Planet to come up and speak to this"},{"t":477,"text":"home. Fantastic. Welcome."},{"t":492,"text":"Look at Mr. Carroll. Please explain to us why this"},{"t":494,"text":"is here again today and what we're actually considering. Good"},{"t":499,"text":"afternoon, Mayor and all of council. So just for the"},{"t":505,"text":"record, Patrick Carroll, senior planner, development services. Uh, before you"},{"t":509,"text":"today is the adoption of a site - specific amendment"},{"t":512,"text":"to the zoning regulation bylaw for the property known as"},{"t":515,"text":"evergreen terrorists. The proposal is for a phased redevelopment. Of"},{"t":520,"text":"the site, which would replace all 196 existing units. And"},{"t":525,"text":"add approximately 700 new rental units. The proposal includes nine"},{"t":531,"text":"buildings. In a mix of high and mid - rise"},{"t":534,"text":"forms. As noted in your update report, the approved CD"},{"t":539,"text":"zone. Set a density for the entire site of 2."},{"t":543,"text":"6 to one FSR. However, it has been determined that"},{"t":548,"text":"the maximum floor area for each development area is required"},{"t":552,"text":"to enable future subdivisions. There is no change to the"},{"t":557,"text":"proposal or the maximum permitted density across the site. The"},{"t":561,"text":"recommended motion includes language to rescind, re - approve and"},{"t":564,"text":"adopt the amended CD zone. And therefore attachments to show"},{"t":569,"text":"track change of the comparison. In addition, the applicant has"},{"t":574,"text":"met the condition to register the MDA prior to bylaw"},{"t":578,"text":"adoption. However, two commitments in the MDA requires some updates"},{"t":582,"text":"for councils awareness. First, the resolution included a commitment of"},{"t":588,"text":"two 21 supportive housing units to be operated by the"},{"t":591,"text":"Aboriginal coalition to end homelessness. During MDA discussions, the applicant"},{"t":597,"text":"clarified that they could not commit to a specific operator"},{"t":600,"text":"in the long term, um, as it is in agreement."},{"t":603,"text":"And the two parties. Although the intention is for no"},{"t":606,"text":"change to the operator. Second, the resolution included a commitment"},{"t":611,"text":"that at least 70 percent of the residential units would"},{"t":615,"text":"have access to a usable private outdoor space. The applicant"},{"t":619,"text":"requested that the MDA allows some flexibility to include a"},{"t":623,"text":"Juliet balcony. Staff added language to require due consideration to"},{"t":629,"text":"the design guidelines that do encourage these private outdoor spaces."},{"t":636,"text":"It should be noted that the first phase of development"},{"t":640,"text":"has been approved and actually far exceeds the 110 units"},{"t":649,"text":"lacking a private outdoor space. And that's about 95 percent."},{"t":653,"text":"And there are no Juliet balconies proposed in phase one."},{"t":657,"text":"And that's, that, that's everything covered in the report. And"},{"t":660,"text":"I can take your questions at this time. Right. Thank"},{"t":662,"text":"you. Are there any questions for Mr. Carroll. Council Cardona"},{"t":667,"text":"and you're going to Councillor Garden. Security? I just, just"},{"t":672,"text":"one clarification. I'm just trying to remember. So we had"},{"t":673,"text":"done for a second and third before and we're ascending"},{"t":677,"text":"third, but we hadn't done final adoption before. Is that"},{"t":679,"text":"correct? Yes. That's due to the mayor. That's happening today."},{"t":683,"text":"Yeah. That's, that is correct. We hadn't done adoption because"},{"t":686,"text":"the condition was that the MDA had to be completed,"},{"t":689,"text":"executed and registered. And that has happened. Okay. So are"},{"t":692,"text":"we able to do third and final adoption on the"},{"t":694,"text":"same day. Through the mayor, yes, I did consult internally"},{"t":699,"text":"with legal and confirm that that was possible in this"},{"t":702,"text":"case. Okay. Great. Thank you. Thank you. Councillor Gardner questions."},{"t":707,"text":"Just a couple. Okay. When I read the document you"},{"t":711,"text":"gave to us. So they're going to be divided up"},{"t":714,"text":"the lots. Of through to the mirror. As of now,"},{"t":719,"text":"we are aware of five development areas and those were"},{"t":722,"text":"communicated through the Committee of the whole report is developed"},{"t":724,"text":"in areas through the discussions. It became clear the applicant"},{"t":728,"text":"was intending to subdivide, uh, which is what has led"},{"t":731,"text":"to this correction. And so effectively we don't know what"},{"t":736,"text":"lots. They'll ultimately subdivide, but at least we know that"},{"t":739,"text":"the five development areas will be their own parcels. Will"},{"t":743,"text":"BC housing continue to own all parcels or is there"},{"t":746,"text":"an intent to sell. Through to the mayor, uh, it's"},{"t":749,"text":"been made clear from the applicant that there is no,"},{"t":751,"text":"uh, intention to divest of any of the provincial lands."},{"t":755,"text":"And it's part of the PRP program. So the provincial"},{"t":758,"text":"redevelopment program. That is the funding source for this development."},{"t":761,"text":"And it does stipulate that lands must be remain in"},{"t":764,"text":"the province's hands. Great. Now, with the separation and the"},{"t":770,"text":"alteration of the MDA for each parcel is developed. Are"},{"t":774,"text":"we going to rung to something like we did at"},{"t":776,"text":"the Bayview and Roundhouse with coming back for whole redevelopment"},{"t":781,"text":"type of applications? Cause I thought all that was rather"},{"t":786,"text":"taken care of. Uh, through to the mayor, if I"},{"t":788,"text":"am understanding your question correctly, um, the intention is that"},{"t":792,"text":"this will not return to council for a rezoning in"},{"t":795,"text":"the future. And this is part of the correction today"},{"t":797,"text":"is to ensure they can subdivide in the future and"},{"t":800,"text":"not create a density problem that would lead them to"},{"t":803,"text":"return to council. And our intention is to not have"},{"t":806,"text":"to reopen the MDA again as well. That being said"},{"t":809,"text":"future phases will definitely need a development permit. It may"},{"t":813,"text":"be delegated depending on the details, the level of affordability."},{"t":816,"text":"Um, and some other factors as well. But it may"},{"t":820,"text":"return to council as a development permit regulating form and"},{"t":823,"text":"character for a given phase. And there could be variances"},{"t":826,"text":"triggered as well. Um, but not, um, the intention is"},{"t":829,"text":"to not return to revisit the MDA or the zoning."},{"t":833,"text":"Right. Thank you for that question. Uh, so there is"},{"t":857,"text":"no immediate intention to utilise Juliet balconies in any of"},{"t":861,"text":"the designs, but reality is the only design that we've"},{"t":864,"text":"seen and that the applicant has done is phase one."},{"t":866,"text":"But we can confirm that there are no Juliet balconies"},{"t":869,"text":"at all in the first phase. And we won't know"},{"t":871,"text":"about future phases until they apply for that development permit."},{"t":876,"text":"Okay. Thanks. Has there been any consideration about how, um,"},{"t":881,"text":"okay. Here's, sorry, let me rephrase. Folks who are going"},{"t":885,"text":"to be populating phase one are the current tenets of"},{"t":888,"text":"evergreen terrorists who have been temporarily displaced, right? That is"},{"t":894,"text":"correct. Um, the first phase is 110 units in total."},{"t":898,"text":"So it will allow for options for occupying up to"},{"t":903,"text":"110 of the 196 that it currently, uh, exists, uh,"},{"t":908,"text":"on the land. Uh, so it would be the first"},{"t":911,"text":"two phases that would be intended to accommodate those that"},{"t":916,"text":"are currently living on the site. My concern is that,"},{"t":923,"text":"uh, folks who had previous access to green space as"},{"t":927,"text":"one of the original tenants, um, are, are losing that,"},{"t":931,"text":"especially given that face one is confirmed to not have,"},{"t":934,"text":"uh, things like balconies. What direction or assurance is or"},{"t":940,"text":"any procedural steps, would you advise in order to try"},{"t":945,"text":"to encourage or affirm outdoor access in phase two. Uh,"},{"t":951,"text":"girls? Thank you for the question and through to the"},{"t":953,"text":"mayor, um, just one clarification. They're in the first phase,"},{"t":957,"text":"which is approved, uh, in principle at this point, uh,"},{"t":961,"text":"it did not include any Juliet balconies and only five"},{"t":964,"text":"of the 110 are lacking a balcony. And I should"},{"t":969,"text":"note that all phases of development through the MDA secured"},{"t":973,"text":"common amenity space that is outdoor as well as indoor."},{"t":977,"text":"Um, and now phase two, um, we just don't know"},{"t":980,"text":"what's being proposed yet, uh, but the MDA will be"},{"t":984,"text":"required common amenity space in phase two, both outdoor and"},{"t":989,"text":"indoor. And also, um, at least as well, so there"},{"t":998,"text":"is some assurance, um, but a lot of it would"},{"t":1000,"text":"come down if there is a proposal for, say, a"},{"t":1003,"text":"higher number of juliet balconies in phase two. We would"},{"t":1006,"text":"utilise the development permit guidelines to try to emphasize the"},{"t":1010,"text":"importance of these private outdoor spaces. Thank you. I think we've all had a chance to motivate"},{"t":1040,"text":"on this in the past, but this is going to"},{"t":1043,"text":"be the biggest affordable housing development. I think in Vancouver"},{"t":1045,"text":"Island's history, I don't know of any that are bigger"},{"t":1047,"text":"than this. So it's, it's going to be really, really"},{"t":1049,"text":"transformative and I think in a positive way for Quadril"},{"t":1052,"text":"side and for downtown and for the community as a"},{"t":1055,"text":"whole. So I'm really appreciative that BC housing given, even"},{"t":1059,"text":"given all these fiscal constraints, is willing to keep moving"},{"t":1061,"text":"forward with phase one. And at least based on my"},{"t":1063,"text":"reading of the staff report, it sounds like they might"},{"t":1066,"text":"start work relatively soon. Maybe I'll just put that as"},{"t":1069,"text":"a final question. It looked like phase one might be"},{"t":1071,"text":"done in like two or three years, which implies that"},{"t":1073,"text":"starting soon. So do we have a sense of timelines."},{"t":1076,"text":"Thank you for the question. And through to the mayor,"},{"t":1079,"text":"uh, so, uh, the very speedy timeline being planned by"},{"t":1083,"text":"BC housing at this time. It's part of the rush"},{"t":1085,"text":"to, um, proceed and finish the master development agreement as"},{"t":1089,"text":"quickly as it did. Effectively, the fences up now, they've"},{"t":1093,"text":"received their demolition permit for the first phase. And they"},{"t":1097,"text":"will immediately go into construction. I understand it as soon"},{"t":1101,"text":"as the demolition is complete. So phase, I don't know"},{"t":1103,"text":"what the timing to finish it is, but it should"},{"t":1105,"text":"be underway early, early to mid fall. And has everyone"},{"t":1109,"text":"been rehoused who's being displaced by the redevelopment? Yes. To"},{"t":1114,"text":"my understanding, everybody was, uh, has been moved out of"},{"t":1117,"text":"the first phase. And I'm not, I'm not privy to"},{"t":1119,"text":"the exact details, but they have all moved out to"},{"t":1122,"text":"alternative accommodations. I would just want"},{"t":1165,"text":"to add that, uh, I think this has been and"},{"t":1168,"text":"will be one of the most exciting projects I think"},{"t":1171,"text":"this council has had an opportunity to, um, be involved"},{"t":1173,"text":"in. And wow, I can't wait to see it start."},{"t":1177,"text":"And, uh, it's just, it is going to be transformational"},{"t":1180,"text":"and a really intentional way. And just want to express"},{"t":1182,"text":"my appreciation to all of the partners and to our"},{"t":1185,"text":"staff for assisting and continuing to make it move as"},{"t":1188,"text":"fast as possible.
