Today we have for our consideration"},{"t":26,"text":"at Council, two sets of minutes. Reports from one earlier"},{"t":30,"text":"committee of the whole, one bylaw, and a brief closed"},{"t":33,"text":"item. But before we begin our work together, we always"},{"t":37,"text":"begin taking a moment to ground ourselves and a recognition"},{"t":40,"text":"and acknowledgement of the lands and waters that surround these"},{"t":44,"text":"lands on this wonderful island, south end of the island"},{"t":48,"text":"that we all live, and that we attribute, of course,"},{"t":50,"text":"much of that opportunity to the generations of stewardship afforded"},{"t":55,"text":"to the lens and waters by the LeCongan people of"},{"t":58,"text":"the Songhees Nation and the Costapsum Nation. We continue to"},{"t":63,"text":"enjoy a remarkable relationship with both nations, and we always"},{"t":66,"text":"know that it's important for us to acknowledge that and"},{"t":69,"text":"to also acknowledge the importance of nurturing that relationship and"},{"t":72,"text":"ensuring that it is solid enough that when times are"},{"t":75,"text":"good, it is easy, and it is family. And what"},{"t":78,"text":"times are more challenging, it is still family, and it"},{"t":81,"text":"allows us to move through those challenges with a reciprocal"},{"t":86,"text":"understanding of the needs that we all need to achieve"},{"t":89,"text":"for all of our residents and members. We've had a"},{"t":95,"text":"wonderful opportunity yesterday to join with the nation's to celebrate"},{"t":98,"text":"Canada at Angeli 1st, and it was great to begin"},{"t":101,"text":"that extravaganza, of course, with a performance by the LaCongan"},{"t":104,"text":"Dancers, and also to hear the wisdom and words shared"},{"t":108,"text":"with us from leaders from both nations. And it continues"},{"t":112,"text":"to be a privilege to work with them in collaboration"},{"t":116,"text":"as family members and as colleagues, and to look among"},{"t":120,"text":"all of us at the opportunities that exist for every"},{"t":124,"text":"member who has an opportunity to be here. Every resident"},{"t":126,"text":"has an opportunity to be here in Victoria to seize"},{"t":128,"text":"the opportunities that can be created and seized, and they're"},{"t":131,"text":"unexpected occasionally to do the best that we can. Thinking"},{"t":135,"text":"of all of it that has come before us challenging."},{"t":139,"text":"The amazing things that we have in the present day,"},{"t":141,"text":"but also looking ahead to many generations, hopefully, to how"},{"t":144,"text":"our decisions will affect those who come after. With that,"},{"t":147,"text":"we always like to say thank you and offer a"},{"t":149,"text":"bit of respect by saying so in the language of"},{"t":151,"text":"the Le Quangun folk, and that is to say Hexkim"},{"t":154,"text":"Nichulia, to offer our thanks, but also our respect to"},{"t":157,"text":"those who make a choice each day to take a"},{"t":160,"text":"moment to do something that will increase the betterment of"},{"t":163,"text":"all of the folks who have the joy of living"},{"t":165,"text":"here in Victoria. I have no additional remarks"},{"t":172,"text":"to make today, and I'm not aware of any late"},{"t":174,"text":"items that need to be added to today's agenda, and"},{"t":176,"text":"so I would look for someone to move the publicly"},{"t":180,"text":"distributed agenda. That is unanimous."},{"t":192,"text":"We do have three items proposed for the consent agenda,"},{"t":195,"text":"and I'll just read them for the public, for the"},{"t":196,"text":"record. It is item F1, which are the minutes from"},{"t":199,"text":"the Council meeting the daytime Council meeting of April 23rd,"},{"t":203,"text":"item F2. The minutes from the daytime council meeting of"},{"t":206,"text":"May 21st, an item G1AA, that is the development permit"},{"t":211,"text":"with variances application for 2839 and 2845 Cedar Hale Road."},{"t":217,"text":"Just as a reminder, that items are placed on the"},{"t":220,"text":"consent agenda at Council if, in fact, they were either,"},{"t":223,"text":"or both, unanimous at committee, and also preliminary readings of"},{"t":227,"text":"a bylaw. Does anyone wish to remove any of those?"},{"t":231,"text":"I don't believe the qualifies to be added. All right,"},{"t":235,"text":"seeing nothing else or someone like to move the consent,"},{"t":237,"text":"thanks Councillor Coleman, Secreted by Councillor Thompson, all those in"},{"t":240,"text":"favor, anyone opposed. That is unanimous. We would usually go"},{"t":246,"text":"on to the consideration of minutes, but of course we"},{"t":248,"text":"just added those minutes to the consent agenda, both for"},{"t":250,"text":"the minutes for April 23rd and May 21st. And just"},{"t":254,"text":"as a reminder, because we are in Council, when those"},{"t":257,"text":"items are adopted as part of consent, that concludes their"},{"t":261,"text":"consideration as Council makes the final determination. So we will"},{"t":265,"text":"not see those again. We move on then to Section"},{"t":269,"text":"G, and this is G1, the Committee of the whole"},{"t":271,"text":"report from the June 18th Committee of the Whole meeting."},{"t":275,"text":"The first item there, G1AA, we just placed on the"},{"t":278,"text":"consent agenda, and just as a reminder, this was the"},{"t":280,"text":"development permit with variances application. For 2839 and 2845 Cedar"},{"t":284,"text":"Hill Road, that was carried unanimously at Committee, and just"},{"t":288,"text":"as a note, there was also a motion arising regarding"},{"t":291,"text":"the exploration of additional fire safety for the second block"},{"t":294,"text":"that was also carried unanimously. Moving on to item G1ab,"},{"t":300,"text":"this was the Victoria Housing Strategy Annual Review for 2025."},{"t":304,"text":"Uh, these parts of this were carried in parts unanimously"},{"t":307,"text":"in parts were not, so we will look at them"},{"t":309,"text":"in parts again. Uh, item number one was carry unanimously,"},{"t":313,"text":"so the need for us to vote on that. Item"},{"t":316,"text":"number two was not unanimous, and so I would ask"},{"t":318,"text":"someone to move a number two again. Some would like"},{"t":322,"text":"to move number two, thanks Councillor Thompson's. Senator My Council"},{"t":324,"text":"Caradona. Thompson, her Caradonna for the discussion, not seeing anyone"},{"t":329,"text":"else any further discussion. Just on number two. This is the amendment"},{"t":401,"text":"bylaw for development cost charges, someone like to move adoption,"},{"t":404,"text":"please Councillor Thompson's moving. Councillor Devil is seconding Councillor Thompson,"},{"t":409,"text":"any comments. Councillor Dell, any comments? Nope. Anyone else? Any"},{"t":413,"text":"comments? Again, this is adoption of the development cost charges"},{"t":416,"text":"bylaw, not seeing any further comments, all those in favor."},{"t":420,"text":"And it would oppose. That is unanimous. Again, noting absence"},{"t":424,"text":"of Councillor Kim. That would take us on to our"},{"t":426,"text":"closed meeting. That concludes all of the items for the"},{"t":429,"text":"open portion of the meeting. Mr. Kingsley, as I always"},{"t":432,"text":"do, would you please remind us and the public remind"},{"t":435,"text":"Council on the public of the relevant sections of the"},{"t":437,"text":"Community Charter that either enable or require Council to consider"},{"t":441,"text":"a matter in closed? Certainly, Mayor, the reasons proposed today"},{"t":445,"text":"to close the meeting are under Section 91C of the"},{"t":448,"text":"Community Charter regarding labour relations or other employee relations. Section"},{"t":451,"text":"91E regarding the acquisition, disposition, or expropriation of lando improvements."},{"t":456,"text":"Section 91F regarding a law enforcement matter, and Section 92b"},{"t":459,"text":"regarding the consideration of information received and held in confidence"},{"t":463,"text":"relating to negotiations within the municipality and another level of"},{"t":466,"text":"government.
