Today is Thursday, June 25th. And"},{"t":35,"text":"we are a full component as Councillor Heming is joining"},{"t":38,"text":"us online today. Today we have for our consideration one"},{"t":44,"text":"set of minutes. Reports from two committees of the whole,"},{"t":47,"text":"two bylaws for preliminary readings and adoption, and one item"},{"t":51,"text":"of new business. Plus, excuse me, a couple of closed"},{"t":54,"text":"items. But of course, before we begin, we always like"},{"t":59,"text":"to take a moment to reflect and acknowledge and ground"},{"t":63,"text":"ourselves in remembering that we do our work here today."},{"t":66,"text":"Primarily because of the generations of stewardship of the two"},{"t":69,"text":"nations on whose territories are City sits in its entirety."},{"t":73,"text":"The Songhees Nation and the Cosubsam Nation. The LeCongan people"},{"t":77,"text":"have made an ongoing and long - standing commitment through"},{"t":80,"text":"their many generations to ensure that these lands and the"},{"t":83,"text":"waters that surround them are kept whole as much as"},{"t":86,"text":"possible and that they are here for the benefit of"},{"t":89,"text":"all those who have the privilege of living in the"},{"t":91,"text":"city and in the nearby surroundings, and who continued to"},{"t":95,"text":"have that privilege and generosity and able being able to"},{"t":98,"text":"pursue their pursuits here. We continue to acknowledge the fact"},{"t":103,"text":"that the nations, the two nations are generous in their"},{"t":107,"text":"time, their wisdom, and their continued willingness to work with"},{"t":110,"text":"us to work through the challenges that face all of"},{"t":113,"text":"us, but also to work very much on the opportunities"},{"t":116,"text":"that we both encounter and create as we try to"},{"t":119,"text":"respect the past and face the issues of the day."},{"t":123,"text":"Well, of course, thinking ahead to the many, many generations"},{"t":125,"text":"that will follow. We have a very rich relationship with"},{"t":130,"text":"the two nations, something in which we are both proud"},{"t":132,"text":"and humbled. And we know that we have to continue"},{"t":135,"text":"to nurture those relationships in order to ensure that they"},{"t":138,"text":"are able to be full and strong when we have"},{"t":141,"text":"disagreements and that they are easy humane and fun when"},{"t":145,"text":"we are working well together. To do all of that,"},{"t":148,"text":"of course, requires time and trust and nurturing. And all"},{"t":151,"text":"of those things we prize and recommit ourselves to do"},{"t":155,"text":"and support and encounter as much as we can for"},{"t":158,"text":"as long as we can. With that, we like to"},{"t":160,"text":"say thank you and to offer a tiny bit of"},{"t":163,"text":"respect by just using a simple phrase in the language"},{"t":165,"text":"of the LeQuangan people, and that is to say hi"},{"t":167,"text":"to Casien, or I should casse Yemniquilia. Just to say"},{"t":170,"text":"thank you and to express our gratitude and our respect"},{"t":173,"text":"and honour for all of those people in our community"},{"t":176,"text":"who take the time to choose to do something that"},{"t":178,"text":"is going to better one other person's life. I trick"},{"t":182,"text":"CM Nicolea. I have no remarks to add today to"},{"t":188,"text":"our otherwise full agenda, and I'm not aware of any"},{"t":191,"text":"late items that need to be added to today. And"},{"t":194,"text":"so that moves us on to discussion of our published"},{"t":197,"text":"agenda. And so first I would look for a motion"},{"t":199,"text":"to approve the agenda as published. So bylaws. So proposed today"},{"t":236,"text":"are items F1, the minutes from the evening Council meeting"},{"t":239,"text":"held May 14, 2026. Item G1AC, the Council Member Motion"},{"t":246,"text":"with regard to 28 Bastion Square, and item H1, the"},{"t":250,"text":"amendment bylaw for development cost charges bylaw. Anyone like to"},{"t":255,"text":"remove any of those things. Councillor Cardino. You would like"},{"t":260,"text":"to remove H1, okay? H1 is the amendment by allow"},{"t":266,"text":"for development cost charges. With that, that leaves two items"},{"t":270,"text":"F1 and G1AC. Someone like to move those, please. And as I've noticed"},{"t":295,"text":"noted previously, because we were at Council, when something is"},{"t":298,"text":"adopted or approved at Council, that is its final consideration,"},{"t":303,"text":"and it will not need to return, and it is"},{"t":305,"text":"considered finally adopted or approved. That takes us on to"},{"t":308,"text":"items G on G1A. There are a couple of items"},{"t":312,"text":"there that require consideration another time, because they were not"},{"t":316,"text":"unanimous. So we'll go through those. G1AA, this is the"},{"t":320,"text":"recommendation for altitude cannabis at 1010 Cook Street. And someone"},{"t":325,"text":"like to move that, please. So, there has"},{"t":389,"text":"been a lot of public feedback, and so this is"},{"t":391,"text":"just a question for the public, so don't have to"},{"t":393,"text":"answer all as many emails. And can we have some"},{"t":396,"text":"idea when to expect to hear back from staff? I'm"},{"t":399,"text":"not looking for an exact date, nothing like that, guys."},{"t":402,"text":"Just a month or two months, or how long will"},{"t":405,"text":"this take for a report back? Ms. Thompson, do you"},{"t":409,"text":"have any idea how long it will take for us"},{"t":411,"text":"to get a report back on that request for round"},{"t":413,"text":"finances? So I can't give you an exact date, nor"},{"t":430,"text":"would I would hesitate to even speculate as to when"},{"t":433,"text":"we will be able to come back. Yeah, I know,"},{"t":434,"text":"I don't want a special date at all. Are you"},{"t":436,"text":"going to be looking at three months or eight months."},{"t":440,"text":"Ms. Thompson? Um, through you, Mayor, I believe it's probably"},{"t":444,"text":"closer to the three months as opposed to the eight"},{"t":446,"text":"months, but yeah. Okay, thank you very much. That was G1BA, the zoning bylaw modernization"},{"t":495,"text":"phase two bylaw. I did ask the question earlier about"},{"t":499,"text":"why that was required today for same day consideration, and"},{"t":501,"text":"that was explained. I do have just one other question"},{"t":504,"text":"before it goes for a motion Mr. Johnston. Uh, we"},{"t":508,"text":"did make some amendments to this earlier with regard to"},{"t":511,"text":"the exclusion of GBHA properties. Did that have any impact"},{"t":517,"text":"on same day consideration, or are we just assuming that"},{"t":520,"text":"we're considering the amended version of this. But"},{"t":543,"text":"it was our assumption that Council wanted to consider all"},{"t":545,"text":"of those motions today for same day ratification. So as"},{"t":548,"text":"long as the full list gets ratified today, then we'll"},{"t":551,"text":"proceed with that direction. Very good. It's been all over the"},{"t":604,"text":"news that the federal proposed bailout of condos that's been"},{"t":608,"text":"a big, it's got a lot of attention, but somewhat"},{"t":610,"text":"buried in that news was some pretty intense language from"},{"t":614,"text":"the federal government around DCCs, and they are pushing back"},{"t":617,"text":"on local governments and trying to reduce DCCs. And in"},{"t":621,"text":"particular, in quote unquote, priority communities, I'm just looking at"},{"t":625,"text":"some of the news here out of Vancouver. I just"},{"t":627,"text":"want to double check with staff here. Are we potentially"},{"t":630,"text":"running a foul of the federal government? Are we considered"},{"t":632,"text":"one of those priority communities? Are we getting pressure from"},{"t":635,"text":"the federal government to do something about DCCs? Is there"},{"t":638,"text":"any risk for the city to approve this new bylaw."},{"t":642,"text":"If I might offer a preliminary comment, uh, I believe"},{"t":646,"text":"I'm advised by our member of Parliament that that list"},{"t":649,"text":"has not yet been completely made public. And so that"},{"t":653,"text":"would be an answer to be confirmed. But the second"},{"t":657,"text":"part of the question, certainly I'll turn it to staff."},{"t":661,"text":"Through you mayoral, the information that we have had previously."},{"t":668,"text":"Identified that the CRD was part of the list as"},{"t":671,"text":"the regional government, uh, but that the city's DCCs were"},{"t":675,"text":"not, at least previously not aligned with any of the"},{"t":679,"text":"federal government programs. And we did have that confirmation when"},{"t":682,"text":"it comes to the BILD Canada Strong, for example. Okay,"},{"t":685,"text":"so then if I've understood the correct, the risk for"},{"t":688,"text":"us to approve this bylaw today. Section 91e regarding the"},{"t":835,"text":"acquisition, disposition, or expropriation of landoor improvements. Section 91F regarding"},{"t":840,"text":"law enforcement matter. Section 91i regarding the receipt of advice"},{"t":843,"text":"that is subject to solicitor client privilege. And the Section"},{"t":846,"text":"92b regarding the consideration of information received and held in"},{"t":849,"text":"confidence relating to negotiations between the municipality and another level"},{"t":853,"text":"of government.
