I will note that we are"},{"t":11,"text":"a full complement today. Councillor Thompson is joining us online."},{"t":15,"text":"And so before we begin our brief agenda, of course,"},{"t":18,"text":"we always begin our work together when we gather here"},{"t":20,"text":"at City Hall and anywhere actually in the city by"},{"t":24,"text":"taking a few moments to acknowledge and express our gratitude"},{"t":28,"text":"and appreciation for the two nations on whose territories our"},{"t":31,"text":"city sits at its entirety. The LeQuangan people of the"},{"t":34,"text":"Songhees Nation and the Kosapp subnation. We constantly marvel at"},{"t":39,"text":"their ongoing generosity and continuing to work with us and"},{"t":43,"text":"provide their leadership mentoring and teaching as we work together"},{"t":48,"text":"on so many different issues and challenges that face all"},{"t":51,"text":"of our residents. We celebrate the fact that we have"},{"t":56,"text":"a very rich relationship with both nations, and that is"},{"t":58,"text":"very much due to the collaborative nature of the work"},{"t":62,"text":"that we've done together over the years and also of"},{"t":66,"text":"the sometimes very personal relationships that we have with a"},{"t":68,"text":"number of members, leaders and members, and throughout their community"},{"t":72,"text":"and ours. It continues to be a marvel as we"},{"t":76,"text":"look at our colleagues in other jurisdictions. At how complex"},{"t":80,"text":"and resilient is our relationship with the nations and how"},{"t":84,"text":"much value that brings to the decisions that we try"},{"t":86,"text":"to make every day reflecting, I hope, on all that"},{"t":89,"text":"has happened before in the past, all the challenges that"},{"t":92,"text":"we face each day, and all of the work that"},{"t":95,"text":"we look forward to trying to do to our best"},{"t":98,"text":"and the interest of creating a better future for everyone"},{"t":100,"text":"who is coming after us. With that, we always like"},{"t":104,"text":"to thank them in their own language and that simply"},{"t":107,"text":"is to say, hi, Chica CM or Hexkasiamnaquilia, to say"},{"t":110,"text":"thank you to offer our respect and our acknowledgement and"},{"t":115,"text":"recognition to them and to everyone in our community who"},{"t":119,"text":"chooses at some point each day to do something that"},{"t":122,"text":"we know will change someone's life. I should guess the"},{"t":125,"text":"omniqualio. I have no remarks to add to that today,"},{"t":131,"text":"and I'm not aware of any late items, so I"},{"t":133,"text":"would look for emotion to prove the agenda. So just for the"},{"t":160,"text":"information of the public, these are three items, item F1AA."},{"t":165,"text":"The development variants permit for 933 Douglas Street. F1AB, the"},{"t":170,"text":"pilot project update on the market rental building revitalization tax"},{"t":174,"text":"exemption program. And item F1AC, the patio bylaw fee update."},{"t":181,"text":"Does anyone wish to remove any of these. Oncer, Caradona."},{"t":186,"text":"I need to make an amendment to F1AB. So I'm"},{"t":188,"text":"going to remove that one. The market rental building revitalization"},{"t":190,"text":"tax. So that allows us to have two items then,"},{"t":196,"text":"F1AA, and F1AC. And so that item has, in fact, been concluded"},{"t":229,"text":"and its consideration. That moves us on to item F1AB."},{"t":234,"text":"The market rental building revitalization tax exemption pilot, Councillor Territoria,"},{"t":238,"text":"you asked for this to be removed. What do you"},{"t":240,"text":"think? Yeah, I'll move it first. All right, so we'll"},{"t":243,"text":"have the recommendation moved. Is there a seconder. I won't"},{"t":250,"text":"motivate broadly on it, because we did that a week"},{"t":253,"text":"or two ago, but I do want to make one"},{"t":255,"text":"addition to the... I thought it was a motion rising,"},{"t":259,"text":"but I guess we called it an amendment. But to"},{"t":261,"text":"the bullets at the bottom, the Council directs after a"},{"t":264,"text":"port back on dot, dot, dot. More buildings per year,"},{"t":267,"text":"Shotify Buildings, Cornish Buildings. Below that. Uh, and before the"},{"t":272,"text":"Explore a new stream stuff. So a fourth bullet? Fourth"},{"t":275,"text":"bullet. After commercial buildings, yeah. Yeah, I'd like to add"},{"t":277,"text":"into the analysis NGO non - market affordable housing. So"},{"t":285,"text":"that's essentially just adding something else at Council will rather"},{"t":289,"text":"that staff will report back on. Yeah, subsequent to the conversation we had, I"},{"t":299,"text":"was contacted by some members of the NGO non -"},{"t":302,"text":"market affordable housing community folks who are doing really good"},{"t":304,"text":"work in the community to deliver affordable housing who are"},{"t":308,"text":"paying property taxes and queried, I think, very fairly why"},{"t":312,"text":"they could not be scoped into this analysis. Uh, I"},{"t":315,"text":"know it's NGO because it would not scope in CRHC"},{"t":320,"text":"or probably a lot of BC housing buildings, because in"},{"t":322,"text":"many instances, they're not paying property taxes, or they're paying"},{"t":325,"text":"property taxes in lieu. So I just want to scope"},{"t":328,"text":"out the government operators because it's just a different situation."},{"t":333,"text":"But who would be scoped in would be GVHS, threshold,"},{"t":340,"text":"what's the other one that was up in Brunside Gorge."},{"t":343,"text":"You know, other non - market affordable housing providers who"},{"t":347,"text":"are non - government factors, who are paying property taxes."},{"t":351,"text":"So the analysis would look at the potential for them"},{"t":354,"text":"to maybe be scoped into this program. It doesn't necessarily"},{"t":356,"text":"mean that they are, but it just means that staff"},{"t":359,"text":"would include it along with stratified buildings, commercial buildings as"},{"t":363,"text":"another piece of research to consider when this comes back"},{"t":366,"text":"at some point next year. And Section 92B regarding the consideration"},{"t":561,"text":"of information received and held in confidence relating to negotiations"},{"t":565,"text":"between the municipality and another level of government.
