Today we have for"},{"t":6,"text":"our consideration one item of unfinished business. Reports from the"},{"t":11,"text":"July 23rd and this morning's committee of the whole. Could"},{"t":13,"text":"I have some order please. Five bylaws for preliminary readings"},{"t":17,"text":"and final adoption and a couple of closed items of"},{"t":20,"text":"business. But of course before we begin our work together"},{"t":23,"text":"we always like to take a few moments to ground"},{"t":25,"text":"ourselves and our work and some would suggest our very"},{"t":30,"text":"existence and here in the City of Victoria on the"},{"t":32,"text":"wonderful and continuing generosity of the two nations on whose"},{"t":36,"text":"territories our city sits in its entirety, the Sonkes Nation"},{"t":39,"text":"and the Cosasum Nation of the La Quangan people who"},{"t":42,"text":"have for so many generations, centuries taken the time to"},{"t":45,"text":"be great stewards of these lands and this of waters"},{"t":48,"text":"that surround them. And we occasionally have remarkable opportunities to"},{"t":52,"text":"join with them to help support their members and all"},{"t":55,"text":"of the community both on the nations, current lens as"},{"t":58,"text":"well as the lands that they traditionally and currently have"},{"t":61,"text":"titled to. And that is a chance yesterday as we"},{"t":65,"text":"did to join them in an Elder's lunch where Songhees"},{"t":68,"text":"hosted an Ecosepsum hosted many elders, hundreds of them actually,"},{"t":73,"text":"who were visiting from a round Vancouver Island who were"},{"t":77,"text":"fetted for the very delicious Ludgern yesterday at the Song."},{"t":81,"text":"He's Wellness Centre. A number of our staff volunteered their"},{"t":84,"text":"time to join NIS servers and bottle washers and busers"},{"t":88,"text":"and just folks who were there to show support in"},{"t":91,"text":"a very practical and very meaningful way. When we have"},{"t":95,"text":"the chance to do things like that, we remember how"},{"t":97,"text":"close is our alliance and how remarkable is the opportunity"},{"t":100,"text":"that we have to not just learn from one another"},{"t":103,"text":"and work together. But to meet new among us and"},{"t":106,"text":"to create new relationships as well as solidify the ones"},{"t":108,"text":"that we have. And so it was a wonderful opportunity"},{"t":111,"text":"for us to be there yesterday and certainly was noticed"},{"t":115,"text":"and appreciated both by the host nation as well as"},{"t":118,"text":"the many visitors who were there from other nations. And"},{"t":121,"text":"I think what's also appreciated by those of us who"},{"t":124,"text":"hit a chance to participate. So once again enjoying the"},{"t":128,"text":"chance to be partners and allies and to work together"},{"t":132,"text":"respecting the past. But facing the challenges of the current"},{"t":135,"text":"day and looking ahead to the folks who we hope"},{"t":137,"text":"we're serving well as we move forward. As we always"},{"t":140,"text":"like to say a simple thank you as we do"},{"t":143,"text":"in so many people now know to say the simple"},{"t":145,"text":"phrase of Haychussium or Archkessium Nikhilia, which is just to"},{"t":149,"text":"say thank you and also to add on honorific and"},{"t":152,"text":"honouring of those people who are here in the chamber"},{"t":156,"text":"in the city and throughout our neighbourhoods as individuals who"},{"t":159,"text":"choose at some point during each day one hopes to"},{"t":162,"text":"do something that would make a little bit better someone's"},{"t":165,"text":"life, someone who affects you and is affected by you."},{"t":168,"text":"So with that I would say hi to Casey and"},{"t":170,"text":"Equalia and welcome to today. We just noticed I did"},{"t":175,"text":"earlier this morning at our committee that this is the"},{"t":176,"text":"last day of our Council meetings before Council takes its"},{"t":179,"text":"usual hiatus in August. And so I once again would"},{"t":182,"text":"urge each of us to be as judicious as possible"},{"t":184,"text":"in our comments so that we might attend to our"},{"t":187,"text":"very full agenda in a timely manner this afternoon. I"},{"t":190,"text":"am not aware of any late items that need to"},{"t":192,"text":"be added to today's agenda and so I would look"},{"t":194,"text":"for someone to move the published agenda. These Council Colemans,"},{"t":197,"text":"I could make on Cereco. Any discussion of the published"},{"t":200,"text":"agenda. Seeing none, all those in favor, anyone opposed. That"},{"t":205,"text":"is unanimous. Now there are four items that we're proposed"},{"t":208,"text":"for the consent agenda. I'm aware that there is at"},{"t":210,"text":"least one of them that wishes to be removed or"},{"t":213,"text":"has someone wishes to remove rather. But let me just"},{"t":215,"text":"read them for the information of public and those are"},{"t":218,"text":"the four items that were either unanimous at the Committee"},{"t":221,"text":"of a whole previously or are for preliminary readings. I"},{"t":224,"text":"will just note that we went through a number of"},{"t":226,"text":"items earlier today in a Committee of the Whole. Uh,"},{"t":228,"text":"we will go through those again one night of time"},{"t":230,"text":"so that we can accurately record those votes both at"},{"t":234,"text":"committee and here again at Council. Uh, again these were"},{"t":238,"text":"either unanimous or committee or for preliminary hearings. And these"},{"t":243,"text":"will all actually come back to us. Should they be"},{"t":245,"text":"necessary later this afternoon? So that's G1AA, the report back"},{"t":250,"text":"on strategies and resources to require cooling and Victoria's rental"},{"t":253,"text":"buildings. G1AC, the Council Member Motion with regard to enforcement"},{"t":257,"text":"against derelict buildings, neglected properties and vacant commercial spaces. Item"},{"t":262,"text":"H1, the Bylaw for 517 - 533 - and5 -"},{"t":266,"text":"37 Chatham Street and 530532 - 536 Herald Street. They're"},{"t":271,"text":"resounding application and development permit with variances application for those"},{"t":274,"text":"addresses. And item H2, the bylaw for 2612, 2616, 2620"},{"t":280,"text":"and 2628 Richmond Road and that would be specifically for"},{"t":283,"text":"the housing agreement. Does anyone wish to remove any of"},{"t":285,"text":"these items. Cancer Gardner is suggesting H2 should be removed."},{"t":291,"text":"So we'll do that. Anything else? Not seeing any other"},{"t":295,"text":"suggestions. So it's someone like to move the other three"},{"t":297,"text":"items as the consent agenda. What does take us on"},{"t":308,"text":"to one item of unfinished business? That's item f1 and"},{"t":311,"text":"this is with regard to the Victoria housing reserve fund"},{"t":313,"text":"application for the mid - town affordable housing society for"},{"t":317,"text":"its location at 611 Speed Avenue. Now I believe in"},{"t":321,"text":"fact there's an updated report for this and so I"},{"t":324,"text":"would look for one of our able staff to present"},{"t":327,"text":"that report as much as needed. And also to explain"},{"t":330,"text":"why there is an updated report. Mr. Sauerd. Good afternoon"},{"t":335,"text":"Mayor Council. My name is Ross Howard, manager of housing."},{"t":338,"text":"This item was not ratified by Council on May 7th"},{"t":343,"text":"as there was a desire to confirm for their details"},{"t":345,"text":"of the application. Subsequently on July 7th, the applicant formally"},{"t":350,"text":"withdrew their grand application to the city as they were"},{"t":353,"text":"not successful in receiving funding through Bilt Canada homes. And"},{"t":356,"text":"that was a condition of their funding for the Victoria"},{"t":358,"text":"Hydron Reserve Fund. And so this report, uh, simply confirms"},{"t":362,"text":"the withdrawal of their application, uh, and it's just being"},{"t":365,"text":"shared with council for information at this time just to"},{"t":368,"text":"close the loop on this item. Thank you very much."},{"t":371,"text":"Are there any questions on that. Culture on a councillor"},{"t":376,"text":"gardener? Yeah. Um, thanks. And through the chair to staff."},{"t":381,"text":"I want to get a sense of what's going to,"},{"t":382,"text":"what do we know, what's going to happen with this"},{"t":384,"text":"building? I mean up until now it started out as"},{"t":388,"text":"a condo, then it was going to be rental. Then"},{"t":390,"text":"I was going to be this co - op. In"},{"t":393,"text":"terms of how we categorize this building, what's our presumption"},{"t":395,"text":"now? Is it going to be sold as market rental"},{"t":399,"text":"or what happens to it now? Mr. Sower, do we"},{"t":402,"text":"know that? Through the mayor, I think at this point"},{"t":407,"text":"in time, all we know is the project is still"},{"t":415,"text":"looking to receive final occupancy. And, uh, the owner is"},{"t":419,"text":"still the, um, the group that, uh, brought the projects"},{"t":424,"text":"or through the approvals and construction process. Um, it's sort"},{"t":427,"text":"of up to the landowner, I guess, to determine how"},{"t":429,"text":"they want to move forward. But, uh, but it seems"},{"t":432,"text":"as though the conversion to the sort of co -"},{"t":436,"text":"op approach, his head of roadblock is they aren't able"},{"t":440,"text":"to have the funding from Bill Canada Holmes. Okay. And"},{"t":443,"text":"if the 677, 000 is not going to them, which"},{"t":447,"text":"it can't and it shouldn't. What does that leave the"},{"t":449,"text":"balance of the housing reserve fund at? Is it 4."},{"t":452,"text":"5 million or is it five point something million. Mr."},{"t":456,"text":"Sauer. Through the mayor, I believe it's around 4. 8"},{"t":462,"text":"million. Count for crew. Count your screw donut. Sorry. Is"},{"t":470,"text":"RCFO looking at or is that? Is that it? I"},{"t":473,"text":"think that's all you know at that point. Yeah. Okay."},{"t":476,"text":"Was Thompson? Are you going to do anything to add."},{"t":480,"text":"Um, through the American, certainly look it up. I don't"},{"t":481,"text":"have it off the top of the head. Okay. I"},{"t":483,"text":"just had one in a question, which is that council"},{"t":485,"text":"did have some skepticism around this one. We did amend"},{"t":488,"text":"it to ensure that the federal grant was received before"},{"t":492,"text":"we gave this grant and it ends up, they did"},{"t":494,"text":"not get that grant. So I'm glad that we amended"},{"t":496,"text":"it. But is there lessons learned on this one? Like"},{"t":501,"text":"in terms of trying to protect our investments and our"},{"t":503,"text":"grants is the one. Mr. Seward. Through the mayor, um,"},{"t":510,"text":"I would note that like the Council of the original"},{"t":513,"text":"Council Motion that had been provided, like would also have"},{"t":517,"text":"prevented the funds from being released. So I think that"},{"t":521,"text":"original council motion did have kind of conditions in place"},{"t":523,"text":"that, you know, provided managed risk for the city. Uh,"},{"t":527,"text":"that being said, I do think that it did identify"},{"t":530,"text":"that there are some gaps in the housing reserve fund"},{"t":533,"text":"guidelines specifically around, um, criteria that would be explicit for,"},{"t":539,"text":"um, sort of the nonprofit co - op model. And"},{"t":542,"text":"so we could just have some more detailed guidelines in"},{"t":544,"text":"that. So I think that's something we can take into"},{"t":546,"text":"account as part of the update to the housing strategy."},{"t":549,"text":"Okay. Thanks. No one can seem to figure out how"},{"t":551,"text":"to crack the nut on, on co - ops right"},{"t":553,"text":"now, right? Is there other information on HRF? Otherwise I'm"},{"t":557,"text":"done. Just so hard to do anything to add. Nope."},{"t":560,"text":"Not at this point. No. Okay. All right. That's it."},{"t":566,"text":"Okay. Councillor Gardner. Thank you. And thank you for the"},{"t":570,"text":"good news. Um, I'm just going to summarize a wee"},{"t":574,"text":"bit will happen on April 16th when this proposal came"},{"t":577,"text":"through to us. We ended up being very quite confused."},{"t":581,"text":"I have to say that. That's really what happened. We"},{"t":584,"text":"had a group applying for the money. And it was"},{"t":586,"text":"not the co - op. And as we delved into"},{"t":590,"text":"the matters, um, the risk to the city I think"},{"t":593,"text":"became very high in many people's minds on this council."},{"t":599,"text":"And it was, I mean, it was just plain old"},{"t":602,"text":"worrisome. And, uh, I appreciated, I think, believe it was"},{"t":605,"text":"a council Caradono who had the amendment, which I seconded,"},{"t":609,"text":"which was to tie that 677, to approval of the"},{"t":614,"text":"federal grant, which did not come through. And personally on"},{"t":619,"text":"April 6th, that whole discussion was very unsettling. The next"},{"t":623,"text":"day I spent hours and hours rereading those documents. And"},{"t":628,"text":"although each document kind of looked okay standalone together, they"},{"t":631,"text":"didn't make sense to me. I then spoke to staff"},{"t":633,"text":"about it and told them my concerns. We about time"},{"t":636,"text":"it also had someone seen the VC assessment value of"},{"t":640,"text":"that property for 2025. And so the whole thing was"},{"t":644,"text":"disturbing. And on May 7th, it was actually council did"},{"t":647,"text":"not proceed with it, but it was actually its staff"},{"t":649,"text":"request that staff wanted to look further into it. Now"},{"t":653,"text":"it's a very wise decision. So thank you staff for"},{"t":655,"text":"that. And, uh, so I'm pleased that the 600 and"},{"t":660,"text":"67, 000 was not given away. Thank you. Thank you"},{"t":663,"text":"very much. Councillor Hammond. I'll be brief. Um, I, I"},{"t":670,"text":"also like to, um, acknowledge my colleagues from bringing in"},{"t":673,"text":"that caveat that was going forward. And I remember how"},{"t":676,"text":"reluctant I was even going in the first place. But"},{"t":678,"text":"I want to know, I want people to know that"},{"t":680,"text":"it was two people in particular who were sending me"},{"t":683,"text":"emails and others who really alerted me to this. And"},{"t":686,"text":"so I just want to, I won't give their names"},{"t":688,"text":"in case something will happen to them. But we all,"},{"t":691,"text":"we all know them. We all got the emails. And"},{"t":693,"text":"I just want to say that thanks for the diligence"},{"t":696,"text":"of a lot of people. I even ended up calling"},{"t":698,"text":"the head of, um, the co - op association in"},{"t":702,"text":"British Columbia having a conversation with a person while I"},{"t":704,"text":"was down in Mexico as a matter of fact. And,"},{"t":706,"text":"uh, it was really enlightening for me about what was"},{"t":710,"text":"going on. So I'm really pleased that the, um, due"},{"t":713,"text":"diligence was done on this. And well, it made it"},{"t":715,"text":"easier when the other level of government withdrew. Thank you"},{"t":720,"text":"very much. Anybody else. How's Coleman? Thank you. Um, and"},{"t":725,"text":"thank you to staff for this. I think if there's"},{"t":728,"text":"a learning lesson for council, it's when the report first"},{"t":733,"text":"came forward, it suggested we could give, uh, a significant"},{"t":739,"text":"amount of money and an application would be made to"},{"t":742,"text":"the federal government or the federal funds as a condition"},{"t":746,"text":"subsequent. We reversed the process and said, no, actually federal,"},{"t":752,"text":"the federal approval should come first. And that is perhaps"},{"t":755,"text":"the lesson learned that we should always, uh, say, yes,"},{"t":759,"text":"we will support certain initiatives. As long as the others"},{"t":763,"text":"have done due diligence as well as us. Because we"},{"t":765,"text":"could have been caught the other way. Um, and I"},{"t":767,"text":"think that this is, I'm sad that we now have"},{"t":772,"text":"to go through a different process and make sure that"},{"t":775,"text":"the building is used, but it, uh, is also about"},{"t":778,"text":"protecting the investment of the taxpayers as well. So I"},{"t":782,"text":"think that. I understand how we got there. And there"},{"t":788,"text":"were lots of hopes that were attached to this. They"},{"t":790,"text":"weren't forthcoming. And I think I'm very thankful that the"},{"t":793,"text":"federal government did some due diligence. And it wasn't made"},{"t":798,"text":"apparent. And so we aren't on the. Being hung out"},{"t":801,"text":"for the funds. It's wondering how you're going to phrase"},{"t":804,"text":"that. Anyone who hasn't yet spoken wishes to do so."},{"t":808,"text":"Nope. Did we ever get an"},{"t":843,"text":"answer about the, uh, amount left in the reserve fund?"},{"t":847,"text":"I thought it was 4. 8 million. But did you"},{"t":849,"text":"want to correct that? Ms. Thompson. Through you, Mary, yes,"},{"t":853,"text":"the amount that is uncommitted at this point is 4."},{"t":855,"text":"2 million. There you go. Thank you, Councillor. Um, the"},{"t":860,"text":"report from July 23rd Committee with the Whole. The first"},{"t":862,"text":"item, G1AA was on the consent agenda. So that's already"},{"t":866,"text":"been considered just for the information of the public. That"},{"t":868,"text":"is the report back on Strategies and Resources to Require."},{"t":872,"text":"In Victoria's Red Bull buildings. So that has been finally"},{"t":875,"text":"resolved. And again, because we're at Council, when that is"},{"t":878,"text":"considered on the consent agenda, it is a final resolution."},{"t":881,"text":"The next item though was not unanimous at Committee, and"},{"t":884,"text":"that was G1AB. This is the economic unemployment land solutions"},{"t":888,"text":"report. Uh, this was carried in the majority, but there"},{"t":891,"text":"were noted oppositions. So we'll have someone move that again,"},{"t":894,"text":"please. Nice Councillor Kim, seconded by. Councillor Lon. Uh, Councillor"},{"t":900,"text":"Kim or Lot, and any comments to make at this"},{"t":902,"text":"time? Anyone else wished to make any comments? Councillor Gardner,"},{"t":905,"text":"go ahead. Thank. You, Mayor. Thank you, Mayor. Last week,"},{"t":912,"text":"those who love Old Town were given a shock. That"},{"t":915,"text":"shock is not subsided. Trust, fragile after OCP 2050 is"},{"t":919,"text":"further broken. While the public hearing was waived by the"},{"t":922,"text":"majority of council, perhaps other changes can be made. The"},{"t":926,"text":"hotel working group, which created the greater Victoria Hotel Development"},{"t":929,"text":"report, which is the underpinning for the bylaw amendments before"},{"t":932,"text":"us. But there was no similar group struck to consult"},{"t":936,"text":"on Old Town Heritage. So, um, I would like to"},{"t":940,"text":"make an amendment to the seven instructions that are there."},{"t":946,"text":"Namely, the insertions of an item between items three and"},{"t":949,"text":"four. Go ahead. Just to give us a minute to"},{"t":956,"text":"read it. Picture everybody understands what it says. Essentially, I'm"},{"t":961,"text":"going to summarize it, but if everyone else. Hold on,"},{"t":963,"text":"don't do that. Let's let us read it first. And"},{"t":965,"text":"then I'll come back to you after I seek a"},{"t":966,"text":"secondary for your motivation."},{"t":979,"text":"Okay, that seems on its language clear. Uh, I will"},{"t":983,"text":"accept that as a moving, an amendment. Is your secondary"},{"t":987,"text":"for that amendment? Councillor Howmund is Seconding. It's actually to, uh,"},{"t":1000,"text":"direct and get a broader heritage consultation group to consider"},{"t":1003,"text":"the updated decal policies for the historic commercial district, Old"},{"t":1008,"text":"Town. And that group to include members of the Heritage"},{"t":1011,"text":"Advisory panel, Victoria's Civic Heritage Trust, the hallmark society. And"},{"t":1015,"text":"no inheritage experts in BC. Thank you very much, Councillor"},{"t":1019,"text":"Hammond. Anything you'd like to add. Nothing, Senator? No. Okay."},{"t":1023,"text":"Any other comments. Councillor Kim. Councillor Lord. Um, thanks through"},{"t":1029,"text":"the chair. Um, again, a question to the mover and"},{"t":1034,"text":"it is totally up to you to answer or not."},{"t":1036,"text":"Um, I, I like where this is going. I just"},{"t":1040,"text":"don't know why we're consulting Heritage Experts in BC if"},{"t":1044,"text":"this is such a, uh, Victoria specific concern. Are we"},{"t":1050,"text":"talking about heritage experts in BC who are familiar with"},{"t":1052,"text":"the area? Um, why not consult like federal heritage experts?"},{"t":1057,"text":"Just, I'm trying to understand the scope here. Council Gardner,"},{"t":1062,"text":"would you like to try and answer that? There are"},{"t":1064,"text":"no one heritage experts in BC that are actually in"},{"t":1068,"text":"Victoria. A lot of people, I think inheritage world are"},{"t":1071,"text":"very familiar with it. This is not identify any particular"},{"t":1074,"text":"person. All right. How's your load? Any questions? I do."},{"t":1078,"text":"Thanks for you, Mayor. Is the heritage advisory panel not"},{"t":1082,"text":"already involved in the decap updates and also the heritage"},{"t":1087,"text":"review? Like, isn't this consultation already happening. Who would like"},{"t":1091,"text":"to answer that. Yes, please go ahead. Through the mayor,"},{"t":1095,"text":"Andrea Hudson, assistant director of Citywide Planning, um, we haven't"},{"t":1099,"text":"yet commenced our projects around the Heritage Programmer Newell or"},{"t":1105,"text":"the broader downtown core area plan update. But those are"},{"t":1109,"text":"two projects that we, um, we will be considering and"},{"t":1112,"text":"we would be bringing those, um, project approaches to counsel"},{"t":1116,"text":"in the future. So likely the new council, um, and"},{"t":1120,"text":"at that time we would propose an engagement strategy as"},{"t":1123,"text":"part of those projects. And we would, um, provide some"},{"t":1127,"text":"advice about who should be consulted and counsel you would"},{"t":1130,"text":"have an opportunity to sanction that at that time, but"},{"t":1133,"text":"that will be for coming to the next council. Okay."},{"t":1137,"text":"Thank you for that. So if I might just to"},{"t":1140,"text":"clarify, so you're suggesting that this is already your intention."},{"t":1146,"text":"Um, so the mayor to engage on those projects broadly,"},{"t":1150,"text":"including with Heritage groups would be our intention, but we"},{"t":1153,"text":"just haven't gotten to that level of detail yet as"},{"t":1156,"text":"we're still in the project planning stage. Any questions just"},{"t":1160,"text":"before I go back to Consecrator, are there questions or"},{"t":1162,"text":"comments. Councillor Gardner? This is to go beyond the, let's"},{"t":1168,"text":"get feedback, um, engagement. It's to actually suggest consultation. We've"},{"t":1172,"text":"had consultation with the hotel group. And this is very"},{"t":1175,"text":"important. And I believe this gives good direction to stuff."},{"t":1180,"text":"Thank you. May I ask Steph, how you would interpret"},{"t":1183,"text":"this inclusion. And I guess my question is what impact"},{"t":1186,"text":"if any does this have on the larger motion. Ms."},{"t":1192,"text":"Hudson. Um, through the mayor, um, my reading of this"},{"t":1198,"text":"is that it's meant to direct consultation on broader downtown"},{"t":1204,"text":"core area plan policy updates. Whereas the rest of the"},{"t":1209,"text":"motion is dealing with more immediate zoning changes. So I'm"},{"t":1213,"text":"not sure if it impacts the rest of the motion"},{"t":1215,"text":"or if that's what the mover intended. That's a great"},{"t":1219,"text":"question. Um, if I can maybe"},{"t":1689,"text":"try and elaborate, um, with the map, uh, shows here,"},{"t":1692,"text":"which is from the destination greater Victoria report is that"},{"t":1696,"text":"hotels are anticipated and needed throughout the region. The report"},{"t":1700,"text":"talks about there's a full spectrum of different types of"},{"t":1702,"text":"hotels, full service, motel, et cetera. And so it's really"},{"t":1705,"text":"looking to try and draw and incentivize those types of"},{"t":1708,"text":"developments to occur throughout the region. Um, the report also"},{"t":1712,"text":"certainly acknowledges Victoria as the Centre for tourism, arts and"},{"t":1715,"text":"culture, whatnot, as it's likely to receive the most amount"},{"t":1719,"text":"or highest concentration of hotels. I think naturally. But there's"},{"t":1724,"text":"no specific breakdown of how many may occur. Um, what"},{"t":1728,"text":"assistant director Hudson, I think is trying to explain is"},{"t":1730,"text":"that, uh, what was discussed last week is that the,"},{"t":1735,"text":"uh, revitalization tax exemption, for example, would be open to"},{"t":1739,"text":"providing an incentive where, for example, a vacant site is"},{"t":1743,"text":"being proposed for a hotel. And that could be anywhere"},{"t":1746,"text":"in terms of a vacant site. It could also be"},{"t":1748,"text":"applied to where there's a non - residential building that"},{"t":1753,"text":"could be converted to a hotel purpose. So in a"},{"t":1757,"text":"class C office, for example, um, as well, it would"},{"t":1760,"text":"apply to an existing hotel, motel. If they are looking"},{"t":1764,"text":"to also add additional net new guest rooms to their"},{"t":1768,"text":"property. And so it's quite robust and flexible that way."},{"t":1772,"text":"But it doesn't specify what specific, we wouldn't get into"},{"t":1775,"text":"what specific type of hotel. If it's a five star"},{"t":1779,"text":"hotel or three star, et cetera. But she's really making"},{"t":1781,"text":"quite flexible and open to all forms of hotel. In"},{"t":1786,"text":"response to sort of the key objectives outlined in the"},{"t":1788,"text":"destination greater Victoria report. So I hope that helps. Thank"},{"t":1792,"text":"you. The tax incentive. The industry report references several times"},{"t":1796,"text":"existing heritage rehabilitation within the city. Seismic upgrades conversion grant"},{"t":1801,"text":"programs. And suggests exploring or expanding heritage program. Nowhere in"},{"t":1805,"text":"the industry report is a 10 year tax holiday estimated"},{"t":1809,"text":"at 48 million dollar gift. So how did this come"},{"t":1814,"text":"about and who chose this. And why is it a"},{"t":1817,"text":"blanket tax holiday. To all or any hotel as opposed"},{"t":1821,"text":"to just heritage. Said a Mr. Vitalis from Ms. Hudson"},{"t":1826,"text":"or who'd like to take that? Maybe I'll start. Um,"},{"t":1830,"text":"the direction that staff have right now was essentially, I"},{"t":1833,"text":"think it was previously discussed at Council and Destination Grade"},{"t":1836,"text":"of Victoria was presented. And that was just the idea"},{"t":1837,"text":"of exploring a tax exemption to strategically encourage the development"},{"t":1843,"text":"of hotel type accommodations within Victoria. Um, staff have not"},{"t":1848,"text":"prepared the revitalization tax exemption. That's actually something that we're"},{"t":1851,"text":"starting to look at and be preparing drafts at something"},{"t":1854,"text":"that would come separately to council. The intent right now"},{"t":1858,"text":"is that the tax exemption would provide. A proportionate reduction"},{"t":1865,"text":"in the municipal tax that's collected for each of those"},{"t":1868,"text":"hotels or new motel or guest rooms that are developed."},{"t":1872,"text":"Um, it's not, it would not be a full 100"},{"t":1874,"text":"percent exemption of the municipal taxes, but it's just a"},{"t":1877,"text":"proportionate reduction. So it is a little bit different than"},{"t":1880,"text":"the heritage program. And so we are looking at sort"},{"t":1883,"text":"of different approaches for that, but the whole focus as"},{"t":1887,"text":"the other week when I call it Malcolm McClane presented"},{"t":1889,"text":"the item was that it would be focused on the"},{"t":1891,"text":"incremental increase in value resulting from the capital improvements that"},{"t":1896,"text":"occur on the site. So it's not a full tax"},{"t":1898,"text":"holiday. It's just a proportion on the municipal portion. The"},{"t":1903,"text":"property is still subject to all other, um, federal provincial"},{"t":1906,"text":"CRD hospital school board taxes. Thank you. I understood that."},{"t":1912,"text":"Um, and, um, I understood the reduction in the conference."},{"t":1917,"text":"But the estimate was still 84 million dollars now in"},{"t":1921,"text":"2026 residents, both homeowners and tenants contributed about 56 percent"},{"t":1925,"text":"of the tax revenue that came in. And 2026, it"},{"t":1930,"text":"was 177 million. So this 84 million favor will be"},{"t":1934,"text":"born essentially by, uh, 56 or 57 percent by residential"},{"t":1942,"text":"homeowners and tenants. I think that's important to recognise. Now"},{"t":1948,"text":"has the staff considered a 60 or an 84 million"},{"t":1951,"text":"tax exemption for any other industry. Ms. Hudson, I think"},{"t":1958,"text":"that's to you. Although I do believe that you actually"},{"t":1960,"text":"answered that question before. And when we last considered this"},{"t":1964,"text":"matter, but please do consider it again. Through the mayor,"},{"t":1969,"text":"no, the other tax exemption programs that we have are"},{"t":1971,"text":"for Heritage Rehabilitation, um, to encourage new rental buildings in"},{"t":1976,"text":"the city and to encourage retrofits of existing rental buildings"},{"t":1980,"text":"to reduce greenhouse gas emissions. So this would be, uh,"},{"t":1984,"text":"an additional new tax exemption program specifically for hotels. Has"},{"t":1990,"text":"there been any other exemption at that kind of level"},{"t":1991,"text":"of 84 million over 10 year period. Ms. Thompson, I"},{"t":1997,"text":"think this is to you. Um, three mayor. I don't"},{"t":2000,"text":"have the details of our existing exemptions. Um, so I"},{"t":2004,"text":"would have to pull that, but, uh, but across all"},{"t":2006,"text":"of our exemption programs, whether they be revivalization exemptions or"},{"t":2010,"text":"regular permissive exemptions, um, they told, we are quite generous"},{"t":2015,"text":"as the city as we've talked in the past, but"},{"t":2018,"text":"I would have to pull the information to look exactly"},{"t":2022,"text":"how, uh, much that would be, uh, the number of"},{"t":2027,"text":"course that is being referenced here is over the 10"},{"t":2029,"text":"year period when we report out on the one year."},{"t":2034,"text":"So the annual amount. So that's what, cause it varies."},{"t":2038,"text":"And properties come on and off, um, each year. So not your housing, but just to an industry."},{"t":2066,"text":"Final comment now, I guess. Unless we get a motion"},{"t":2068,"text":"arising after this, the conflation of tax exemption with revenue"},{"t":2074,"text":"or taxes years later gives a false linkage. One is"},{"t":2078,"text":"not dependent on the other. I do not buy for"},{"t":2081,"text":"a moment. That a hotel would decide not to build"},{"t":2083,"text":"in Victoria without a 10 year tax holiday. The key"},{"t":2088,"text":"themes considered a critical in the letter we received as"},{"t":2092,"text":"councillors, uh, a week ago from, um, destination Victoria. Where"},{"t":2098,"text":"speed, certainty and red tape reduction. Not tax holidays. That"},{"t":2104,"text":"was not mentioned in his letter. Given the absence of"},{"t":2107,"text":"consultation with Heritage groups in the public and given the"},{"t":2111,"text":"84 million dollar tax holiday, I can't support this policy."},{"t":2115,"text":"Thank you, Mayor. And then I, I"},{"t":2140,"text":"heard from people afterwards, and some people said, you know,"},{"t":2143,"text":"why didn't you have a public hearing? And I said,"},{"t":2145,"text":"well, I don't mind saying I was wavering on that."},{"t":2147,"text":"But then there was also some questions that people brought"},{"t":2150,"text":"to me. And as a matter of fact, I remember"},{"t":2152,"text":"one in particular, I asked one of our directors. And"},{"t":2156,"text":"the director gave the right information the person actually who"},{"t":2159,"text":"was asking the question had wrong information and wasn't misinformation."},{"t":2163,"text":"It was just, they had, they had a wrong assumption."},{"t":2165,"text":"And it was on that one in which actually the"},{"t":2167,"text":"person had this misconception of what was going on. And"},{"t":2170,"text":"I got a really great response from one of our"},{"t":2172,"text":"directors about this is that I realised the people who"},{"t":2176,"text":"have a lot of misunderstanding about this. And therefore, it's"},{"t":2179,"text":"not for the whole thing, but for my statement as"},{"t":2182,"text":"a whole about not having a public hearing, I'll just"},{"t":2185,"text":"be voting no. I get the pros and cons of"},{"t":2188,"text":"the tax exemptions and because it's on the lift, I"},{"t":2191,"text":"feel more comfortable with this. Um, but it's just on"},{"t":2193,"text":"that, that I'm going to change my vote and vote."},{"t":2196,"text":"No, I know it won't make any difference. So I'm quite disappointed here. All"},{"t":2265,"text":"these small side quests around what is a really important"},{"t":2267,"text":"issue of getting more hotels in the area. I mean,"},{"t":2270,"text":"if we're going to do our job here, I think"},{"t":2272,"text":"most of us should read the deck greater at Victoria"},{"t":2274,"text":"Destination Master Plan, which identifies hotel development as a critical"},{"t":2277,"text":"issue for Victoria. We directed staff to do this work."},{"t":2280,"text":"They went and they worked with all the critical stakeover"},{"t":2284,"text":"in the city and came back with a suite of"},{"t":2285,"text":"policies, uh, unfortunately, um, there's been a lot of admissinformation"},{"t":2290,"text":"about one particular policy, which we pulled out. And that's"},{"t":2292,"text":"fine because it was quite minor. But the rest of"},{"t":2294,"text":"these are really important. Um, so I think it's, it's"},{"t":2297,"text":"really exciting day for us to support this because it's"},{"t":2300,"text":"showing that we want people to come to Victoria. We"},{"t":2302,"text":"want to support downtown. We want new hotel development in"},{"t":2305,"text":"the city and we're listening to our staff who have"},{"t":2306,"text":"put forward a really thoughtful suite of policies to make"},{"t":2310,"text":"that happen. Uh, I don't agree with many of the"},{"t":2312,"text":"criticisms here. Uh, the public hearing. I haven't really heard"},{"t":2315,"text":"much at all about these issues other than the one"},{"t":2317,"text":"that we pulled out, which is removed.
