So we have all of\nmembers of council present tonight."},{"t":843,"text":"I do wish to begin by acknowledging that\nthis meeting is taking place on the"},{"t":846,"text":"traditional lands of both the Sauk and\nShianu Nations. And before I look into"},{"t":852,"text":"approval of tonight's agenda, I just\nhave a few remarks to make that as since"},{"t":857,"text":"council met the last time,\nunfortunately, our community has endured"},{"t":861,"text":"some very challenging times.\nUh starting off with a tragic house fire"},{"t":868,"text":"uh within this neighborhood.\nWe also parted ways with Peter Faulkner,"},{"t":873,"text":"whom you may know was well-known uh\nsolicitor here in Sooke. Uh his"},{"t":878,"text":"celebration of life was held this past\nFriday. It was well attended by many"},{"t":882,"text":"Sookites near and far.\nUm sadly, we've also learned also of the"},{"t":887,"text":"sudden passing of our former base\ncommander uh Steve Wright."},{"t":892,"text":"Uh in addition, and I'll ask uh\ncounselor Titus to say a few remarks"},{"t":897,"text":"about uh Steve in just a moment. I also\nrecognize there was a significant event"},{"t":903,"text":"uh in regards to a homicide that took\nplace over this weekend. So, I do wish"},{"t":908,"text":"to acknowledge all of the first\nresponders that who have attended to"},{"t":911,"text":"this. I'm also aware this is uh 911\nemergency awareness week, just"},{"t":915,"text":"recognizing those taking the calls uh\nwhen we call in that number. But also"},{"t":920,"text":"that many families, friends, neighbors,\nand the like have been dramatically"},{"t":925,"text":"impacted by these events. And so I just\nwish to let everyone know that we are"},{"t":930,"text":"thinking, you are in our thoughts, and I\nwish you well. And I'll turn this over"},{"t":935,"text":"to Councillor Vetos.\nThank you, Your Worship. Yes, I'd like"},{"t":939,"text":"to acknowledge that we lost a valuable\nmember of our community on Friday. Steve"},{"t":944,"text":"Wright passed away from a tragic\naccident Friday morning, I believe."},{"t":949,"text":"Just a reminder, Steve was a retired\ndetachment commander for the RCMP. I"},{"t":954,"text":"think he came here in 2009.\nAnd I believe after"},{"t":959,"text":"he liked it so much after he retired, he\nstayed here. And that was our gain. He"},{"t":964,"text":"joined the Soo Lions Club. He's been a\npillar in the Soo Lions Club for for"},{"t":968,"text":"many, many years now.\nOur thoughts and prayers go out to his"},{"t":973,"text":"family and to to Elsa, his wife. And\nthey've asked for some privacy at the"},{"t":978,"text":"moment. So, this is reserved for anyone"},{"t":1100,"text":"in tonight's gallery that wishes to\naddress council. This will be the one"},{"t":1104,"text":"time tonight to do so.\nUh should you have any comments to make,"},{"t":1108,"text":"uh if you could please come forward,\nturn on the microphone if it's off. If"},{"t":1113,"text":"you could please give us your name and\nthen just the agenda item you wish to"},{"t":1117,"text":"speak to, and then every speaker will\nhave two up to two minutes tonight."},{"t":1131,"text":"Uh William Wallace from uh downtown\nSooke. Given the\nproposed zoning regulations for Air Nan,"},{"t":1151,"text":"what are the maximum number of dwellings\nthat be constructed given the current"},{"t":1156,"text":"OCP and provincial directives?\nUh number two question is, can you"},{"t":1162,"text":"explain the major differences between\nthe current and the proposed zoning?"},{"t":1167,"text":"Number three question,\nwhat is the maximum number of dwellings"},{"t":1171,"text":"in Sook that right now could be built\nthat meet our OCP zoning allowances both"},{"t":1177,"text":"in and outside the sewer specified area?\nI know that parcel were recently"},{"t":1183,"text":"mentioned\nand I assume secondary suites were are"},{"t":1187,"text":"identified as dwellings.\nThe future is unpredictable and there is"},{"t":1191,"text":"no assurance on how fast or slow\ndevelopments in Sook will happen."},{"t":1198,"text":"We saw how fast Sunriver on ALR land\ntook off,"},{"t":1202,"text":"how quickly secondary suites were added,\nand smaller"},{"t":1206,"text":"cul-de-sac developments sprung up.\nSo, I hope those are my three questions."},{"t":1212,"text":"Okay, thank you. We'll look to address\nthose when the staff report comes"},{"t":1216,"text":"forward later tonight.\n I was told last time that someone would"},{"t":1218,"text":"have the answers. Okay, we're going to\nask staff to do that when we have the"},{"t":1222,"text":"report in front of us.\nOther speakers tonight?"},{"t":1229,"text":"Hi, Jeff McDonald, 2075 uh Harbour View\nRoad."},{"t":1233,"text":"Um completely out of line here. Um this\nis about uh"},{"t":1236,"text":"agenda item 7.5 and uh\nthat um there's going to be a request"},{"t":1242,"text":"for reinstating a provision for\na number of dwelling units in the ALR."},{"t":1248,"text":"So,\nuh we've had the property since 2019 and"},{"t":1252,"text":"we've sort of been\nuh"},{"t":1254,"text":"um hovering what waiting for harmony\nregarding housing allotment uh on ALR"},{"t":1260,"text":"properties in Sook since 2019.\nSo, uh everybody knows they made changes"},{"t":1267,"text":"in 2019 and then it took them a while,\ntook them two or three years to finally"},{"t":1271,"text":"kind of nail down where they were going\nto land on housing. And for a brief"},{"t":1274,"text":"period of time Sooke was harmonized with\nthat. So there was a provision in the"},{"t":1278,"text":"bylaw that allowed that allowed for\nthree dwelling units on ALR properties."},{"t":1283,"text":"But sometime in the last since I guess\nlast February or something,"},{"t":1287,"text":"that got dropped. And so I've been in\ntouch with planning about it and they're"},{"t":1290,"text":"going to be putting forth\na recommendation to as a house"},{"t":1294,"text":"housekeeping item to correct this.\nBut it's going to take till October."},{"t":1298,"text":"But if it's corrected, I guess. So I'm\nhere to advocate for"},{"t":1302,"text":"the change to get it back to to\nharmonizing with that. And then second"},{"t":1307,"text":"for some haste. It just seems absurd to\nme that it's going to take"},{"t":1311,"text":"eight months to correct something that\nwas already in place and we already had"},{"t":1315,"text":"harmony on.\nThanks."},{"t":1320,"text":"Okay, thank you very much.\nOthers will address that too. Other"},{"t":1324,"text":"speakers, please?"},{"t":1335,"text":"Alan Lowe's, I'd like to address um\n [clears throat]"},{"t":1339,"text":"9.1 I believe our land estates.\nNot necessarily just that but the cost"},{"t":1344,"text":"of all roads, parks and boulevards\nbecome a district taxpayer liability. So"},{"t":1349,"text":"I would hope that\nwe re-look at how much we ask of"},{"t":1354,"text":"developers for\nfor boulevards and the like that because"},{"t":1357,"text":"it becomes\na park addition and it increases our"},{"t":1362,"text":"taxes.\nUm"},{"t":1364,"text":"Also I want to talk about the insurance\nfor the homicide that uh"},{"t":1369,"text":"it it was discussed\nbefore as now we have a homicide and how"},{"t":1375,"text":"is that cost recovered\nin"},{"t":1378,"text":"with the RCMP\nthat we have come in from uh out of"},{"t":1383,"text":"town.\nUm"},{"t":1385,"text":"uh I would also ask with uh\nfor the budget that we recruit volunteer"},{"t":1392,"text":"firefighters instead of hiring another\ntwo."},{"t":1395,"text":"And no more fire trucks until we deal\nwith um"},{"t":1400,"text":"province and what's been happening. We\nall know what's been happening with the"},{"t":1404,"text":"our staff\ndoing"},{"t":1406,"text":"um\nambulance work."},{"t":1410,"text":"Uh and speaking to that, um\nwe should have a nurse support with the"},{"t":1415,"text":"RCMP whether it's for mental health and\nor uh"},{"t":1419,"text":"mostly mental health and addictions.\nAnd medical staff at the Hope Center, we"},{"t":1424,"text":"should be looking at that.\nAnd no more uh part-time staff added"},{"t":1429,"text":"this year and freeze hiring.\nAnd let's half the furniture budget."},{"t":1434,"text":"And uh"},{"t":1438,"text":"And also the effective higher taxes on\ncommunity on uh commercial properties."},{"t":1444,"text":"Commercial\nuh people already struggling and we've"},{"t":1447,"text":"lost businesses because of of costs. So,\nwe really have to reconsider how we"},{"t":1453,"text":"um it's not just it's not just\nresidential people that are suffering,"},{"t":1457,"text":"but also commercial.\nThank you."},{"t":1461,"text":"Okay, thank you. Other speakers this\nevening?"},{"t":1470,"text":"Veronica Pembridge and Billing. I live\nin Sook. Um is it turned on? Yes. So, I"},{"t":1475,"text":"wanted to thank you all for the work on\nthe budget, the budget open house. I"},{"t":1478,"text":"wanted to say it was great to speak to\nthe people that were there. I really"},{"t":1482,"text":"also appreciated it felt like some\neconomies been putting in place. I felt"},{"t":1487,"text":"that that the handouts were see just\nseem more workable and economical and I"},{"t":1492,"text":"appreciated that instead of lots of high\nexpense."},{"t":1495,"text":"Um I want to one of the things that\nuh uh"},{"t":1499,"text":"I'm committed to and many of the people\nthat I feel I'm speaking on behalf of is"},{"t":1503,"text":"that the community association be funded\nas fully as possible. And one of the"},{"t":1506,"text":"suggestions that came up at one of our\nmeetings was to limit the number of"},{"t":1511,"text":"staff and counselors that go to the\nconferences. I don't have all the"},{"t":1514,"text":"acronyms before me, but I sent a letter\nto limit the number of people that"},{"t":1518,"text":"attend the various conferences to two\npeople, either one from council and one"},{"t":1522,"text":"staff person or two from council. And\nthat those people be specifically"},{"t":1526,"text":"charged with reporting back to council.\nAnd that any savings made in that"},{"t":1530,"text":"respect be given to the community\nassociation. And I realize there not may"},{"t":1534,"text":"not be a substantial amount of savings\nto meet the full request, but it would"},{"t":1538,"text":"meet some of the request because that's\na volunteer organization. I wanted to"},{"t":1542,"text":"reiterate what Mrs. Lewis said because\nit has become apparent to me, this has"},{"t":1547,"text":"been as I've become more involved in\ntrying to understand the budgeting"},{"t":1551,"text":"processes. And I really feel for you\nbecause so much of what comes on my"},{"t":1555,"text":"assessment is not part of Sooke. So, I\nunderstand that. But I also want to say"},{"t":1560,"text":"it is such a concern for me that the tax\nbase is getting more and more compressed"},{"t":1566,"text":"because it is the property owners, the\nhomeowners, and it's and and now if as"},{"t":1570,"text":"we build rentals, as we have more\nparkland, as Mrs. Lewis said, more"},{"t":1574,"text":"services, more everything demanded, it's\nmore and more from this small tax base"},{"t":1579,"text":"that's getting increasingly compressed\nand pressed upon. So, I wanted to also"},{"t":1584,"text":"look at how we're funding the parks and\nuh how we're funding everything with"},{"t":1589,"text":"respect to we can't keep putting that\npressure on as we're building rental"},{"t":1592,"text":"housing and all of that. So, I wanted to\nunderscore that. And then, while I may"},{"t":1597,"text":"not have a direct uh answer to this, I\nunderstand that many of the fire call"},{"t":1601,"text":"outs are emergency, are health related.\nAnd that those calls we could get"},{"t":1606,"text":"reimbursed from the provincial\ngovernment if we kind of organized. I"},{"t":1609,"text":"don't know if this is true. This is my\nunderstanding and I wanted to do some"},{"t":1613,"text":"more, but I think we need to do in-depth\nlooking at every possible creative way"},{"t":1618,"text":"that we can reduce. And I think you're\ndoing a lot of that, but I wanted to"},{"t":1621,"text":"underscore going forward. So, thank you.\nOkay. Thank you. Heron Ann"},{"t":1658,"text":"and other proposed major developments,\nsuch as Mountain Heights, may be"},{"t":1662,"text":"allowed, but are not the major goal of\nour OCP for higher town town center"},{"t":1667,"text":"density or with the provincial\ngovernment goals of transit hub"},{"t":1671,"text":"residential growth.\nIt is an undisputed fact that large"},{"t":1675,"text":"developments outside the town core are\nmore costly for taxpayers to maintain"},{"t":1680,"text":"and service.\nOption one, road frontage improvements"},{"t":1683,"text":"recommended by the staff, are the\nDistrict of Sooke's municipality"},{"t":1687,"text":"standards developed after much\nconsultation with residents and the"},{"t":1691,"text":"building community.\nThey are best practices that will keep"},{"t":1696,"text":"us out of the problems that we all see\nwith cars, parking, and pedestrian"},{"t":1702,"text":"safety at odds.\nWe're now seeing Heron Ann and all other"},{"t":1707,"text":"major developments happen without any\nassurance of federal or provincial"},{"t":1711,"text":"infrastructure grants for growing needs,\nsuch as roads, bridges, a new sewer"},{"t":1716,"text":"treatment plant, expanded sewer lines,\nand probably a new police station."},{"t":1722,"text":"We all need to face that Sooke has no\nmoney and a tax problem."},{"t":1727,"text":"Kicking future infrastructure costs down\nthe road is not a responsible physical"},{"t":1732,"text":"strategy.\nWe either ask developers to pay now for"},{"t":1736,"text":"the infrastructure costs of their new\ndevelopments or ask Sooke taxpayers to"},{"t":1741,"text":"pay for it in the future.\nIf the developer can't afford it now,"},{"t":1746,"text":"it is very unlikely that taxpayers will\nbe able to afford afford it in the"},{"t":1750,"text":"future.\nI believe that Mr. Butler is a community"},{"t":1754,"text":"minded resident and I appreciate his\nefforts of his six cement plants to"},{"t":1759,"text":"sequester carbon in their cement to help\naddress our climate emergency."},{"t":1764,"text":"It is a responsibility of the government\nand the politicians to ensure that best"},{"t":1770,"text":"practices for pedestrian safety are\nfollowed by developers."},{"t":1776,"text":"Sooke spends a major portion of our tax\ndollars on professional staff for"},{"t":1781,"text":"planning, engineering, time performing,\ntwo more sentences and grant writing."},{"t":1788,"text":"They are They were chosen to guide and\ninform and so why ignore this costly"},{"t":1792,"text":"information and have council go make a\ndeal? This is how much we"},{"t":1848,"text":"want.\nYou're You're coming in here, you're"},{"t":1850,"text":"building, you're leaving with money.\nIt's costing the the citizens more money"},{"t":1857,"text":"the bigger we get. That's not the idea.\nEither your goal"},{"t":1862,"text":"is to you know\nhave a fist fiscally workable"},{"t":1867,"text":"a community\nand if that is the goal, then obviously"},{"t":1872,"text":"there's some level of failure here.\nUh and the other thing is if the goal is"},{"t":1878,"text":"to\nensure to some degree"},{"t":1881,"text":"the uh the the\nthe the the style of life the lifestyle"},{"t":1887,"text":"of the community\nthen also that is a failure because the"},{"t":1891,"text":"more we're getting crowded the more we\nhave to pay for the crowdedness"},{"t":1897,"text":"I don't see a success here.\nI know I know this pressure's coming"},{"t":1900,"text":"from above. But if you're working for\nthe community I it's supposed to work up"},{"t":1905,"text":"from the bottom.\nI know there's people that are higher up"},{"t":1909,"text":"politically and that have a lot of to\nsay and put a lot of pressure on you."},{"t":1914,"text":"But I think if you'd be acting on our\npart if anybody here had the"},{"t":1921,"text":"had it in them to say no.\nIf the province says we'll come in and"},{"t":1925,"text":"do it anyway, you say go ahead. So, it's in the context of the\nbudget is that I understand that there"},{"t":2132,"text":"is a major report on the viability of\nthat project coming forward on April the"},{"t":2136,"text":"23rd. And I'm just wondering I because I\nalso understand that there are things in"},{"t":2143,"text":"the budget about that project and that\nit seems to me that that report would"},{"t":2149,"text":"impact the budget. Notably, the options uh before\ncouncil differ in four main ways."},{"t":3074,"text":"Uh the extent of frontage to be\nimproved, uh the timing of delivery,"},{"t":3078,"text":"cost responsibility, and the road\ncross-section components."},{"t":3082,"text":"Uh council's direction would inform\npreparation of the Section 219 covenant"},{"t":3085,"text":"together with any required development\nvariance permit prior to the bylaw"},{"t":3089,"text":"adoption."},{"t":3092,"text":"For clarity, the frontage under\nconsideration has been divided into four"},{"t":3096,"text":"segments uh from west to east. So,\nsegment one uh extends from the western"},{"t":3101,"text":"property boundary to Aaron Drive N East.\nUh segment two extends from Aaron Drive"},{"t":3106,"text":"N East to Aaron Drive N\nSegment three extends from Erin Glen"},{"t":3110,"text":"Boulevard to Grant Road.\nAnd segment four extends from Grant Road"},{"t":3114,"text":"to the John Muir Elementary School\nCrosswalk."},{"t":3120,"text":"Uh the policy context for the frontage\nissue remains uh consistent uh which was"},{"t":3125,"text":"set out in the earlier staff report to\nLEDC."},{"t":3128,"text":"The official community plan supports\nactive transportation, complete streets,"},{"t":3131,"text":"and safe connected uh conditions for all\ntravel modes."},{"t":3135,"text":"Staff have linked the frontage\nimprovements to broader transportation"},{"t":3138,"text":"objectives including school access,\nmultimodal safety, and connected walking"},{"t":3143,"text":"and cycling facilities.\nStaff view these works as growth-related"},{"t":3147,"text":"infrastructure that should be considered\nin coordination with residential growth."},{"t":3155,"text":"Following the March 3rd LEDC meeting,\nthe applicant submitted two revised"},{"t":3159,"text":"alternatives for council's\nconsideration."},{"t":3161,"text":"Alternative one is a revised version of\nthe applicant's original proposal and"},{"t":3166,"text":"increases the proposed contribution\ntowards segment four from 35% to 50%."},{"t":3172,"text":"Alternative two is a new option\nsubmitted for to staff on April 7th. It"},{"t":3176,"text":"applies uh to segments three and four\nwith its construction triggered at the"},{"t":3180,"text":"91st lot or subdivision of the first lot\nwithin phase five, whichever occurs"},{"t":3185,"text":"first.\nUh the frontage components uh of both"},{"t":3189,"text":"alternatives are shown in the later\nslides."},{"t":3195,"text":"In summary, the report presents five\noptions for council's consideration."},{"t":3199,"text":"Option A provides full frontage\nimprovements to the full SDS bylaw"},{"t":3203,"text":"standard. Option B reflects the\napplicant's alternative one revised"},{"t":3207,"text":"following the March 3rd LEDC meeting\nwith a limited extent, modified"},{"t":3211,"text":"cross-section, and cost-sharing\napproach."},{"t":3214,"text":"Option C uh reflects the staff-supported\nmodified frontage framework along the"},{"t":3218,"text":"full extent of the frontage.\nOption D reflects the applicant's"},{"t":3223,"text":"alternative two uh with a reduced\nmodified cross-section for segments"},{"t":3227,"text":"three and four and a later delivery\ntrigger."},{"t":3231,"text":"Option E would postpone the decision and\ndirect staff to return for further"},{"t":3234,"text":"refinement.\nUm notably, since publication of this"},{"t":3238,"text":"report and agenda, the applicant has\nrequested to present an additional"},{"t":3240,"text":"option, alternative three, option F, for\ncouncil's consideration. This has not"},{"t":3246,"text":"been included here given time\nconstraints. However, the applicant has"},{"t":3249,"text":"requested to present following staff's\npresentation."},{"t":3255,"text":"Starting with option A, it would secure\nfull frontage improvements along"},{"t":3259,"text":"segments one through four from the\nwestern property boundary to the John"},{"t":3263,"text":"Muir Elementary School crosswalk.\nThe timing of construction would be"},{"t":3266,"text":"triggered at time of subdivision\nfollowing phase one or pipe pole located"},{"t":3270,"text":"north of the existing Aaron Estates\ndevelopment."},{"t":3274,"text":"Cost responsibility would rest with the\napplicant."},{"t":3277,"text":"In terms of the cross-section, the\noption reflects full compliance with the"},{"t":3281,"text":"Highway 14 standard in the SDS bylaw.\nUh this standard includes a center"},{"t":3286,"text":"median, travel lanes, bike lanes, curb\ngutter, boulevard, sidewalk, street"},{"t":3292,"text":"lighting, and street trees."},{"t":3296,"text":"Option B reflects the applicant's\nrevised alternative one."},{"t":3300,"text":"It's limited to segments three and four.\nSegment three would be delivered at the"},{"t":3304,"text":"131st lot, while segment four would be\nsubject to a five-year repayment"},{"t":3309,"text":"condition following subdivision of the\n131st lot."},{"t":3314,"text":"Cost responsibility under this option is\nsplit. Segment three would be funded by"},{"t":3319,"text":"the applicant. Its timing trigger is the\nsame as segment three of option D prior"},{"t":3491,"text":"to final subdivision approval of the\n91st lot or first phase"},{"t":3496,"text":"or for subdivision within phase five.\nCost responsibility would also rest with"},{"t":3500,"text":"the applicant.\nUh the cross-section approach for"},{"t":3503,"text":"segment four is also a reduced\ncross-section."},{"t":3506,"text":"Although it differs from segment three\nuh with the inclusion of a shoulder and"},{"t":3510,"text":"boulevard. So its components include\ntravel lanes, a 1-m shoulder"},{"t":3514,"text":"uh reduced from the 1.5 m in options B\nand C, a 2-m boulevard, curb and gutter,"},{"t":3520,"text":"3-m multi-use pathway, and street\nlighting."},{"t":3527,"text":"Option E would postpone the decision on\nthe frontage framework and direct staff"},{"t":3530,"text":"to return uh with a revised option uh\nfor count for the council consideration."},{"t":3535,"text":"Uh because it is a deferral option, the\nextent, timing, cost responsibility, and"},{"t":3540,"text":"cross-section approach would need to be\ndetermined through further refinement."},{"t":3544,"text":"Uh\nthe report notes that this may allow for"},{"t":3546,"text":"additional clarification on timing\ntriggers, cross-section details, design"},{"t":3550,"text":"constraints, and implementation. It\nwould also, of course, delay uh"},{"t":3554,"text":"direction on the frontage issue and\ndelay covenant refinement and bylaw"},{"t":3557,"text":"sequencing.\nAs noted previously, the applicant has"},{"t":3561,"text":"requested to present a third option uh\nnot reflected here. So a third"},{"t":3564,"text":"alternative,\noption F."},{"t":3569,"text":"In conclusion, a staff's preferred\nfrontage option is option C."},{"t":3573,"text":"As set out in the supplemental report,\nstaff consider option C to provide the"},{"t":3577,"text":"strongest alignment with district policy\nobjectives, to secure the school"},{"t":3581,"text":"connection at an earlier stage, and to\nmaintain continuity along the broader"},{"t":3586,"text":"Highway 14 frontage.\nStaff also viewed as a more balanced and"},{"t":3590,"text":"implementable approach than the SDS\nbylaw standard or option A."},{"t":3595,"text":"If council is not just not uh prepared\nto support option C in full,"},{"t":3599,"text":"a staff's minimum supportable outcome\nwould be a direction that secures"},{"t":3602,"text":"segment three and four uh from Erin\nNBoulevard to the school crosswalk. Uh"},{"t":3608,"text":"at it it would be at also at the\napplicant's sole cost and with an early"},{"t":3611,"text":"trigger. Uh ideally uh following pipe\npole or another equivalent earlier"},{"t":3616,"text":"trigger.\nUh this report also states that staff do"},{"t":3619,"text":"not support a frontage approach that\nrelies on district cost sharing uh for"},{"t":3624,"text":"the school connection, or that\nintroduces reduced cross-section"},{"t":3627,"text":"standards without appropriate horizontal\nseparation uh between the vehicle"},{"t":3631,"text":"traffic and pathway users."},{"t":3637,"text":"[snorts]\n>> And the recommendation before council is"},{"t":3639,"text":"shown on this screen as drafted in the\nsupplemental report."},{"t":3643,"text":"Uh if council selects an option tonight,\nthat option will replace the placeholder"},{"t":3647,"text":"in the second clause.\nUh and staff would then bring forward"},{"t":3650,"text":"the draft section 219 covenant and any\nrequired development variance permit"},{"t":3654,"text":"prior to bylaw adoption.\nUh this concludes my presentation. Thank"},{"t":3658,"text":"you, and the applicant as noted is uh is\npresent and has requested to present a"},{"t":3662,"text":"subsequent option for council's\nconsideration."},{"t":3668,"text":"Okay, thank you, staff. Before I go to\nour applicant, um there were some"},{"t":3673,"text":"questions that came up in the public uh\nQ&A or question period just about this"},{"t":3679,"text":"development in particular, asking about\nthe maximum number of residents, the"},{"t":3683,"text":"current and proposed zoning, how many\nunits could be done both in and out of"},{"t":3688,"text":"the sewer specified area,\nuh and a few others uh that I may have"},{"t":3693,"text":"missed, but I'm wondering if you have\nany response back to"},{"t":3697,"text":"uh that query that came forward earlier.\nYeah, I can I can respond uh briefly"},{"t":3701,"text":"here. So, um the first question\nregarding the the number of dwellings in"},{"t":3705,"text":"Erin and right now we have uh conducted\nstudies uh to consider 331"},{"t":3709,"text":"ground-oriented uh residential uh\nforms of development, including"},{"t":3714,"text":"1,800 square meters of commercial space\nover the 41.3 ha uh CD area. So, the uh"},{"t":3722,"text":"differences in the zones basically uh\nthe RU2 zone is a rural residential zone"},{"t":3727,"text":"um with minimum parcel sizes of 4 ha.\nUm these this of course can be"},{"t":3731,"text":"subdivided with uh the 41.3 ha on on\nseptic systems. Uh however, the CD16 uh"},{"t":3739,"text":"would secure much smaller parcels of 500\nsquare meters or slightly larger um uh"},{"t":3746,"text":"in three different areas. Uh area A uh\nwould permit single-family dwellings as"},{"t":3751,"text":"well as small-scale multi-unit\nresidential dwellings, so that would be"},{"t":3754,"text":"uh up to four units on a single parcel.\nUh area B would also uh permit the same"},{"t":3759,"text":"uh thing as well as townhouses.\nAnd area C uh would be the village"},{"t":3764,"text":"center, which is uh the core area within\nthe the West Erin and area, which would"},{"t":3769,"text":"support uh townhouses as well as\ncommercial development, which would be"},{"t":3772,"text":"consistent with the commercial or\ncommunity residential land use"},{"t":3776,"text":"designation within the OCP."},{"t":3785,"text":"Okay.\nAnd just procedurally to our corporate"},{"t":3788,"text":"officer, the uh readings there the\nrecommendation that came to the land use"},{"t":3793,"text":"is still below. So, we still need to\nmove through those readings, if I'm not"},{"t":3797,"text":"mistaken, rather than going straight to\nwhat's on the screen."},{"t":3801,"text":"Uh thank you, Your Worship. Yes, the uh\nitems which uh"},{"t":3806,"text":"the So, this\nthe recommendations in this begin with"},{"t":3809,"text":"the recommendations made by the LUDC,\nwhich traditionally would have been in"},{"t":3814,"text":"the consent agenda, but were moved out\nin order to keep the entire item"},{"t":3817,"text":"separate. Okay.\n The uh the bylaw um"},{"t":3820,"text":"the three readings to the bylaw uh\nseparate from the adoption of the uh"},{"t":3826,"text":"covenant proposals um which uh could be\nas long as the uh you hold votes on the"},{"t":3832,"text":"covenants before you do the adoption of\nthe bylaw, then it would all be"},{"t":3836,"text":"consistent.\nOkay, thank you, cuz the uh the one the"},{"t":3839,"text":"one that's outstanding is more related\nto the second paragraph part of the"},{"t":3844,"text":"option B, determining that option. Okay.\nAll right, just procedurally so I know"},{"t":3848,"text":"what to do here. So, I will now invite\nthe applicant, if you would like to"},{"t":3852,"text":"please come forward for your\npresentation, please."},{"t":3865,"text":"Thank you. Just need to turn on the\nmicrophone. Turn on the mic."},{"t":3867,"text":"There you go.\n>> My apologies. Um I'll start over. Uh"},{"t":3870,"text":"Madam Mayor, members of council, my name\nis Dean Strongafshar. I am a planning"},{"t":3873,"text":"consultant, and with me this evening is\nthe owner, Brian Butler, and and other"},{"t":3877,"text":"staff. Um\nI would just say as a comment before"},{"t":3881,"text":"getting into the specifics which relate\nto the actual road frontage, um"},{"t":3885,"text":"that this has been a vision uh of the\nButler family for generations. Uh I know"},{"t":3889,"text":"I did some preliminary work on the\nvision of this back in 2008, which"},{"t":3893,"text":"culminated in terms of what the overall\nplan is today. Um there is uh the actual"},{"t":3899,"text":"application for rezoning is only the\nwest side of the property. Uh there is"},{"t":3903,"text":"one lot that's about 176 acres. The west\nside is just over 100 acres."},{"t":3908,"text":"Overall, in terms of just a comment back\nfrom um um comment made by"},{"t":3914,"text":"uh members in the audience earlier that\nabout 36% of the of the site will be"},{"t":3919,"text":"either parks and or open space, which is\na combination of detention pond and"},{"t":3924,"text":"riparian areas.\nAs it relates to specifically park"},{"t":3928,"text":"dedication,\nabout 20"},{"t":3932,"text":"26%\nis actual park."},{"t":3936,"text":"It substantially exceeds the 5% park\ndedication as required by by the local"},{"t":3941,"text":"government act.\nThere is an extensive key to this is"},{"t":3945,"text":"maintaining as much of the natural site\nas possible."},{"t":3949,"text":"There is 4.1 km of trails that have been\nidentified,"},{"t":3953,"text":"which also then includes both nature\ntrails in terms of keeping keeping the"},{"t":3957,"text":"natural environment as as as much as\npossible as well as urban trails where"},{"t":3962,"text":"um\nthey're more in keeping with the kind of"},{"t":3965,"text":"the village center and and surrounds.\nI would also just say that as we've gone"},{"t":3969,"text":"through this process with with staff\nover the course of more than 1 year,"},{"t":3973,"text":"several years.\nAnd yes, there has been some toing and"},{"t":3976,"text":"froing in terms of coming up with the\npackage and in terms of the many a"},{"t":3980,"text":"package which includes contribution to\nthe to a housing agreement and so on."},{"t":3985,"text":"We have basically come to a consensus on\nall of those issues in terms of the"},{"t":3989,"text":"development\nand really the one outstanding item"},{"t":3994,"text":"relates to relates to the highway\nfrontage. And I I would I would have to"},{"t":3999,"text":"say to council I'm sorry if we have so\nmany options that there's possibility of"},{"t":4004,"text":"confusing you, but I I'll just go\nthrough my"},{"t":4007,"text":"I understand I should say if you can be\nconfused."},{"t":4010,"text":"I will just say before just going\nquickly going through my presentation"},{"t":4013,"text":"now as I basically said it without going\nthrough the presentation is that"},{"t":4017,"text":"the reason why we've come up with this\nlast presentation very recently was a"},{"t":4021,"text":"combination of obviously the meeting\nthat we had with the planning committee,"},{"t":4024,"text":"which we realized that there was some\nvery good discussions about there"},{"t":4028,"text":"possibly coming out with which was then\ndescribed as alternate four."},{"t":4032,"text":"And then also in other discussions and\nand in receiving the staff report that"},{"t":4036,"text":"that we received on Friday in terms of\nbeing available to the public,"},{"t":4041,"text":"we then did make a couple of minor\ntweaks in terms of for example the width"},{"t":4045,"text":"of the of the shoulder for example to\nmore correspond with um"},{"t":4050,"text":"with uh with with the comments in the\nstaff report. So, perhaps with that"},{"t":4054,"text":"context, I will just as very quickly go\nthrough and uh"},{"t":4059,"text":"just hit the one arrow to the right I\nguess. We'll see what happens here."},{"t":4063,"text":"And we all know where it is. I won't I\nwon't belabor that. I'm sure you've been"},{"t":4066,"text":"through there and you can see kind of\nthe lower right-hand corner there. That"},{"t":4069,"text":"is the 63 lots. It is the current\nAerodrome."},{"t":4072,"text":"And again, I just\nthe whole point of the uh what we're"},{"t":4076,"text":"trying to achieve is just simply\nmirroring what you see already at"},{"t":4079,"text":"Aerodrome. And so, that is kind of the\nthat is kind of the the bar in terms of"},{"t":4083,"text":"what we want to achieve.\nUm and again, this is off a small"},{"t":4088,"text":"writing. But again, this goes to the\nland use committee recommendations. And"},{"t":4091,"text":"as you can see the larger point, no\nrecommendation was on on uh Highway 14."},{"t":4097,"text":"Um\nand uh we did make our position I think"},{"t":4100,"text":"quite clear at the planning committee.\nAnd I can say uh at certainly times uh"},{"t":4106,"text":"prior to that in terms of our many\nconversations regarding highway frontage"},{"t":4110,"text":"uh along Highway 14 in terms of what was\nwhat was doable and what isn't."},{"t":4115,"text":"Um\nUm so,"},{"t":4120,"text":"options A and C, option C which is\nrecommended by staff would require a"},{"t":4124,"text":"full frontage uh of of improvements uh\nalong the entire frontage of West Coast"},{"t":4130,"text":"Road from the very westerly end of uh\nof Aerodrome which is down by the by the"},{"t":4135,"text":"the driveway that goes into the marina\nall the way to John Muir School. As you"},{"t":4140,"text":"can see from this picture, it represent\nit you can see the substantial amount of"},{"t":4145,"text":"uh rock face as you go down the hill\ntowards the Marina property and the road"},{"t":4150,"text":"called Butler Maine. It is in it is in\napproximately"},{"t":4156,"text":"1200 meters long.\nIn terms of our engineers West"},{"t":4160,"text":"um\num"},{"t":4162,"text":"our civil engineers I should say they\nhave determined that the estimated cost"},{"t":4167,"text":"for that is in the order of $6 million.\nThere was a staff a staff"},{"t":4172,"text":"going back about a year ago when they\nhad estimated cost of about 3 and 1/2"},{"t":4175,"text":"million. Um\nUm but with the extent of actually rock"},{"t":4180,"text":"blasting moving hydro lines and so on\nand so forth the estimate from the our"},{"t":4184,"text":"civil engineers in round figures $6\nmillion."},{"t":4187,"text":"And and I'll be very candid is just it's\nit's it's a not"},{"t":4193,"text":"feasible not sustainable not financially\nsustainable not feasible. Um and so we"},{"t":4198,"text":"were looking at looking for alternatives\nthat we thought would meet the spirit"},{"t":4203,"text":"and intent but which would also make\nsomething that would would be"},{"t":4207,"text":"financially feasible and would provide\na suitable set of pedestrian and and"},{"t":4213,"text":"biking lanes.\nUm"},{"t":4216,"text":"And so\nyou can see it's hard to see in this"},{"t":4220,"text":"picture but Aaron and Boulevard comes\ndown and all of Aaron and Boulevard is"},{"t":4223,"text":"all access through as I say through the\nmain the main spine which is Aaron and"},{"t":4227,"text":"Boulevard it all comes down to the\ncurrent intersection."},{"t":4231,"text":"Um our our proposal was is to\nextend"},{"t":4237,"text":"pathway all the way from Aaron and\nBoulevard capturing all of current as"},{"t":4242,"text":"well as future residents of Aaron and\nand make a pathway between"},{"t":4247,"text":"between Aaron and Boulevard to Grant\nRoad as well as from Grant Road down to"},{"t":4251,"text":"to the actual school\nschool crosswalk."},{"t":4254,"text":"Um\nUh"},{"t":4257,"text":"yes and so\ntwo I'm sorry to the point that was made"},{"t":4261,"text":"by staff,\nwhat was before you before was that"},{"t":4264,"text":"there was a a combination of\ncontribution to the second half of it by"},{"t":4269,"text":"the by the by the district\nand we did hear that that may be an"},{"t":4274,"text":"issue. So we've looked at some other\nanother option."},{"t":4278,"text":"And\nif I go to"},{"t":4281,"text":"option D which is and I've now called it\noption F because it's just slightly"},{"t":4285,"text":"different than what was in your package\nand the only reason for that is that"},{"t":4289,"text":"we've extended the\nwe've extended the shoulder between"},{"t":4295,"text":"Aaron and between Grant Road and the\ncrosswalk at the school"},{"t":4299,"text":"to 1 and 1/2 m wide. We showed 1 m wide\nand in the staff report it did mention"},{"t":4304,"text":"about being 1 and 1/2 m wide.\nAnd in the option F in terms of the the"},{"t":4311,"text":"um\nspace between Aaron and Boulevard and"},{"t":4313,"text":"Grant Road\nuh we have also provided and again this"},{"t":4318,"text":"is awfully small but we've actually\nprovided and again one of the things"},{"t":4321,"text":"that was requested that the original\nplan had simply a curb and a 3 m"},{"t":4326,"text":"pathway. We've now actually incorporated\na boulevard or a space between the"},{"t":4333,"text":"travel lane\nand the"},{"t":4336,"text":"and the 3 m pathway.\nThe the uh"},{"t":4345,"text":"pathway between Grant Road and the and\nthe and"},{"t":4349,"text":"and the school is actually a wider and\nthere's a wider distance between the"},{"t":4353,"text":"travel lane and the pathway. Part of\nthat is geography. It's it would be"},{"t":4358,"text":"easier to do but much of it is\nthat really in terms of the"},{"t":4363,"text":"school population going to the\nelementary school an awful lot of them"},{"t":4366,"text":"way more than is coming from from Aaron\nand comes down Grant Road catch the"},{"t":4372,"text":"catchment area. So, we've tried to make\na a significant push to make sure there"},{"t":4378,"text":"is a there's sufficient distance between\nthe actual pathway"},{"t":4382,"text":"and the actual road road lane.\nKey key difference between"},{"t":4387,"text":"either our prior option to now is that\nnumber one"},{"t":4391,"text":"100% of the cost would be paid for by\nAaron and by"},{"t":4396,"text":"so 100% of the cost be paid for Aaron\nand according to those plans that you"},{"t":4401,"text":"see right in front of you in terms of\nthe cross sections."},{"t":4404,"text":"Um the timing of it it would all be done\nas I say at the start of phase three"},{"t":4410,"text":"which is effectively the 54th lot. So,\nwhereas before we were suggesting that"},{"t":4415,"text":"the time would be in phase five or the\n131st lot, we've also recognized again"},{"t":4419,"text":"from some of the comments that were at\nthe planning committee that there was an"},{"t":4424,"text":"an interest in trying to\n [clears throat]"},{"t":4425,"text":"sort of speed up or expedite the timing\nin which this would take place. So, I"},{"t":4430,"text":"think the result\ntwo key things is what you see here now"},{"t":4433,"text":"which is unfortunately referred to as\noffice option F. It really is tweaking"},{"t":4438,"text":"what is already on your agenda and it\nreally reflects comments that were in"},{"t":4443,"text":"the staff report that's presented to\nyou. So, there is a as I say a a"},{"t":4447,"text":"boulevard between the curb and the\npathway between Aaron and Boulevard and"},{"t":4451,"text":"Grant Road and and then there's an\nadditional wider shoulder between Grant"},{"t":4456,"text":"Road and and and Aaron and Boulevard. It\nwill be all lit"},{"t":4461,"text":"and\nwill be a significant improvement over"},{"t":4464,"text":"it is to over what it is today and I\nthink just in terms of being practical"},{"t":4469,"text":"in terms of finding a solution along\nwith all the other amenities I I believe"},{"t":4472,"text":"that Aaron and will\nwill provide to both residents and the"},{"t":4477,"text":"community that this is\na reasonable albeit still not"},{"t":4482,"text":"inexpensive solution in terms of\nproviding that continuity between Aaron"},{"t":4488,"text":"Ann and and the elementary school.\nUm I think maybe I could perhaps just"},{"t":4494,"text":"leave it at that point and there may be\nsome questions. Um"},{"t":4499,"text":"Does that\nNo, I think you're good. Thank you very"},{"t":4501,"text":"much for the presentation and it's we\nhave also the materials here. Staff gave"},{"t":4507,"text":"them those to refer to. So I think\nshould matters as we get into the"},{"t":4512,"text":"dialogue amongst council if there's\nanything else I'll invite you back. So, the flexibility is not in"},{"t":4604,"text":"terms of\nuh any less in the way of amenities, but"},{"t":4607,"text":"more in terms of the delivery of the\namenities, uh parks and so on and so"},{"t":4611,"text":"forth, and when they happen, and in what\nquantity, and that sort of thing."},{"t":4615,"text":"Uh\nI don't I I know there's always concerns"},{"t":4618,"text":"that uh you know\nsome kind of deal was made. These buildos, it I mean, when\nyou talk about two and 300 lots, it"},{"t":4836,"text":"sounds like a\na ton of properties, but if you build it"},{"t":4839,"text":"out over 20 or 30 years, and then you\nyou divide that up, you know, that we're"},{"t":4844,"text":"not talking about thousands of builds\nhere over the each year. So, this is"},{"t":4848,"text":"going to be a a probably a 30-year\nproject, would be my guess. But what the"},{"t":4852,"text":"most important part for me is we're\ntalking about 20,000 square feet of"},{"t":4855,"text":"commercial space. So, that commercial\nspace is pays four times the tax rate of"},{"t":4861,"text":"single-family homes and and residential.\nWe're desperately in need of commercial"},{"t":4865,"text":"space here, but more importantly, we're\nin desperate need of commercial space"},{"t":4868,"text":"within residential areas. When you get\npeople out of cars, and you get people"},{"t":4872,"text":"so they don't have to drive to our\nroundabout in the middle of Sooke, this"},{"t":4874,"text":"is the kind of stuff I've been looking\nat for a long time, and and we've"},{"t":4878,"text":"neglected to do this type of development\nfor some time. Sun River should have"},{"t":4881,"text":"their own big commercial area, and\npeople should be able to go to a pub and"},{"t":4886,"text":"a restaurant and a grocery store\nsomewhere close by where they're not"},{"t":4889,"text":"coming up Sooke all the time, but\nanyhow, I'm in favor of it because I"},{"t":4893,"text":"think the commercial component is\nfantastic, and we need more stuff like"},{"t":4896,"text":"this, so\nI'll be supporting this. And as far as I'm aware, there has"},{"t":4926,"text":"not been any com- nothing of uh there\nhasn't been a conflict with what"},{"t":4933,"text":"has been planned or what was said to be\ndone over all these years. It's been"},{"t":4936,"text":"done in good faith, uh as we've seen.\nThe houses that are built allow for"},{"t":4942,"text":"builders to showcase their craft,\nexcellence in design, unique character"},{"t":4945,"text":"throughout, and an opportunity for\nresidents to build out a and realize the"},{"t":4950,"text":"dream home as they see fit.\nNo two are the same."},{"t":4954,"text":"And and I it it's\nvery attractive to look at. So, I know"},{"t":4959,"text":"there's other parts of this that we will\nbe getting into next, but in terms of"},{"t":4963,"text":"what's been done,\nthis is one development and that in my"},{"t":4967,"text":"time sitting here I've never received a\ncomplaint about and I cannot say that"},{"t":4971,"text":"about every development around our town.\nAnd when there has been concerns raised,"},{"t":4976,"text":"the in question has attended to those\nrapidly, quickly, and effectively. So,"},{"t":4981,"text":"I'm very confident that the rest of this\ndevelopment will continue to be built"},{"t":4985,"text":"out under that same guidance and that\nsame"},{"t":4990,"text":"approach that has been done for several\ndecades now and as been stated by"},{"t":4995,"text":"others, this is one when\nthe District of Sook established the"},{"t":5000,"text":"sewer specified area, it was known this\ndevelopment was known and has been"},{"t":5005,"text":"active in seeking\nsewer services as needed as the phases"},{"t":5011,"text":"come to the table. So,\nwithout a defined policy for affordable"},{"t":5256,"text":"housing contributions, we have typically\ntaken $3,000 per lot being subdivided."},{"t":5264,"text":"Given the projected timeline of this\ndevelopment proposal, we thought it was"},{"t":5269,"text":"pertinent to a front-load the affordable\nhousing contributions and because of the"},{"t":5275,"text":"scale of development we\nsettled on a negotiated number of"},{"t":5280,"text":"$250,000 rather than leaving that number\nhanging in perpetuity for the entire"},{"t":5287,"text":"development. So,\nI think this was taken generally from"},{"t":5291,"text":"how our affordable housing policy is\ndrafted, which would be for proposals of"},{"t":5296,"text":"this size and scale, um would be a\nnegotiated number versus a per unit or"},{"t":5301,"text":"per lot amount. And uh given inflation\nand uh potential uh construction over"},{"t":5307,"text":"maybe 15 up to 20 years, um we thought\nthat yeah, it was important to increase"},{"t":5313,"text":"that number and to cap it at the\n$250,000"},{"t":5317,"text":"mark. Um\nuh and front-load."},{"t":5324,"text":"It's my hearing or my capacity to\nunderstand things that I'm losing as I"},{"t":5328,"text":"turn 70. Um"},{"t":5332,"text":"So, at each at each phase, you will seek\nadditional"},{"t":5336,"text":"affordable housing contributions. Is\nthat what I got? Or for the full seven"},{"t":5340,"text":"phases,\nthe $250,000 is the the max."},{"t":5346,"text":"So, as as recommended, we've asked for\n$5,000 per lot, and so that would be"},{"t":5352,"text":"going through the first phase of\nsubdivision, uh basically. So, they cannot take a bus"},{"t":6126,"text":"there. They do have to walk or get a\nride. And if you're there at drop-off"},{"t":6131,"text":"time, it's very busy.\nSo, having a safer option"},{"t":6136,"text":"along that crosswalk,\nuh, and then"},{"t":6140,"text":"something I think I'm sort of online\nwith Counselor Beddoes here in that I"},{"t":6144,"text":"would like to see this section advanced\nsooner. Um, but in terms of the trail"},{"t":6149,"text":"network and amenities, that's what would\nmake this a desirable place to live. So,"},{"t":6154,"text":"those things need to happen. I'm going to cite them all"},{"t":8445,"text":"because it's important to note this.\nSooke Community Association with the"},{"t":8448,"text":"community hall, Sooke Region Tourism\nAssociation, the visitor information"},{"t":8452,"text":"center at the museum, the Sooke Lions\nClub."},{"t":8455,"text":"We also renewed lapsed agreements uh\nservice agreements with WildWise"},{"t":8459,"text":"Society, Need 2 Suicide Prevention,\nAmber Academy, Harmony Project Sooke,"},{"t":8464,"text":"Sooke Family Resource Society,\nand it's prenatal and youth navigator"},{"t":8470,"text":"um services.\nSo, I think this is a budget that has a"},{"t":8474,"text":"heart um\nfor the community at large. Yes, people"},{"t":8478,"text":"are going to Some people, it's always\nimportant. There's a spectrum of people"},{"t":8482,"text":"in this community. Some are comfortably\nwell off and some are on the edge."},{"t":8486,"text":"And those who are particularly on the\nedge do have the option of the property"},{"t":8490,"text":"tax deferment program. They do. Age 55\nor older, a surviving spouse or person"},{"t":8497,"text":"with disabilities, families with\nchildren program allows homeowners with"},{"t":8500,"text":"children under age 19 to um and I know\nchanges have happened in the 2026"},{"t":8506,"text":"budget. Ms. Pemberton, as you nod your\nhead, and yes, there's a different"},{"t":8510,"text":"system\ntoday, but that remains an option. if"},{"t":8514,"text":"you are unable to pay your taxes you do\nhave this get out of"},{"t":8519,"text":"should I say jail now?\nI won't. Good choice. Go ahead, please."},{"t":8543,"text":"Thanks for the intro, Jeff.\nUm"},{"t":8548,"text":"I know that the district\nhas to operate and there has to be a"},{"t":8553,"text":"budget in place.\nUm"},{"t":8556,"text":"I\nlook at the five-year plan and and many"},{"t":8560,"text":"parts of it as Counselor Haldane say are\naspirational."},{"t":8564,"text":"Um those are numbers on the wall. We're\nwe're kicking this down the road to to a"},{"t":8568,"text":"new council.\nUh hopefully they can look at the the"},{"t":8571,"text":"year-over-year\nuh fiscal responsibilities."},{"t":8575,"text":"Um I still um I'm strongly\nuh opposed to 10.5% because I don't I"},{"t":8581,"text":"don't think that we got a great look at\nthings."},{"t":8584,"text":"Um and I know we debated and and and and\nagain democracy"},{"t":8588,"text":"um out outvotes me.\nUm there's things in our budget that we"},{"t":8592,"text":"didn't address.\nYou know, office furniture, travel, uh"},{"t":8596,"text":"expenses, climate change, all of those\nthings that I think are really nice to"},{"t":8602,"text":"do\nnot have to do. And um"},{"t":8606,"text":"I have to I have to look at the\nfive-year"},{"t":8609,"text":"budget with with skepticism\nuh looking at those huge numbers at 52%"},{"t":8615,"text":"and it just means that future councils\num that we know the councils are"},{"t":8620,"text":"changing um are going to have to sharpen\ntheir pencils. They're going to have to"},{"t":8623,"text":"do something. The current trend that\nwe're on 21 to to 24, that you know, 43%"},{"t":8631,"text":"and and a projected now 52% well, you're\nlooking at over 100% increase"},{"t":8637,"text":"in from 2020 to to 2030.\nThat's not sustainable and it's not fair"},{"t":8644,"text":"for the taxpayers. We have to figure out\na way"},{"t":8647,"text":"as council members\nto"},{"t":8651,"text":"lower the tax burden.\nAgain, it's not on us right now because"},{"t":8655,"text":"we've got you know, 6 months left in\nthis term and and 10.5 again, I'm saying"},{"t":8660,"text":"the same thing again and um\nyou know, I've got two or three minutes"},{"t":8664,"text":"to talk here. Um it's it's it's it's\natrocious. 10.5 on top of 15.39 last"},{"t":8671,"text":"year. That's 25% in in in a little over\n12 months that people are going to be"},{"t":8676,"text":"paying more.\nI can't I can't I can't take it um"},{"t":8681,"text":"without us\ntightening our belt. No, it sounds like"},{"t":8684,"text":"I'm preaching and I'm standing up here\nsaying it, but there was more we could"},{"t":8688,"text":"do and we should have done it. Um I will\nbe supporting the 5-year"},{"t":8693,"text":"financial plan\nbecause the district has to operate and"},{"t":8697,"text":"I know I know that.\nI don't like an aspirational plan, but I"},{"t":8701,"text":"also know it's not carved in stone. So\nI think I've said my piece on the 10.5"},{"t":8707,"text":"um and and and we didn't do enough.\nAnyways, that's it for me."},{"t":8712,"text":"Okay, thank you, counselor McMath."},{"t":8724,"text":"I do see both sides and and as they say\nlike the road to hell"},{"t":8730,"text":"uh is paved with good intentions. One of\nthe challenges though that I also have"},{"t":8733,"text":"with the 5-year budget plan is\nI do especially with our new OCP see"},{"t":8740,"text":"these as we've had downloads from the\nprovince These are of these unexpected"},{"t":8744,"text":"costs that are going to come.\nAnd so some of those pieces that I see"},{"t":8749,"text":"coming through the OCP are staffing.\nAlthough we've said we won't hire anyone"},{"t":8754,"text":"for this year. It's going to be\ninevitable and then we recently have"},{"t":8759,"text":"a homicide here is another\nunexpected expense. So how long do we go"},{"t":8765,"text":"down this path of using those pieces to\njustify"},{"t":8771,"text":"this percentage of increase.\nSo it's such it's such a challenging"},{"t":8776,"text":"time right now and so I won't be\nsupporting this five-year financial"},{"t":8780,"text":"plan. I do think we could have trimmed\nin other places and that that falls to"},{"t":8784,"text":"all of us and I think we had a bit of a\ndifferent process"},{"t":8787,"text":"this year.\nUm"},{"t":8793,"text":"and I do think we should have some\npeople call it in Scrooge McDuck."},{"t":8797,"text":"Um but I do think going line by line and\npiece by piece as a group would have"},{"t":8801,"text":"been the better route.\nUm"},{"t":8806,"text":"I'll leave it at that for now.\nOkay, thank you everyone. So in terms of"},{"t":8811,"text":"where we're at, we are looking at a\n10.5% tax increase. So based on the"},{"t":8816,"text":"average home that's about $210.48.\nUh the main"},{"t":8822,"text":"way that this breaks up is 3.04%\nfor fire which is the addition of two"},{"t":8827,"text":"career firefighters and to remain\nemergency response capacity. 2.6% for"},{"t":8833,"text":"two additional RCMP officers and one to\nbe a school liaison service. 2% towards"},{"t":8840,"text":"asset management which is our capital\ninfrastructure, roads, bridges,"},{"t":8844,"text":"culverts, sinkholes and the like.\nYour general municipal is 1.81%."},{"t":8850,"text":"That is the ongoing cost to run all of\nour municipal services. That includes"},{"t":8855,"text":"parks, roads, bylaws services, other\nlegislative requirements, hosting of"},{"t":8859,"text":"meetings, open houses, development\nuh as we have meetings and so forth."},{"t":8866,"text":"0.97%\nis for ECOMM 911. That's a bit of an"},{"t":8871,"text":"overage that came forward to us from the\nprovince. 0.08%"},{"t":8876,"text":"for debt servicing.\nUh council had made the decision to"},{"t":8880,"text":"provide 24/7 emergency services to our\ncommunity a few years ago. A service"},{"t":8886,"text":"that I feel is necessary and one that uh\nneeds to continue to be sustained."},{"t":8892,"text":"Um\nit's very unfortunate timing due to"},{"t":8896,"text":"tragic events that impact our community.\nWe don't know when these events happen,"},{"t":8900,"text":"they just do. Nothing is ever planned,\nthey're purely accidental. And I for"},{"t":8904,"text":"one, having needed to call either of\nthose services in the past have been"},{"t":8909,"text":"grateful that A, my call was taken in a\nkind and responsive manner. And that"},{"t":8915,"text":"secondly, the services arrived at my\nhousehold or that of my parents in a"},{"t":8919,"text":"very short period of time. Uh\nwe don't know what's coming our way, but"},{"t":8923,"text":"it helps to be prepared for these items.\nI also am aware that this has any events"},{"t":8928,"text":"have a serious impact on our\non our first responders and the work"},{"t":8932,"text":"that they do. They also have families,\nthey also volunteer and dedicate time in"},{"t":8936,"text":"their community. They know many of the\nmembers that they are responding to and"},{"t":8941,"text":"there's an impact to them as well, which\nis why the sustained"},{"t":8945,"text":"uh sustaining these services and beyond\nis also incredibly important. In terms"},{"t":8950,"text":"of what council could have done to make\nany change, you could have reduced the"},{"t":8954,"text":"services that you wish to provide. But\nat no point did I hear a member of"},{"t":8957,"text":"council wish to do that. In terms of\ntrimming away, you could turn away"},{"t":8962,"text":"at our general municipal fund, uh\nwhich is all of 1.81%."},{"t":8968,"text":"Uh\nbut we already trimmed back at start of"},{"t":8971,"text":"another police officer, which our base\ncommander would also in time many times"},{"t":8976,"text":"presented was also desperately needed.\nIn terms of services that we have, just"},{"t":8982,"text":"to respond to members of our community\nthat spoke earlier, we do not get"},{"t":8986,"text":"reimbursed by the province for attending\nto medical calls. That is a service that"},{"t":8991,"text":"we provide.\nUh we still have just four ambulance uh"},{"t":8996,"text":"responding as we had when we\nincorporated. We've advocated to have"},{"t":9000,"text":"more services provided out this way. Uh\nwe have not received an increase to"},{"t":9005,"text":"those services. We are aware that when\nthose cars get pulled, they get pulled"},{"t":9009,"text":"out of our community to service the\ndemands that are elsewhere within the"},{"t":9012,"text":"core, which is why our I'm grateful that\nwe are responding to medical calls in"},{"t":9017,"text":"the interim until a car an ambulance car\ncan return back to us."},{"t":9021,"text":"So that is a reality. We are not\nreimbursed for that service. I think"},{"t":9024,"text":"there are other local governments that\nare keeping track and potentially"},{"t":9028,"text":"invoicing the province for those\nservices. I'm not sure if anyone has"},{"t":9032,"text":"been successful in receiving payment\nback. Um certainly would have heard"},{"t":9036,"text":"something.\nIn terms of a serious incident where the"},{"t":9040,"text":"Vancouver Island Major Crime Unit comes\nout, that is not a program we pay into."},{"t":9045,"text":"That is not something that the province\nis accepting. Uh"},{"t":9050,"text":"it's closed. So in the event of these\ninvestigations, we pay for them as they"},{"t":9054,"text":"happen.\nAnd there's certain criteria that"},{"t":9056,"text":"triggers when an invoice is sent our\nway."},{"t":9059,"text":"In the event that we were to be invoiced\nfor such, we do have reserves in place"},{"t":9063,"text":"uh particular to the RCMP that\npotentially may help to offset that."},{"t":9068,"text":"Just the same as when our share of what\nwe pay for increased as our population"},{"t":9074,"text":"increases, there was revenue smoothing\nthat came out. That was all funds that"},{"t":9078,"text":"we know about that we put surplus into\nevery year that we prepare for"},{"t":9082,"text":"uh because we know about them. Where we\nwere not known was the cost of the 911"},{"t":9088,"text":"and the the burden that that has placed\non us, but that is where we join with"},{"t":9093,"text":"other municipalities, particularly the\n10 South Island ones,"},{"t":9097,"text":"uh to advocate for another funding\nstream, mainly through the mobile phone."},{"t":9102,"text":"Majority of calls come through the cell\nphone, not through a landline anymore,"},{"t":9105,"text":"and although we receive a portion of\nlandline revenue, many of those services"},{"t":9110,"text":"are being discontinued. Uh that's just\nthe natural progression of movement from"},{"t":9114,"text":"a landline to a cell phone. Some still\nhave both. Uh if you have one at home, I"},{"t":9119,"text":"think you pay around 76 cents a month on\nyour landline bill. Like that's what I"},{"t":9123,"text":"looked at, but it's declining because\neveryone's moving to cell phones."},{"t":9127,"text":"So, I'll leave it at that. Um\nuh next council when they onboard may"},{"t":9131,"text":"decide to cut a particular service.\nMaybe they wish to enhance one as we did"},{"t":9136,"text":"by adding in the school liaison uh\nofficer to start this year or an"},{"t":9140,"text":"additional RCMP officer.\nUh and they'll have that opportunity to"},{"t":9144,"text":"meet with our base commander and to do\nso. In terms of travel, that naturally"},{"t":9149,"text":"works its way out. Not everyone is\navailable or wants to or able to attend"},{"t":9153,"text":"everything every year. Uh but again,\neven if you eliminated that that, it's"},{"t":9158,"text":"uh I don't know that it would make a\nmaterial difference given that general"},{"t":9161,"text":"municipal operations is only 1.81% of\nthe entire overall budget of that 10.5."},{"t":9167,"text":"So, I'll leave it at that and I'll call\na question. It's up to 3 years now."},{"t":9620,"text":"Uh but this just here is\nagain to where the concerns were some"},{"t":9626,"text":"have raised.\nUh we don't have a lot of services to"},{"t":9630,"text":"offer here in Sooke and many of our\nservices are provided by volunteers. And"},{"t":9636,"text":"so expanding a service that we cannot\ncurrently deliver"},{"t":9641,"text":"uh is a tall ask for us to deliver. To\nme, we can't meet the province's ask in"},{"t":9646,"text":"this, but I just wanted to highlight\nthis letter."},{"t":9649,"text":"Councillor Helday So, I'll just put\nforward, sorry, to receive this for"},{"t":9653,"text":"information.\nBy Councillor Bateman and St. Pierre,"},{"t":9657,"text":"but go ahead, Councillor Helday.\n Yeah, just a couple comments I wanted to"},{"t":9659,"text":"make. And I I I'm all for\nincreasing the size of Air Manor. I"},{"t":9664,"text":"think the seniors components of our\naffordable housing here have been"},{"t":9668,"text":"have been missed and all the other stuff\nis going towards, you know, fringe"},{"t":9672,"text":"people and and I understand that but\nthat comes at a huge cost to us. I mean"},{"t":9677,"text":"if we had\nmore stuff going on for the people who"},{"t":9680,"text":"put in 30 and 40 years of working\ncapability and then take care of them, I"},{"t":9685,"text":"would appreciate that a lot more than\nthe CRD downloading a lot of this other"},{"t":9689,"text":"housing on us at our cost cuz I was\nlooking up"},{"t":9693,"text":"and I was going to bring it up during\nthe budget part but I thought well I"},{"t":9696,"text":"didn't want to take on too much of it\nthe $217,000"},{"t":9700,"text":"that we give permissive tax exemptions\nto to Drennan and Chartwell's and Hope"},{"t":9705,"text":"Centre and so on. That's $190 per\nhousehold per year"},{"t":9710,"text":"that we're taking up in taxes because\nwe're giving that away. If that if we"},{"t":9714,"text":"talk about downloads from the province,\nif we didn't allow that and we had to"},{"t":9718,"text":"said no to that, the province would have\nhad to make up that shortfall. They"},{"t":9721,"text":"would have had to pay us that tax money\nbut that means then all of a sudden the"},{"t":9725,"text":"amortization is over the whole province.\nSo instead of just suit people paying"},{"t":9729,"text":"cuz suit people are paying $190 on top\nof their tax every year to be able to"},{"t":9733,"text":"house all these people.\nIf we had have said no to it then the"},{"t":9737,"text":"province would be doing it now it would\nbe provincially everybody. What would"},{"t":9741,"text":"that work out to? Maybe a couple of five\nor $10 per household,"},{"t":9745,"text":"you know, amortized over the whole\nprovince. So"},{"t":9748,"text":"I don't agree with the permissive tax\nexemptions for that's that type of"},{"t":9753,"text":"supportive housing because I think the\nwhole everybody needs to pay for it not"},{"t":9756,"text":"just suit people need to pay for it and\nI was going to bring that up during the"},{"t":9759,"text":"budget part but\nYeah, I'll just respond though that that"},{"t":9763,"text":"is being phased out. Yeah and I I\nappreciate that it is it is cuz they do"},{"t":9768,"text":"need to adjust and we do have\nand and those providers are doing that"},{"t":9774,"text":"and they are aware of it. So it is being\nphased out but this is another ask for a"},{"t":9779,"text":"service that we\ndon't have the resources to provide all"},{"t":9783,"text":"of\n it doesn't come with a package full of"},{"t":9785,"text":"of amenities for us. This should come\nwith gifts. They should say, \"We're"},{"t":9788,"text":"willing to pay this much of your tax\nbase share.\" And Sooke's always going to"},{"t":9792,"text":"be the one approach for this type of\nhousing because we have the cheapest"},{"t":9796,"text":"land in the CRD. So, in the end\nSooke people end up footing the bill for"},{"t":9801,"text":"what's either a a capital region issue\nor a provincial issue."},{"t":9806,"text":"And that's where we need to come to\nterms with some of the tax bill that is"},{"t":9810,"text":"being covered by people in our town.\nBut again, I think if we were putting"},{"t":9815,"text":"this towards senior housing, I get it.\nThey put in 30 and 40 years of of work"},{"t":9820,"text":"and they pay all their taxes and they do\nall the stuff right and there should be"},{"t":9823,"text":"something at the end for\nthe seniors over just regular housing."},{"t":9828,"text":"Well, and that is that is what we have\ndefined through our housing needs"},{"t":9832,"text":"reports year year over year supporting\nseniors is the supportive housing that"},{"t":9836,"text":"we need. Air Manor is a logical fit\ngiven that they've been I mean, they're"},{"t":9840,"text":"at this point they're not even renewing\ntheir development permit. We've renewed"},{"t":9843,"text":"it so many times\nthat they are required. They do need the"},{"t":9847,"text":"operational funding from the province to\nbe able to expand"},{"t":9851,"text":"and that's where we have waitlists of 3\nyears. So."},{"t":9854,"text":"Yeah. Councillor Betts.\nYeah, I just wanted to clarify something"},{"t":9858,"text":"for Councillor Haldane which was\nI might have been misunderstood when the"},{"t":9864,"text":"Drennan Centre came forward first of\nall, there was 271,000"},{"t":9869,"text":"in taxes that were due on that and they\nthey they got the exemption. And then"},{"t":9874,"text":"Council looked at it and said, \"That's\nnot good enough. They have to pay for"},{"t":9877,"text":"fire or police and everything else do.\"\nBut then the province turned around and"},{"t":9881,"text":"redid their assessment. So, all we would\nget out of that would be $90,000."},{"t":9887,"text":"So, they already cut it down from 271 to\n90 and so now we're phasing in that"},{"t":9892,"text":"90,000, but that doesn't even come to\npaying for the services that that that"},{"t":9897,"text":"unit those units use. So again, you can\nthank the province for coming through"},{"t":9903,"text":"and sticking it to us\nto pick up the slack. And we looked at"},{"t":9908,"text":"it very very deeply and that's why uh\nour financial person came up with this"},{"t":9913,"text":"plan to phase it out, but uh\nwe are. So just a clarification that"},{"t":9919,"text":"Yeah, they did do\n We did it and then"},{"t":9923,"text":"they screwed us, so. The"},{"t":9931,"text":"permissive tax exemption as we see in in\nthe budget open house report um"},{"t":9938,"text":"for 2026, the\nhistorically applied exemptions now that"},{"t":9943,"text":"we're phasing them out, we've uh\nsaved approximately 286,000"},{"t":9948,"text":"in retained revenue\nfrom that decision last"},{"t":9952,"text":"on September 8th, 2025 as it says here.\nSo"},{"t":9957,"text":"um\nI think a couple of points here."},{"t":9961,"text":"You mentioned fringe people. I I always\nget a little wary when I hear expression"},{"t":9965,"text":"like that. If if you're referring to the\ntenants at the Macolla housing projects"},{"t":9971,"text":"um\nthere are 245 units. I don't know how"},{"t":9974,"text":"many people in total.\nUm there may there may be some some"},{"t":9979,"text":"troubled people within that context in\nthat mix, but I think that they're not"},{"t":9984,"text":"many. And so\nI think we have to be careful of how we"},{"t":9988,"text":"stigmatize and characterize people\nliving in supportive housing. This"},{"t":9994,"text":"this request from the CRD talks about\nand we've talked about this at the Sue"},{"t":9999,"text":"Homelessness Coalition. We this very\nreport."},{"t":10002,"text":"Um it talks about seeking trying to\ndecentralize"},{"t":10007,"text":"and this was something that came up at\nUBCM last year. One of the the the"},{"t":10011,"text":"executive resolutions was that um\nregions have to look regionally at the"},{"t":10017,"text":"homeless problem and uh\num"},{"t":10022,"text":"boy, I'm losing it here. I'm"},{"t":10026,"text":"What's my point?"},{"t":10031,"text":"Yeah, so support that supportive\nhousing. We have it we have our Sooke"},{"t":10034,"text":"shelter. Um the there is a gap in the\nregional picture from from Sooke to"},{"t":10040,"text":"downtown Victoria. There's no shelters.\nSo Langford, Colwood um"},{"t":10046,"text":"need to to step up and fill in those\nregional gaps."},{"t":10050,"text":"Um\nthe key point around uh supportive"},{"t":10054,"text":"housing such as the M'akola projects um\nthe uh"},{"t":10060,"text":"Greater Victoria\nWhat are they called here?"},{"t":10067,"text":"Sorry, gang.\nYeah, the Greater Victoria Housing"},{"t":10072,"text":"Association. Um it it attends our Sooke\nHomelessness Coalition meetings. Uh they"},{"t":10077,"text":"have taken over uh\nthe operations of what was once known as"},{"t":10082,"text":"Talc Place which has uh 15 duplexes over\n6 acres."},{"t":10088,"text":"Um\nthat's 30 units in total. They have they"},{"t":10091,"text":"have property there where they might\npotentially expand. So if if we are"},{"t":10096,"text":"sending back any recommendations to the\nCRD"},{"t":10100,"text":"um that one might be uh cited. It's now\nknown as Sooke Place."},{"t":10106,"text":"And I I believe the association is\ninterested in uh expanding in Sooke."},{"t":10112,"text":"But I would just add though that the\nM'akola projects aren't necessarily"},{"t":10117,"text":"supportive. They are a mix, yes, you're\nright. They are the case where it's"},{"t":10122,"text":"housing from market all the way to\nsubsidized. In terms of supportive is"},{"t":10128,"text":"where there are health and mental health\nuh and other types of services provided"},{"t":10135,"text":"to address\nuh the needs of the tenants, but in this"},{"t":10138,"text":"case\nall of these folks live independently."},{"t":10142,"text":"There's just a range of um\nof units from families to individuals"},{"t":10150,"text":"uh and they live independently within\nthose units. So, none of those Sooke"},{"t":10153,"text":"does not have any supportive housing\nother than what may be provided at"},{"t":10158,"text":"Hummingbird Place.\nSo, subsidized would be what is uh in"},{"t":10165,"text":"place at others. Uh we talked a bit\nabout the impact and what's changed with"},{"t":10169,"text":"permissive taxes, but uh otherwise\nthey're"},{"t":10174,"text":"individuals and families that go about\ntheir daily business and there's a range"},{"t":10177,"text":"of of rentals to accommodate those\nparticular uses. Supportive housing that"},{"t":10183,"text":"we do have would be potentially complex\ncare at Air Manor, of which we have a"},{"t":10188,"text":"3-year waitlist for.\nCouncilor Saint Pierre."},{"t":10191,"text":"Worsening. I just wanted to comment that\nwhen deliberations were happening over"},{"t":10195,"text":"those two projects, we carefully\nasked, is this mostly going to be for"},{"t":10199,"text":"people that are in Sooke and that need\nit? People that need affordable housing"},{"t":10202,"text":"in Sooke? And the answer was yes.\nIt was going to be targeting people in"},{"t":10205,"text":"Sooke that need affordable housing.\nAnd everybody knows that the price of"},{"t":10209,"text":"rent, the price of housing is has been\ngoing up like crazy."},{"t":10213,"text":"A lot of people are just a tiny bit away\nfrom basically landing on the streets,"},{"t":10216,"text":"but once they do, if they land on the\nstreets, our policing costs go up,"},{"t":10220,"text":"everything goes up, and it's a tragedy\nbecause sometimes it's entire families"},{"t":10223,"text":"on the street.\nUh these projects have had their"},{"t":10227,"text":"uh nothing's perfect.\nBut I would say that on the balance,"},{"t":10230,"text":"Sooke as a whole is saving money and\npreventing a lot of tragedy by making"},{"t":10234,"text":"sure that we actually have affordable\nhousing or some affordable housing."},{"t":10239,"text":"And that is just another way of looking\nat it. Uh"},{"t":10242,"text":"if we don't have it, we need more\npolice."},{"t":10244,"text":"And we need more emergency services to\npick people up off the roads. And"},{"t":10247,"text":"honestly, people don't want to be\nhomeless."},{"t":10251,"text":"Uh when I worked as an employment\ncounselor down on the east side, the"},{"t":10253,"text":"first thing you had to do was get\nhousing, otherwise you couldn't get a"},{"t":10255,"text":"job.\nUh almost any anyone could be a taxpayer"},{"t":10259,"text":"and work a good job if they have\nhousing. When I"},{"t":10359,"text":"spoke to the gentleman who spoke during\nthe question and comment period or or"},{"t":10364,"text":"just communicated by email, I noted that\nwe would be moving these forward in"},{"t":10369,"text":"advance of of October at at least at the\nlatest. So, I I didn't want to over"},{"t":10374,"text":"promise a date necessarily, but these\nthings obviously require some"},{"t":10379,"text":"consideration internally by staff\nabout how they function within the new"},{"t":10384,"text":"SMU small scale multi-unit housing\nframework where we have some new"},{"t":10388,"text":"restrictions that have been added to\nzones just to be consistent with some of"},{"t":10392,"text":"the zones that don't necessarily uh\nare ineligible for the or not required"},{"t":10397,"text":"to have the three to four unit\nunits per per parcel that are otherwise"},{"t":10401,"text":"serviced.\nUm so, we would need to consider these"},{"t":10404,"text":"amendments more detail and bring them\nforward to LUDC,"},{"t":10408,"text":"then LUDC to council for first and\nsecond reading and then schedule a"},{"t":10412,"text":"public hearing. So, just from a\nstaff capacity perspective and"},{"t":10439,"text":"prioritization,\nwe'll likely because this would require"},{"t":10443,"text":"public hearing as well. So, it was uh affecting"},{"t":10565,"text":"these rural zones uh such as RU1 and\nRU3."},{"t":10568,"text":"Um so, there was a use in the accessory\nuses uh that stated additional dwelling"},{"t":10575,"text":"in accordance with the ALC regulations.\nUm that was removed unintentionally uh"},{"t":10580,"text":"by our consultant. It was not caught by\nstaff when that went forward and uh it"},{"t":10585,"text":"was just because uh it was basically\nmaking changes consistent with all those"},{"t":10590,"text":"zones that did also have some additional\nlanguage saying a maximum two dwellings"},{"t":10594,"text":"restricted per parcel, uh one principal\nbuilding, and something you see"},{"t":10598,"text":"throughout the the zoning bylaw\namendments that we made uh at the end of"},{"t":10603,"text":"uh or the beginning of 2025.\nOkay. Um but for me,\nI'd rather make this a priority because"},{"t":10614,"text":"it's a we're having these unintended\nconsequences from this this accidental"},{"t":10617,"text":"easy to understand how it happened. Well, I've had a\nbusy couple of weeks since the council"},{"t":11582,"text":"meeting on March 23rd, I think it was\nwhen we last reported out."},{"t":11587,"text":"I attended the CRD parks and\ntransportation meetings in in the"},{"t":11592,"text":"mayor's absence and I just like to share\naround the transportation meeting was"},{"t":11596,"text":"particularly interesting.\nUm"},{"t":11600,"text":"I don't think I've got anyone's\nattention here, but maybe I do."},{"t":11603,"text":"The transportation meeting. So there\nthere's CRD is beginning work on a new"},{"t":11608,"text":"regional transportation plan to follow\nup on the 2014 version. I think the"},{"t":11613,"text":"interesting things there are um\nit will include [clears throat] a"},{"t":11618,"text":"reference to the the new reconciliation\ncorridor initiative, which will explore"},{"t":11622,"text":"rail connection between West Hills and\ndowntown Victoria along the Island rail"},{"t":11627,"text":"corridor. And that that's a bit of a\ngame-changer if you need link BC Transit"},{"t":11632,"text":"up with that uh West Hills station.\nUh also discussed um a presentation on"},{"t":11638,"text":"electric 12-passenger on-demand fast\nferry within harbor areas, Esquimalt"},{"t":11644,"text":"Harbor, Sooke Basin, and Victoria Inner\nHarbor."},{"t":11648,"text":"And this is from a group called Future\nMarine Incorporated who our CED officer"},{"t":11653,"text":"Gail Scott's been working with. Uh she's\nbeen talking to them about a larger"},{"t":11658,"text":"30-passenger piloted vessel that could\nlink Sooke to Victoria's Inner Harbor in"},{"t":11664,"text":"under an hour.\nSo, these are uh"},{"t":11667,"text":"those significant things. I was also,\nand I know a number of you were at the"},{"t":11671,"text":"Royal Oak open house.\nAnd I I don't know what you have to say"},{"t":11675,"text":"about all that, but I'll speak on the\nsubject. Um"},{"t":11679,"text":"uh it was um what I heard among concerns\nmainly was regarding the exit onto"},{"t":11685,"text":"Eustace.\nUm"},{"t":11688,"text":"which would require some major road\nupgrades in the area including perhaps"},{"t":11692,"text":"serious consideration of extending\nGatewood so that it exits onto Grant"},{"t":11696,"text":"Road West.\nUm but that that's a significant issue"},{"t":11700,"text":"for the people who live on what is\ncurrently a sleepy second road secondary"},{"t":11704,"text":"road.\nUm"},{"t":11706,"text":"and I did want to mention that in the\noriginal presentation last year there"},{"t":11710,"text":"was a roundabout as an entrance to the\nmall off the West Coast Road just west"},{"t":11715,"text":"of the Sooke Shelter.\nIt's now to be a signalized"},{"t":11719,"text":"intersection.\nAnd what the applicants told me there"},{"t":11723,"text":"there was some confusion over whether or\nnot it was the ministry uh was insisting"},{"t":11727,"text":"on a signalization\nuh and had ruled out the roundabout or"},{"t":11732,"text":"whether this was a district staff\ndecision. So, I'm not I'm not clear on"},{"t":11736,"text":"that, but I'm really looking forward to\nthe development permit coming to"},{"t":11739,"text":"council. Uh they are a motivated\ndeveloper, which is um"},{"t":11745,"text":"given the current situation, that's\nsomething we should,"},{"t":11748,"text":"you know, embrace.\nUm and uh encourage onwards. And uh it was"},{"t":11773,"text":"an excellent meeting well attended by um\nCouncillor by sorry, our MLA uh Lacroix"},{"t":11779,"text":"Ness.\nUh Kent Mullineaux from uh KPU."},{"t":11783,"text":"Um\nMrs. Ms. Lowres, of course, is at all"},{"t":11787,"text":"meetings.\nWe never miss her."},{"t":11789,"text":"Um\nBut the important thing I think at the"},{"t":11792,"text":"end of it is that all these people got\ntogether and uh decided, I believe, that"},{"t":11796,"text":"one of the top priorities was going to\nbe developed in consultation with the"},{"t":11799,"text":"public a food charter\nthat could actually uh guide the vision"},{"t":11803,"text":"of food sovereignty for Sook.\nAnd um"},{"t":11806,"text":"sadly missed the last part of the\nmeeting, but um"},{"t":11809,"text":"a good meeting. Uh I in March was rather busy\nas I was in St. John's, Newfoundland for"},{"t":11826,"text":"part of it attending an FCM board\nmeeting. So, I'll share that the"},{"t":11831,"text":"meetings happened in sort of a two-part\nphase. Committee meetings happened uh"},{"t":11838,"text":"prior\nand then the board meeting follows. So,"},{"t":11844,"text":"at the board meeting itself, a lot of it\nfocused on the vital role municipalities"},{"t":11849,"text":"play in Canada's new economic landscape.\nI'm reading notes here."},{"t":11853,"text":"Uh this includes the vital importance of\nmunicipal infrastructure as the economic"},{"t":11858,"text":"backbone of our nation and the huge\ncontributions made from a municipal"},{"t":11862,"text":"level to Canada's international trade\nand defense."},{"t":11866,"text":"Municipal priorities across the country\nremain fully focused on housing,"},{"t":11870,"text":"infrastructure, public safety, and\nclimate resilience."},{"t":11874,"text":"Municipalities capacity to help build a\nstronger Canada is clear, and supporting"},{"t":11878,"text":"local infrastructure means also\nstrengthening our economy for the long"},{"t":11882,"text":"term.\nUh throughout the presentations, there"},{"t":11885,"text":"was a detailed advocacy strategy\nsession. You'll see more of those of you"},{"t":11889,"text":"that subscribe to the FCM newsletters.\nIf you don't already, I suggest you do"},{"t":11893,"text":"cuz that's where you see where our\nconnection to it is."},{"t":11898,"text":"As well as a session on trade and\ndefense."},{"t":11901,"text":"Uh the big one is Canada's\nas they expand"},{"t":11907,"text":"Canada's uh\nand to hit NATO targets of which we"},{"t":11911,"text":"already know of hit the 2%.\nUh there is a focus on buying Canadian"},{"t":11916,"text":"procurement and opportunities for\ndual-use municipal defense"},{"t":11920,"text":"infrastructure investments. So, where\nWhy is that important? Well, CFB"},{"t":11924,"text":"Esquimalt is\nwithin our"},{"t":11927,"text":"within our region.\nUh their land stretches all the way out"},{"t":11931,"text":"to Metchosin.\nUh the other one would be Comox in the"},{"t":11935,"text":"air base. So, we are impacted. A large\nnumber of our residents uh"},{"t":11940,"text":"work and serve in the military. And when\nwe talk about services that Canada would"},{"t":11946,"text":"provide, particularly with the north,\nthat's all within the submarine class."},{"t":11950,"text":"So, some of you may have already been\nfollowing a lot of that, but more to"},{"t":11954,"text":"come. I did put my hand up to be on\ntheir task force, which talks about"},{"t":11959,"text":"defense-related impacts and the dual-use\ninfrastructure."},{"t":11963,"text":"Uh other sessions were on local response\nto homelessness."},{"t":11967,"text":"Uh the big one that was interesting to\nme was the work that they're doing"},{"t":11972,"text":"around youth and choices for youth\nwithin St. John's. The interesting one"},{"t":11977,"text":"is where they their focus is on\nproviding housing as well as local"},{"t":11983,"text":"employment, uh local food and the like.\nAfter that, uh when those two needs are"},{"t":11990,"text":"met, there's conversation about\ncounseling and so forth, but the focus"},{"t":11993,"text":"is always around around uh housing and\nemployment to start."},{"t":11998,"text":"The trade show and conference, as you\nknow, is coming up in Edmonton. Uh you"},{"t":12003,"text":"I know that many of you or probably none\nof you are attending aside from me."},{"t":12007,"text":"However, if you look at the board of\ndirectors in its entirety, of which"},{"t":12010,"text":"there are over 150, there are only two\nmembers of that board that serve on the"},{"t":12015,"text":"island, and you're looking at one of\nthem."},{"t":12018,"text":"Uh no one else. And we will be electing\nour representatives at that particular"},{"t":12023,"text":"meeting.\nUh similarly with the Union of BC"},{"t":12026,"text":"Municipalities, I don't know that there\nis anyone other than the AVICC"},{"t":12032,"text":"president currently serving on UBCM\nproper, but if you ask why federal"},{"t":12036,"text":"issues are not being heard, well, if\nwe're not being representative, then"},{"t":12040,"text":"they're not going to be at the table.\nBut that's just uh something that I'll"},{"t":12044,"text":"raise there.\nThe cost of my travel is covered through"},{"t":12048,"text":"the community travel fund. And no, I did\nnot send any expenses through to the"},{"t":12053,"text":"District of Saanich for this. Following\nthat, I was back, and then I was on the"},{"t":12057,"text":"plane again to visit our sister city, or\nto formalize our agreement with our"},{"t":12062,"text":"sister city, now sister city in\nNachitori, Japan."},{"t":12066,"text":"So again, thank you to members of\ncouncil for covering off the particular"},{"t":12069,"text":"meetings.\nI am putting together a PowerPoint"},{"t":12072,"text":"presentation, and perhaps I am not\ntech-savvy because it didn't save. So, that's why I said it'd be\nbrought to the next meeting. And then I"},{"t":12091,"text":"just know that all the points, cuz I\nknow some of you is have asked how did"},{"t":12095,"text":"this all come about? It predates me.\nThis was led by our journey students."},{"t":12100,"text":"And even after the devastation that\noccurred in 2011, it was former students"},{"t":12106,"text":"who had gone on that student exchange\nwere the ones that led the fundraising"},{"t":12110,"text":"efforts here in Sooke locally. And uh\nthat effort is still recognized in Japan"},{"t":12116,"text":"today.\nUh I did obviously make a bit of a trip"},{"t":12119,"text":"out of it visiting other places and\nhaving a bit of a holiday before I came"},{"t":12122,"text":"back. So, I'm glad to be home as always.\nUh though I do"},{"t":12127,"text":"as being half Japanese, I can't help but\nmiss being there at the same time.
