So, I'm going to make that uh brief uh statement for public participation."},{"t":261,"text":"Staff, do I need to go through the rules of public participation? Okay, thank you. Persons wishing to address council must state their name and municipality"},{"t":269,"text":"of residence for identification and also the topic involved. Questions and comments must be on topics which are not normally dealt with by municipal staff"},{"t":278,"text":"as a matter of routine. Questions and comments must be addressed through the chair and answers given likewise."},{"t":285,"text":"Debates with or questions of individual council members will not be allowed. No commitments shall be made by the chair in replying to a question. Matters which"},{"t":293,"text":"may require action of the council shall be referred to a future meeting of the council.
