Mr. The deal is here with us"},{"t":133,"text":"this evening and would like to take the opportunity and I would like to take the opportunity to welcome him to Nanich and introduce him to council and the"},{"t":141,"text":"community. His [snorts] work will focus on governance practices, meeting procedures, communication protocols and"},{"t":148,"text":"effective council staff working relationships. His role is not as an investigation sorry is not an investigation or"},{"t":157,"text":"inquiry. At the conclusion of his work, Mr. Deal will report back to the council at an [clears throat] opening meeting on"},{"t":165,"text":"the work completed and potential next steps. [laughter] Hello everybody and thank you for welcoming me"},{"t":195,"text":"into your uh into your chamber and into your community. Uh I would like to just say just a few things. The mayor's I think covered off pretty much what my"},{"t":203,"text":"role will be. I can touch on a few points there. I'd like to describe a little bit about who I am and uh why I'm"},{"t":210,"text":"involved. So, just as a starting point, I do live in Camel, although I have a daughter in Victoria and a daughter in Courtney, and we are back and forth"},{"t":219,"text":"quite a bit to Vancouver Island, which uh both my daughters love, and we are bonding with with your your part of the world as well. Uh I have a bachelor's"},{"t":228,"text":"degree in social work and a master's degree in community and regional planning. Uh I retired from local government in 2012."},{"t":236,"text":"uh and over that over those years 27 years that I was with local government I performed the duties of the director of development services and then uh towards"},{"t":245,"text":"the end of my career for about uh pretty close to 12 years I was the chief administrative officer for Camels. Uh those years uh that I that I spent doing"},{"t":254,"text":"that work were uh very uh uh challenging and very interesting. I loved my job and I loved my community. I very much"},{"t":263,"text":"enjoyed working with the staff and and with uh uh many different council members who came across over those"},{"t":269,"text":"years. Uh since I retired in 2012 and I wasn't prepared to just not do anything."},{"t":275,"text":"My golf game's really bad so that wasn't going to work for me. Uh so I formed a company called Deal Management Services"},{"t":282,"text":"and I provided services uh since 2012 to small municipalities uh throughout BC"},{"t":288,"text":"and in some parts of Alberta. uh these municipalities, they just don't have uh the revenue to really hire high paid"},{"t":297,"text":"staff and high paid consultants to come in. So, uh my job was to go in at a much lower rate than you would normally find."},{"t":304,"text":"I also have done work for the private sector. Uh and I've done this particular job through the province. This will be my third uh uh third project I've worked on."},{"t":315,"text":"Um, I've so far I've had an opportunity to talk to the mayor and to uh Stephanie Monroe, the chief administrative officer. I wanted to meet you tonight"},{"t":324,"text":"just very briefly and and go over the project a little bit and see if you have any questions. I'm totally open uh open-minded to you calling me or"},{"t":332,"text":"emailing me, which I will send an email, a phone number to you uh via a separate email to all of you. uh and and I I"},{"t":340,"text":"enjoy uh chatting with uh everybody that I can to and get a good sense of what's going on and and what your perspectives"},{"t":347,"text":"of the organization are. I don't come with a pre uh preconceived notion of what's wrong or what's right. My job"},{"t":354,"text":"really is to listen uh sort out what best practices are, make some recommendations and to provide you with guidance and and really your job is to"},{"t":363,"text":"decide whether or not you want to go in that direction because you're you're the ones that are in control. Uh so all I can do is provide advice. At some point"},{"t":371,"text":"along the line, if you don't like what I'm doing uh and there just isn't a fit, then you can ask me not to uh not to do this work any longer with you. And"},{"t":379,"text":"that's fine as well. the project because the municipal election is coming up. Uh the project will be broken up into two"},{"t":386,"text":"phases. The first phase will be with uh primarily working with uh administration and looking at their communication"},{"t":394,"text":"systems and how they're set up organizationally and understanding what some of their challenges are and to provide some mentorship and guidance to"},{"t":402,"text":"them uh as to what I think they could do uh uh continue doing well at and perhaps"},{"t":409,"text":"even better. Uh the second phase after the election will be to work with council if you so desired for me to do"},{"t":416,"text":"that. And the work there will be to uh work with you on uh some strategic initiatives that you might have uh"},{"t":424,"text":"orientation uh for for governance uh and to try to bring administration and council closer together so you're"},{"t":432,"text":"working as a team. Uh and sometimes that works, sometimes it doesn't. It really depends on the actors who are uh in the room at the time. So, we don't know what's going to happen in the election."},{"t":441,"text":"Uh, but we'll wait until that's all over with. And I'm sure between now and then, you're going to be busy uh out talking"},{"t":449,"text":"to your constituents. Um, so that's the that's basically that's the project in a nutshell. Uh, and as the mayor said, uh,"},{"t":457,"text":"and the letter that you received from the province, I'm a third party support person. I I don't report uh, uh, to you."},{"t":465,"text":"I report to, uh, to the provincial government. uh my report at the end of this will uh outline what I think is"},{"t":473,"text":"working uh what some of your challenges might be and what the next steps might be for you. Uh and that has to be an an"},{"t":480,"text":"open uh document that is shared publicly as well. I'm very I'm very strong believer in that kind of transparency."},{"t":487,"text":"Um and again if if uh if at some point along the line council decides you know what uh we don't think we need this uh"},{"t":495,"text":"support person then that's fine. I won't take offense at it. I understand that things change. Uh and I do look forward to working with each one of you uh and"},{"t":504,"text":"as a as a whole as well and including staff. This week I will be meeting with the senior team and just starting my"},{"t":512,"text":"work with that group. I'm trying to get a hold of as many background reports as I can to understand uh what has transpired in the past. I understand"},{"t":519,"text":"there was quite an in-depth report on development services and you just had a housing report filed with you. uh you're in the throws of your official community"},{"t":527,"text":"plan and you're taking a look at uh making significant changes uh to your zoning bylaw. So, you got a lot on your plate uh including an election that's uh"},{"t":536,"text":"that's coming up. So, with that, I won't uh won't take up any more of your time."},{"t":540,"text":"I appreciate the opportunity to show up uh all of a sudden. And if you have any questions for me, feel free to ask and I'll do my best to answer them."},{"t":548,"text":"Okay. Thank you, Randy."},{"t":553,"text":"Now, if [clears throat] we go to the second part of May's report, and this is with regard to the fact that we don't have staff at the council"},{"t":562,"text":"meeting in person, [clears throat] and the district is committed to maintaining"},{"t":569,"text":"a safe, respectful, and professional environment for employees and everyone participating in the local government"},{"t":577,"text":"process. Recent council meetings have included recurring instances of personal comments directed at staff, raised"},{"t":586,"text":"voices, aggressive behavior, and disruptions from the gallery. While residents are welcome to attend, ask questions, provide feedback, and"},{"t":594,"text":"disagree with council decisions. Council Chambers is also a workplace. Personal attacks, intimidation, and disruptive behavior are not appropriate."},{"t":606,"text":"As a temporary measure, district staff will participate in council meetings virtually. They will continue to fully"},{"t":614,"text":"support council, answer questions, and provide professional advice and meetings will remain open to the public."},{"t":622,"text":"[clears throat]"},{"t":623,"text":"I'm disappointed to make this statement tonight because for the last number of months, many many months, the certain"},{"t":632,"text":"small number of our community that has shown up at public participation have stepped way way beyond the bounds of"},{"t":639,"text":"decorum and how one should act. It's got to the point where the province and I'm not given anything that's in camera"},{"t":647,"text":"here. The province which is the Ministry of Housing has noted the fact that there's"},{"t":654,"text":"disruption from the gallery. There's disruption within council and that [clears throat] and again this is not in"},{"t":662,"text":"camera. This is well now known in the public that there's numerous investigations that have occurred which"},{"t":670,"text":"hopefully will be concluded by the time new council sits."},{"t":674,"text":"And again, I'll say this again. I'm disappointed that I have to make this statement, but we will move forward with this with this council council meeting."},{"t":686,"text":"As we move forward now, there are two uh rising reports that I'm putting be before the public participation because the public may wish to comment on it."},{"t":698,"text":"[clears throat]"},{"t":700,"text":"[laughter]"},{"t":701,"text":"The risen report number one of September 28th."},{"t":706,"text":"Council, again, this is sorry, resolution number one. Council is concerned that its decision to temporarily pause advisory"},{"t":715,"text":"committee meetings in the spring was understood by some members of the community as an indictment of advisory"},{"t":722,"text":"committees or a decision to complete a formal investigation into the conduct of specific committees or committee"},{"t":730,"text":"members. That was not council's intention. Council recognizes that North Sanage is forc is fortunate to have"},{"t":738,"text":"highly engaged and dedicated residents who volunteer their time and expertise by serving on council advisory"},{"t":746,"text":"committees and others capacities. The purposes of the committees are to consider the matters brought before them"},{"t":754,"text":"and provide independent insights, perspectives, thoughts and recommendations to assist council it in"},{"t":760,"text":"its deliber deliber tongue tied in its deliberations of decision making. While there was a reference to committees in"},{"t":769,"text":"council's resolution, the primary purpose of the pause was to permit council to receive guidance and advice"},{"t":777,"text":"regarding ways to maximize the benefits derived from advisory committees. This included advice regarding improving the"},{"t":786,"text":"terms of reference for advisory advisory committees in a manner that clearly sets out the expectations, purposes and mandates of the advisory committees."},{"t":797,"text":"improving the training that is given to advisory committee members so that they understand their roles, functions and obligations"},{"t":806,"text":"and training of chairs of the advisory committees to ensure that the committees operate at maximum effectiveness."},{"t":815,"text":"Council has received the requested guidance and looks forward to implementing the recommendations received from staff and to the"},{"t":823,"text":"assistance that the advisory committees will provide to council in a new term"},{"t":831,"text":"and rising report number two that at the June 15 2026 inc camera meeting of"},{"t":838,"text":"council Mr. Felichi Mazone's termination was agreed to by council by a unanimous"},{"t":846,"text":"vote of seven and that's the two rising reports."},{"t":852,"text":"So now we move straight into public participation and um wh in anticipation I assume anyone who wishes to speak"},{"t":859,"text":"please put their hands up. Okay I shall go through the rules and of procedures."},{"t":865,"text":"Persons wishing to address council must state their name and municipality of residents for for identification and also the topic involved. Questions and"},{"t":874,"text":"comments must be on topics which are not normally dealt with by municipal staff as a matter of routine. Questions and comments must be addressed through the chair and answers given likewise."},{"t":885,"text":"Debates with or questions of individual council members will not be allowed nor commitments shall be made by the chair"},{"t":892,"text":"in replying to a question. Matt matters which may require action of the council shall be referred to a future meeting of"},{"t":899,"text":"the council. Each speaker during public participation period must use respectful language and refrain from making"},{"t":906,"text":"offensive gestures or signs and is limited to speaking for 3 minutes or less unless authorized by the chair to"},{"t":913,"text":"speak for a longer period of time and 20 minutes will be allotted for the public participation period unless extended by"},{"t":921,"text":"a vote of council. I live on Lensen Road and I'm here to speak to you about uh what Mr."},{"t":977,"text":"Kenda said last week about updating the marine bylaws. Uh he correctly stated that he needed the direction to come"},{"t":985,"text":"from council that the subject needed more study and that it was complex and therefore I would like to ask for two"},{"t":993,"text":"more minutes. So a total of 5 minutes if that might be approved please. Um"},{"t":1000,"text":"just sorry I'm getting tongue tied uh for for you the first time. Yes. Two minutes extra."},{"t":1007,"text":"Thank you."},{"t":1010,"text":"Okay. So, I want to talk about um what uh we have as far as zoning bylaws in"},{"t":1017,"text":"existence right now and how they don't match up to the current OCP that we spent a whole bunch of time on obviously"},{"t":1024,"text":"and that um council adopted. Uh right now the OCP and I just I'm going to read"},{"t":1032,"text":"a couple of lines out of the OCP to give you the current flavor and just to remind you what it says. Um at the end"},{"t":1041,"text":"point, what I'd like to do is uh have council direct uh Mr. Kenda to uh drop"},{"t":1049,"text":"M6 and to tweak the uh definition of a structure. So, right now, uh, the OCP,"},{"t":1059,"text":"um, when it comes to waterfront development says, and it says this over and over, and so I'll just read a few lines. The district will balance"},{"t":1068,"text":"foreshore development with environmental and visual values."},{"t":1074,"text":"Um, they identified different kinds of beaches that we have. And so we've got drift sector pocket beaches, um, rocky"},{"t":1083,"text":"shores, and other sorts of beaches that the OCP identifies. And when you go to develop within the beach that is now identified, language like this exists."},{"t":1095,"text":"Um, no buildings or structures within a minimum of 15 m, which is a setback, except where it can be demonstrated to"},{"t":1103,"text":"the district's satisfaction that a lesser distance is acceptable. So we have the district will balance foreshore"},{"t":1111,"text":"development which is a recognition that there will be some kind of development and that it's demonstrated to the district district's satisfaction that a"},{"t":1120,"text":"lesser distance is acceptable. Um there's other wording in here that um there will be no like development will"},{"t":1129,"text":"not be permitted unless the applicant provides a compelling rationale. So we"},{"t":1136,"text":"have a situation now where unlike what would was in what is in M6 and I'll just quickly read the first line of M6."},{"t":1146,"text":"This zone is intended to provide a buildingfree and structurefree environment. So the"},{"t":1154,"text":"old OCP didn't allow any development within the first 15 meters at all periods. So you'd walk in, David Tonkan"},{"t":1161,"text":"wants a deck and that he would like one that being me, I'm just making this up,"},{"t":1168,"text":"but if I wanted a deck, I go into um the staff's offices, they say no, the bylaws don't prevent it and there's the door."},{"t":1178,"text":"So um similar [clears throat] to say what the way Mr. uh uh"},{"t":1186,"text":"Kend, pardon me if I've got his name wrong. Um the interimm director of planning Kenda."},{"t":1194,"text":"Thank you, Mr. Kenda and staff would just say no. There's the door. under the new OCP. Now we can actually have the"},{"t":1201,"text":"discussion where I can come in and the onus is on me and the OCP has put it clearly on me and we can have a"},{"t":1209,"text":"discussion as to whether that is an appropriate structure in place or not."},{"t":1215,"text":"Um the M6 doesn't allow it period. So we have an OCP that allows a discussion. It"},{"t":1223,"text":"puts another thing that Mr. Kenda said last week was we need more study and he's collect correct but the fact of the"},{"t":1230,"text":"matter is the new um OCP puts the onus on the applicant to"},{"t":1238,"text":"provide a list of studies. So I agree we do need more study but we don't need 750"},{"t":1245,"text":"studies when a per that's how many lots waterfront lots are in the uh district. We need the applicant who comes forward."},{"t":1254,"text":"He pays for the study that is [clears throat] or I can just read you some of it. Um guidelines must be"},{"t":1263,"text":"addressed by a qualified environmental professional. Um the letter or report must address the above guidelines and"},{"t":1270,"text":"contain the following items. Any records listed in the BC conservation data center. Any records data contained in the British Columbia Ministry of"},{"t":1278,"text":"Environment Ecosystem Explorer. any records of redlisted, blue listed or species at risk listed species. Any"},{"t":1285,"text":"activity in the fore documentation of provincial and federal approval with supporting technical reports. The list"},{"t":1293,"text":"goes on. Environmental, um, geotechnical, archaeological, all these reports the applicant must do in"},{"t":1301,"text":"order that his or her application um, be approved. So that was all well thought"},{"t":1309,"text":"out of. Instead of David Tonkan being shown the door, now David Tonkan has to get out of his checkbook and get all these different reports completed and"},{"t":1318,"text":"approved at um and so the onus is on us as again um was written into the OCP"},{"t":1326,"text":"demonstrated to the district satisfaction."},{"t":1330,"text":"So right now we're we're in this void and we're going forward with the bylaws."},{"t":1335,"text":"So, you know, M6 no longer applies. It just doesn't. If we drop it completely, which is what I'm"},{"t":1343,"text":"suggesting, what's the situation? Well, the situation is we have M5. That's what's left. And M5 requires everything"},{"t":1351,"text":"that I just said. It's not like we have this free-for-all. It's now you're entitled to have the discussion with"},{"t":1360,"text":"staff who really should be saying, uh, let's work together and see if we can get you to comply. It's a development"},{"t":1367,"text":"permit still. Um, my clock's not on and I'm assuming I'm over 5 minutes. Two, three seconds."},{"t":1376,"text":"[laughter]"},{"t":1377,"text":"All right. So, really, that's what I wanted to say. we've created this mish mishmash that we we need to change. Um"},{"t":1386,"text":"the current um zoning bylaw amendments do not contain anything to do with the"},{"t":1394,"text":"waterfront. And so that leaves us with inconsistency where M6 says nothing, you"},{"t":1402,"text":"can't do it. And the new adopted OCP says we can if we can establish that we"},{"t":1411,"text":"can do what the um district is already doing. We're already putting benches and"},{"t":1418,"text":"tables and chairs and decks right on the waterfront. That's what the district does. And what we would like to see is the ability for us to do it as well. And"},{"t":1426,"text":"all we simply need to do is dump M6 and tweak. There is a tweak that needs to be done in a structure. There is a"},{"t":1436,"text":"pardon me there's a definition of structures in the o in the bylaws and"},{"t":1443,"text":"you need to add council would need to add what's not a structure which allows the opportunity to consider well what"},{"t":1451,"text":"else is in the uh district that we don't want to have as a destruct as a structure needing a development permit."},{"t":1457,"text":"something like, you know, the sled lumber playground thing that you can build or a very small like everything is a small footprint that we're talking"},{"t":1466,"text":"about anyways. It's a bench or a deck or a small uh playhouse or even a"},{"t":1474,"text":"uh like a greenhouse. Do you need a development permit for a greenhouse?"},{"t":1480,"text":"Well, now you do. It gives the opportunity to add these things that don't fit because we have a new OCP that's been properly drafted and Mr."},{"t":1490,"text":"Kenda has rightly said, I'm not going to meet with David Tonkan."},{"t":1495,"text":"I'm not going to discuss it. It comes from council. So, I need a direction from council to Mr. Kenda and it's appropriate. It's not for him to write"},{"t":1503,"text":"the bylaws. It's to say what they should say because we've already decided as a"},{"t":1510,"text":"community through the OCP what they should say. [clears throat] I'm one of the 21 members of the three"},{"t":1557,"text":"advisory committees and I'm wondering if council can give us an estimate, even a rough idea if of if and when the advisory committees will be reinstated."},{"t":1571,"text":"My reasoning is this. It's important to the democratic process because a democ democ democracy"},{"t":1578,"text":"needs voices of knowledge and experience from citizens to help inform the decisions of the decision makers. In"},{"t":1586,"text":"this case, the elected members of council for the sake of democratic process."},{"t":1592,"text":"Please expedite whatever process it takes to bring these advisory commission committees back. Thank you."},{"t":1611,"text":"Good evening. My name is Stuart McKinnon and I'm a resident of North Sanage. I believe it was at the end of 2023 that"},{"t":1619,"text":"this council disbanded the commissions and then formed the North Sage"},{"t":1626,"text":"Commission's review working group. I had the honor and privilege of being a member of that group. When we did our"},{"t":1633,"text":"final report, it stated as a guiding principle, the working group feels that the advisory"},{"t":1640,"text":"bodies are a valuable tool for council to advance their strategic goal of community-based decisionmaking and they"},{"t":1647,"text":"support effective communication between council and community. The working group recommends that the advisory bodies be"},{"t":1654,"text":"maintained with changes so they better align with the expectations of council staff and the public. [snorts] It is the"},{"t":1662,"text":"working group's desire that council appreciate the meaningful contributions that these advisory bodies provide in"},{"t":1669,"text":"the decision-making process and how timely referrals from council and staff will ensure more meaningful recommendations."},{"t":1678,"text":"The advisory bodies are an opportunity for council to receive recommendations on issues that the advisory bodies feel"},{"t":1685,"text":"of significant value, benefit, and interest to the community. [snorts] It is important that the council appreciate"},{"t":1692,"text":"the meaningful contribution that these advisory bodies provide in the decision-making process and how timely"},{"t":1700,"text":"referrals from council and staff will ensure more ensure more meaningful recommendations."},{"t":1706,"text":"That was back in 2024."},{"t":1710,"text":"The committees were reconfigured and they moved ahead. It seems to me"},{"t":1717,"text":"that it's very odd that 3 months before the [snorts] next election, for some reason, they were disbanded without notice and without reason."},{"t":1729,"text":"I believe that's showed great disrespect, but also great confusion. Our committee made our recommendations."},{"t":1738,"text":"You accepted those recommendations and you reconvened the committees. It was at that time when this council could have established the ground rules for them."},{"t":1751,"text":"Strangely, 3 months before the election, they're closed down. Um, surprisingly, tonight I'm not going to talk about the committees, although I do recognize the"},{"t":1804,"text":"uh and appreciate the points made on by the previous speakers. No, tonight before my three minutes starts, I'd like to recognize that the remarks I'm going"},{"t":1813,"text":"to make are actually made by two other members of North Sanage um uh Gil and uh Lorine Smer who cannot make it to"},{"t":1821,"text":"tonight's meeting and ask that I um read their remarks. So this is the remarks from Gil and Lorine. Mayor and Council,"},{"t":1831,"text":"I would like to speak tonight with perspective that brings a different and hopefully helpful perspective to many of the issues facing our community."},{"t":1840,"text":"61 years ago, the District of North Sanage was incorporated as a municipality."},{"t":1846,"text":"The shareholders are the citizens of North Sanage. I am speaking as one of those shareholders."},{"t":1853,"text":"Board members of the corporation are elected every four years. The board is beholden to its shareholders and is paid by the shareholders."},{"t":1862,"text":"The board is very much entitled to this pay as they have a lot of responsibilities."},{"t":1869,"text":"The board of directors is responsible for staff also paid by the shareholders with a budget of over $7 million per year."},{"t":1879,"text":"It's the board's responsibility to the shareholders that these staff are well-managed and deliver good, if not excellent, service to the corporation."},{"t":1892,"text":"The board also relies on advisory committees and has selected 21 members for their expertise in various fields."},{"t":1899,"text":"They donate their time freely."},{"t":1903,"text":"The shareholders are increasingly troubled and here are four reasons why."},{"t":1908,"text":"First, the split vote approval of the compensation package for board members at the June 29th meeting. The"},{"t":1916,"text":"recommended payraises by the ad hoc committee seem fair. What is opposed is to start this compensation in 2027"},{"t":1925,"text":"against the recommendations of the committee, burdening shareholders to fund this increase without the recommended three-year phasein period."},{"t":1934,"text":"Second, the split vote approval of the officer bylaw at three hastily called meetings May 25th, May 27th, May 29th."},{"t":1944,"text":"This allowed a fundamental departure from the established staff governance model. When the board abdicated their responsibilities in the management of"},{"t":1953,"text":"senior staff members, they allowed a concentration of administrative control."},{"t":1958,"text":"Important business is just not getting done. for example, the zoning bylaw, short-term rentals, building noise"},{"t":1966,"text":"complaints, theou with the airport, and there are others."},{"t":1971,"text":"Third, the increased number of meetings held in camera and closed to shareholders, especially those that cite"},{"t":1978,"text":"legal advice, an expense borne by the shareholders with no explanation."},{"t":1984,"text":"The most egregious example of this is the abrupt suspension of the advisory committees by the board based on undisclosed concerns about code of conduct."},{"t":1995,"text":"The lack of response to address this issue is now opening the shareholders to potential liability for more legal costs. And fourth, earlier this year, an"},{"t":2004,"text":"external adviser was imposed to review the fundamental document of North Sanage, its official community plan. As"},{"t":2012,"text":"shareholders, we see this as a hostile intervention and expect the board to stand up for the existing OCP."},{"t":2021,"text":"In summary, this all points to a failure of leadership at the highest level with the chair of the board. It is important"},{"t":2030,"text":"to recognize that we appreciate the work done by some especially Makoni Marshall and Shiva Straa. Uh"},{"t":2115,"text":"the requested variance is to vary the maximum permitted height for one accessory building. Um the requested"},{"t":2124,"text":"variance is for 7.67 m from 5.6 m. So a difference of uh 2.07"},{"t":2135,"text":"m. Um the rationale for the application is that there are two development permit"},{"t":2141,"text":"areas on this property. one established for repairing protection and another for steep slopes which somewhat constrain"},{"t":2149,"text":"the development uh potential on the property. The owner wants to avoid um working within these permit areas uh"},{"t":2157,"text":"also wants to avoid taking down trees on the property um but still hopes to um"},{"t":2164,"text":"maintain the form and character of the surrounding neighborhood. Um"},{"t":2171,"text":"given those um considerations um and the fact that the proposed height"},{"t":2178,"text":"would only slightly exceed the height of the existing structure uh for this addition to the detached garage. The"},{"t":2187,"text":"staff recommendation is for approval. Um and staff are available to answer any questions about the application. Yeah,"},{"t":2196,"text":"thank you [clears throat] councel. And then one third person contacted the office by phone um and had uh a similar sentiment to the proposed development."},{"t":2336,"text":"Thank you. If you recall in Jul July 2025, the uh council approved a municipal service for the operation of the Harvest"},{"t":2454,"text":"Hub facility. Uh and in June of 2026, uh council approved that staff move forward with um the search for an operator. Uh"},{"t":2463,"text":"that RFP process closed on August the 24th and we've since had uh time to review that application. um between the"},{"t":2471,"text":"director of uh finan uh myself, the director of financial services, then the director of infrastructure and our consultant um Darren Sto from Green"},{"t":2479,"text":"Chain uh consulting also provided some input there. Um and I'll hand it over to uh uh Mr. Sto to provide a summary of"},{"t":2487,"text":"the um proponents proposal and walk council through that and then uh we've got uh four recommendations that staff"},{"t":2494,"text":"are asking of council. Um, and if I'll hand it over to uh to Darren and then we'll be happy to take some questions."},{"t":2503,"text":"Thanks Barbara. And um thanks mayor and council for allowing me to uh present today. Okay."},{"t":2521,"text":"Um I can't remember this my second time or third time presenting a council about this project but um just a reminder um this has been over a 12-month uh period."},{"t":2530,"text":"We've done lots of engagement with farmers within the community as well as other stakeholders um and one of the key things with this RFP process to identify"},{"t":2539,"text":"an operator was putting together a business model um um that addressed those needs of North Sage farmers, small"},{"t":2547,"text":"farmers in particular. um which was quite different from the kind of initial thoughts that we had and um so we'll"},{"t":2555,"text":"just kind of outline um some of the things of the Victoria Community Food Society and why we score them so highly"},{"t":2563,"text":"based on that business model that we um went out to the public with. Um so the Victoria Community Food Society um I'll"},{"t":2572,"text":"now call the society through the rest of the presentation um has operated as a registered charity uh for a good number of years since 2013."},{"t":2580,"text":"uh in particular working in the regional food system."},{"t":2593,"text":"Have we frozen?"},{"t":2595,"text":"[clears throat]"},{"t":2604,"text":"Fresh."},{"t":2623,"text":"Yeah. So, we were quite happy"},{"t":2683,"text":"with their that that that they provided a submission. Um, some of his bullets here. If we can go to his the first page"},{"t":2691,"text":"of attachment for um they've grown this segment of their um of their farm business um through 171% revenue growth,"},{"t":2701,"text":"85 plus producers, and over 650 monthly deliveries."},{"t":2709,"text":"I'm just going to go to the second page here."},{"t":2713,"text":"He's just Darren just told me he's logging back on. I've been texting him here. Um so just under relevant experience and"},{"t":2721,"text":"qualifications on page two of the attachment. So like Darren was imply um indicating there's a proven operating record with this with this with this"},{"t":2729,"text":"operator. They have infrastructure experience and perhaps most importantly they've got extens they've already established and have these extensive regional relationships."},{"t":2739,"text":"Um and that includes agricultural groups, food sector networks, schools and buyers, some funders and some indigenous partners and hopefully um"},{"t":2748,"text":"more peninsula farmers with their sort of expansion out onto the peninsula"},{"t":2755,"text":"just because I might just pause for a second just because we have some of our technicians behind councelor Stock. He"},{"t":2762,"text":"did say he's logging back on. I don't know if that they'll do that seamlessly or we'll have to notify them. I'm not sure. Okay. Um, so yeah, the society brings I mean really it goes for it itself a strong record of food system"},{"t":2833,"text":"programming and infrastructure operations and the experience they already have is operating a commercial kitchen and food aggregation infrastructure and in particular the"},{"t":2841,"text":"food aggregation services um what resonated with us strongly and what was in the the business model that we put together. On top of all that, the"},{"t":2849,"text":"partnerships that they have um are second to none north Sanich and Peninsula farmers. Um Ben probably highlighted that they already work with"},{"t":2856,"text":"far five North Sanage farmers and dozens of farmers throughout the whole of Peninsula. Um they have partnerships with regional agricultural groups and"},{"t":2865,"text":"municipalities. Uh the good food network, BC Food Network, BC Food and Beverage, schools, charities, institutions, funders, indigenous"},{"t":2873,"text":"partners, the list uh goes on. Um, as you can imagine, a food nonprofit that's been operating well over 10 years is um"},{"t":2882,"text":"got a lot of partnerships and credibility. Um, but coming to the actual operation of the harvest and"},{"t":2889,"text":"their proposal, um, it really aligned very closely with our vision and also the the municipal service requirements."},{"t":2897,"text":"Uh, the society would connect the facility to established markets. what we heard loud and clear from small farmers within North Sanish that they saw this"},{"t":2905,"text":"as um supporting them with increasing their revenues as an aggregator, distributor, broker more so than doing processing, more so than doing storage,"},{"t":2914,"text":"more so than even um retail on site. And so um that's what the um uh South Island"},{"t":2922,"text":"Farmhub does and [snorts] has the logistics and the technology and the experience and the partnerships to to already do that. And so really um you"},{"t":2932,"text":"know their proposal and their experience was responsive to North Sage farmers. We felt um market development would emphasize the shared aggregation um"},{"t":2940,"text":"going after institutional procurements as well as wholesale opportunities. That aggregation is the households um that's"},{"t":2947,"text":"over 70% of um their customer base. They do not currently deliver to North Sanage households but have wanted to and this"},{"t":2954,"text":"creates that perfect opportunity to do that. They have a great understanding of uh challenges such as ALR requirements"},{"t":2962,"text":"um and the effect on the the food hub and have already provided some possible solutions to work with that as well as"},{"t":2968,"text":"engage the ALR uh and proposal identified operational risks not just ALR but also you know growing demand"},{"t":2977,"text":"working with farmers um and just developing the market and some of the restrictions around that but provide"},{"t":2984,"text":"some really clear mitigation strategies around that they also um propose a stage growth approach um which resonated with"},{"t":2992,"text":"me strongly. That's always something I recommend with initiatives like this."},{"t":2997,"text":"Management and staffing. Well, the society really has a strong management team and uh we were really impressed when we spoke to them as well as um"},{"t":3006,"text":"understanding their resume through LinkedIn and um and I know some of them personally and um their food system"},{"t":3013,"text":"experience. The staffing provides um sufficient oversight through the startup phase and the requirements of the the"},{"t":3022,"text":"harvest hub where the different roles and responsibilities will be met by multiple um staff that they have with those experiences whether it's"},{"t":3030,"text":"administration whether it's um business development or whether it's operations and um um on top of all that the"},{"t":3039,"text":"society's part of the capital regional food and agricultural roundt table um which has been going several years and"},{"t":3047,"text":"has very established leadership uh and then program development capacity within that. Um and so on top of that they've"},{"t":3054,"text":"got the systems in place, the expertise in place and um we feel very confident that they would um hit the ground running with all this experience and"},{"t":3063,"text":"systems in place. um from the financial and business considerations um as I mentioned they had the staged approach"},{"t":3071,"text":"and uh building up and we thought that was very realistic with um what how they presented that proposal. Um this would"},{"t":3078,"text":"limit early spending, reduce the risk of building capacity too quickly as well and just uh build and see what where the"},{"t":3085,"text":"needs were not just by the um farmers but also by the customers as well because we're looking at the harvest of not just a kind of like an aggregation"},{"t":3094,"text":"distribution but um potentially storage potentially primary processing such as the beekeepers have expressed an"},{"t":3101,"text":"interest there and so just kind of a step-by-step approach with that. um they demonstrated a really good understanding of revenue channels, costs and market challenges because they already do it."},{"t":3111,"text":"Uh they are assuming that the district would support them um with potentially a half full-time employee and um as the"},{"t":3118,"text":"contract says just covering the building maintenance utility cost for 5 years and um they had a good understanding what fee levels they would charge, what type"},{"t":3127,"text":"of transactions would go through um and uh you but for that consideration we'll need to kind of validate some of that um"},{"t":3135,"text":"as we go through the process. It's yours."},{"t":3140,"text":"And um so I doesn't need why further saying why we think the society"},{"t":3148,"text":"is the right organization to move forward with. It's this proven regional [clears throat] provider. Um years of experience organizing something like"},{"t":3156,"text":"this working with 85 plus farmers generating well over $637,000 revenues within 2025."},{"t":3164,"text":"um hundreds of monthly deliveries. So you know proof in the pudding in aggregation and distribution and just"},{"t":3172,"text":"connecting the harvest elie north sage farmers with existing markets logistics and partnerships but also leaning into"},{"t":3180,"text":"and that experience and growing those uh potential opportunities as well within North Sanich. Uh there's very a mission alignment with this organization"},{"t":3189,"text":"supporting local agriculture, working with smaller growers and uh uh improving access to healthy food within the region. They work a lot with schools,"},{"t":3197,"text":"they work a lot with um health authorities and uh community centers. Uh and it's all around uh improving access"},{"t":3206,"text":"to local healthy food. um and they have the capacity to manage all this with um their senior organization"},{"t":3215,"text":"CLR at the same time as well as a staged approach. So our um assessment recommendations so we gain a score of 83"},{"t":3222,"text":"out of 100 [snorts] um strong overall fit um with a vision and operating requirements they've got the experience"},{"t":3229,"text":"capable team and um we recommend proceeding in principle with the society as the preferred operator. Um I don't"},{"t":3237,"text":"know if uh Ben or Bargo want to go on to this but staff um we recommend further interviewing and engagement with the organization the society and report"},{"t":3245,"text":"further to council um to staff to engage with the harvest of working group uh to review and provide feedback on the proposal as we're moving forward and"},{"t":3254,"text":"then staff should proceed with um with planning the public opening of the harvest up um within the coming months."},{"t":3261,"text":"Thank you."},{"t":3264,"text":"[clears throat]"},{"t":3265,"text":"Uh staff, anything else to add? A great uh I guess you'd call it a sitrep situation report."},{"t":3335,"text":"And um my uh my question is uh with regard to page three"},{"t":3342,"text":"uh the third last second last paragraph before the options."},{"t":3349,"text":"Um it says the proposal is based on the district providing base level funding of"},{"t":3355,"text":"the equivalent of uh five of an FTE as well as provision of the maintenance and utility costs and that this would be a"},{"t":3364,"text":"tax burden of point of 0.6 uh 65% for the first 5 years of operation."},{"t":3372,"text":"Um, I'm I'm just wondering if uh because I I like everything Star's proposing,"},{"t":3381,"text":"but I'm just wondering if we have a little bit more information about how much this would be perom in the sense of"},{"t":3389,"text":"dollars. I mean, um, like I don't have an understanding of what we would pay the, you know, the"},{"t":3398,"text":"manager or person in charge of the harvest hub. It says.5 of an FTE. Um, but we're not sure what"},{"t":3407,"text":"level. And uh then um you know is there"},{"t":3413,"text":"sort any kind of uh uh an idea of how much the maintenance and utility costs"},{"t":3420,"text":"might be? I mean just a sort of a ballpark figure for us so that as counselors we could look at um a kind of"},{"t":3428,"text":"an annual uh dollar cost for this. Thank you very much. every I like your options"},{"t":3436,"text":"and your proposal, but I just thought perhaps we as counselors, we should have a bit more information on on the expense"},{"t":3445,"text":"or the cost to us to the district. Um I think in the you know in the report uh that we put forward to council um we put a"},{"t":3460,"text":"number in for the 2026 budget so we had something to work with um with the idea as a backup plan if if there wasn't an operator coming forward that that we"},{"t":3469,"text":"would then be able to uh have some funds there to have sta a staff person identified to to manage uh the opening"},{"t":3477,"text":"the soft opening of the harvest hub. we now have a proponent that's that's come forward and I think that's the work that we need to do is to really understand"},{"t":3484,"text":"what kind of financial support they need. Um, and it might be different every year, but I'm not we don't know yet. Um, and so that's the work that we"},{"t":3493,"text":"need to do and and we would bring that back forward uh back to council uh in uh November."},{"t":3501,"text":"Okay. It was good to read um that we've moving forward as far as um the business model is concerned. I think that's been lacking over the year. I"},{"t":3587,"text":"mean over the uh many months since this project has been going that um council hasn't been presented with something like this. And when you go"},{"t":4145,"text":"through that document, you'll see some red line changes and you'll see some blue line changes. The red line changes"},{"t":4153,"text":"are the changes that you looked at for the first time on April 27th, 2026 when"},{"t":4160,"text":"you gave first reading to zoning bylaw 1606."},{"t":4165,"text":"The blue line changes are the changes that staff prepared after the meeting of August 17th of 2026."},{"t":4174,"text":"So the red line changes and the blue line changes represent all of the changes being recommended by staff to zoning bylaw 1255."},{"t":4186,"text":"And then attachment B or attachment two is zoning bylaw6006, which I'm referring to as the clean"},{"t":4195,"text":"version.
