Um, you have a"},{"t":201,"text":"through the chair, uh, you have a, um, item on there asking for a presentation, um, which certainly happy to come back"},{"t":208,"text":"and do, but I thought we could maybe see if I could ask council for a preliminary letter of support so that I can open"},{"t":215,"text":"some conversations with the Victoria Airport Authority about potentially building a pickle ball facility at the"},{"t":223,"text":"Rotary Park area. Um the lease obviously as as council knows is held by Sydney and"},{"t":230,"text":"North Sanich um and the Rotary Park. And before they get too we've had conversations, they've already advised us that they're interested in working"},{"t":238,"text":"with us. They're very excited about the idea of pickle ball. Um Mayor um Cliff in Sydney is very excited as well. I've had conversations with with staff and"},{"t":246,"text":"mayor of North Sanich as well. So, everyone's quite on board, but before they get too involved in us presenting a big presentation, they would like to"},{"t":254,"text":"know that the lease holders are open to the idea of having this presented. And I'm just here to ask for a broad letter"},{"t":261,"text":"of support from council allowing us to open this conversation and uh prepare a proposal to submit to all of you."},{"t":269,"text":"Thank you. I'm speaking uh in reference to the interim director of planning's"},{"t":302,"text":"request for direction from council regarding the next steps the planner is to take for his zoning bylaw update."},{"t":310,"text":"Option one, which he clearly favors, is stated as follows. Quote, \"Given the work completed to date, it would be"},{"t":319,"text":"expedient to continue advancing zoning bylaw number 166 in its current form"},{"t":326,"text":"while integrating amendments arising from internal departmental and advisory committee referrals through"},{"t":334,"text":"September 2026. So my question is what are the quote amendments arising from"},{"t":342,"text":"internal departmental referrals? Not only has the public not been informed of"},{"t":349,"text":"the contents of these amendments, we have not even been informed of the source of these amendments aside from"},{"t":357,"text":"the statement that they arise from a mysterious internal department. Does this mean the internal department is the"},{"t":365,"text":"planning department? If it is, why not say so? And why not spell out clearly to the public the content of these"},{"t":374,"text":"amendments? Council, the zoning bylaw is crucial to implementing the OCP. Every"},{"t":382,"text":"step in the drawing up of the OCP through to the new zoning bylaw's first passage on April 17th and its"},{"t":390,"text":"presentation to the public in May has been transparent. But since the hasty passage of the offic's bylaw on May 29th"},{"t":400,"text":"and the hiring of a new interim planner, the public has been cut out of the process. We know the public advisory"},{"t":407,"text":"committees have been shut down since June 15th when a council resolution directed an investigation of the 21"},{"t":414,"text":"volunteer advisory committee members for an alleged breach of the code conduct which is still a mystery to the"},{"t":423,"text":"committee members and the public. What amendments from these stifled and silenced committees is the director of"},{"t":432,"text":"planning referring to? All this is made doubly obscure and suspicious by the"},{"t":440,"text":"date given through September 2026. That leaves 2 weeks after your vote today for"},{"t":447,"text":"more amendments to be added to the zoning bylaw by this mysterious quote internal department. So, council, what"},{"t":457,"text":"I'm asking today is for each of you to please ask the planner to spell out for the public the exact amendments to the"},{"t":464,"text":"zoning bylaw being proposed and who exactly is proposing them. My name is Charlene Froom and I'm here as a North Sanich resident. of note, as well"},{"t":510,"text":"as a resident, I am the vice chair of the Sanich Peninsula Accessibility Advisory Committee, uh, one of the only two proincially mandated committees in"},{"t":519,"text":"North Sanich. Um, I'm here to speak in regards with, uh, items 8 A8 and B1 on"},{"t":527,"text":"the agenda tonight. First, the A8A88 zoning bylaw 1606 update stack"},{"t":535,"text":"recommendations refer to integration of amendments arising from advisory committee referrals. This zoning bylaw wasn't presented to spa and I wonder why"},{"t":544,"text":"they were not consulted especially concerning division 400 4041.1 to 404.6"},{"t":553,"text":"accessible parking spaces pages 45 to 46 in the report. This does not meet the standards that the rest of the"},{"t":560,"text":"peninsulas use. CSA B651 is a bare minimum standard that does not provide for type A van accessible parking. I"},{"t":569,"text":"could go through the standards and measurements that are required to provide parking spaces that I require um and the history of the accessible"},{"t":577,"text":"parking uh in North Sanage since the province took accessible parking out of the building code in 2018 to where we"},{"t":585,"text":"are now. What I can tell you right now with this draft, there is nowhere in North Sanage that has van with side ramp parking."},{"t":597,"text":"Will they be required to do so if this proceeds?"},{"t":601,"text":"One business updated their parking recently under the old standards and the space that used to work for me no longer does."},{"t":610,"text":"This leads me to B1. In July of 2025, SPACK was told that North Sanage would harmonize our accessible parking with"},{"t":619,"text":"the bylaw uh accessible parking with bylaw Sydney and North uh Central Sanage have. That was the last time we heard"},{"t":626,"text":"until reading this draft. Needless to say, it's very disappointing to see what has been written."},{"t":633,"text":"Next point in this Way Road Park Wolf Orchard were not presented to SPACK for our recommendation. The reason given was"},{"t":640,"text":"that it was time-sensitive. Time should not be a reason for exclusion. Wolf Park does not allow for children who use a"},{"t":648,"text":"wheelchair to feel welcome at the unaccessible picnic table or bench."},{"t":652,"text":"These could have easily been accommodated with recommendations from SPACK had it come to us. My ask of council is one that the draft zoning"},{"t":661,"text":"bylaw not be passed until the accessible parking is updated or at the very least 404.1 to 404.6 be excluded until it has"},{"t":671,"text":"been presented to spa and harmonized with Sydney and central Sanage. Two that spack be presented with information"},{"t":679,"text":"before it becomes timesensitive to allow input. By doing this, we ensure all members of our our community feel welcome and included and respected."},{"t":689,"text":"Thank you for your time. Uh I'll be here tonight if you have any questions. Um, in our present issues with the BC Ministry of Housing,"},{"t":739,"text":"we are a junior government dealing with a senior government."},{"t":746,"text":"But a wise senior government in a democracy like Canada doesn't usually want to be seen as um dealing with"},{"t":755,"text":"policy disagreements by public pulling rank and forcing their will on junior"},{"t":762,"text":"governments like municipalities and regional districts. It c that causes a lot of ill will and huge public resentment."},{"t":774,"text":"So, I'm wondering if in defending our OCP and our new zoning bylaws"},{"t":781,"text":"um and to uh and our wish to remain outside of the urban containment boundary."},{"t":789,"text":"If we were to offer a small team of two or three um residents who with maybe experience"},{"t":798,"text":"in dispute resolution, conflict resolution uh to meet with their staff onetoone"},{"t":805,"text":"[clears throat]"},{"t":806,"text":"face to face in an in-person meeting um might produce some results that carrying"},{"t":814,"text":"on a a a distance relationship might not accomplish."},{"t":820,"text":"Um, I've done a lot of dispute resolution in my career as a family"},{"t":826,"text":"counselor and I know that it works. Uh and if we have a trained person in"},{"t":835,"text":"amongst our residents who could be part of that dispute resolution process, I believe that we go a long way and I"},{"t":843,"text":"think it it all our our position should certainly be uh um based on this"},{"t":851,"text":"wonderful letter of July 31st to the housing minister Christine Bole. Um it"},{"t":860,"text":"puts forth uh the substantial points that we've tried to make all along and I think uh"},{"t":869,"text":"if we uh put that forward in a face-to-face"},{"t":876,"text":"meeting I think it'll have some some real um connection and and that's that's my hope"},{"t":883,"text":"is that we could do that as I think that uh the whole conflict Conflict resolution process uh is complex but um"},{"t":894,"text":"taking taken step by step and with perhaps another meeting beyond that uh"},{"t":901,"text":"could could be could not only indicate our goodwill in trying to reach a"},{"t":908,"text":"compromise but would also uh gain the public uh public uh acceptance."},{"t":917,"text":"Thank you. My name is Emma Domen and I am a resident of North Sanage. There has"},{"t":954,"text":"been so much energy, effort, and time invested so far by council, staff, and residents to complete our OCP."},{"t":963,"text":"We're one step away. We're this close from seeing our vision realized and adopting it into law. It would be heartbreaking to let all that work be"},{"t":972,"text":"for nothing. I am uh Hope Hillyard, the chair of the Artsy Community Arts Council. I need the cooker."},{"t":1052,"text":"getting your Okay."},{"t":1066,"text":"I'm here to talk about our 2025 accomplishments and our vision for 2026."},{"t":1074,"text":"Who is Artsy? We're an arts council for the Sanich Peninsula, contributing to building a vibrant community, enriching"},{"t":1081,"text":"lives on the peninsula through visual arts, literary arts, cultural programming, community engagement,"},{"t":1088,"text":"volunteerism, and economic development through arts and culture."},{"t":1094,"text":"2025 at a glance, we had a remarkable year. We had 25,000 visitors to the"},{"t":1101,"text":"Artsy Gallery in Toista Park. Each week in the gallery, there's a new show, a new artist who brings with them the"},{"t":1109,"text":"their followers from uh wherever they're from. We bring in uh artists from Souk to Sydney and uh with them visitors come to our peninsula."},{"t":1121,"text":"We have 75 thou hund00 visitors for the studio tour and more than half of the studios are in North Sanage."},{"t":1130,"text":"Over 2,000 attendees to the lantern festival."},{"t":1134,"text":"More than 50 active volunteers. Hundreds of artists were supported and we're building strong community partnerships."},{"t":1144,"text":"In 2025, our goal was build momentum. We wanted to continue and build the success"},{"t":1150,"text":"of the artsy gallery exhibitions, the studio tour, continued growth in the lantern festival, which by the way is"},{"t":1158,"text":"next Saturday. And we have a new media person that has grown our viewership from uh 645%"},{"t":1167,"text":"on social media. So, we expect uh quite a turnout for that. Uh we're expanding our community partnerships"},{"t":1175,"text":"working with uh the Air Museum, the uh history museum, Mary Winspear, the um uh"},{"t":1183,"text":"all of the nonprofit arts and culture events on the peninsula. Uh we've increased our volunteer engagement. In"},{"t":1191,"text":"fact, we have more than doubled our volunteers. And we've built a strategic plan and business plan for future growth."},{"t":1200,"text":"We're developing new sources of revenue."},{"t":1203,"text":"We have a a new board of 10 highly qualified directors. In fact, we have to change our bylaws in order to"},{"t":1210,"text":"accommodate this many uh directors. We have uh expertise in governance, finance, marketing, community"},{"t":1218,"text":"development, event management, arts programmings, sponsorship development, and business leadership."},{"t":1226,"text":"But at the heart of our community arts council is our volunteer team which had contributed 300 3,791"},{"t":1236,"text":"hours in 2025 which represents nearly $100,000 in inind contribution"},{"t":1243,"text":"supporting our gallery operations, our events, our studio tour, the lantern festival administration and of course fundraising."},{"t":1254,"text":"One of the volunteers I thought I'd spotlight given that we're so close to the Lantern Festival is Jen. She's our Lantern Festival curator. [snorts] She"},{"t":1263,"text":"has 20 plus years experience. She was the lead lantern artist at Luminina in Victoria, which some of you might"},{"t":1270,"text":"remember from um Beacon Hill Park. She's educated in visual arts, attended a master class in largecale lantern making"},{"t":1279,"text":"in the UK. And it has been said that there'll be a 14 ft whale at the uh lantern festival this year, all"},{"t":1288,"text":"articulating a humpback whale which has just been created. She's a community arts leader. She's our assistic mentor"},{"t":1296,"text":"to key volunteers and transformed a small children's event 13 years ago into one of the peninsula's most beloved"},{"t":1303,"text":"family celebrations. Last year there were 2,000 participants and this year we're expecting we're going for double that this year."},{"t":1312,"text":"The signature event bringing families together through creativity, imagination, and community spirit."},{"t":1321,"text":"Our biggest initiative though is of course in building financial sustainability."},{"t":1326,"text":"We're developing new revenue initiatives building long-term sustainability for Artsy. We've introduced a silent auction"},{"t":1334,"text":"program which supports artists and the arts council with donated work from gallery exhibitors which provides new"},{"t":1343,"text":"revenue opportunities for us, exposure for the artist, community engagement through the um uh the auction which is"},{"t":1352,"text":"online and fundings to support sustainable programs."},{"t":1357,"text":"But the event we're most excited about is the art of living, which is going to be a signature event for the arts council for next March at the Mary"},{"t":1366,"text":"Winspear Center. We It'll be a fine art show, but throughout the fine art show, we're"},{"t":1374,"text":"going to integrate the uh art artistic and the creativity of everyday life"},{"t":1381,"text":"where we can be part of discovering inspiration and celebrate the community."},{"t":1386,"text":"There'll be music, experiential displays and demonstrations. It's not a trade show, but a show of artistry in everyday"},{"t":1394,"text":"living as expressed by our local businesses. Think of the artistry of wine making, the artistry of fashion. In"},{"t":1401,"text":"fact, the person uh who just joined our committee because she believes so strongly in how good this is for local"},{"t":1408,"text":"businesses is Sue Hodgson, who's the uh past owner and editor of the Seaside"},{"t":1415,"text":"magazine, which uh has been quite a gamecher for us. This it's going to be a signature event for the peninsula."},{"t":1424,"text":"We're developing new uh programs, new opportunities to showcase local indigen indigenous artists which we can uh share"},{"t":1433,"text":"their cultural stories, create partnerships and promote cultural understanding."},{"t":1439,"text":"This will be a meaningful addition to the arts council programming. We have uh plans to engage younger artists,"},{"t":1448,"text":"developing school partnerships, creating opportunities for youth exhibitions, mentorships, emerging"},{"t":1455,"text":"artists, and community engagement. We're investing in the future of arts and culture. Our gallery is underutilized in"},{"t":1463,"text":"January and February. And our plans are that we could host talks, demonstrations, and workshops to help"},{"t":1471,"text":"increase the uh usability of the uh gallery. There's space that we don't use very well, outdoor decks, and a back"},{"t":1479,"text":"corner. And with simple modifications, we could turn our gallery into a community hub 12 months of the year."},{"t":1486,"text":"But our challenges to accomplish all this is funding of course replacing the two positions that were eliminated by co"},{"t":1495,"text":"we've not been able to do and with those positions that are eliminated we are uh having difficulty doing some of the"},{"t":1503,"text":"programs that we want to include. Our IT systems aging and have uh problems and"},{"t":1510,"text":"finding the funds to get that updated has been tricky. We have a growing demand and limited resources. As everyone knows, operating costs are"},{"t":1519,"text":"increas increasing and we have a heavy reliance on volunteers to deliver programs and events. Then the demand for"},{"t":1527,"text":"arts and culture on the peninsula which is continuing to grow and which is we're thrilled about. But a strong arts and"},{"t":1535,"text":"culture uh program and council contributes to supporting our local economy. It brings in thousands of"},{"t":1543,"text":"visitors, increased local spending, supports tourism, and promotes local business,"},{"t":1550,"text":"strengthens community vibrancy, and arts and culture are economic and social drivers. The art of living will further [clears throat] strengthen these connections."},{"t":1560,"text":"And Artsy supports emerging artists, established artists, literary artists, musical artists, artisans, and cultural"},{"t":1568,"text":"creators. We're developing a meaningful relationship with SPACK to enhance opportunities for members of the Sanich"},{"t":1575,"text":"Peninsula Arts and Arts and Crafts Society. A strong arts council also brings people together, artists,"},{"t":1584,"text":"volunteers, families, businesses, visitors, creating a stronger, more connected community."},{"t":1594,"text":"and our goal is to establish the peninsula as one of British Columbia's leading arts and culture destinations."},{"t":1601,"text":"We're hopeful, we're optimistic, and very excited about the momentum we're generating. We're more than an arts organization for the town of Sydney,"},{"t":1609,"text":"North Sanich, and Central Sanage with hoping to partner to match their strategic goals of economic vitality, community well-being, and enrichment."},{"t":1623,"text":"And I'd like to especially thank you, thank North Sanage for supporting Artsy with a community arts council with a"},{"t":1629,"text":"grant of $7,000 in 2025 and 12,500 in 2026. And with your funding, we're"},{"t":1637,"text":"supporting artists, culture, community, creativity, and economic vitality. Um the uh Sanich Council at one point decided"},{"t":1672,"text":"rather than funding the CRD which would make Sydney and North Sanage part of CRD chose to fund"},{"t":1681,"text":"directly. So the um CRD has scholarships and grants and so on that we administer"},{"t":1688,"text":"on the behalf of both North Sanage and Sydney. So, um, we do go to the BC Arts Council and there are a number of other"},{"t":1696,"text":"organizations we do get funding from, but not the CRD. Okay. I'm uh thank you for the opportunity to come and provide a a"},{"t":1738,"text":"poling services update. This um report this evening is a poling update for the"},{"t":1745,"text":"first half of 2026. Um, and I will include include uh brief highlights of"},{"t":1753,"text":"the crime summary report that was previously forwarded uh for review by mayor and council I think a few weeks ago."},{"t":1761,"text":"Um, I just first wanted to to mention about the detachment undergoing a renovation project. Um, so we have uh"},{"t":1771,"text":"underway the relocation of the detachment's primary interview room that has been a long-standing project to"},{"t":1779,"text":"address um some security deficiencies within the detachment's operation area."},{"t":1785,"text":"And the renovations are underway and involve changes to two different offices near the front of the the detachment"},{"t":1792,"text":"building. Um the installations will also include new audio video equipment and monitoring equipment which will replace"},{"t":1800,"text":"the very aged uh recording systems that we currently have have."},{"t":1807,"text":"The project is expected to be completed by early September."},{"t":1815,"text":"Um, the RCMP is replacing the Smith and Wesson Wesson pistols with"},{"t":1824,"text":"a new Glock firearm which has many improvements over the the current firearm that the officers carry. This"},{"t":1831,"text":"training roll out will um be coordinated have a coordinated training schedule to train South Island officers throughout the fall this fall 2026."},{"t":1844,"text":"Um costs associated to the to this uh project will include of course the"},{"t":1851,"text":"firearms equipment, ammunition, uh the training range rentals and travel. It's uh it'll be taking place on"},{"t":1860,"text":"the Malahhat range which isn't too far away. I wanted to mention about the FIFA"},{"t":1867,"text":"deployment that took place between June 1st and July 15th."},{"t":1873,"text":"um our detachment deployed resources to assist with placing security for this World Cup soccer event in Vancouver. And"},{"t":1882,"text":"during this 7-week period, the detachment deployed three officers per week. Costs associated to the deployment"},{"t":1890,"text":"of those resources are not borne by the municipality."},{"t":1895,"text":"as an addendum. Uh we're all well well aware of the wildfire um tragedies that are happening in the"},{"t":1904,"text":"province. Uh but I can report that to date there has not uh been a request for resources from our detachment to be"},{"t":1913,"text":"deployed to that. Although we're still um we're still in midst of the wildfire season. So we'll see what develops from here."},{"t":1924,"text":"I wanted to also provide a detachment resources update. There will be three officers with planned transfers out of the detachment in 2026."},{"t":1935,"text":"Two of the officers are moving to limited duration posts in the northern part of the province and another officer is transferring more locally to Westshore Detachment."},{"t":1945,"text":"[snorts]"},{"t":1945,"text":"We have a new corporal that has just transferred into our detachment from North Couch and to fill an existing vacancy."},{"t":1955,"text":"Um, just wanted to mention that the three incoming officers have completed training require requirements in Reginaina and they will begin their"},{"t":1964,"text":"policing careers here in in Sydney. So, they're they're new to policing and will uh support them in their training uh here."},{"t":1974,"text":"Um, with respect to annual policing priorities, our detachment has implemented strategic priorities to"},{"t":1982,"text":"enhance community safety and bolster crime prevention objectives."},{"t":1986,"text":"These priorities include traffic enforcement. Um, you may notice some um increased enforcement on the statistical"},{"t":1995,"text":"uh report that was sent. also the targeting of the highest risk contraventions"},{"t":2003,"text":"um of impaired driving, aggressive driving and distracted driving."},{"t":2008,"text":"Additional community policing initiatives which support fraud scam awareness and property crime prevention"},{"t":2014,"text":"are emphasized through the through our blockatch program which we continue to expand."},{"t":2022,"text":"Uh, crime reduction initiative supports the the monitoring of repeat offenders on release conditions as well as the"},{"t":2029,"text":"targeting of drug trafficking and illegal drug possession which we have also placed as a higher priority in in the past several months."},{"t":2042,"text":"Uh with respect to community policing during the months May through August, the detachment unfortunately had to"},{"t":2049,"text":"reassign the community policing officer to frontline general duties. This was a temporary measure that was necessary to"},{"t":2056,"text":"fill core policing services providing 247 emergency in response to calls."},{"t":2062,"text":"However, effective September 1st, um our community policing officer, constipable Matt Slowey, will return to the community policing role, providing the"},{"t":2071,"text":"previous services, supporting the school leaison program, outreach to the unhoused, the business watch, and managing detachment volunteer programs, etc."},{"t":2081,"text":"The blockwatch coordinator continues to expand the program to additional neighborhoods, providing residents with timely information on local crime"},{"t":2088,"text":"activity, frauds scam incidents, and crimerevention tips."},{"t":2094,"text":"I also wanted to mention that a drug trafficking investigation, which commenced several months ago, was coordinated with several other police"},{"t":2101,"text":"agencies resulting in the execution of a search warrant during the month of July."},{"t":2108,"text":"Um and now if I can just direct to the just to point out a few highlights from the the North Sanage crime summary"},{"t":2116,"text":"report. Um calls for service in North Sanage increased by 7%"},{"t":2122,"text":"uh year to date over 2025. Despite this some crime category some crime"},{"t":2129,"text":"categories declined in general property crime decreased by 21% which is great news. offenses where property crime"},{"t":2138,"text":"levels increased where theft of vehicle and theft of bikes."},{"t":2146,"text":"Crimes against person offenses did rise by 32% with increased uh increases in assault, utter threats and harassment categories."},{"t":2159,"text":"Um, in alignment with increased enforcement activity uh or actively for illegal drug"},{"t":2167,"text":"possession and trafficking, the number of offenses and seizures rose from three in 2025 to 12 so far this year."},{"t":2179,"text":"Of interest, the number of fraud offenses has decreased in 2026 from the previous year. The number of traffic"},{"t":2187,"text":"collisions in 2026 remained at very similar levels to 2025"},{"t":2195,"text":"and an increased emphasis on on road safety as I previously mentioned focused on"},{"t":2202,"text":"impaired driving enforcement and that has resulted in a 43% increase in the number of impaired"},{"t":2212,"text":"drivers removed from our roadways in North Sanage. Over the summer months, there's been a substantial increase in"},{"t":2219,"text":"property crime in local marinas and neighborhoods surrounding marinas, which we're um we're working on that issue. I"},{"t":2228,"text":"also wanted to mention that during the month of August, the detachment has scheduled marine uh enforcement shifts to conduct boating safety checks and"},{"t":2237,"text":"enforcement under the small vessels act for compliance um under that act."},{"t":2245,"text":"Um, and lastly, I wanted to make uh an announcement about changes in the"},{"t":2253,"text":"official languages designation for the detachment."},{"t":2258,"text":"In uh [snorts] I'll I'll make this as brief as I can, but it's important for the public to be aware of this"},{"t":2264,"text":"announcement. In September 2023, the Treasury Board Secretariat LA launched"},{"t":2271,"text":"the official languages regulations exercise to review and update the linguistic designation of all RCMP"},{"t":2279,"text":"offices that provide services to the public in accordance with part four of the official languages act and the official languages regulations."},{"t":2290,"text":"The application of these rules must be reviewed uh during every 10 years based on language data from the most recent census."},{"t":2301,"text":"Based on the official languages regulations exercise, it was determined"},{"t":2308,"text":"that as September 30th, 2026, the Sydney North Detachment will no longer be required to provide services"},{"t":2317,"text":"to the public in both official languages."},{"t":2320,"text":"This new obligation is established in accordance with provision 51B of the regulations."},{"t":2330,"text":"[clears throat]"},{"t":2332,"text":"Following consultations with representatives of the official language minority community, it was determined"},{"t":2339,"text":"that the Westshore RCMP detachment located at 698 Atkins Avenue is best"},{"t":2346,"text":"suited to provide the bilingual services for the RCMP in the region."},{"t":2352,"text":"Effective September 30th, 2026, the West RCMP detachment will be able to provide services in the official"},{"t":2361,"text":"language um official language of their choice to the public."},{"t":2368,"text":"Uh that concludes my update uh midyear update. Thank you."},{"t":2499,"text":"So the next uh [clears throat] is Panorama rack."},{"t":2514,"text":"Thank you very much, Mayor and Council, uh, for having us tonight to discuss a proposed project in Central Sanage, which I know has been in front of, uh, councils on on the peninsula before."},{"t":2525,"text":"Thank you."},{"t":2532,"text":"Uh the project initially uh came forward with a uh request for borrowing of"},{"t":2539,"text":"approximately $14.2 million. Uh it did not successfully uh meet consent of all three uh municipal councils on the"},{"t":2548,"text":"peninsula. Uh the project has been rescoped and redesigned to be a smaller facility that uh we feel still meets the"},{"t":2556,"text":"needs uh the recreation needs which I'll I'll speak to uh on the peninsula uh and a revised budget of approximately 9.114"},{"t":2564,"text":"million. Uh so we are uh seeking loan authorization for that process. uh the in June and July, early July, the"},{"t":2573,"text":"Peninsula Rec Commission and the CRD board approved utilizing the municipal consent on behalf of lectors as the loan"},{"t":2580,"text":"authorization mechanism. Uh as a reminder, as this is a subregional service uh for this process, all three councils participating in that"},{"t":2588,"text":"subregional service must consent to this loan authorization uh for it to move forward to the provincial inspector of municipalities."},{"t":2598,"text":"Uh historically borrowing for facility development on the peninsula has utilized this municipal consent on behalf of electors for loan authorizations."},{"t":2607,"text":"Uh through tonight's presentation I hope to address some of the concerns and questions uh that were raised during the first round or first request uh for loan authorization."},{"t":2618,"text":"Uh I'll begin with I just wanted to provide a bit more of a background uh of the service itself and and how it is structured. The mandate of the Peninsula"},{"t":2626,"text":"Rec Commission is to plan, administer, manage and and operate recreational facilities and services on the peninsula"},{"t":2633,"text":"for the district of Central Sanage, North Sanage and Sydney. It is considered a subregional service or a shared service, a shared model of"},{"t":2642,"text":"providing recreation services for these three municipalities."},{"t":2645,"text":"At its inception, uh it started with the district of North Sanich and town of Sydney. uh district of central sanage joined uh approximately 20 years after its inception."},{"t":2657,"text":"Uh the understanding is and and a subregional service of this nature is created because it was considered cost prohibitive for any one of these"},{"t":2665,"text":"municipalities to offer full-scale recreation services including pools, arenas, etc. Uh so the shared service certainly does represent some"},{"t":2674,"text":"efficiencies in uh how that is that is funded."},{"t":2680,"text":"So as you can see the overall the service is operates is funded 50% through taxes uh and 50% through direct"},{"t":2689,"text":"user fees or those participating in programs using and accessing facilities uh are charged a fee to access those"},{"t":2696,"text":"facilities. Uh the funding model itself then the 50% that is uh supported through tax requisition uh is broken"},{"t":2704,"text":"down and and generally based on population size and property values uh of the three municipalities on the"},{"t":2712,"text":"peninsula. The share of funding is shown here. Uh central Sanage pays approximately 38.8% uh North Sanage 31.9% and Sydney 29.3%."},{"t":2728,"text":"The portion from here then is is generally uh this covers our operating budget. My apologies. Covers our operating budget and and those requests."},{"t":2736,"text":"As we get into some situations and I've given an example here of how that uh spells out if all else being equal, a $1 million property and each of these"},{"t":2744,"text":"municipalities would be assessed the following amounts for recreation services on their taxes. Central Sanage 290, Sydney 270 and and North Sanage 220. Again, that's all else being equal."},{"t":2757,"text":"That is just an example."},{"t":2760,"text":"For projects, uh that same breakdown of funding is utilized. Uh this project"},{"t":2766,"text":"again we're uh requesting uh to borrow approximately $9.1 million. It has a total annual debt servicing cost of $876,000."},{"t":2777,"text":"You can see in column B on this table uh shows the share of the annual debt servicing costs for each municipality."},{"t":2785,"text":"Uh Central Sanage at approximately 340,000, North Sanage at 279,000 and Sydney at about 256,000."},{"t":2794,"text":"Uh column C then shows what impact that will have per year per average household due to that additional debt servicing"},{"t":2801,"text":"cost. Now, this is where it gets different and where population size does come into effect. That that debt"},{"t":2808,"text":"servicing cost of you 340,000 for Central Sanage is then divided among 18,000 people in that population uh and"},{"t":2817,"text":"assessed based on uh contributions or the assessment assessed property values."},{"t":2823,"text":"Uh we've also included in column D what uh the most recent uh requisition impact per average household was for each of"},{"t":2830,"text":"those municipalities. And then column E shows the total requisition impact per year. If you were to add column C plus"},{"t":2837,"text":"column D, that is what it would uh turn out to. It's also important to note that these are full tax impacts at the"},{"t":2844,"text":"completion of the project. Uh these will not be this is not for next year's taxes. The project will not likely be"},{"t":2851,"text":"completed should it go forward uh until 2030. And at that point it will be based on the actual amount of loan of borrowing uh that is required to complete the project."},{"t":2865,"text":"I also wanted to cover a little bit more on uh what needs where this comes from the need for additional facility in the"},{"t":2871,"text":"southern uh end of the peninsula. Uh we have recently conducted a facility needs assessment in 2025. Uh and we've also t"},{"t":2881,"text":"had our full year of 2025 participation stats uh statistics to give us some insight into where our our so-called"},{"t":2889,"text":"pinch points in service delivery are. Uh the issue of um so a the issue of"},{"t":2896,"text":"geographic inequity uh in the distribution of recreation services is reflected in our facility needs assessment and in our last strategic plan uh which ran from 2022 to 2026."},{"t":2909,"text":"Um the concept of ge geographic inequity is kind of based on those two factors. A lack of programs or services in a"},{"t":2916,"text":"specified community and the travel time or the what we often call the inconvenience level for potential participants to get to that facility and utilize that facility."},{"t":2927,"text":"We are proposing this new facility as a way of distributing or redistributing usage. If a facility is built in the"},{"t":2935,"text":"southern peninsula, those users from communities such as Brentwood Bay, Sartip, Keading, uh that currently come"},{"t":2942,"text":"to the Panorama Recreation Center uh will then have that opportunity to use a facility that is much closer. Certainly"},{"t":2949,"text":"students from Stelly's will benefit from a facility at the facility is proposed for Hovi Road at uh Centennial Park uh"},{"t":2957,"text":"will also certainly have much greater access or much greater ease of access to that facility."},{"t":2963,"text":"uh as an example of some of the capacity issues that we're hoping to address by redistributing usage and and hopefully attracting new usage in the southern"},{"t":2971,"text":"peninsula. Uh we looked at our 2025 stats and and we know that visits to our weight room and visits to our drop-in"},{"t":2979,"text":"fitness classes accounted for just over 50% of all of our drop-in visits uh to Panorama and Greenlade. There was"},{"t":2986,"text":"approximately 380,000 total drop in visits in 2025, which means that we're just over 190,000 of those visits were"},{"t":2994,"text":"to our weight room and to our fitness classes."},{"t":2998,"text":"When you break that down further, we're we're averaging over a,000 visits per day at the Panorama Rec Center. And and if 50% of those visits are attending the"},{"t":3007,"text":"weight room and fitness classes, that's over 500 people per day using those facilities. As people who currently use those facilities will know, it's it can"},{"t":3015,"text":"be very busy. Uh at some of the busiest times, such as in the evening from 4:00 to 8:00 p.m., we can see over 200 people"},{"t":3022,"text":"using that our wait room uh to access those machines. It can be difficult and challenging to access weight machines in"},{"t":3029,"text":"that time. We also have the same experience with our pottery studio uh where we know we are we've turned people away. Uh the pottery studio is at the"},{"t":3038,"text":"Green Glade Community Center. Uh and we're currently not able to meet full demand there."},{"t":3045,"text":"So the new facility is proposed to incorporate uh 7500 approximately 7500 square ft. It would have a weight room,"},{"t":3053,"text":"would have a multi-purpose room with flexibility to offer fitness and dance classes, would have uh pottery ceramic studio and then of course necessary"},{"t":3061,"text":"admin and support services spaces. Uh this is proposed as the first floor of uh what is proposed as the redevelopment"},{"t":3069,"text":"of central Sanage Municipal Hall. Uh being on the first floor certainly has advantages in terms of accessibility uh"},{"t":3076,"text":"for the public. Uh partnering with uh municipality in this manner also has some efficiencies in terms of cost and budget. uh there, for example, there"},{"t":3085,"text":"would be no land acquisition costs for the Peninsula Recreation Commission, whereas if we looked at a different location, we certainly would be uh paying those land acquisition costs."},{"t":3095,"text":"Uh lastly, I just also wanted to highlight the current state of our facilities. Uh in 2025, we conducted a building condition assessment with civil engineering and architectural firms."},{"t":3106,"text":"There were no major issues discovered which would uh require large-scale capital projects such as a major renovation or replacement of any large"},{"t":3114,"text":"section of the building. There were typical life cycle issues identified with various systems and those are all well in hand through our capital"},{"t":3121,"text":"planning process and our asset management process. The next largest project that we're engaged in is an accessibility upgrade to our arena"},{"t":3129,"text":"complex. Uh arena B is the oldest portion of the building. uh and it certainly is due for for an update."},{"t":3137,"text":"We're currently in the design process through the rest of 2026 and likely through most of 2027. Uh at this point, we're anticipating that project will be"},{"t":3146,"text":"in about 7 to 7.5 million. Uh but design work still is required."},{"t":3153,"text":"So, thank you very much. Uh the report before council tonight seeks uh approve approval of two related documents governing North Sanich's"},{"t":5065,"text":"continued participation in the BC emergency health services first responder program. Uh the first is the new first responder services agreement"},{"t":5073,"text":"or FRSA as it's known and the second is the North Sage Fire Department's operational response plan uh known as"},{"t":5079,"text":"the OP. Uh North Sage Fire has provided medical first responder services for many years. Uh this is not a new service. Uh what is changing is the"},{"t":5088,"text":"provincial framework under which the service is governed and delivered. The F FRSA uh document establishes the legal"},{"t":5096,"text":"and administrative framework including roles and responsibilities, medical oversight, information management, insurance, liability and indemnification."},{"t":5105,"text":"The RP establishes how North Sanage will participate operationally essentially when medical incidents or pardon me"},{"t":5113,"text":"which medical incidents the department will respond to. What has changed uh along with the new F FRSA? BC Emergency"},{"t":5120,"text":"Health Services has transitioned from the former medical priority dispatch system or MPDS to the clinical response"},{"t":5127,"text":"model which is known as CRM. Uh the CRM is intended to better match first responder resources to the clinical"},{"t":5135,"text":"urgency of the patient and the potential benefit for early intervention for North Sanch. Uh key categories are the purple"},{"t":5143,"text":"classification which are immediately life-threatening emergencies such as cardiac cardiac arrest or respiratory arrest where seconds and in response"},{"t":5151,"text":"matter. Second is the red classification which are high acuity potentially life-threatening emergencies where early first responder intervention may"},{"t":5159,"text":"significantly benefit the patient. The third is the orange classification which are serious medical incidents where response can also take BC emergency"},{"t":5169,"text":"service ambulance availability into consideration under the proposed north sanit uh the"},{"t":5176,"text":"purple classification calls we will continue to respond to red classification we will continue to respond to those calls [sighs] orange"},{"t":5183,"text":"classification we will respond where the anticipated ambulance delay is greater than 10 minutes and there is the fire service accession call classification"},{"t":5192,"text":"which we will respond to as well. Uh fire service exception calls recognize instances such as motor vehicle collisions, rescue or extrication calls,"},{"t":5202,"text":"hazardous environments or hazardous materials calls and other situations where fire department capabilities are required beyond medical treatment. The"},{"t":5210,"text":"important point is that the proposed ORP maintains North Sanage's existing level of medical first responder services while providing a more targeted and"},{"t":5219,"text":"clearly defined response framework. The OP will also remain an operational document administered and periodically"},{"t":5226,"text":"reviewed by the fire chief as the program evolves. In terms of medical first responder scope, one additional clarification relates to where North"},{"t":5234,"text":"Sage provides medical first responder services. Uh medical first responder response under the program are limited"},{"t":5242,"text":"to incidents within North Sanage. Um over time an informal practice had developed where North Sage resources have occasionally responded to medical calls in neighboring municipalities."},{"t":5253,"text":"Those responses are not under the exist are not required under existing mutual or automatic aid agreements which are fire protection agreements. uh"},{"t":5262,"text":"committing north Sanch resources outside the district for medical calls can reduce the availability of the department for core fire protection"},{"t":5268,"text":"services and emergency response m uh requirements within the municipality."},{"t":5274,"text":"BCHS remains the primary medical response agency throughout the region."},{"t":5279,"text":"Uh this does not change our regional fire protection relationships. Existing mutual and automatic aid arrangements for fire, rescue, hazardous materials and other emergencies remain unchanged."},{"t":5290,"text":"So, in terms of council's approval, um, bringing it back to the decision tonight, uh, council is being asked to authorize the CAO to execute the new"},{"t":5299,"text":"BCHS first responder services agreement and to approve the North Sage Fire Department operational response plan. The clinical response model establishes the clinical priorities and the OP establishes how North Sire will"},{"t":5316,"text":"respond. Together, they allow us to continue providing medical first responder services within North Sanage under the new provincial framework while"},{"t":5324,"text":"ensuring our resources remain available to the community for core fire protection services and emergency response needs. It's really a transition to the critical response model versus the previous medical priority dispatch system. Within that coding uh those classifications are"},{"t":5535,"text":"then bundled into sort of the purple, red, orange critical response model classification. So that is automated through the"},{"t":5551,"text":"computer AED dispatch system used by BCHS on their side which carries on in in its current fashion. Um that could could be due to u uh"},{"t":5752,"text":"different climatic conditions, different fires, just luck even uh perhaps uh spring storms and that could change"},{"t":5759,"text":"around uh come fall. But we are definitely on track. our community outreach prevention uh thing um programs"},{"t":5768,"text":"are all working well. We've had many positive engagements uh with the community. Uh fires smart uh events are"},{"t":5776,"text":"ongoing and uh we've had a number of activities and uh certainly an uptick in interest with uh fires smart."},{"t":5786,"text":"Um currently during this uh state of emergency, it's not on report, but I'll share that we do have uh three"},{"t":5792,"text":"firefighters uh working and one vehicle and they are in uh the neighborhoods of Clinton and Summerland. This is my first Q1 Q2 monitoring report that I've done and uh if I do it in such a way that there's not enough information. Please just ask and I'll carry on from there."},{"t":6430,"text":"I'm breaking the report down into two departments, the planning department and the building department. So I'll start with the planning department. So uh"},{"t":6438,"text":"effective June the 1st of this year uh you hired an interimm director of planning community services uh to provide leadership and oversight to the"},{"t":6446,"text":"planning and community services department and uh since then we've had recruitment uh currently underway for"},{"t":6454,"text":"the manager planning position which has been vacant for quite a while uh with the goal of having the position filled by November of 2026."},{"t":6465,"text":"Uh during the first half of 2026, staff undertook a comprehensive zoning"},{"t":6472,"text":"bylaw review and developed zoning bylaw 1606 brackets 2026 which was given first reading on April 27th, 2026."},{"t":6483,"text":"uh staff have reviewed the April 1st uh also on uh uh June 15th we received the"},{"t":6491,"text":"housing advisor report dated April 1st 2025 staff particularly in the planning department spent a considerable amount"},{"t":6500,"text":"of time in June and July reviewing that report uh for the purpose of informing the response letter. Um and uh staff"},{"t":6510,"text":"continue to process the previously submitted or approved development permits, development variant permits,"},{"t":6517,"text":"reszoning applications, OCP amendments and board of various application. And just a just a sidebar some statistics on"},{"t":6525,"text":"that. We are processing at this time uh six development per variance permits, 10"},{"t":6532,"text":"development permits, uh six uh zone changes with one zone"},{"t":6539,"text":"change including an OCP amendment, seven subdivisions, one board of variance application. Uh we"},{"t":6547,"text":"have two temporary use permits, one for a film studio and one for uh soil uh soil deposit and storage at Canadian"},{"t":6556,"text":"Tire. And these two applications do not include the short-term rental temporary use permit applications. Uh we have"},{"t":6565,"text":"about three of those on the go, although we've had five or six applications, but"},{"t":6572,"text":"some of the properties were found to be illegal. So, we can't issue a temporary use permit for illegal properties, but"},{"t":6580,"text":"we are showing these owners how to how to become legal under the building code."},{"t":6585,"text":"In many cases, it's really not a big deal. It's about access, proper access, proper fire plan and uh proper proper uh"},{"t":6594,"text":"smoke detectors and so on. Um and we also have a new uh uh reasonzoning application that came in last week."},{"t":6607,"text":"Uh there's been a notable increase in bylaw contravention cases since January the 1st of this year. Staff continue to"},{"t":6614,"text":"expense considerable time working with the owners to educate them on bylaws as they relate to public and private"},{"t":6623,"text":"property as well as permit application processes."},{"t":6627,"text":"Staff continue to address non-compliance issues with zoning when reviewing building permit applications. We're"},{"t":6635,"text":"fielding a growing number of inquiries related to the developer potential of properties in consideration of the OCP"},{"t":6643,"text":"update and the anticipated zoning bylaw update and the housing target legislations and the proposed directives"},{"t":6652,"text":"from the Minister of Housing. The department has processed in excess of 160 property information reports."},{"t":6660,"text":"Um, and now I'll turn my attention to the building department."},{"t":6665,"text":"Um, oh, sorry. There's let's let's get to tree permits. It should be noted that a significant amount of the arborous"},{"t":6672,"text":"time continues to be spent dealing with tree bylaw contraventions and not applications per se. And if you look at"},{"t":6681,"text":"table one on page three of the report, uh the tree permits issued in the first and second quarters of 2026"},{"t":6690,"text":"is 170 as compared to the third and fourth quarters of last year which was 177."},{"t":6699,"text":"And when we look at trees removed in the first half of 2026, that's 84."},{"t":6707,"text":"Whereas the second half of 2025, 421 trees removed. Permit fees in the first half of 2026, just over $26,000."},{"t":6719,"text":"Permit fees in the last half of 2025, just over $17,000."},{"t":6726,"text":"And we move into uh building activity in the uh so building permit applications, we've had 82 in the first half of this"},{"t":6734,"text":"year. Um 17 of those have been for single family residential building permits uh in residential housing units"},{"t":6742,"text":"like suites and cottages and so on. 17 uh permit applications and the rest of those 82 applications have been for"},{"t":6750,"text":"everything else that you would need a building permit for. Um then we move on to bylaw complaints. They continue to"},{"t":6757,"text":"remain on par for the year and staff are finding a greater number of compliance issues with parking and noise [snorts]"},{"t":6764,"text":"with parks misuse particularly at Lily and Hoffford Park and with illegal short-term rentals which we've been"},{"t":6771,"text":"looking after in the last two months. Uh so below in table three, the bylaw complaints received"},{"t":6779,"text":"in the first half of this year is 70 as compared to the last half of 2025 at 58."},{"t":6787,"text":"Bylaw tickets issued over the last 6 months are 10 and in the last 6 months"},{"t":6793,"text":"of 2025 30. Okay. And finally, when we look at building permit values for the first half of this year, we have in"},{"t":6802,"text":"excess of $12 million in building permit value as compared to the last half of"},{"t":6808,"text":"2025 where we've had $10.5 million in building permit value. Uh just one more"},{"t":6817,"text":"note with respect to occupancy permits in the first 6 months. It looks like we've given occupancy permit to one"},{"t":6825,"text":"single family development house with a suite, to five single family development"},{"t":6833,"text":"houses uh without a suite, and to um three"},{"t":6840,"text":"um secondary suites that are developed in an existing house. So in terms of what we might report in our next monitoring report in terms of new"},{"t":6849,"text":"houses, it's probably 10 new dwelling units we would be able to report at this time of the year. It is an all organizational initiative. So um it does require um training uh understanding how"},{"t":7273,"text":"that framework um would work within um our local government. It's not a widely used governance model by municipalities"},{"t":7281,"text":"right now in Canada. So um that that was quite a lot of work. But I just will um just uh acknowledge that that work has"},{"t":7289,"text":"not we have not had the internal capacity to undertake that work. I just thought I would just introduce the staff report and then of course we have our interim director of planning as well um to to answer any questions that council"},{"t":7387,"text":"may have. So, I just I thought I would just start um we did have a couple uh some comments around um some concerns around the staff recommendation um"},{"t":7395,"text":"during public participation. So, I just thought I would um start by just making it clear that the staff report in no way suggests that planning staff will"},{"t":7403,"text":"formally amend the bylaw without council review or public input. Um so, the zoning bylaw update is intended to"},{"t":7410,"text":"implement the current OCP um which has not changed. So staff's role is to gather and consider feedback and then"},{"t":7417,"text":"based on that feedback recommend potential amendments to council at a second reading. Um so I just wanted to make that clear. Um and that those"},{"t":7427,"text":"proposed amendments would then be presented as a redline version um at second reading and be subject to public feedback and council consideration,"},{"t":7435,"text":"council questions. Um ultimately only council has the authority to give readings to a bylaw and then make the"},{"t":7442,"text":"final decision um to to adopt that bylaw. Uh any amendments and final adoption therefore remain firmly within"},{"t":7450,"text":"council's decision-making authority and the appropriate public process. So I just wanted to kind of give assurance that we're not uh suggesting anything"},{"t":7458,"text":"outside of actually what the April 27th staff report um outlined as the next steps. Um and the April 27th staff"},{"t":7466,"text":"report that did accompany the bylaw that received first reading um had some next steps and those included um refer the zoning bylaw to the advisory committees."},{"t":7477,"text":"Uh refer the draft um sorry the zoning bylaw internally for staff review um and that included all departments. So that"},{"t":7485,"text":"includes the department of infrastructure, public works, emergency services for feedback um external referrals if necessary. um but there"},{"t":7494,"text":"haven't been any external referrals to my knowledge. Um third, public open house that we can speak a little bit about with respect to a future um public"},{"t":7502,"text":"engagement opportunity. Um and then eventually the second reading which will include any proposed updates based on um"},{"t":7509,"text":"the feedback received for council's consideration. So we're not suggesting that we change any of the process from what's been outlined in the April 27th"},{"t":7518,"text":"report. Um staff have progressed through a couple of those next steps already um including collecting feedback from the"},{"t":7525,"text":"committees um on the zoning bylaw and collecting internal feedback from our inter interdep departmental review. So staff are just simply um seeking some council direction now um to"},{"t":7548,"text":"to get a sense of um whether we should continue as outlined in that April 27th staff report based on our current OCP"},{"t":7555,"text":"which does align with um council's response to the minister um or if they would like us to take a pause to wait"},{"t":7564,"text":"for final directives. So, um you have the staff recommendation in front of you which um does indicate that staff are recommending that we proceed with the"},{"t":7572,"text":"process that's already started considering um we are well past our um deadline of December 31st to adopt the zoning bylaw and we have an OCP that was"},{"t":7580,"text":"newly adopted um and so the zoning bylaw would um aim to implement that OCP um"},{"t":7588,"text":"the process that's already begun. So, I think um I mean at the very least we'd be looking at 6 months for some of those changes. Um and"},{"t":8203,"text":"that's not to say, you know, that the final directives will look exactly like that, but um and I think that's some of"},{"t":8210,"text":"the consideration that staff um considered as well with respect to putting something on pause while we"},{"t":8217,"text":"wait. Now, I would say that we don't know what the final directives are going to be. We did have a lot of discussion about what that could or should look like. So, we didn't want to pigeon hole anybody into it, which is why it's a little more broad. And if history has taught us anything is that you pay now or you pay later. Um,"},{"t":10346,"text":"and so by shrinking the scope and shrinking it, I I think it's going to provide immeasurable benefit to the residents of North Sanage. Um, but I do"},{"t":10355,"text":"think we're going to regret that decision by going to a smaller facility."},{"t":10358,"text":"Um, you know, recreation is critical um to a healthy community. Um, and our"},{"t":10366,"text":"community we know is aging and and recreation, not just for youth, but for all of our residents, is crucial. And"},{"t":10373,"text":"there isn't a day that I'm not a panorama that these services aren't maxed out. They're not full. They're"},{"t":10380,"text":"completely full. And we we hear it time and time again, both on the commission and myself as an active coach and volunteer in multiple sports disciplines"},{"t":10389,"text":"across our our our peninsula. Um people aren't using these facilities because they're always full. swimming, fitness,"},{"t":10398,"text":"the weight room, even clay pottery. Like the the registration filled up in hours and there's constant weight lists. And"},{"t":10407,"text":"you know, I I know there's been comments about uh specifically about, you know, subsidizing central sanes municipal."},{"t":10415,"text":"That's not what's happening here. That's not what ever was happening here. We're not subsidizing anything. The reality is is they're building a building whether we partake or not. Um, and why would we"},{"t":10424,"text":"say no to free land? Because the alternative is for us to try and find a space. And the facility needs assessment"},{"t":10432,"text":"that we completed in 2025 showed us there is no space. There is no land for us to access that we currently own um to"},{"t":10441,"text":"build a new recreation facility. So unless we as a council want to go back to individualized recreation services and expropriate land ourselves to build a new facility, this is our best option."},{"t":10452,"text":"It also creates space for our residents to use a facility in our municipality and that's the purpose of this. It's and and honestly, I'm not sure who's been to the gym between 6:00 and 9:00 a.m. or 4 p.m."},{"t":10474,"text":"and 8:00 p.m. Good luck finding a machine, right? Um and so and to the point, yes, $1,200 a square foot, Council Manki's math is pretty accurate there. But we also do need to acknowledge we have three and four years to plan for that absorption for the community to plan for that.
