I'm a resident of the Schwarz Head neighborhood of North Sanage."},{"t":332,"text":"[clears throat]"},{"t":333,"text":"The report on the living systems beyond growth building future forward KPIs conference states that the purpose of"},{"t":341,"text":"the conference was to support the district's official community plan which embeds donut economics at its core and"},{"t":348,"text":"the implementation plans that align with the OCP objectives."},{"t":353,"text":"If the conference was intended to shape how the goals of the official community plan would be measured and implemented, then why were not all members of council in attendance?"},{"t":363,"text":"Why was the public excluded?"},{"t":366,"text":"These questions raise several governance issues for me. [snorts] The key issues as I see them are, were all counselors informed about the date and time of the"},{"t":375,"text":"conference in advance? Were all counselors offered the opportunity to attend? Were attendance criteria transparent?"},{"t":386,"text":"As members of the North Sanage community may have wanted to participate and contribute, how is the public informed?"},{"t":393,"text":"And will any proposed key performance indicators ultimately come before the council for public debate and approval?"},{"t":402,"text":"In a municipality such as North Sanich, an official community plan is adopted by the entire council after public"},{"t":409,"text":"consultation and represents the community's long-term vision. Any framework used to measure the success of"},{"t":416,"text":"that plan should therefore be subject to review, discussion, and approval by the full council in a public setting. Any"},{"t":425,"text":"preliminary planning or information should be available to all counselors and in the most transparent and equitable manner. If some counselors and"},{"t":435,"text":"the public were excluded, it raises serious red flags for me regarding how this council regards governance."},{"t":442,"text":"Thank you for your time. We can't be talking about stuff that is routinely dealt by staff and we can't be talking"},{"t":519,"text":"about persons or positions within the district. Thank you. Those things are not to be discussed during public participation."},{"t":535,"text":"Those are things that are routinely dealt with by staff. This is a staffing thing. You're staff reports to us."},{"t":541,"text":"You are bringing up we pay your salary."},{"t":546,"text":"Several months ago, I asked Mayor Jones if the majority of North Sanage residents wanted to keep North Sanage pretty much as it is, a rural community,"},{"t":554,"text":"and he indicated that was the case. And now we find out via Next Door that our popular planner, Mr. Mone who has experience working in a very small"},{"t":562,"text":"community has been shoved aside. We should probably permanently be talking about staff members."},{"t":568,"text":"So we cannot be talking about staff members. No, we can't. Yeah. My concern is the"},{"t":648,"text":"prodevelopment staff of the stance of the person you have in rep in place now."},{"t":655,"text":"Yeah. Okay. [clears throat] Unfortunately, you can proceed and if you certainly have something to discuss with this council, it's absolutely fine."},{"t":666,"text":"But as long as it doesn't involve staff, if it continues to involve staff and fortunate enough to ask you, you know, to sit down so we can proceed with the coun council meeting."},{"t":679,"text":"So we have no say at all in the staff that you hired, what they are doing, what their stance is, that they're"},{"t":686,"text":"ignoring the wishes of the majority of the North Sanage residents."},{"t":691,"text":"Look, we're not going to get into these discussions, but when you say the majority of North Sanage residents, we've got over 12,000 residents. No, but you to I asked you specifically several months ago if the majority of North"},{"t":705,"text":"Sanage residents wanted to keep North Sanich pretty much as it was and you said yes, which is true. Yes."},{"t":712,"text":"But what you're saying is you you're reading from someone that's put something in a periodical which can be next door whatever whatever it is with no rebuttal to it which all of council"},{"t":721,"text":"here I believe all of council they can certainly comment if they disagree [clears throat] may agree with part of it all of it or none of it. So we can't keep we cannot go down this path."},{"t":735,"text":"So again, I'll ask you if if you wish to continue, as long as it doesn't involve staff, you're more than welcome to continue. I am 100%"},{"t":849,"text":"against anything going to the UDI the urban the urban institute period."},{"t":855,"text":"I've only ever agreed with UDI once and that's when they criticized the uh [clears throat] the the souk reservoir"},{"t":864,"text":"and the $4 billion that was going to be spent. All the years I've been working in this, that's the only time I've ever agreed with UDI. So, personally,"},{"t":872,"text":"absolutely not. And if that were going to be presented to council, I would I would start a motion that that would say no, we do not contact the UDI."},{"t":884,"text":"That's my big concern actually."},{"t":888,"text":"Well, and just through the chair, we also can't be having this type of back and forth. I was not interested in speaking, but now I have a question for you. I'm here tonight to express my concern about the direction of the planning process at a critical time in North Sanage as the"},{"t":1174,"text":"new zoning bylaw moves forward to adoption and implementation of our official community plan."},{"t":1182,"text":"North Sanage is not a typical municipality. Typical and usual methods methods of governance and corporate"},{"t":1189,"text":"structure may work in lots of mun municipalities, but the community charter allows for a wide lane to accommodate our community."},{"t":1199,"text":"a community that has had and continues to emphasize the importance of improving and protecting the productivity of"},{"t":1207,"text":"farmland, improving food security, preserving rural community, supporting local food production, and maintaining"},{"t":1214,"text":"the unique character that residents value. These priorities are clearly reflected in our OCP and have been"},{"t":1222,"text":"reinforced through years of public engagement."},{"t":1226,"text":"For that reason, residents expect anyone serving as a director of planning, even on an interim basis, to possess strong"},{"t":1235,"text":"knowledge of the values and priorities outlined above and have experience with agricultural matters and committees. So"},{"t":1243,"text":"far, what we have heard is that the director of planning, who is on leave, will no longer be involved. a director"},{"t":1252,"text":"that spent countless hours getting up to speed on agricultural matters through community engagement and consultation."},{"t":1261,"text":"In my mind, the director of planning, who is on leave, clearly understood these matters and values as reflected in"},{"t":1268,"text":"the OCP that he was instrumental in writing. We have also heard that the interim director of planning does not"},{"t":1276,"text":"have experience with agricultural committee."},{"t":1278,"text":"The chair, I'm sorry, I'm going to interject again. We have to stop doing this. We cannot be talking about staff"},{"t":1285,"text":"and their experience. This this is this we are not going to start presenting our staff to provide their"},{"t":1293,"text":"CVs to the entire community. Um, I would suggest at the very least a redline version of the draft bylaws be compared to the version that"},{"t":1310,"text":"received first reading on April 27th and be made available to the residents of North Sanich and the various committees"},{"t":1317,"text":"set up by the council to ensure the amended bylaws support the OCP in keeping urban settlements compact,"},{"t":1325,"text":"protect the integrity of rural communities and fosters a resilient food and agricultural system. I do not"},{"t":1332,"text":"believe we need a review of our bylaws be the urban development institute. I would further suggest that the director of planning who is on leave be consulted through the process. Thank you."},{"t":1345,"text":"[applause]"},{"t":1351,"text":"[snorts]"},{"t":1352,"text":"This is uh oh uh I'm Terry Gould, a citizen of the free state of North Sanage."},{"t":1365,"text":"I'm going to dive bomb from another direction."},{"t":1369,"text":"Uh, at your next council meeting, please pass a disclosure resolution stating"},{"t":1376,"text":"that if a request for a zoning change is brought before council by a close relative of a cl counselor, such as an"},{"t":1385,"text":"in-law, that that counselor declare in open session his or her relationship to"},{"t":1392,"text":"the proponent of the zoning change before participating in any official discussion or vote on the matter. And"},{"t":1402,"text":"that if staff or other counselors know of such a close relationship, they"},{"t":1409,"text":"should be obligated to inform the mayor, who will then request that the counselor declare in open session his or her"},{"t":1417,"text":"relationship to the proponent of the zoning change. I think we can all agree it will be a lot better to reveal close"},{"t":1426,"text":"ties up front than to be embarrassed by a revelation later. Thank you. Jack Thornberg, North Sanage."},{"t":1452,"text":"I'm here to mention a staff member, but in the in the nature of a commenation,"},{"t":1461,"text":"um, Mr. Mazone, our chief planner, wrote a letter to the senior manager of"},{"t":1469,"text":"regional planning of Capitol Regional District September 8th last year."},{"t":1475,"text":"And in it, he was responding to uh the CRD's uh seeming pressure on uh extending the"},{"t":1486,"text":"urban containment boundary out out into North Sanage."},{"t":1491,"text":"Um and Mr. Mazone was saying that our OCP"},{"t":1501,"text":"in this letter uh is in alignment with the CRD's regional growth strategies which it certainly seems to be and he w"},{"t":1510,"text":"he would know he's worked so hard on that. Uh so I don't know the nature of his leave"},{"t":1518,"text":"of absence or why or if he's coming back or not but I just wanted to say this one line um sums up the brilliance of the"},{"t":1527,"text":"man and uh the importance of his being with us and and uh having had the"},{"t":1535,"text":"influence he has. He said uh in the letter, \"The CRD seems to be"},{"t":1543,"text":"seeking to use the regional context statement review process as a means to facilitate an expansion of"},{"t":1551,"text":"the urban containment policy area boundary into North Sanish."},{"t":1557,"text":"Feliche nails it and uh that's and I'm hoping that he he returns um and certainly uh have valued his expertise."},{"t":1569,"text":"Thank you."},{"t":1570,"text":"Thank [applause] um is anyone else wish to speak? Uh good evening, uh Mayor Jones, council members, and staff."},{"t":1609,"text":"Uh, thank you for the opportunity to speak tonight regarding the proposed short-term rental regulations under consideration by the District of North"},{"t":1616,"text":"Sanich. My name is Blake McKenzie. I do live in Langford, but our company does have an intermunicipal business license"},{"t":1623,"text":"and have operated in the area for 22 years. I've worked in the British Columbia tourism industry and accommodation industry for more than 30"},{"t":1632,"text":"years uh professionally managing short-term rental properties as a proincially licensed accommodation provider by Consumer Protection BC."},{"t":1640,"text":"First, I want to say that I support the district's implementing a licensing framework for short-term rentals."},{"t":1646,"text":"Responsible operators support reasonable regulations, safety standards, accountability, and good neighbor policies. My comments tonight are"},{"t":1654,"text":"focused on ensuring the framework remains practical, flexible, and aligned with provincial legislation. One concern with the current draft bylaw is that"},{"t":1662,"text":"appears to focus primarily on principal residents while not fully recognizing the exemptions already established under the province's short-term rental"},{"t":1670,"text":"accommodation act. This includes legal structures such as fractional ownership agreement properties where multiple owners legally share ownership of a"},{"t":1678,"text":"property. These exemptions are already recognized under provincial uh legislation and I believe should also be recognized within the district's local"},{"t":1686,"text":"framework. Also think it's important to remember that many affected owners are not speculators. Some are longtime families with deep ties to North Sanage"},{"t":1694,"text":"who have owned family cottages here for generations. One family I've known has owned their cottage since the 1930s."},{"t":1701,"text":"Today, many of these owners are already paying the speculation tax along with some of the highest property tax rates while also being restricted from"},{"t":1709,"text":"short-term renting their properties when they are not personally using them. That is why I encourage the council to ensure that the district's bylaws remain"},{"t":1717,"text":"flexible moving forward. If provincial rules soften in the future as housing conditions evolve, local bylaws uh"},{"t":1725,"text":"should not become an additional barrier preventing these families from responsibly renting their properties again. I would also suggest a"},{"t":1733,"text":"straightforward municipal business licensing system for short-term rentals."},{"t":1737,"text":"The province has already established the registration and compliance framework under the short-term rental accommodation act legislation, which"},{"t":1744,"text":"largely determines who can legally operate. I would also encourage council to reconsider the proposed occupancy limits. A more practical approach would"},{"t":1753,"text":"be occupancy based on legal bedrooms rather than a fixed cap."},{"t":1757,"text":"If concerns relate to noise or parties or modern noise, uh there is uh modern noise monitoring systems are already widely used throughout the industry and"},{"t":1765,"text":"are very effective at reducing neighborhood disruptions. I would also encourage council not to restrict homeowners from renting their principal"},{"t":1772,"text":"residence while temporarily away, provided the property is responsibly managed and a local contact person is available within a reasonable response"},{"t":1781,"text":"time. Lastly, short-term rentals do contribute to the local economy by supporting restaurants, wineries, tourism operators, cleaners, trades people, and many other local businesses."},{"t":1791,"text":"Overall, I believe there's a workable middle ground that supports both responsible operators and neighborhood concerns while remaining aligned with"},{"t":1799,"text":"provincial legislation. So, my name is Bob Pier and I'm the coordinator of the Sanage Peninsula Environmental Coalition and I do this in a volunteer capacity."},{"t":1883,"text":"I live near Horth Hill and I've lived there for about 30 years."},{"t":1887,"text":"My presentation was in two parts. First, it's a brief overview of the Sanage Peninsulian Environmental Coalition or SPEC just as a reminder of who we are"},{"t":1897,"text":"and what our purpose is. And the second is a summary of the community meeting that spec hosted on March 7. And I"},{"t":1904,"text":"understand these two documents are in your package. As I will address you, so as I'm addressing you, I'll be referring to them. And before beginning, I want to"},{"t":1914,"text":"acknowledge and thank my colleagues from Prow Place, friends of North Sanage, Gourd Hardwick, Mark Brownley, and Jerry"},{"t":1921,"text":"Roberts. They've been involved with spec since the start and uh their advice, their knowledge of this community has been absolutely critical."},{"t":1931,"text":"So to begin, who is the San Peninsulian environmental coalition or spec? So if you refer to the copy of the rack card"},{"t":1939,"text":"in your package, we're a peninsulawide volunteer community coalition that evolved over the 2018 Sydney Summit. Now I'm not sure"},{"t":1948,"text":"whether any of you attended the summit or not. It was tremendous and there were two recommendations from the summit that were that were significant."},{"t":1957,"text":"One was to welcome the adoption of a pan peninsula integrated management plan for habitat and environment and second to"},{"t":1966,"text":"call for municipal and community leaders to work together and advocate for a collaborative approach on the peninsula."},{"t":1973,"text":"A number of us took these recommendations to heart and after a series of meetings with the three mayors of the time, MLA Adam Olsson and various"},{"t":1981,"text":"community groups we formed spec and that was eight years ago. Holy crow. Anyway,"},{"t":1988,"text":"uh during this period of time, we developed a uh bio-regional framework for the Sanage Peninsula and there's"},{"t":1996,"text":"this this document and we worked with you and your staff to have the key principles of bio regional planning jurisdictional collaboration"},{"t":2005,"text":"and ecological inter integrity incorporated into your OCP and other associated documents. We were moderately"},{"t":2012,"text":"successful and we thank you and your staff for your support."},{"t":2017,"text":"So in summary, we're volunteers from a range of peninsula based like-minded groups. Our message is that the environment doesn't recognize municipal"},{"t":2025,"text":"boundaries and our work focuses on building public recognition and municipal support for improved jurisdictional collaboration. All in an"},{"t":2034,"text":"effort to build on the recommendations from the Sydney Summit."},{"t":2039,"text":"However, we all know that an OCP is a policy document and it's nice to have supportive wording, but without clear actions that measure and monitor"},{"t":2047,"text":"outcomes, it's hard to determine whether progress is being made. So, 18 months ago, SPEC launched what we call checkup."},{"t":2055,"text":"And checkup is fundamentally analysis of how the municipalities described outcomes and actions align with the"},{"t":2062,"text":"principles of our regional planning. To assist us with the analysis, we've partnered with action on climate change program at Simon Fraser University."},{"t":2071,"text":"Needless to say, their professional academic approach has brought rigor to check up that spec couldn't have accomplished on its own. And thus, the"},{"t":2080,"text":"March 7th community meeting, which I'll quickly re report on, and again, it's in your agenda package."},{"t":2089,"text":"Before res reviewing the results, I want to thank Mayor Jones, councelor Sanji for attending the meeting and also Mayor Jones for your opening remarks."},{"t":2099,"text":"The purpose of the March 7th meeting was twofold. Update the community on specs checkup efforts to date and to gather uh"},{"t":2107,"text":"feedback on a set of six indicators where that would have been identified as critically important to barreional planning. nature-based solutions, living"},{"t":2116,"text":"shorelines, tree canopy, healthy landscapes, landscape conductivity,"},{"t":2123,"text":"agriculture and food systems. If you want more information, each of these indicators is described in the March 7th notes."},{"t":2131,"text":"As mentioned, SFU conducted an analytic research of North Sanage's OCP as well as Sydney's and Central Sanes. At the"},{"t":2139,"text":"March meeting, this analysis was presented to to those in attendance and the following themes emerged."},{"t":2147,"text":"Climate is acknowledged in each OCP."},{"t":2149,"text":"However, it's best to address climate change challenges collectively, not municipality by municipality."},{"t":2156,"text":"The OCP content recognized that nature and the environment span municipal boundaries. However, there is little evidence of shared ecological"},{"t":2164,"text":"priorities, a common approach to natural assets management within the three municipalities or common mapping frameworks."},{"t":2173,"text":"While jurisdictional collaboration was mentioned as being valued, it only happened informally. As a result, environmental concerns are being"},{"t":2180,"text":"addressed within each municipality rather than any coordination."},{"t":2185,"text":"And the public's becoming increasingly frustrated by the policy versus practice gap. Community residences are"},{"t":2192,"text":"experiencing a significant disconnect between what's written in the OCPS and what's actually happening on the ground."},{"t":2200,"text":"During the workshop portion of the meeting, these four themes were discussed by attendants by attendees with the following feedback. There's"},{"t":2208,"text":"public expectation that the three municipalities should coordinate their approach to the management of the environment and natural assets. The"},{"t":2215,"text":"public wants to see a renewed commitment by the mayors and counselors to meet jointly on a regular basis."},{"t":2222,"text":"In order to protect the environment, the municipalities need to better coordinate the management of water, riparian property, and natural shorelines."},{"t":2230,"text":"Our agricultural lands are critical. As a result, the municipalities need to better support the peninsulan area agricultural commission. There's a need"},{"t":2240,"text":"for an interpersonal sorry an intermunicipal advisory body to address these issues. Perhaps something like a"},{"t":2248,"text":"Sanage Peninsula Environmental Advisory Commission. Whether formal or informal, something like this commission is needed to enable by regional planning."},{"t":2257,"text":"To conclude, the residents of the Sanage Peninsula have strong environmental values. They recognize the positive efforts that are"},{"t":2265,"text":"being made at the municipal level level given your limited capacity. However, they do expect the three local governments to better collaborate and"},{"t":2273,"text":"work together to protect the health of the peninsula and the health of its citizens."},{"t":2279,"text":"As to our next steps, uh, Spec and Simon Fraser University are just preparing a final research document. This analysis"},{"t":2287,"text":"is based on a series of dashboards kind of where the you get an arrow on the on the dashboard kind of a standard"},{"t":2294,"text":"technique. Um so this analysis is based on a series of dashboards. The final report will be publicly available in a"},{"t":2302,"text":"week or so and it'll be circulated to each of you and to each council. If you and your staff have any questions about the report, I'd be glad to meet meet"},{"t":2309,"text":"with you. In addition, over the summer months, spec will be developing our approach for the upcoming municipal election in October. We'll be outlining"},{"t":2318,"text":"our expectations for each candidate regarding the position on the three principles of bio regional planning, in particular jurisdictional collaboration."},{"t":2328,"text":"So, thank you for the opportunity to speak to council this evening. Are you at this point in time engaged with other members of the community to create a"},{"t":2408,"text":"central system something similar to pack?"},{"t":2412,"text":"Um we're we're in discussion with central Sanage and with Sydney about that. We don't see it as our responsibility to do that, but we"},{"t":2421,"text":"certainly recommend that something like that be done. We've got some ideas as to what a terms of reference might look like and we've got some some straw dog"},{"t":2429,"text":"ideas, but and we're glad to have that conversation, but we don't really see it as that's for us to do unless I'm misunderstanding you."},{"t":2440,"text":"Um, no, thank you. You're not you've got what I was looking at. So in terms of how you vision the terms of reference or"},{"t":2448,"text":"of a organization coming up that is able to coordinate all the three"},{"t":2455,"text":"municipalities environmental aspect and you're absolutely right climate any modeling that's done looks at north"},{"t":2463,"text":"senage with just four data points uh so getting granular data is always critical so if you do have some framework or"},{"t":2472,"text":"terms of reference which could go to different committees or commissions. However, the different or to the council, it probably will help"},{"t":2481,"text":"to move the process forward. So, I would suggest if possible to share that with staff and council. Yeah, the the report"},{"t":2489,"text":"that we're finishing with uh Simon Fraser University in the next week or so talks about the Sanage Pen potential"},{"t":2496,"text":"Sanage Peninsula Environmental Advisory Council or Commission and we detail and draft out a set of set of terms terms of"},{"t":2505,"text":"reference in the document that you'll be receiving. What is the rationale behind creating a policy that"},{"t":2573,"text":"is may have a financial impact on the residents"},{"t":2581,"text":"through the chair? Um the purpose of the policy was to um find another way to um"},{"t":2590,"text":"reduce any issues with um people who are experienced in local government. um from"},{"t":2598,"text":"moving from one municipality or region to another. Um vacation is something that's really valued for a lot of"},{"t":2606,"text":"employees and so by honoring the vacation that they may have already acred um we may be able to uh secure strong candidates."},{"t":2617,"text":"If I may uh continue on on that line. Um how many districts in BC have this policy?"},{"t":2628,"text":"We looked specific through the chair. We looked specifically in our um the capital region. Um and sorry, let me"},{"t":2636,"text":"just pull that. Right now we currently have three who use the uh similar model"},{"t":2642,"text":"um of acknowledging prior service. Um and then there's three others that um focus solely on negotiation which we"},{"t":2651,"text":"don't particularly feel is an equitable way of um bringing new staff to the district."},{"t":2661,"text":"[clears throat]"},{"t":2661,"text":"If I may continue. Um, usually when we're dealing with uh federal government, the pot of money that the funds are moving through is the same."},{"t":2672,"text":"However, with regional areas, we the taxes that are paid here, we are now supplementing another municipality that"},{"t":2680,"text":"may or may not have given the vacation uh payout to an individual."},{"t":2687,"text":"At most places, if I'm not mistaken, when somebody leaves, there is a payout in lie of not taking vacation. Would I be correct in that assumption?"},{"t":2699,"text":"Uh thank you for the question through the chair. Yes. When when an individual leaves their place of employment at another local government, um they are"},{"t":2707,"text":"obligated to uh pay out any uh unearned hour or you know hours that they're not able to take. So for vacation pay, if they had time still owed to them, that"},{"t":2715,"text":"would be paid out. And when they come to the new organization, they start a fresh. And so that's where this policy, if they were coming to North Sanage, as"},{"t":2723,"text":"an example, um we could uh offer them similar number of weeks as opposed to starting at the base. And it's it's not"},{"t":2733,"text":"something that a union position can negotiate."},{"t":2740,"text":"If sorry if there's somebody else is anyone else question."},{"t":2746,"text":"Yeah, thank you. Just through you to staff and just for confirmation it's on page two of the staff report where it's the proposed policy years of service"},{"t":2753,"text":"versus additional days. That's just through to staff. This is reduced compared to what other municipalities"},{"t":2760,"text":"are doing in the form of like this isn't somebody with 5 to 10 years service from one local government to another in the"},{"t":2768,"text":"municipalities that have already adopted this policy. This is actually less than what they're getting if they went to other municipalities that have a similar policy. Is that correct? [clears throat]"},{"t":2776,"text":"What we're proposing here is actually less. So the three municipalities that currently have this policy, if they went to one of those municipalities, they would actually get more holidays than"},{"t":2784,"text":"what we've proposed. Is that correct? uh through the chair there is one that that"},{"t":2792,"text":"um I guess the way that we've we've proposed it in this policy is that it's sort of capped. Um there is a"},{"t":2799,"text":"municipality that doesn't necessarily cap it. Um and then there is another the other municipalities do cap it. So it's similar. Um so I would I would I would say I would call it comparable."},{"t":2810,"text":"Yeah. Yeah. Can stop."},{"t":2815,"text":"Yes. Thank you, chair. I just have a comment uh with regard to this. I think it's a good policy for uh retention,"},{"t":2824,"text":"recruitment and retention of staff because it gives us a consistent framework for recognizing prior local government experience."},{"t":2833,"text":"Um because if you've been say working for Sanich or Victoria or Oak Bay and you've been there for 10 15 years and"},{"t":2842,"text":"then you come here as an experienced professional say engineer or chartered accountant or whatever the profession is"},{"t":2851,"text":"then instead of starting with one week of vacation you can you know have uh a"},{"t":2858,"text":"negotiation negotiated uh allowance for say 3 weeks or four weeks whatever you had when you left Victoria or Oak Bay."},{"t":2870,"text":"So I think this is um this is a policy which is uh you find in many many"},{"t":2877,"text":"workplaces today uh particularly government uh at all three levels of government where you can transfer your"},{"t":2886,"text":"uh vacation or if you can't do it automatically it's a subject of negotiation."},{"t":2892,"text":"So I think it's a very good uh fair if you like and transparent policy in order"},{"t":2899,"text":"to help employees uh for us in North Sanage to keep employees as well. Uh in terms of the number of days allocation that are being awarded or would be"},{"t":2920,"text":"proposed is that per anom addition to what they're usually allowed or is it once off"},{"t":2928,"text":"through the chair? The way that um the wording has been proposed is that it's given on at the time they join the"},{"t":2935,"text":"district um and then equal value is placed on the time they spend with the district. So in order to move to the next vacation allotment which they would"},{"t":2944,"text":"be entitled to through the collective agreement um they have to serve that time with the district. So it's it's not"},{"t":2951,"text":"it's it's a one time um and then the approval"},{"t":2958,"text":"and this is only applicable for new uh potential employees or is it also"},{"t":2965,"text":"applicable to the current employees through the chair? Um the the report specifies that it's for new and um"},{"t":2973,"text":"existing through through the chair. If it is about existing employees getting"},{"t":2981,"text":"additional 3 days, how far back are we going? Are we going 5 years, 10 years back? So, that onetime cost of bumping everybody up to where this"},{"t":3087,"text":"policy would dictate them to be and then after that it would just be when people were hired. Um I know that I don't think that there be a person in this room could say"},{"t":3604,"text":"that I wasn't the tightest counselor on council when it comes to spending taxpayers money."},{"t":3611,"text":"[snorts]"},{"t":3611,"text":"However, um I find that um there are areas that we have um we're talking councelor Sha Stava just talked about"},{"t":3620,"text":"costs that are upcoming, but we have spent um we have spent half a million dollars on a harvest hub. [snorts] We"},{"t":3627,"text":"have spent um still yet to come in hundreds of thousands of dollars on a gathering place. So, I think it's not"},{"t":3635,"text":"appropriate to bring up the consciousness of spending money. So uh our taxpayers are being increasingly burdened with um cost of"},{"t":3677,"text":"being offloaded to us and I simply cannot support that. Whether you're a"},{"t":3735,"text":"counselor here in our small district or whether you're a counselor in Oak Bay or"},{"t":3741,"text":"Victoria or uh even Vancouver, it's uh I would say here it's not as full-time of"},{"t":3749,"text":"course as in V Vancouver, but it's still uh takes a lot of work and I I appreciate what councelor McConi and"},{"t":3758,"text":"Councelor Shriveverava have said. I appreciate it very much. But I've been a counselor for 16 years and I think when"},{"t":3768,"text":"I started we only uh received about 1,200 or maybe it was 1,300"},{"t":3776,"text":"Phil's agreeing with me dollars a month and for all the work you have to do meetings gatherings"},{"t":3784,"text":"meeting individuals meeting with groups and then really council is a readathon."},{"t":3790,"text":"It's like being in law school because you're constantly reading. I call it the municipal readathon. And I think if"},{"t":3798,"text":"you're expecting people who are intelligent, rational, who have good ideas, who are innovative,"},{"t":3806,"text":"who want to work for their community, who are who agree to put their names out there so that you know you can be on you"},{"t":3814,"text":"can have thousands or hundreds of people criticize you and disagree with you."},{"t":3820,"text":"Then if you want people who are good and who are working hard, you have to be able to pay something. It's the same"},{"t":3828,"text":"with the mayor's job. I mean, I know that all the mayors I've known, including uh Mayor Jones, it's a it's"},{"t":3836,"text":"more than a full-time job. Uh so even though I understand that it's you"},{"t":3844,"text":"know raising may raise taxes it's still a very actually what we all receive is"},{"t":3851,"text":"will still be not that much compared to the type of work and the service and the"},{"t":3858,"text":"dedication that we all uh bring to the work and to the volume of work. So I just wanted to say that thank you very"},{"t":3866,"text":"much and thank you to the group who did a lot of research as councelor Shrivastava and councelor Debatista said"},{"t":3874,"text":"uh to complete this report for us. Um well firstly I would like to thank the council for endorsing the"},{"t":5381,"text":"conference. It's not been an easy conference to organize. There were challenges internal external from every"},{"t":5389,"text":"aspect that's possible. However, we did succeed in getting almost uh once it was"},{"t":5397,"text":"put on the PIBC website, there were a lot of entries uh request to attend and"},{"t":5404,"text":"most of them were approved including from different planners from across the"},{"t":5411,"text":"island uh ministry as well, policy analyst who had applied uh planners who"},{"t":5418,"text":"had applied for it. uh there were a few invited speakers as well who had different backgrounds including in"},{"t":5425,"text":"planning and policies and different aspects. So they were all included in the uh there was a standard registration"},{"t":5433,"text":"form that was allowed uh through the PIBC link. There were altogether 41 uh"},{"t":5441,"text":"entry attendants. Uh there were lots of volunteers and uh we were quite"},{"t":5448,"text":"fortunate to have uh Ben Martin and Allison Stewart to attend the elders"},{"t":5456,"text":"gathering uh who at the last minute had agreed to do the prayers and welcoming of the uh conference and the attendees."},{"t":5467,"text":"Uh so at this point in time uh we have I've provided a an extensive list of all"},{"t":5474,"text":"the presenters that are given with their bios in the appendix 2 uh with Kate"},{"t":5481,"text":"Roworth the person who actually introduced the donor economic framework uh to the world exposed uh introduced"},{"t":5490,"text":"the concept coming from a background from Oxfam as well as uh working with the UN And uh so that was introduced uh"},{"t":5499,"text":"she was the key speaker [clears throat] followed by her team of Leonora and Electra who did city and regional leads"},{"t":5507,"text":"on donetic framework. Um there it has been applied with over 60 different municip cities and municipalities."},{"t":5516,"text":"Uh Electra is sectoral uh she works on the sectors. She has introduced the food system and actually I should have been"},{"t":5524,"text":"in a conference in Rome attending the food system but I chose not to travel and be here for the conference and then"},{"t":5533,"text":"it goes on and on with different people with different skills. We did have a"},{"t":5539,"text":"evening a dinner uh that was we had the keynote speaker of Trevor Hancock. Those"},{"t":5546,"text":"who are familiar with him would know what an enlightening person he is. Very knowledgeable who has been instrumental"},{"t":5555,"text":"in introducing um wellness and quality of survey within the province including Canada and UN."},{"t":5564,"text":"[clears throat]"},{"t":5565,"text":"Uh I think he was also initially involved in after Bhutan which had done the quality of life survey and happiness"},{"t":5573,"text":"index. Victoria happened to be one of the first cities in the world that also tried to do that and then it was shelved"},{"t":5580,"text":"for after some time. So we had lots of uh interesting debates and conversation."},{"t":5587,"text":"Hopefully through the process there will be a more detailed report that will come out. If you look at the motion uh sorry uh it's appendix A"},{"t":5658,"text":"uh I'm just going sorry back to the motion uh it was conference on donor"},{"t":5668,"text":"economic framework that was the initial one that we had started off with it changed when we decided uh as the"},{"t":5676,"text":"program coordinator we started looking at what aspects are we getting at and how do we go moving forward. The donut"},{"t":5685,"text":"economic term itself, the donut economic term has created some"},{"t":5692,"text":"reluctance in different communities. So to avoid any kind of reference to the donut. uh it was called as the living"},{"t":5701,"text":"system which also allowed it to introduce the notion of future forward which is a common economic term that is"},{"t":5709,"text":"in use that also looks at the future movement."},{"t":5713,"text":"Yes, thank you very much for that. Um I'm sure you covered a lot of uh lot of areas because of the uh the new um the"},{"t":5721,"text":"new title as far as the um um going through your report. It is compreh quite comprehensive."},{"t":5730,"text":"Um I mean it it's it's lengthy 15page report or 16 page. So if you recall"},{"t":5741,"text":"after this was approved council expected some updates."},{"t":5747,"text":"As recently as April 13th, there was nothing to report."},{"t":5755,"text":"With 41 attendees and the quite extensive list of presenters,"},{"t":5762,"text":"their biographies and all, how were you able to cobble it all"},{"t":5769,"text":"together from nothing to report to a a full-on two-day conference?"},{"t":5776,"text":"Excellent question. Um, at the April 13th event, when things are still in"},{"t":5785,"text":"preparation, it is difficult to comment because there are a few other members that we I had been speaking with who had"},{"t":5793,"text":"to cancel at the last minute who didn't make it. So, reporting halfway through does not actually justify the process."},{"t":5802,"text":"and we go through all the different reports and different mechanism. When it's an idea in evolution, you cannot"},{"t":5810,"text":"report about it because we don't know what else is going to change. It's only at the point when it was sent to PIPC"},{"t":5818,"text":"that things started becoming a little more concrete and just on that point PIBC had to approve the program and that"},{"t":5827,"text":"is when things started changing and just for those who are listening in PIBC"},{"t":5834,"text":"deemed this conference eligible for 15.5 CPL units which was recognized as a"},{"t":5841,"text":"professional requirement. So it evolved over the process. That is why when at the 13th April uh update that was given"},{"t":5849,"text":"at that point there wasn't anything concrete that I could talk about uh until the program got finally uh put"},{"t":5859,"text":"together just about two and a two weeks before the conference itself. So there was no time to give additional updates"},{"t":5870,"text":"through your staff unless there's somebody else that wants to talk. Um going through your report um it says"},{"t":5877,"text":"here intended intended impact uh equip planners. Who were the planners that attended?"},{"t":5886,"text":"Thank you. uh none from the district could attend because of um things that I can't get into. However, there were"},{"t":5895,"text":"planners from Sanage. There was planners from uh comm sorry private entities."},{"t":5902,"text":"There was pl there was um a professor of planning from Queen University who presented. There were policy folks from"},{"t":5911,"text":"um the ministry. Um so there have been a range of people who attended through"},{"t":5919,"text":"uh including the I should identify uh there was a planner from Nanaimo who was instrumental or was involved not"},{"t":5927,"text":"instrumental she was heavily involved in the donut framework when Nanaimo introduced it into their OCP"},{"t":5935,"text":"as well as somebody from Okukou who has been looking at living systems and they are also embedding the donut framework into their policy and decision making."},{"t":5947,"text":"Joe, thank you. I remember or through you to uh councelor Shustaba."},{"t":5955,"text":"As I recall, I think that the um majority of council approved a budget of 10 to 15 No, they didn't approve a"},{"t":5962,"text":"budget of 10 to $15,000. I think it um a budget of $10 to $15,000 was suggested as as a possible"},{"t":5971,"text":"um amount that it would take to put this on, but I don't see any uh I don't see"},{"t":5979,"text":"any um thing in the report saying that there was um any money gather or there was there"},{"t":5986,"text":"were people that donated. I see I see that um"},{"t":5993,"text":"coffee was paid directly, food was paid directly, water provided"},{"t":6001,"text":"bottles provided, audio zoom operation, there is no cost associated with that. Was that free?"},{"t":6008,"text":"Um audio video equipment paid by yourself and an honorarium."},{"t":6014,"text":"Um, so there were there there were donations."},{"t":6021,"text":"Um, as well as you talked about it, you just talked about a dinner with a keynote speaker. Firstly, [snorts] if you recollect, you had raised objection about the"},{"t":6042,"text":"district organizing a conference and its impact onto the taxpayers. And at that"},{"t":6048,"text":"stage, there was an an approximate amount that was being uh identified that it could be between 10 to 15."},{"t":6059,"text":"Given that the council was you in particular were not interested in financially supporting the conference."},{"t":6070,"text":"It was up to me to make sure that I got and sorry before I say that at the previous I think it was the April"},{"t":6079,"text":"meeting you asked me if I cannot raise the funds what would happen and I clearly said we won't feed them. That was my comment."},{"t":6089,"text":"Following that, that is when residents reached out and wanted to know how they could manage that was done by them. It I"},{"t":6098,"text":"had nothing to do with uh other than saying we might expect up to 50 people at it. So as far as the funds are"},{"t":6107,"text":"concerned, the there was no fund requested from the district. It was capped as zero cost to the district,"},{"t":6116,"text":"minimal cost if possible because of the printing of some charts. That was all that was and two blankets that were for"},{"t":6125,"text":"the elders. That's what it cost the district in terms of the taxpayers. The rest was all community funded. And you"},{"t":6133,"text":"asked about the operator for the um audiovisisual. Yes, they contribute. They it was volunteers who did that."},{"t":6143,"text":"Okay."},{"t":6144,"text":"And the reason I I asked about that, did you um we do have a policy in relation to gifts and donations. Did you at any"},{"t":6152,"text":"time contact the uh our corporate officer or anyone senior staff to see if gifts that you"},{"t":6160,"text":"were receiving for this event um were acceptable?"},{"t":6166,"text":"Thank you. I did um in terms of the work plan there was an allocation done to"},{"t":6172,"text":"different responsibilities and in there there was the option of getting sponsorship. U at that point I was told"},{"t":6181,"text":"that the staff would not be able to help with the sponsorship. However, we did endorse that I could go and seek"},{"t":6189,"text":"sponsorship. So that's where I my clue was that I could get sponsorship in terms of reaching out to individual uh"},{"t":6198,"text":"sorry to specific senior staff or corporate officer to find out uh who what and where can be done. I had not"},{"t":6207,"text":"done that complete. No, I had not done that. uh other than an informal conversation with staff with regards to"},{"t":6216,"text":"seeking sponsorship and residents contributing."},{"t":6223,"text":"Was there like a lot of these a lot of these costs are small costs I I would think except for all the food to feed 40"},{"t":6230,"text":"people for two days. That's got to be a pretty pretty um large donation. Um was there a dinner at the end that was paid for by anybody?"},{"t":6241,"text":"There was a a conference dinner. Yes. It was paid by the residents. Residents. Correct."},{"t":6249,"text":"Residents. What do you mean? A group of them paid it. Oh, okay."},{"t":6254,"text":"All right. Um, and as far as people that attended, we know that yourself,"},{"t":6261,"text":"councelor McConi, councelor Marshall, the mayor um, spoke briefly at the"},{"t":6268,"text":"beginning, but the information wasn't provided to"},{"t":6275,"text":"councelor Stock, councelor Deatista, and myself. Is there any reason for that?"},{"t":6282,"text":"Counselors who are involved with the are leaison to the different committees were the ones who got the invite because"},{"t":6290,"text":"there was session if you look at the uh agenda it already has three different"},{"t":6298,"text":"elements and that's where it went to and also by very nature of you saying that the conference is not needed you are"},{"t":6307,"text":"projecting what you want which is unknown. So and it was an open"},{"t":6313,"text":"invitation. It was available on the PIBC website. They too had to register"},{"t":6320,"text":"through the PIBC website uh to get in touch with me so that they could register."},{"t":6328,"text":"And Elizabeth May registered on the on the website, did she?"},{"t":6331,"text":"Uh yes, she did. And uh there were few uh members or dignitaries that were sent a special invite."},{"t":6340,"text":"Okay. Um was the room crowded and beyond capacity um at any time?"},{"t":6348,"text":"I don't know what the capacity of the of the building is."},{"t":6351,"text":"Uh yes, it was crowded. No, I don't know what you mean by crowded."},{"t":6356,"text":"No, I mean uh every building every public building has a capacity. We've got a capacity for this room. of 100 or"},{"t":6363,"text":"so. Um, were you at capacity on the afternoon of Friday?"},{"t":6369,"text":"The question here is who was in attendance? Those who registered were in attendance. There was a registration"},{"t":6377,"text":"process. You recently attended the FCM and you had to go through registration as well. Non-register registered entity."},{"t":6390,"text":"We see that at UBCM if you're not registered you cannot enter. The same process was applicable here. There was a"},{"t":6398,"text":"registration process and only those who registered got the opportunity to enter."},{"t":6405,"text":"And um I I'm sure we could belabor this for quite a while as to um this was not I think it's"},{"t":6413,"text":"it's a stretch to to say a conference with 41 people"},{"t":6421,"text":"um has the um the same weight as as an FCM. So we we we both know the difference there."},{"t":6431,"text":"Um I think that it was incumbent upon yourself well I'll make a statement later but as far as my questions to"},{"t":6439,"text":"councelor Shastava and the exclusion um either intentionally or in obviously you've said it was intentional that you"},{"t":6446,"text":"excluded me but whether or not you intended to exclude my my uh colleagues is another story."},{"t":6463,"text":"If other staff have I mean if other counselors have questions."},{"t":6466,"text":"Chair, I just wanted to make a few comments if I may. um about the conference and I I guess you could say"},{"t":6474,"text":"my comments are much they're more general and at the sort of 35,000 ft level because"},{"t":6483,"text":"both myself and uh councelor uh mccllintok and councelor dvatisa had asked many questions at the council"},{"t":6491,"text":"meetings prior to the the uh conference being held on May 20th. We wanted to"},{"t":6500,"text":"know, you know, where it would be held, who would be going, um, if there was a budget, and when it would be. And I can"},{"t":6510,"text":"honestly tell you that in all of those W questions, when, where, who, [gasps]"},{"t":6518,"text":"I didn't know the answers. Um, I didn't know that it was going to be held on May 20th. I didn't know it was going to be"},{"t":6528,"text":"in the that um white building on the uh on the uh plant health center lands. Uh"},{"t":6537,"text":"I didn't know uh who would be in attendance and I certainly didn't know that you'd change the title. Uh and I"},{"t":6546,"text":"understand why. I've read your report. I thought I think your report on it is, you know, really great. So I've read your report. I understand why you"},{"t":6554,"text":"changed the title, but for me, I don't think it was possible without knowing that to find out where it was or when or"},{"t":6563,"text":"who was going. So I just think that if we're going to do things like this in the future"},{"t":6570,"text":"in the interest of good governance and good governance means that all members of council would be informed of these"},{"t":6579,"text":"very basic uh issues if you like or very basic information uh uh I"},{"t":6588,"text":"because without that there's no good governance there's no inclusion of the whole of council and there's no fairness and equity. And"},{"t":6597,"text":"part of being elected officials and being a council is we're supposed to be working as a team,"},{"t":6606,"text":"which [clears throat] I won't comment on. Uh but we're supposed to be working as a team. We're supposed to be thinking"},{"t":6613,"text":"all the time about good governance and inclusion and transparency."},{"t":6618,"text":"And in many cases, this is only one of them. This has not been our case for whatever reason as a"},{"t":6627,"text":"council. And the thing that I really have marked here, you can see my markings is on your page um two of your"},{"t":6636,"text":"report where you talk about hundreds of hours of research, writing and communication went into creating the"},{"t":6643,"text":"draft conference program which was circulated to the conference committee, but we never saw it on council. And I"},{"t":6652,"text":"think it if we're going to do this in the let you know how we always do lessons learned if we're going to do something like this in the future"},{"t":6660,"text":"because it's council who's involved. You were so involved. You did so much work."},{"t":6665,"text":"So did the mayor and count I not sure of the you know exactly the roles of"},{"t":6672,"text":"counselors McConi and uh Marshall but obviously they've worked on it as well and um you know I never saw the conference uh agenda or anything either."},{"t":6685,"text":"So, um I just think that it's part of working together as a team, as a council"},{"t":6692,"text":"that everyone should know anyway. And I think that it wasn't very good that uh"},{"t":6699,"text":"um we we had no knowledge of any of these important issues related to this conference. So, thank you. And as I"},{"t":6708,"text":"said, I thought your report was really good. And uh anyway, thank you."},{"t":6717,"text":"Thank you very much for that. Uh the January 12th meeting late uh council"},{"t":6723,"text":"agenda item late item was included which called it as the living systems beyond growth. There was the it had the date"},{"t":6732,"text":"updates on the May 21st and 22nd. In December when we initially had it, it"},{"t":6739,"text":"was May 14th, 15th or 2122nd because we were waiting to get the keynote speaker to confirm their dates. That's the"},{"t":6747,"text":"reason why it shifted to the later part of the May. So the name change was already given in there. Uh at that point"},{"t":6756,"text":"we were not uh and in there the program this the prodance of the preamble of the"},{"t":6764,"text":"conference and the program was laid out that was given thereafter the it were"},{"t":6771,"text":"the staff members contacted the P planning institute to see if it could be uploaded onto their website. That is"},{"t":6778,"text":"what took time until it came up. it actually happened after the April meeting that it went online."},{"t":6789,"text":"So that's where I would answer that statement."},{"t":6795,"text":"Um I I guess basically well sort of in conclusion I have a lot of questions as to why but they probably won't be"},{"t":6804,"text":"answered. What I do um would like to know, speaking for the public, speaking for our 12,000 plus"},{"t":6812,"text":"people, what did they benefit from this and when can they expect to uh an explanation as to how this benefited them, if it did at all?"},{"t":6828,"text":"[clears throat]"},{"t":6829,"text":"Thank you for that wonderful question because that is the heart of the issue here."},{"t":6837,"text":"The OCP is only a part of what we want to do. This is trying to understand"},{"t":6846,"text":"[clears throat]"},{"t":6846,"text":"from best practices around the world by the different folks who are actually"},{"t":6853,"text":"applying the donut framework to look at the technical aspect of how it has been incorporated into bringing the future decision making towards the OCP."},{"t":6866,"text":"It is a living document as when as and when it comes through. uh given that all the speakers were volunteers, I have to"},{"t":6874,"text":"be mindful and respectful of their time that they've devoted to it for the conference as well. So they have to be"},{"t":6882,"text":"given time to write their report. Until that point, I don't know what when I can say it will come through. Will it be end"},{"t":6890,"text":"of August? Maybe. Will it be early September or mid October? I don't know."},{"t":6896,"text":"That's where we will target that it happens while uh way before the next"},{"t":6903,"text":"council. But that is the intention. Will that report become public? Of course it will. It will be brought to council. But"},{"t":6910,"text":"I have to give the volunteers their time in order to bring a report to us. How does the residents benefit from it? It's"},{"t":6919,"text":"the same with the OCP. How do they benefit from from it? It is creating a dashboard. It is creating an indic uh"},{"t":6927,"text":"indicator for the future. Uh we had a presentation earlier by spack. They too"},{"t":6934,"text":"are creating a dashboard. The person who is doing the research for them was also invited in order to do a presentation"},{"t":6942,"text":"and who actually specializes in looking at environmental impact into OCPS."},{"t":6949,"text":"They're creating a dashboard which is something that will come to the district and to this council to look into"},{"t":6957,"text":"uh the person she is busy writing her thesis. So of course there will be delays and I've got to be respectful for"},{"t":6965,"text":"that. So when it will come maybe end of August uh to the best of ability that we can but I've got to be mindful of other"},{"t":6974,"text":"people's time and uh energy and given that they're all volunteers not a single speaker was paid."},{"t":6986,"text":"Uh thank you. I could probably belabor it. Um, I just hope that key performance indicators,"},{"t":6994,"text":"how they apply to the district of North Sanich was the um"},{"t":7000,"text":"was the um key objective of this of this conference. Um well it doesn't exclude anyone. If you were to go to a consultant to do the job translating your OCP into"},{"t":7038,"text":"indicators, you would have no idea of the background technical knowledge and information that goes into it. Here we're trying to do the same process."},{"t":7047,"text":"Instead of getting a consultant, we're getting volunteers with experience and expertise to contribute towards the changes that may or may not take place."},{"t":7058,"text":"Is this a project that you will get a final product saying that we'll only be measuring 20 indicators? No. It might"},{"t":7066,"text":"only be five indicators for now given that their request what the district's needs are are absolutely different."},{"t":7074,"text":"Every place has got different needs. The application of the framework the the"},{"t":7080,"text":"donut framework in everywhere it has been applied is absolutely different."},{"t":7087,"text":"What has been applied in Amsterdam is not the same as what has been applied in Brussels. What Brussels has done is"},{"t":7094,"text":"probably the best that I can think of where they actually have a back engine of 50 employees who look at every single"},{"t":7101,"text":"application that comes through the district and analyzes it through the framework of the donut economic framework in addition looking at the"},{"t":7110,"text":"carbon footprint and then making a decision do you go forward with it or not. So if you're talking about wanting"},{"t":7116,"text":"to bring in KPIs, we actually need to give more resources and staff that has the ability to do that. Uh hopefully"},{"t":7126,"text":"over the next few years we will be able to get get the staff in involved in more"},{"t":7132,"text":"detail uh aspect of it. So when, how, where are all open questions? Is it a"},{"t":7139,"text":"fixed idea? No, it is not. It's a living document. Uh the district also is going is looking at the natural asset"},{"t":7148,"text":"inventory which will enhance with uh with regards to the specs presentation when we have their dashboard and we have"},{"t":7156,"text":"the natural asset inventory with the uh so all those factors will have to come into play. So that means all council should participate not just a select few. The the problem"},{"t":8396,"text":"is that the portion of Barrett Drive that is in Dean Park Estates, the newer"},{"t":8404,"text":"part, is 10 ft narrower than it is down our sorry 10 ft wider than it is down at"},{"t":8413,"text":"the lower end of Barrett. Furthermore, there are no sidewalks. There's a lot of overhanging brush. There are a great"},{"t":8421,"text":"many pedestrians both senior uh people going to work and students and not very"},{"t":8429,"text":"many of them understand that it's better to walk facing traffic than it is walking with the traffic where you where you're hard you can't be seen."},{"t":8440,"text":"We need to get sidewalks. There was a proposal years ago to put in sidewalks"},{"t":8446,"text":"there, but only to have those people on that lower few houses pay for it, which doesn't make sense at all. It was"},{"t":8454,"text":"everyone above was using it. There's a gradient problem in that if you come off"},{"t":8462,"text":"East Sanage Road and see the 30k per uh kil kilometers per hour sign, you're"},{"t":8471,"text":"going uphill. So, you're going to accelerate a little bit when you get to the top. If you're going 30k,"},{"t":8479,"text":"which very few are, and you turn the corner around onto bar and start downhill, the only way you can maintain that speed is by hitting your brakes."},{"t":8489,"text":"And unfortunately, a great many people are hitting their accelerator instead."},{"t":8494,"text":"So, um, my concern and that of many of my neighbors is that we need to have a"},{"t":8502,"text":"traffic calming device to ensure that people don't go screaming down there at"},{"t":8508,"text":"60 and 70 and that includes the BC transit buses and the school"},{"t":8516,"text":"buses. They have been observed at very high speeds there. There's been a pet killed.
