Generated by YouTube's automatic captions, uncorrected: names and place names are often misheard, and no one has checked it. The time beside each paragraph opens the recording at that point. Download as JSON. Notes from the summarizer: The official motions list was empty, so no motion moments could be matched or quoted, even though the transcript records votes on the bylaws and the motion to close. The transcript is automatically captioned and contains garbled words and names. It also indicates that public participation was accidentally omitted from the agenda and added during the meeting.

Good afternoon everyone. Welcome to the Thursday, October 1st, 2026 District of Mosen Special Council meeting. Uh before we begin, I just want to uh pay respect to our neighboring First Nations. um want to recognize especially at this time where we were talking about truth and reconciliation yesterday and church day our neighboring first nation the piano people as well as the song Kosapsson uh to our east as well as to the west the suk uh first nations as well as patchidot malahhat and all of the first nations on the peninsula. Okay, with that I will ask for an approval of the agenda as is written. Moved by council uh Dson, sorry, council Shel. Council Donaldson, seconded by councelor Gray. All in favor? Opposed? Carried. We have bylaws uh this afternoon. Oh, agenda approval.

4:57

We don't have any minutes of bylaws. Let's move along to the tax exemption bylaw. Heritage Tax Exemption bylaw 2026 722. Councelor Schukan, go ahead. Mayor Little, I would move that council adopt Heritage Tax Exemption bylaw 2026 number 722. Uh, this is moved by councelor Schukan, seconded by Shelley uh, sorry, uh, councelor Donaldson. Did you wish to motivate? Nope. Uh, no. Uh, yep. Okay. Thank you. You don't wish to motate either? Um, CEO Payet, did you want to have anything to say at this moment or staff? No. Okay. Uh, no comments from the rest of the table? No. Okay. Silent. I'll call the question. All in favor?

5:51

Those opposed? No one opposed. That's unanimous. Thank you. And then we have the bylaw 72. Excuse me, Mayor Little. I'd like to recuse myself for a possible um perceived conflict of interest interest sorry as um members of my family are involved with one of the organizations in this particular bylaw. Okay, thank you. That's great. Somebody will come and collect you afterwards. Are there any other conflicts at the table? Uh there are many conflicts. Uh anybody declaring anything else? No opportunity. Yep. Okay. So, let's continue with just the three of us. We have number 723 at bylaw number 723 at third reading. Just let my just uh let me get this up.

6:50

I think there's no Wi-Fi right in this position. Sorry. Uh staff, could you give me a hand, please?

7:39

Thank you. Thank you. Okay. Thank you, Miss Barnes. Uh so we have the district chosen bylaw number 723 to exempt land and improvements from taxation for the 2027 calendar year. Uh just as a reminder we have three at the table. One uh member of council has stepped out for a perceived conflict of interest. Go ahead council. Sure. Mayor Little, I would move that council adopt general tax exemption bylaw number or tax exemption bylaw 2026 number 723. Okay, this is moved by councelor Schubin, seconded by uh councelor Gray. Comments? Um, we had uh lots of discussion on Monday. I think we know the groups and the good work they do. I'm happy to uh um move ahead this uh tax exemption bylaw. So, okay. And councelor Ray, do you wish to speak on this? No. Okay. So just as a reminder, this is for Machosen Hall Society, Machosen Community Hall, BC Society for the Prevention of Cruelty to Animals, Wild Ark, [music] YMWCA, W YWCA, Victoria Motorcycle Club, BC

8:57

Parks Foundation, Boys and Girls Club of Greater Victoria, and Victoria Humane Society. Those are the entities that we're uh discussing today as well as the Anglican uh senod senade of the diosises of British Columbia. Okay. So did we Yes, we first and second nobody else wants to discuss this or say anything declare anything. Okay, I'll call the question. All in favor? Opposed? Seeing no one opposed, that's unanimous. Yep. Tina, sorry, go ahead. Sorry to interrupt Mayor Liil. Um, I'll just get councelor Donaldelsson back. I just realized that the public participation component to the agenda was dropped and so if the group would like to make a motion to invite um members of the public up and that would be in order.

9:55

Yep. That was an error. Okay. Moved by councelor Gray, seconded by councelor. Uh I will second this. Uh, Mayor Little, all in favor? Opposed? Carried. That's carried. Uh, the once we get councelor Donaldson back in the room, we will invite the public. Uh, my apologies to the public who are are waiting uh to perhaps speak in the microphone. There she is. Okay. So, we're going to uh backtrack a bit. Do we need a motion to include public participation on the agenda? Yes. Could I have a motion to just include Oh, you just did it. Okay. Yeah. Okay, that's fine. U we um omitted to have public participation on the agenda. That was an error. Okay. So, members of the public, if anybody should wish to speak at a microphone, you're more than welcome to. You have um approximately four minutes. And if you could state your name and your road, that'd be great.

11:03

My apologies, Mr. White. No worries. Um, Eric White, 4290 Chosen Road. Um, I hope this is the appropriate meeting to be addressing this at, but after watching last Monday's meeting, you guys have left me incredibly disappointed. Um, I'm disappointed that you would pass a bylaw with flaws in it and say we will pass this with flaws in it and leave it for the next council. I think that's a disservice to our community. I think it's a disservice to the people who the bylaw affects. Um, it feels like it was a rushed bylaw. I've had nothing but a relentless stream of phone calls, emails, and texts about how many flaws are in this bylaw. And the fact that you guys thought that it was a good one. And again, I'm just floored that the concept of not thoroughly vetting it and making sure that it was appropriate and not full of holes and flaws is mind-blowing. This is going to affect um many of the the horse establishments in our community, many of the farmers in our community.

12:16

people trying to build their homes. This is just a just a lazy lazy act on your guys' part and I would hope that the whole bylaw gets retracted and you start over. Thanks. Thank you. Thank you, Mr. White. Does anybody at the table wish to um address any of those comments? Nope. Okay, we'll wait to see if anybody else wants to speak and then I'll speak. Uh does anybody else in the gallery wish to speak at this time? Uh seeing none, I will just say something about uh the bylaws that you're referring to, Mr. White. This is bylaw 724 uh 725 and 726 which have received first, second, and third reading was ready for adoption for next week. That meeting has been cancelled cancelled council cancelled. Um we heard loud and clear not only your concerns but concerns from the community regarding this bylaw. There are many loopholes in the bylaw and that's one of the things that we are trying to fix.

13:29

Um, and I agree the the bylaw needs some more work. And so rather than upset the community, rather than um have uh the community come back and tell us what we've already seen on our emails, uh staff decided that this wasn't a good idea to pursue it this time and perhaps pursue at a time where it's less political and uh more thorough in-depth uh review of the bylaw. in particular the um different I want to get my terminology right here. Uh the uh amount allow allowable in terms of meters squared allowable uh per permit and and how that is not only allowed but then observed and monitored. Uh and so for that reason um it does need more work.

14:23

So, thank you for your comments and uh we did receive I did receive many many phone calls about this as well and the plethora of emails as well. So, thank you for that. Anybody else wish to speak? I'm sure they'll comment later. Thank you. Okay, where are we in the agenda? We are at uh could did you say something? Number four. Yep. Could I have a mo? Yep. Okay. Could I have a motion to close the meeting to the public? And this is uh pursuant that council close the meeting to the public pursuant to the following subsection of the community charter. It's under section 91E of the community charter. The acquisition, disposal, disposition, and expropriation of land or improvements.

15:20

If the council considers that disclosure could reasonably be expected to harm the interest of the municipality. Moved by councelor Schukan, seconded by councelor Donaldson. All in favor? Opposed? Carried. That's great. We're going to close the meeting. Thank you for everybody who attended today. Oh, yeah. Well, actually, oh, okay. I've got her cord.
