We have a presentation from the fireh hall technical team update to council. Uh this is presented by Mr. Morgan Yates."},{"t":147,"text":"Undoubtedly he will um introduce his technical team. Uh many of those members are here tonight. Welcome"},{"t":162,"text":"and um you'll just have to turn on your microphone. Everybody not speaking into the microphone. I won't be able to hear. Okay. Well, good evening members of council, CEO Payet, Chief Reddun, and"},{"t":180,"text":"CFO Creek. As you know, my name is Morgan Yates, and I am one member of"},{"t":187,"text":"Machosen's volunteer fireh hall technical team. On behalf of the team, it's our pleasure to make a short"},{"t":195,"text":"presentation in support of the report for information that is included in this evening's agenda package. Because our"},{"t":203,"text":"presentation is less than 10 minutes in duration, I respectfully request the questions be held until its conclusion."},{"t":213,"text":"Before I start, I'd like to bring folks attention, reiterating Mayor Little's comments that there is a frequently"},{"t":220,"text":"asked question or FAQ document that district staff have kindly made available for attending members of the public. I think copies are just outside the door."},{"t":234,"text":"So, the tech team is a group of three retired professional engineers, each with extensive project management"},{"t":242,"text":"experience, and one experienced fire captain, Charlie Rivers. Charlie sends"},{"t":249,"text":"his regrets. He can't be here this evening because he's presently just halfway through a 24-hour work shift."},{"t":258,"text":"Klo Craig is our team lead and Gary Smurfett brings valuable experience from a career in the greater Victoria area."},{"t":266,"text":"Klo and Gary, would you both mind just raising your hands please or standing up?"},{"t":272,"text":"Thank you both very much. So together we work directly with CEO Payet and we provide updates to council via the CAO."},{"t":285,"text":"We'd like to describe how our volunteer roles are governed. This is through two complimentary mechanisms."},{"t":294,"text":"First, by a resolution of council made and recorded on May 25th of this year."},{"t":306,"text":"Secondly, we are governed by the terms of our consulting services agreement with the district. This agreement was"},{"t":314,"text":"counterexecuted on July 23rd, 2026."},{"t":319,"text":"Any member of the public can review this agreement via the district website."},{"t":326,"text":"As consultants, we have agreed to provide our services at zero cost to the district or its taxpayers."},{"t":335,"text":"Our scope of work is described in schedule A to the agreement."},{"t":344,"text":"So the tech team's work includes a number of different elements and I've summarized these in a more legible font"},{"t":352,"text":"size on the right hand side of this slide."},{"t":357,"text":"To begin, we reviewed the district's document library for the fireh hall."},{"t":364,"text":"Working with the CAO, we've recently begun meeting with Collier's project leaders regarding the development of a schedule or road map."},{"t":375,"text":"For the present, the main focus of our work is on the five middle bullets shown on the right hand side of this slide."},{"t":385,"text":"evaluating other regional projects to glean information that can inform a needs assessment, design options,"},{"t":394,"text":"recommended service providers, and a budget envelope for Machosum."},{"t":403,"text":"Since our last progress report was accepted by council, we've worked with CEO Payet to identify and then take"},{"t":412,"text":"steps to close one technical information gap."},{"t":417,"text":"Herald Engineering has been re-engaged to more squarely address the cost effectiveness dimension of the apparatus"},{"t":426,"text":"bay new build versus extensive retrofit question."},{"t":432,"text":"Because Herald Engineering are also presently engaged on the ongoing Komox fireh hall project, we've asked them for"},{"t":440,"text":"any input they may able to provide regarding the Komox apparatus B refurbishment."},{"t":448,"text":"At this point in time in our benchmark survey work, we have selected the communities to be analyzed,"},{"t":456,"text":"developed a standardized survey template, made outreach calls to each community fire chief, and then sent out"},{"t":465,"text":"detailed surveys to fire chiefs requesting that the key information in them please be checked and augmented."},{"t":474,"text":"As of late last Friday when the response from Oyster Bay came in, we've now received five completed surveys from different communities."},{"t":487,"text":"From our meetings uh with CIO Payet, a number of important principles have come to the four."},{"t":495,"text":"These relate to the value of completing a thorough benchmarking exercise,"},{"t":503,"text":"the importance of adopting a budget constrained approach to project optimization and the importance of time management."},{"t":513,"text":"We need to take the right steps and do so in the most efficient manner."},{"t":524,"text":"In the coming weeks, as we continue to receive responses to our benchmark surveys, we'll be uploading all the data into a master Excel workbook."},{"t":534,"text":"We'll also be reviewing floor plans and tender documents from other communities where these have been provided. Next"},{"t":543,"text":"month, we also expect to schedule a small number of site visits with the top contending communities."},{"t":550,"text":"In October, we expect to receive and review the Herald engineering report addressing retrofit versus new build cost effectiveness."},{"t":561,"text":"We also anticipate supporting CAO Payet in reviewing the district's grant agreement terms and their potential implications."},{"t":575,"text":"In closing, we'd like to ask that folks please refer to the district website as"},{"t":582,"text":"the one authoritative information source from a chosen's firehole project."},{"t":589,"text":"The image on this slide shows the tab that you can click to review all related information arranged chronologically."},{"t":598,"text":"You'll find the tech team information by scrolling down within this web page."},{"t":604,"text":"We'd recommend that neither print media nor even AI be used for those who are seeking definitive information."},{"t":613,"text":"The editors of smaller online and print media do not fact check."},{"t":618,"text":"And in a small number of cases, we found also that AI sourced information may not be accurate."},{"t":626,"text":"to provide a recent example of inaccurate information. The September issue of the Muse and recent editions of"},{"t":634,"text":"the Goldstream Gazette have incorrectly cited a figure of $16 million for the estimated cost of fire hall option 1A."},{"t":645,"text":"This value is misleading since it includes 0 for contingency."},{"t":652,"text":"General architectural standards are to include 20% contingency for a class D estimate and the district website"},{"t":661,"text":"indicates that an even higher contingency allowance of 30% had been endorsed."},{"t":670,"text":"So thank you very much for your attention. But um yeah, very much appreciate the work and it's uh great that uh Mr. Payet has also got the"},{"t":747,"text":"project manager and I think this is a great combination um having your expertise in the project manager. um looking at the number the"},{"t":758,"text":"communities that you've done the benchmarking for they're they're very much um uh focused on Vancouver Island"},{"t":766,"text":"which I think is really good. Um the one community you can also keep track of you don't have to do the extra work but is Fernie as well. They also got a $7"},{"t":775,"text":"million grant. The estimate for their fireh hall is around 15 million. So it seems to be kind of in the ballpark as"},{"t":782,"text":"well. So, just to flag that. Um, one question I have is, um, it's great to look at these projects. Are you in terms"},{"t":791,"text":"of cost? Cost is a great sort of big big element of what you're working on. Um, with cost, I think you'll be taking into"},{"t":800,"text":"account the time frame in which these facilities were built. Yes. Mr. Yates has got a thumbs up, but Yes. Yes. Certainly, because we we we"},{"t":808,"text":"know from some of the conditions that have been attached to the grant is that there is a a two-year timeline to get shovels into the ground."},{"t":815,"text":"Great. Um I guess the question though is if you're looking at like a facility like Cumberland, which closely would"},{"t":821,"text":"match I think option 1A, the price tag for that was something in the order of $4.2 million, but it was completed in"},{"t":830,"text":"2021. So an apples to apples comparison in terms of cost is going to be really tough to do just the co factor. Yes,"},{"t":839,"text":"certainly. Um, when we started this benchmarking exercise, we actually looked at a large number of facilities,"},{"t":846,"text":"municipalities, and we've [music] been trimming it down to um get ones that are more comparable to our size, ones that"},{"t":855,"text":"were bit too old where we, you know, can't make allowance for inflation. um"},{"t":863,"text":"to to start excluding those as well and then sort of narrowed it down successively and and that that process is not finished. It's still ongoing."},{"t":873,"text":"Great. Thank you. If you want to So just to add to Kloe's response, uh, councelor Shukin, we are also very"},{"t":882,"text":"concerned about inflation. And so, as Claus had mentioned, of the 10 projects we're looking at, all but one of them, Hornby Island, are recent or ongoing."},{"t":892,"text":"And, um, certainly in my own background, uh, scaling up for inflation factors is an integral part of the work. So, we"},{"t":899,"text":"will be doing that very carefully. We understand that inflation is not a trivial thing."},{"t":907,"text":"Further to that, if I might add, every project is different and so inflation on project A might be"},{"t":916,"text":"8%, but on project B it might only be 2% due to the parts that are being used and the work that's being undertaken. So to"},{"t":925,"text":"try and come up with a number at this stage is is hard. It's something that you do at detailed design a class C estimate stage."},{"t":936,"text":"Thank you. Thank you."},{"t":939,"text":"And perhaps just to add a couple of comments in in reviewing these floor plans in some detail. Um you can see that these stations are actually very"},{"t":948,"text":"very individualistic. Um the facilities they provide are not not at all common uh from a master list. uh they're all"},{"t":956,"text":"individually designed conceived for the particular needs, desires, um operationals uh that that these municipalities want to want to have."},{"t":968,"text":"Okay. Um, and I appreciate the"},{"t":986,"text":"detail and the amount of time and energy that four of you are putting into this."},{"t":991,"text":"Um, also refreshing to see that Herald Engineering is still involved with us."},{"t":995,"text":"They've done a lot of work uh for the district and have worked um with the firehold steering committee up to this point as well at various uh times. So,"},{"t":1003,"text":"good to see they're back on on uh on target with us. Um, just one question in uh sort of in line with what councelor"},{"t":1011,"text":"Schukan um had asked. Is there a specific reason we're focusing on Vancouver Island as opposed to off of Vancground? Would that be a geographics?"},{"t":1020,"text":"I do realize, you know, comparing us to Komas is different. It's more urban. It does have rural those and those things"},{"t":1027,"text":"will be flushed out. I do understand that. But was there a specific reason for keeping it uh more on the coast?"},{"t":1035,"text":"I don't think so. Um, you want to say something to that?"},{"t":1042,"text":"I would just say um council, one of the things we're looking at is which of the service providers"},{"t":1050,"text":"uh involved in the different regional projects got kind of the highest ranking from their clients and in in general"},{"t":1058,"text":"those service providers are going to be located here on the island or in the lower mainland. So that's why we kind of got that regional focus."},{"t":1066,"text":"Okay. Thank you, Counc. Um maybe a silly question, but when you think about the work you've done to date and"},{"t":1090,"text":"how you're diving up your time, you know, essentially there are two buildings that were that are in play now, the administrative sleeping quarter"},{"t":1098,"text":"building and the apparatus bay. Which is taking more of your time up if I don't think we have categorized it"},{"t":1106,"text":"like that and and distinctly work with the one or the other. Um initially we made certain analysis and focused on the one to understand it better and then we"},{"t":1115,"text":"focused on the other one to understand it better but it is after all going to be one project one building um and we're looking at is it in it in its entirety."},{"t":1125,"text":"Okay. Um you've worked with our CEO very"},{"t":1135,"text":"respectfully and produced uh amazing results. So thank you very much uh for that. I just wanted to ask a question about the price and perhaps we can also"},{"t":1144,"text":"hear from our uh chief financial officer regarding the price that uh uh Morgan brought up the 16 million that didn't"},{"t":1152,"text":"have contingencies based on the class D estimates in the machosen fireh hall building assessment that's on the"},{"t":1160,"text":"website that well that's the one the 2025 June 19th uh there were 15% contingencies then"},{"t":1168,"text":"five and Then um from that 16 million that was within that envelope and then"},{"t":1174,"text":"from that our CFO uh Creek had added additional uh I think it was 20 and then"},{"t":1181,"text":"20 of the U contingencies fees to get at that figure of 22 million. Um and so I"},{"t":1189,"text":"was just wondering uh since you mentioned it uh Morgan I think it'd be great to hear from our our CFO uh"},{"t":1197,"text":"regarding those two figures. the 16 million and the 22 million. It was my understanding that the 16 million did"},{"t":1205,"text":"have contingencies on it uh for some things and it included some things and not others. So this is complex. It's"},{"t":1213,"text":"hard to take something uh just extract something from this fireh hall building assessment that we had done and comment"},{"t":1221,"text":"on it without the other piece. So let's let's turn to our CFO Creek. Uh Mr."},{"t":1228,"text":"Creek. Jeffrey, could you comment on the 16 million and the contingencies?"},{"t":1234,"text":"Thank you through the chair. Uh, so the 16 million did include um about 15 or 20% contingency and that was based on"},{"t":1242,"text":"the time of the project not being built in 2025. So that included inflation up until for two years. Uh, and then the"},{"t":1250,"text":"Herald Engineering or No, who did this?"},{"t":1256,"text":"skyline somebody who does a class D estimate is said hey we're looking at for anywhere from 20 to"},{"t":1263,"text":"30% can you see on top of that uh as what they've seen with projects that they had done recently and so we added"},{"t":1269,"text":"that on top of the 16 to turn into 21 and so that's where basically booked in about 50% contingency on the project"},{"t":1277,"text":"overall okay okay so all of this is as mentioned by members members of the tech team. It's a"},{"t":1286,"text":"bit premature uh to be discussing this because not only the tech team but the CEO has gone back and look at what we"},{"t":1294,"text":"need and the fire chief as well to reassess everything to make this as as modest um and as feasible for our our"},{"t":1302,"text":"community in in addition to the needs analysis. What what do we need? Not do what do we want? What does the architects want? What what do we need?"},{"t":1313,"text":"Um, thank you for that. Yeah, and thank you for that. Uh I'm live on Perry Crossroad. Thank you so much for the proposal or the"},{"t":1427,"text":"presentation tonight. Um, I wanted to draw attention to the folks here to a few key things that were in that report."},{"t":1438,"text":"I'm a professional project manager spent 24 years in Machosen and um have had a"},{"t":1445,"text":"view into some of this as it's evolved of course in the last few years from a a"},{"t":1452,"text":"a property owner somebody who lives here their perspective and as well a professional perspective. So first off, I think the key thing some of the"},{"t":1460,"text":"brilliance of it which brings in their expertise as both engineers and project managers, the parallel approach to due diligence. So we're saving time and"},{"t":1468,"text":"money by doing geotech and other types of work simultaneously looking at a progressive collaborative"},{"t":1476,"text":"preconstruction approach which is different than a stick build, pour the foundation, put it up, etc. So, we're"},{"t":1484,"text":"looking at the ability to design and build offsite, bring it to the to the property. We have reduced impact on"},{"t":1492,"text":"site, reduced noise, dust, soil impacts, etc. Um, and then lastly, the Herald structural engineering doing the"},{"t":1500,"text":"qualitative analysis of between the retrofit and the new build. That is fundamental and that was one of the gaps"},{"t":1508,"text":"that we heard so much from the community. just give us the detail what the difference of those costs are so we can understand uh whether we're doing"},{"t":1516,"text":"both all or part or what have you. So a couple other items uh on the agenda very quickly. The soil deposit bylaw"},{"t":1524,"text":"fantastic kudos. I think it's a long time in coming. It would be really helpful to understand um what the enforcement measures are going going to"},{"t":1533,"text":"look like because part of what's difficult is there's no requirement to report on the number of trucks for"},{"t":1541,"text":"example because it's based on volume of soil. So you have to you have to figure out is it you know a 10 cubic meter per"},{"t":1550,"text":"truck or is it a 14 ton truck and is it two dan tandemss is it happening over a month is it a three-month thing. So kind"},{"t":1558,"text":"of put some scope on that. So um people who are in the immediate neighborhood their anxiety is reduced because they see some of the answers in the process."},{"t":1568,"text":"Um 9D the building permit statistics. It was interesting to me. It looks like we've got less housing starts in 2026 than we had in 2025."},{"t":1580,"text":"Given we have some more flexible options for housing opportunities. I found that interesting and and could be attributed"},{"t":1588,"text":"in part to increase interest rates, uh, build costs, etc. The exact same thing we're seeing impacting our cost to build"},{"t":1597,"text":"for the fire hall. Um, and lastly, the emergency response program. Many people"},{"t":1604,"text":"know I spent um, 14 years doing treaty negotiations and working with First Nations throughout British Columbia uh,"},{"t":1612,"text":"on a range of topics. And I I noticed that um the award of the contract um is is being funded through grant monies"},{"t":1621,"text":"provided for collaborative emergency planning with First Nations, but the award of the contract just in the"},{"t":1628,"text":"context of this document didn't mention whether it was going to be a collaborative process with Shanu. So, I"},{"t":1636,"text":"think it would be helpful to understand given it's a $62,000 contract and thereabouts what the role of the First"},{"t":1644,"text":"Nation is and whether it is a collaborative process or whether it's it's a separate initiative. My name is Richard Simpson. I live on Boulder Path Road about a half a kilometer uh from the Need Road entrance to the Bufferland."},{"t":1676,"text":"I'm here representing the Friends of the Bufferland Volunteer Network. I want to express our appreciation for the"},{"t":1683,"text":"incredible work this council has done during your term to protect what is now Machos's newest and largest park. You've"},{"t":1693,"text":"navigated challenge like the land swap, form the bufferland working group, and secured the legal protections that"},{"t":1700,"text":"ensure the future of this green space, wildlife corridor, and varied ecosystem."},{"t":1706,"text":"We're also deeply grateful to the CIO, district staff, and the fire chief who have supported our on the ground efforts. We'll be coming forward with a financial report like we always do in a few weeks, but we've got"},{"t":1784,"text":"some outstanding bills. We were a little stunned how expensive things have become. Not to drag you into details,"},{"t":1792,"text":"but for six portable toilets was almost $3,000 and the prices go up from there."},{"t":1798,"text":"But we had a super day. Um the entertainment stage featured a full out chosen lineup thanks to Helen Davies. We"},{"t":1807,"text":"had some 40 local notfor-profits and organizations who shared their work on the green, which is kind of incredible for a small community like Majosen."},{"t":1817,"text":"We had 10 children's vendors selling everything from crochet goods to apple juice. And it was really great to have"},{"t":1825,"text":"the beer garden back. And a big thanks to the Machosen Fire Department and Malzero Brewing. And some of the"},{"t":1831,"text":"old-timers may remember that uh it was the fire department that actually ran the beer garden for many many years dating back to the late60s."},{"t":1841,"text":"Uh hey Ride and Digger continue to be total hits for the under 10 set. Uh big thanks to Don Man and Jamie Josephson."},{"t":1848,"text":"That Digger was supposed to go to three."},{"t":1850,"text":"At four I was peeling kids off. Uh, and uh, even"},{"t":2126,"text":"yesterday for example, I was taking pictures by the roadside and the mayor drives up behind me, opens her window and we had a little chat. It was a short"},{"t":2134,"text":"chat but quite illuminating and educational. Uh and afterwards I I began thinking a little bit about um sort of"},{"t":2142,"text":"facts versus truth. And if it's a somewhat esoteric idea, so if you bear with me for a second, it does have a point. Uh and the idea that your truth"},{"t":2149,"text":"or my truth is not necessarily the same thing. It can not necessarily be based on facts. And that makes a difference when you talk about a political context"},{"t":2158,"text":"and things like a fireh hall because what you are saying to people uh may not be actual fact may not be factual and"},{"t":2167,"text":"there's been a lot of talk about factbased decision making in the municipality and and who would argue with that. It's a great idea but you"},{"t":2176,"text":"have to make sure your facts are accurate and it's not just based on some preconceived truth. And if you look at some of the the uh the estimates for the"},{"t":2185,"text":"fireh hall, the 16 million and change estimate that's been bandied about in the media and was referred to earlier today uh is at best a an optimistic"},{"t":2195,"text":"scenario. So I ask one thing for yourselves and for the people that come behind you. When you make decisions that are based on a fact-based analysis, make"},{"t":2205,"text":"sure that your analysis is based on fact and that your facts aren't in fact fallacies. And I also I read through those pages of"},{"t":2240,"text":"um amendments and what our bylaws say and it was very confusing and there was"},{"t":2248,"text":"um what I would love to inspire you to do"},{"t":2255,"text":"is to think about if your neighbor your neighbor's property went up for"},{"t":2261,"text":"sale and 600 dump truck loads of fill came onto that property and you need to"},{"t":2270,"text":"give council and our CEO a way to stop it. And I don't think the wording I love"},{"t":2278,"text":"the new amendment and yes I agree limiting the amount that can come onto any property without a permit is a start"},{"t":2286,"text":"but I think we all agree with that what's going on 10 years of dumping up"},{"t":2293,"text":"Ash Mountain like in order to build a house there or for Phil like we all know that what's"},{"t":2303,"text":"going on isn't Okay. So, you guys need to figure out a way for so that we can"},{"t":2311,"text":"stop it and you need to talk to lawyers and your CEO and put it in writing. Make"},{"t":2318,"text":"some discretionary bylaws that we can use when we know what's going on is not okay. Not fair to"},{"t":2328,"text":"the neighbors, not fair to the road. 40 to 60 dump trucks a day going up that"},{"t":2334,"text":"road. We're paying for that. Blinghorn Mountain having the top blasted off it."},{"t":2340,"text":"We're we're like this is happening and I don't think this bylaw amendment, although I love it. So So go for it, is"},{"t":2348,"text":"strong enough to give us the clout if we want to stop our neighbor from doing"},{"t":2355,"text":"this. And I think you all on council could agree that this should be put in place. You know, this isn't a sort of"},{"t":2363,"text":"hazy area and we don't know how to do it. So, you need to speak to some experts who can put the legal"},{"t":2370,"text":"terminology and writing in our bylaws to give our CEO and council some discretion when we see what's going on and we know it's wrong."},{"t":2383,"text":"Thank you. I completely agree with what you just said and I uh totally"},{"t":2400,"text":"support the amendments to tighten up the dumping regulations. Um, had they been in place before dumping began on the"},{"t":2407,"text":"summit of Mount Blinkorn, I might have avoided about $100,000 worth of damage to my driveway. My situation's unusual"},{"t":2415,"text":"and that the dumper is using an easement on my property, but I had hoped or expected that the usual building bylaws"},{"t":2423,"text":"would have prevented the damage that was done, and it was to my dismay that it didn't. Um, in particular, dumping was"},{"t":2430,"text":"allowed out of season when the road base and our driveway was soft and that's why the driveway has been so extensively"},{"t":2439,"text":"damaged. Um so yes, I would urge you to pass the amendments um to prevent what"},{"t":2446,"text":"happened to me to happen to anybody else. And also um I'd encourage you to look into enforcing the existing bylaws"},{"t":2454,"text":"which in particular the the bylaw on seasonal dumping, out of season dumping."},{"t":2460,"text":"Um I noticed you've proposed a cap of is it 1,000 cubic meters? Um and that at a"},{"t":2470,"text":"threshold of is it 500 cubic meters the dumper is required to alert the abuing properties of their plants. Um I wasn't"},{"t":2479,"text":"alerted and nor was anyone else about the building on or the dumping on the summit of Blinkhorn. And I'm not"},{"t":2487,"text":"actually on an abuing property. Rather I'm on a property that the dumper went through to get to his home."},{"t":2493,"text":"Um, but again, that might require yet another amendment if dumpers were required to let uh all affected properties know what they're up to."},{"t":2505,"text":"Thought I'd point that out. I'm"},{"t":2744,"text":"switching it around this month given that I was at the UBCM conference last week and got home on uh Sunday morning."},{"t":2753,"text":"[snorts] Uh just uh a little bit uh verbal update regarding the UBCM conference and then I have a riser"},{"t":2760,"text":"report as well. Uh so as as you've heard in the news uh the union of BC"},{"t":2767,"text":"municipalities met last week from September 14th to the 18th. Uh the uh"},{"t":2773,"text":"theme was common goals. Um I was there with our CEO uh Payet. Uh fortunately he"},{"t":2781,"text":"was able to help me with some of the min ministerial meetings. Um and I wish all of all of you could have attended. It"},{"t":2788,"text":"was a an incredible conference. Very positive. Uh lots of challenges, lots of awkward sticky conversations. Um but it was it was truly a good um session."},{"t":2801,"text":"[music] the resolution se section um as you've experienced uh before um that is democracy in action. I always like to"},{"t":2810,"text":"attend the resolutions sections. I'm hoping new counselors when they come on board will take up the opportunity of"},{"t":2817,"text":"attending these meetings because that really is democracy in action. Regarding my activities at the UBCM, I was"},{"t":2826,"text":"representing Machosen and as vice chair of the CRD, I was representing the CRD as well. Regarding the ministerial"},{"t":2834,"text":"meetings, uh council was able to attend the September 7th staff min ministerial"},{"t":2842,"text":"meetings. We had four of them. Um if you're a member with the Ministry of Energy and Climate Solutions carbon emission goals uh discussed the Ministry"},{"t":2852,"text":"of Housing and Municipal Affairs. This was regarding the green infrastructure potential designs for the new fireh hall"},{"t":2860,"text":"uh Minister of Public Safety and Solicitor General staff. We were talking about the ECOM 911, ECOM 911 uh"},{"t":2868,"text":"downloads as well as the Ministry of Indigenous Relations and Reconciliation or the MR. And then as for last week, uh"},{"t":2878,"text":"CEO Payet attended CAO Payet and I attended seven uh minister meetings. uh"},{"t":2885,"text":"we sent in I think it was in May we sent in requests for minister meetings and I was very pleased that we were granted uh"},{"t":2893,"text":"seven uh we we had minister meetings with the the ministers and their staff with local governments and rural"},{"t":2900,"text":"communities minister of state we were talking about maintaining the rural culture of machosen um ideas to do this"},{"t":2909,"text":"how can we generate uh robustness and resiliency we had a meeting with the the minister"},{"t":2916,"text":"of forest um Ravi Minister Ravi Parmar regarding the fire smart funding uh that"},{"t":2923,"text":"has been put on pause that we used a lot in the in the district and advocating for more of that in the future. We met"},{"t":2931,"text":"with the Minister for Tourism, Arts, Culture, and Sport regarding uh support for our agricultural plan, our newly uh"},{"t":2940,"text":"generated agricultural plan and agricultural support in general. Um and uh we met with the uh prim primary care"},{"t":2950,"text":"access parliamentary secretary regarding the nurse practitioner clinic um that is"},{"t":2957,"text":"scheduled to be opened at some point. in terms of can we get additional funding for that um the infrastructure that is"},{"t":2965,"text":"needed to get that uh clinic up and [music] running. We also met with the children and family development ministry"},{"t":2973,"text":"regarding the Victoria Family Court and Youth Justice Committee for which I'm chair regarding the advocate advocacy for the mist mobile youth services team."},{"t":2983,"text":"Their funding is cut off at the end of September as you'll remember. Um we're advocating for that as well as we met"},{"t":2990,"text":"with uh Minister Lana PPPAM regarding agriculture and food uh subregional processing centers. What uh funds the"},{"t":2999,"text":"agricultural ministry could offer us now none. The province is broke. We heard that continuously. Not broke the the"},{"t":3007,"text":"province is in deficit. They were very upfront about that as well as um uh but"},{"t":3013,"text":"they did give us some uh LA Minister Poppam did give us some key ideas uh and"},{"t":3020,"text":"the uh CEO took note on that. She also noted that our micro brewery that we have in Machosen called Mile Zero is on"},{"t":3029,"text":"the Ae Trail. So she said Machosen has made it because they are on the ale trail. There's an app I guess get that"},{"t":3038,"text":"app ale trail. Um as well we met with uh Minister Randy Neil from the waterland"},{"t":3044,"text":"and resource stewardship regarding information about our aquifer 606 just"},{"t":3051,"text":"to let her know uh about the aquafer aquifer the fragility of it. Um as well"},{"t":3059,"text":"uh we talked about the uh necessity and the vitalness of preserving the Bilston"},{"t":3066,"text":"Creek wershed um and and the creeks and the beds. And then with the CRD we had"},{"t":3073,"text":"uh meetings with the indigenous relations and reconciliation committee."},{"t":3078,"text":"We wanted to let the uh minister know about the good work that is happening at the regional table with the reconciliation action plan that was"},{"t":3086,"text":"recently adopted by the CRD board. Um and so um CEO Ted Robinson and I presented that. We also met with the"},{"t":3096,"text":"minister of uh forests along with the Kawichin Valley Regional District as"},{"t":3102,"text":"well as uh the um mayors and councils counselors from the north end of the the"},{"t":3110,"text":"island. And this was regarding firearting um information that is available to the island and advocacy along that lines."},{"t":3119,"text":"And then finally, we met the CRD um CEO and I met with the transportation"},{"t":3126,"text":"um and transit minister, Minister Mike Farnsworth. Um very productive meeting regarding the regional transportation"},{"t":3134,"text":"services provided by the CRD that will be provided by the CRD and the [music] governance renew review that needs to happen in collaboration with BC Transit."},{"t":3146,"text":"Um and that was a wonderful meeting with uh Mayor Dean Murdoch from Sanage who's a commissioner on the BC Transit"},{"t":3154,"text":"Commission as I am and our CEO um CEO Ted Payet. Um other things that happened"},{"t":3161,"text":"at the conference, you probably saw on the news there was a a big symposium on UNRIP and Dripa. I was interviewed by a"},{"t":3170,"text":"reporter. It was either Global TV or or CBC uh TV. I didn't see the the um interview, but it's out there in the"},{"t":3177,"text":"ether somewhere. Um [snorts] as well, there was uh really interesting seminars on RCMP and other service agreements"},{"t":3186,"text":"like the 911, the fire fires smart. Uh there was an interesting session on modern treaties as well. So, it was a"},{"t":3194,"text":"jam-packed week. Uh it went from um early morning, 7 in the morning to 7 at"},{"t":3201,"text":"night. Um but a a really wonderful conference and with that uh I will have a written report for the next meeting"},{"t":3210,"text":"and I have a rise in report at the May 25th in camera meeting uh regarding citizens appointments for the"},{"t":3218,"text":"Peninsula and Area Agricultural Commission. Council has appointed has appointed Christine Rayfield to the"},{"t":3226,"text":"Peninsula and Area Agricultural Commission. With that, that concludes the mayor's report."},{"t":3233,"text":"Moving along to number seven in your council agenda. This is business arising for which we have none, and reports for"},{"t":3242,"text":"action. We have three reports. Uh the draft biodiversity and natural asset plan, the machosen volunteer firefighter"},{"t":3249,"text":"society occupancy agreement and the emergency management program. Let's start with the draft biodiversity"},{"t":3257,"text":"natural assets plan on page 17 in your tablet. Is that the same in everybody's"},{"t":3263,"text":"tablet? Okay, that's great. And this is uh a draft report. I I'll ask CEO Payet uh to introduce it. This is a document that was produced by our planner u to discuss options for the"},{"t":3289,"text":"next steps and [clears throat] she was able to meet with members of MIA ask um"},{"t":3297,"text":"and then was able to produce this report uh which I won't read in detail."},{"t":3302,"text":"Council's had a chance to read it um and the public and [clears throat] have an opportunity to read it as well. Um it"},{"t":3313,"text":"provides uh information on our existing existing biodiversity and environment and natural"},{"t":3321,"text":"protection um entities and committees."},{"t":3327,"text":"It provides information on our OCP that speaks to our natural assets and the protection of"},{"t":3336,"text":"um the document also proposes priorities on policy."},{"t":3342,"text":"Um, I guess improving our the um the details of our policies and to generate"},{"t":3350,"text":"additional policies more explicit to natural asset protection, increase public awareness,"},{"t":3358,"text":"um, more protection of our biodal diversity and of course engagement"},{"t":3365,"text":"with the community. I'm also going to document our conservation goals. There are six of them."},{"t":3374,"text":"um which I will not read out but I encourage everyone to read through them."},{"t":3379,"text":"Um and it discusses our committees, our land stewardship and the number of entities involved with land stewardship."},{"t":3389,"text":"Uh the the recommendations um the numbering isn't quite right I"},{"t":3397,"text":"don't believe but there are I believe 12 recommendations um for council to consider"},{"t":3404,"text":"including tax policy discussion and um some detail about next steps for administration."},{"t":3414,"text":"So, that is a document that provides council with quite a bit of information on what um we're recommending for next"},{"t":3422,"text":"steps. And in the agenda, the agenda provides two options for council to consider. Um"},{"t":3431,"text":"through the chair, I can read those options or perhaps um councelor Gray could um supplement my comments and read out the options. Um so we're just updating data. So this fits with our climate action plan with"},{"t":3482,"text":"their strategic plan and um I think that plan has put together a pretty good note and um nothing more to add."},{"t":3492,"text":"Okay. So, with that, how about if we go ahead? We've got two options that are"},{"t":3498,"text":"here. Would you like me to read them out or um so this is on page 19 of 247 in"},{"t":3506,"text":"your tablet. So that there'll be lots"},{"t":3585,"text":"to talk about along the way but the notion being that we've got a plan that we can look to and work away at and"},{"t":3594,"text":"issues will come up. some of the some of the um parts of the plan have already been implemented for example other parts we're hoping to explore and one of the"},{"t":3602,"text":"key questions we've got is addressing the OCP the official community plans inventory of sensitive"},{"t":3609,"text":"environments and so that's kind of the first step that the planner is looking at say why don't we start there we've been doing some revisions of the mapping"},{"t":3616,"text":"um systems with the district and it's an opportune time to begin that process thank Thank you, Councelor Shuka."},{"t":3626,"text":"Yeah, just very briefly, I support the motion. Um, and I'll just um summarize from the actual biodiversity document"},{"t":3634,"text":"here that that MIAS put together. And just to say that again, the the OTP emphasizes environmental stewardship, low impact development, habitat"},{"t":3643,"text":"conservation, sustainable land use practices. Um, some of the technical aspects envisioned in the plan I think"},{"t":3651,"text":"will assist that in the long term. So looking forward to this moving ahead."},{"t":3655,"text":"Okay. Thank you. Uh so the district of mosen has received $96,000 from the province specifically"},{"t":4099,"text":"the ministry of emergency management and climate readiness. Uh and so far we hadn't used anything uh other than a $1,000 contribution to Shano's first"},{"t":4108,"text":"nation uh for the travel journey. Uh and with Chief Verdon, he uh identified a need for a hazard risk and vulnerability"},{"t":4117,"text":"assessment. Uh so we issued an RFP. Uh we received 10 applications. Uh nine of those were with a reasonable cost. Um he"},{"t":4126,"text":"reviewed those for a number of different factors, scored them all and uh the Adrien Brown group uh had the highest"},{"t":4133,"text":"score. Uh they came in at 64,500 I believe the number was for a total"},{"t":4140,"text":"cost. Uh and so they had good references. Uh most recent one was with Tofino and they done a similar project"},{"t":4148,"text":"received a rave review from their CEO and fire chief. So, uh, staff would like to move forward with issuing the contract to ABG, uh, and to the project."},{"t":4157,"text":"Then, in reference to what, uh, Mrs."},{"t":4160,"text":"Fresh, uh, brought up during public participation, um, because the Shadow First Nation is part of the emergency services, uh, program, and we charge"},{"t":4168,"text":"them for our services. So that is the"},{"t":4213,"text":"one of the primary driving forces that we're going to be working with Shann very closely in this. uh the other piece of the HRVA which is another part that's coming down through the regulations and"},{"t":4222,"text":"there's multiple other pieces within the new act provisions but this seemed to be a very good segue to tell us not only those requirements under regulation uh"},{"t":4231,"text":"but to just give us a general understanding of both our risk and how we present our emergency management uh department for the lack of better terms"},{"t":4240,"text":"uh and how we can enhance that over the next coming years uh and build that out we have a very solid uh foundation in"},{"t":4247,"text":"our emergency management. Uh not all of it is in alignment with the equation to the act. So that's what drove this very important to that is first nations consultations."},{"t":4256,"text":"Okay. Um, and I thought that was valuable a as CFO"},{"t":4923,"text":"was indicating with large possible events and how we would mitigate and recommendations."},{"t":4930,"text":"Um, this current request for a study into the emergency management program is"},{"t":4938,"text":"is um targeted towards one specific area in emergency management program. and the"},{"t":4946,"text":"um process and the structure of the emergency management program including the EOC and the various um relationships"},{"t":4956,"text":"to the new newly produced act that we need to follow and so it's very very targeted towards um getting us in line"},{"t":4965,"text":"with the act. It also will help us move ahead on training uh for various positions"},{"t":4971,"text":"and and ultimately um the data that we pull out of this report will dovetail"},{"t":4978,"text":"nicely into the uh information that we need for the community needs assessment for fireh hall uh remediation."},{"t":4987,"text":"Um so if the fire chief has more specific information on on the details of um the emergency management plan that would be helpful as well. So I'd like to thank everybody that uh ended up taking their time and"},{"t":5317,"text":"completing it. Uh we received 519 responses which is just over 10% of our census population. Uh and based on that"},{"t":5326,"text":"we had the highest response rate for any budget survey in Canada. Uh closest one is Crossfield Alberta at 8%. Um, we'll have more details uh once all the information has been compiled and present that to council in November."},{"t":5345,"text":"[laughter] Yeah. Uh, so on to the second quarter. Um, quick summary here. Uh, so we've received our property tax revenue"},{"t":5354,"text":"for the year. Uh, tax notices went out in May. Uh, right now our building permit revenue is exceeding our year-to-"},{"t":5361,"text":"date budget. Uh while school rental revenue is in line with budget but has increased significantly from the same time last year. Um we've got a number of"},{"t":5370,"text":"timing variances for payments of and schedule work. Uh and then the disappointing news is uh results from"},{"t":5377,"text":"our PILT for payment of taxes from the federal government. Uh it was much lower uh than what we'd hoped and that was because they did not pay based on the"},{"t":5385,"text":"2026 assessment. they paid on the 2025 assessment which was actually based on the 2023 assessment. Uh so right now"},{"t":5394,"text":"staff is currently appealing that to the federal government after discussions with the BC assessment and the federal government. We're up to 62,000 by the end of June compared to 39,000 last year. And so overall revenue is growing 197% uh since the renovations were completed in 2024."},{"t":5454,"text":"As for property taxes, so thank you so much for making your payments. Um the big drop off this year happened because"},{"t":5461,"text":"of deferment. So, I'm sure everybody heard about the changes in the interest rate that the province is now charging on deferred property taxes. Uh, the"},{"t":5469,"text":"province saw more than 20,000 deferment applications drop off compared to 2025. Uh, which for us was $220,000."},{"t":5477,"text":"Uh, but those people ended up just paying rather than deferring. So, don't worry on that one. U, but our overall tax collection is actually down 10% uh compared to 2025."},{"t":5488,"text":"We currently right now we have one property going to tax sale. Uh they have until 9:59 on September 28th to pay"},{"t":5496,"text":"their taxes. Otherwise you can be here and try and bid on property. So council is uh just a little bit over budget on consulting costs due to legal fees in"},{"t":5512,"text":"the first quarter. Um if our third and fourth quarter shake out to be similar as last year then we should be under budget by the year end."},{"t":5521,"text":"Uh administration so wages we got a new QP agreement that was been signed. Uh that also resulted in a pretty sizable"},{"t":5528,"text":"increase to our benefit costs. Uh so we're over budget there. And then sourcing costs for contracting due to our FOI requests uh are significantly"},{"t":5538,"text":"over budget but they have thankfully slowed in the latter part of the second quarter."},{"t":5543,"text":"Uh policing always a hot topic. Uh so right now it shows is pretty low. Uh that is because we have not received the civilian staffing or rent uh invoices"},{"t":5552,"text":"until August. Uh the total cost for wages though is below budget as Langford and Cwood add new officers and Machosen"},{"t":5559,"text":"was static at five. So this will reduce the allocation of rent and uh staffing costs by 0.534%. It's down to 4.117%."},{"t":5572,"text":"As for the fire department, uh mostly it's first responder equipment supply costs over budget. Uh just more medical"},{"t":5578,"text":"calls and then inflation of course on uh the supplies needed."},{"t":5584,"text":"Our bylaw costs are significant. Uh the legal costs are over budget uh compared to the second quarter. They're 136% over what we spent in 2025."},{"t":5595,"text":"Uh, in addition, I just received the CRD bill for April through August today. Uh, and that costs $34,000,"},{"t":5603,"text":"which is $1,000 less than what we paid in the total for 2025. Um, for planning, uh, contracting expenses"},{"t":5620,"text":"over budget, but can be offset by our lovely permit revenue that's coming in."},{"t":5624,"text":"Uh we've seen a significant amount of subdivision revenue and building permit revenue uh which is now $35,000 over budget for the first half of the year."},{"t":5632,"text":"So things are looking up there."},{"t":5635,"text":"And then for public works, a lot of this comes down to timing. So aerial aerial brushing appears over budget. Uh but"},{"t":5643,"text":"most of that has been wrapped up by the end of June. Any future work would just be for emergencies. Um our ditching and culvert. So, council approved a large"},{"t":5651,"text":"increase in that to remedy a number of issues that were identified during last year's winter rain. Uh, and so that came in actually $1,000 over budget. So, we"},{"t":5659,"text":"spent $131,000 uh cleaning everything up. Road cleaning, it's also over budget."},{"t":5667,"text":"Uh, it's 50% higher than what it was in 2025. There is a significant amount of illegal dumping taking right uh taking place along the roads, unfortunately."},{"t":5676,"text":"And then fuel costs, as everybody else is aware of, um due the war in Iran and Ukraine, uh it unfortunately offset the"},{"t":5685,"text":"reduction that we were hoping to see this year because of the loss of the carbon tax and the fuel tax holiday provided by the federal government."},{"t":5692,"text":"And then parks and wreck of MIG, everything's within budget there. For capital, uh all the road works now"},{"t":5699,"text":"complete. Uh the upgrades for computers uh for staff is done. Uh they are"},{"t":5706,"text":"the fire duty vehicle um believe has actually been delivered last week. So that is new and sitting outside I think."},{"t":5714,"text":"Uh school lighting upgrade uh there's been new outdoor lights installed and believe we're about to get some new ones inside."},{"t":5721,"text":"And then we're waiting on additional engineer reports for the fireh hall. The bulk water station uh that was supposed to be installed by the end of June has"},{"t":5730,"text":"been delayed because of manufacturer. Council Dolson."},{"t":6321,"text":"No, I just wanted to to note that CEO Payet and I met with the mayor and uh CEO um"},{"t":6331,"text":"acting CEO of Bowen Island [music] uh during UBCM and on Sunday which was uh no not on Sunday, on Saturday, two days"},{"t":6340,"text":"ago, I went over to Bowen Island to look at that uh that fireh hall and I was absolutely blown away. I I said to the"},{"t":6348,"text":"fire chief and the acting fire chief and the CEO, this is perfect for Machosen if we could just transport this to"},{"t":6357,"text":"Machosen. [music] So that fireh hall, I think it's about 11,000 square ft. It was built started in 2017, built in 2019"},{"t":6367,"text":"for a cost of $4 million. Um I asked them what they thought that would be now and they thought it would be about 10 to"},{"t":6374,"text":"12 million. Uh they um addressed all the deficiencies that that has been noted in"},{"t":6381,"text":"the fireh hall feasibility assessment uh regarding the exhaust uh the uh size of"},{"t":6388,"text":"the doors the uh lack of um seismic um"},{"t":6395,"text":"uh post-seismic uh status. The work safe um the uh they went um they were very"},{"t":6402,"text":"frugal as we will be as well. Um, in terms of the exhaust, I was very impressed with their exhaust system"},{"t":6410,"text":"rather than using the exhaust system that plugs right into the um, output."},{"t":6416,"text":"Um, they use scrubbers and they said that they had spent a considerable amount of time and effort researching"},{"t":6423,"text":"that and it came in uh, quite a bit cheaper. So, they're using scrubbers. So once uh a a truck is deployed or or once"},{"t":6432,"text":"it it crosses that beam or even before the scrubbers start uh circulating fans pushing air from the inside of the"},{"t":6440,"text":"building outside. And so this is not new technology. It's certified technology and is work safe. So they were able to save on on that on the heat pumps."},{"t":6451,"text":"They've got panels so they're net zero."},{"t":6454,"text":"Um, like I say, everything that they said and everything that I saw was uh would be perfect from a chosen. So in terms of the two big bylaws, soil"},{"t":8563,"text":"deposit bylaw and the building bylaw um quick overview of the changes. Uh so these amendments connect the soil deposit bylaw with the building bylaw."},{"t":8575,"text":"And right now there is no reference in the building bylaw to the soil bylaw."},{"t":8580,"text":"Keep saying bylaw again. But uh so again, no reference in the building bylaw to the soil bylaw. Um to me that"},{"t":8588,"text":"is a risky legislative gap particularly around no limits on the amount of soil that can be brought in for a building project."},{"t":8598,"text":"Um if we pass this uh there's some simple and but critical guard rails that are then put on. uh will have a"},{"t":8607,"text":"legislative connection that um and the the um requirement is now clear that if"},{"t":8616,"text":"you're bringing in soil for a building pro project, you need to have a soil deposit permit and follow all of the rules. There will be an upper limit on"},{"t":8625,"text":"the amount of fill that's been brought in. There will be more clear reporting provisions in terms of volume and especially where the material came from."},{"t":8633,"text":"And most importantly, there'll be clarity on the measures regarding ALR land and the requirements to uh comply with provincial legislature, sorry, provincial legislation."},{"t":8644,"text":"Um the changes to the bylaw are especially the soil deposit bylaw."},{"t":8649,"text":"They're they're minimal, but they're very clear and very succinct. And again, great work to staff for for getting this all done. So, um, from my perspective,"},{"t":8658,"text":"like the tree management bylaw, this is a critical, um, step and a crit critical legislative tool to ensuring we protect"},{"t":8667,"text":"the place we love and the environmental values that we all cherish here. Councor Gray, I had a question just we heard from um the public early on the concern about"},{"t":8683,"text":"the amount that could be dumped without a permit. The way I was reading this um there's a limit on what council can"},{"t":8690,"text":"approve an apartment, but what's the limit on people dumping without a permit?"},{"t":8701,"text":"So, I can take a shot of that and hopefully Mr. Pay can correct me. um the soil deposit. Okay. Okay. So again, if"},{"t":8708,"text":"you have building permit right now, you can bring in as much fill as you need to to to fulfill the the the permit needs."},{"t":8717,"text":"You may have to get an engineer. Um but again, there's no limit in that. Right now in the soil deposit bylaw you're"},{"t":8725,"text":"allowed to bring in um and and again it's property size but the maximum you can bring in based on your property I think it's over four he or four hectares"},{"t":8734,"text":"and above is 80 cubic meters. So that's about eight dump truck loads do that without a permit and you can do that"},{"t":8740,"text":"every year. Um once you get above that you do need a permit.
