We'll get the presentation loaded up here because while we're having that loaded up here, it's my pleasure to introduce the City's Graft Climate Action plan tonight.","speaker":"D"},{"t":284,"text":"So with us tonight we have our consultant represented by SHIFT Collaborative, also Entroba and Liquor Geospatial, who has been doing the kind of ground mapping analysis as well as our staff project team.","speaker":"D"},{"t":297,"text":"So we're very happy to get into it tonight. So as we go, over the past 10 months or so, staff and the consulting team have been working to put the plan together.","speaker":"D"},{"t":310,"text":"So tonight we will run you through the body of work that has contributed to what you're going to see tonight. So this includes the project context and the planning process.","speaker":"D"},{"t":322,"text":"So some of the background about why we're here and the different contexts that we've been looking at through the analysis process as well as some key insights from the engagement and the more technical modeling analysis that has been completed to date.","speaker":"D"},{"t":338,"text":"An overview of the plan itself so what the components of the plan are, how it's structured, what everyone can expect to see when the full draft is released in the coming weeks, as well as the implementation process and next steps for the plan.","speaker":"D"},{"t":355,"text":"So with that kicking us off tonight will be the city's climate action planner, Vaijitha Maman, who will be starting off with the first components of the presentation and then she will hand it over to our consultant for kind of the middle part and then we'll take it home.","speaker":"D"},{"t":374,"text":"So over to you, Vijita.","speaker":"D"},{"t":381,"text":"Thanks Leah. Let's start with the project context and planning process. We're living in a time of unprecedented climate impacts.","speaker":"E"},{"t":391,"text":"Communities here in British Columbia and around the world are facing the escalating impacts of climate change, from extreme heat and flooding to wildfires and emergency evacuations.","speaker":"E"},{"t":405,"text":"In the last two weeks alone, Europe has faced its fifth heat wave of the year, with temperatures reaching nearly 41 degrees Celsius in Paris in different parts of France.","speaker":"E"},{"t":421,"text":"In Britain, nurses have collapsed from heat exhaustion while caring for patients in hospitals. In Japan, record rainfall stranded thousands of travelers at Tokyo's Narita Airport while flooding disrupted transportation and caused widespread power outages in surrounding areas.","speaker":"E"},{"t":441,"text":"Closer to home, fast moving wildfire in the Okanagan Valley has forced more than 20,000 people to leave their homes overnight and prompting the province to declare a state of emergency.","speaker":"E"},{"t":457,"text":"As of Today morning, about 130wildfires were burning throughout BC, most of them sparked by lightning. These events remind us that addressing climate crisis is no longer a future consideration. For local governments.","speaker":"E"},{"t":474,"text":"Climate action is about protecting people, infrastructure and quality of life, building a community that can thrive in a changing climate. This means we need to slow down to climate change by reducing greenhouse gas emissions, which is called mitigation.","speaker":"E"},{"t":495,"text":"We also need to prepare for the impacts of climate changing climate, which are becoming more severe and frequent. Taking climate action today will help reduce future climate impacts, protect people and places, and avoid costly damage and recovery efforts.","speaker":"E"},{"t":516,"text":"As Langford continues to grow rapidly alongside increasing climate impacts, today's decisions will have lasting impacts for generations to come.","speaker":"E"},{"t":526,"text":"With the right plan, we can guide growth to build neighborhoods that are healthier, more connected, more affordable and better prepared for the future. Langford's Climate Action Plan provides a guide for these decisions.","speaker":"E"},{"t":544,"text":"The most effective climate actions deliver multiple benefits at once.","speaker":"E"},{"t":549,"text":"For example, Langford's urban forest is estimated to be worth nearly $36 million when broader positive outcomes are considered such as their ability to cool streets, absorb carbon, improve air quality, improve people's health, manage stormwater, and lower the energy costs.","speaker":"E"},{"t":571,"text":"Its value is substantially higher. These additional positive outcomes are called CO benefits. Many of the actions in Langford's Climate Action Plan include social, economic, and environmental CO benefits.","speaker":"E"},{"t":586,"text":"By looking for actions with multiple benefits, Langford can make climate investments that also strengthen public health resilience, affordability, and quality of life.","speaker":"E"},{"t":598,"text":"The plan has actions to guide the city on how we can reduce our emissions, which is called mitigation how we can prepare for climate impacts and also achieve additional positive outcomes.","speaker":"E"},{"t":615,"text":"Planning approach that combines all of this is called Low Carbon Resilience approach. Before we move further, let's take a few minutes to understand how the city's role fits within the broader context of climate action.","speaker":"E"},{"t":633,"text":"The city has direct control over its own operations and services, such as how we feed municipal buildings, how we fuel the vehicles that are used for municipal operations and services.","speaker":"E"},{"t":650,"text":"Beyond that, the City's authority is limited and shaped by legislation, specifically the Local Government act and the Community Charter.","speaker":"E"},{"t":660,"text":"Within those limits, the city can guide climate action through tools such as land use planning, zoning, bylaws, development permit guidelines, transportation policies, and so on.","speaker":"E"},{"t":674,"text":"The city can also influence changes indirectly through advocacy and education, and directly through incentives, development agreements, and partnerships. The Climate Action Plan focuses on areas where the city can act directly, guide decisions indirectly, and help influence broader change.","speaker":"E"},{"t":695,"text":"It's also important to recognize that the city's level of influence varies across different areas. We have more ability to shape land use and transportation patterns, for example, when compared to food security and vehicle standards.","speaker":"E"},{"t":713,"text":"That means municipal action is essential for climate action, but it cannot solve the climate crisis alone. Everyone has a role to play in climate action.","speaker":"E"},{"t":727,"text":"Addressing the climate crisis requires action from everyone, including community members, businesses, health authorities, utility providers, neighboring municipalities, and different levels of government. We need to do this together.","speaker":"E"},{"t":742,"text":"A successful Climate Action Plan requires climate considerations to be integrated into overall city planning aspects. This plan builds on and expands the City's existing master plans. Together, these plans help align policies, programs, tools, and resources across city operations.","speaker":"E"},{"t":763,"text":"Langford's Climate Action Plan was developed in collaboration with a team of three consultants, Enfilber, FIPT Collaborative, and Wicker Geospatial.","speaker":"E"},{"t":774,"text":"The project began by looking at Langford's existing plans and initiatives to understand what work was already already underway and to see where we could build climate action on from there.","speaker":"E"},{"t":790,"text":"The plan was shaped through three connected areas of work, which included engagement and technical analysis that included climate risk and vulnerability assessment and emissions analysis and the third aspect of work was action planning, which included setting the direction for the plan, developing the actions, prioritizing them, and looking into how they could be implemented.","speaker":"E"},{"t":819,"text":"Throughout the planning process, city staff worked with consultants step by step to ensure a made in Langford approach while ensuring the plan is grounded in facts, data and scientific evidence.","speaker":"E"},{"t":835,"text":"The city also established an interdepartmental Climate Action Working Group to coordinate climate action across multiple departments and to support a shared approach to implementation. I'll hand it over to Kerry from SHIFT Collaborative to present the rest. Next section.","speaker":"E"},{"t":859,"text":"Hi.","speaker":"F"},{"t":860,"text":"Hello. Good evening, Mayor, council and staff. My name is Carrie Klein. I'm with SHIFT Collaborative and we were supporting INTRABA on the engagement for this plan.","speaker":"G"},{"t":870,"text":"So we'll start by just providing an overview of the engagement process and then we'll talk a little bit about some of the key findings that emerged.","speaker":"G"},{"t":880,"text":"So, as you can see on the screen, we wanted to engage a really broad and diverse group of people who live and work and own businesses in Lankford.","speaker":"G"},{"t":891,"text":"And so to do that we had a number of methods that we used in the engagement process. We held an in person workshop on how the community was being impacted by climate change.","speaker":"G"},{"t":904,"text":"We had two focus groups in the spring. One was with the private sector and infrastructure system actors and then one was with community and environmental organizations. We also did a workshop with high school students at Belmont High School.","speaker":"G"},{"t":919,"text":"And then we had a public survey in the spring that was open to the public and to business owners in the community.","speaker":"G"},{"t":927,"text":"So across all of that, we engaged 19 different organizations representing a variety of sectors in the community. And we had 230, 33 responses to the public survey.","speaker":"G"},{"t":937,"text":"You can see on the left hand side just some representation of what kinds of organizations were engaged.","speaker":"G"},{"t":944,"text":"We made an effort to invite organizations who work with populations in Lankford that are disproportionately impacted by things like wildfires and heat and flooding to understand what those experiences are like and how they're impacted.","speaker":"G"},{"t":957,"text":"So the health authority organizations that work with children and families and youth organizations that work with urban indigenous populations and newcomers, for example, as I mentioned, we engaged with community and environmental organizations who were already taking action on the ground in neighborhoods and communities in Lankford.","speaker":"G"},{"t":975,"text":"And then the private sector workshops included engaging the chamber of Commerce and developers who are building in Lankford, industry associations. And then we also engaged with university school district utility providers in the community.","speaker":"G"},{"t":988,"text":"So this just pulls some direct quotes from some of the engagement from the survey and from the workshops.","speaker":"G"},{"t":995,"text":"I won't read all read through it in Detail, but I think something that really stood out just to give you a sense of what some of the emerging concerns and priorities are that we heard about our anxiety about some of the climate related events that are being experienced.","speaker":"G"},{"t":1014,"text":"So for example, anxiety about a wildfire event happening in this community or feeling discomfort in homes related to some of the extreme heat, especially for those who live in older homes, don't have air conditioning or multi unit housing where there's no air conditioning available.","speaker":"G"},{"t":1031,"text":"We heard about transportation and the existing building stock as being opportunities for reducing emissions.","speaker":"G"},{"t":1036,"text":"We've heard that quite strongly across engagement and really support for systems based approaches where the built environment can support preparedness as well, like thinking about urban heat and how trees can provide shade and also multiple benefits.","speaker":"G"},{"t":1050,"text":"So the what we heard report will be available for you to review in great detail. But there's six cross cutting themes that are detailed in that report and we'll just speak to briefly today.","speaker":"G"},{"t":1063,"text":"One is that we really heard from people that when they think of climate action, they associate it with other social and economic and environmental goals.","speaker":"G"},{"t":1073,"text":"So they associate it with their own health and well being and safety, they associate it with mobility and how they get around the community, and they associate it with some of the other economic and environmental challenges.","speaker":"G"},{"t":1087,"text":"So rather than seeing climate action as something to be addressed in isolation, we really heard a call to address climate change in a way that is also accomplishing, as Vegeta mentioned, some other benefits.","speaker":"G"},{"t":1100,"text":"Second is that we really strongly heard that climate is not considered something that needs to be addressed in the future. But people are really already, and businesses as well are experiencing the impacts of climate change today.","speaker":"G"},{"t":1114,"text":"We heard about impacts related to extreme heat related to on people's homes, related to businesses, related to emergency preparedness and so definitely something that people are already experiencing today.","speaker":"G"},{"t":1125,"text":"The third is really recognizing that not everybody in Langford will experience these impacts in the same way.","speaker":"G"},{"t":1132,"text":"So there are some populations, like older adults, for example, people with chronic health conditions, people on lower incomes that will experience these impacts from climate change in a different way.","speaker":"G"},{"t":1143,"text":"And also at the same time, it's important that any actions that we're working with, with the community are accessible so that it's easy for people to do that, it's affordable, making it affordable to take lower carbon actions.","speaker":"G"},{"t":1158,"text":"The fourth Vegeta spoke to. But people really saw the fact that Langford is growing as both an opportunity for climate action as well as presenting some challenges.","speaker":"G"},{"t":1168,"text":"So on the one hand, Langford is growing in the context of a changing climate. And so while there's more people and homes and the need for more infrastructure in this community.","speaker":"G"},{"t":1180,"text":"At the same time, the risk from things like wildfires and extreme heat are happening at the same time.","speaker":"G"},{"t":1187,"text":"So that means that community has the opportunity to be shaping and designing transportation systems and housing and building that can reduce emissions, but also needs to be thinking about how to build a community for the future climate that we will be experiencing and not some past trends that we might be used to.","speaker":"G"},{"t":1207,"text":"The fifth one, Vegeta spoke to you already as well. But we really heard the recognition that the city of Langford has a leadership role to play.","speaker":"G"},{"t":1217,"text":"And at the same time there's many actions in this climate action plan that are only possible by working in collaboration with different sectors and partners. So that partnership role is really critical.","speaker":"G"},{"t":1229,"text":"And then the last point here, people want to see really practical climate action that's building on lots of the good work that's already been started.","speaker":"G"},{"t":1239,"text":"So building on that work and also ensuring that there's really feasible and actions that can have measurable difference that can be kind of demonstrated over time.","speaker":"G"},{"t":1249,"text":"So I'm just going to speak a little bit about one key component of the Climate Action Plan, which is the climate risk and Vulnerability assessment. So what is that?","speaker":"G"},{"t":1260,"text":"It's really a structured way to identify where climate related hazards like heat and wildfire and flooding and drought are most likely to occur in the community and then who and what is most vulnerable.","speaker":"G"},{"t":1273,"text":"So which populations in Lankford are most at risk, which assets, which infrastructure ecosystems are most at risk and then therefore what actions make the most sense and need to be prioritized.","speaker":"G"},{"t":1285,"text":"There were a number of inputs that went into this climate risk and vulnerability assessment. There was climate projections and risk scoring, engagement with the staff and with council as well as with the community.","speaker":"G"},{"t":1298,"text":"Of course there was a significant hazard mapping that was done and also reviewing existing plans and strategies and so. And so the climate risk and vulnerability assessment is a very key part of the Climate Action Plan.","speaker":"G"},{"t":1312,"text":"It helps us to prioritize what risks are the most critical and therefore where actions need to be prioritized. It's also really providing the foundation for the required emergency planning requirements under the B. C.","speaker":"G"},{"t":1325,"text":"provincial legislation for the Emergency and Disaster Management Act. Okay, so there were eight plus a multi hazard hazards were assessed as part of this plan. You can see which ones are on the screen there.","speaker":"G"},{"t":1338,"text":"The multi hazard circle there refers to the fact that some of these hazards won't occur in isolation from each other.","speaker":"G"},{"t":1346,"text":"So you can imagine a hot summer where there's drought and extreme heat and wildfire all occurring at the same time. So there's the potential for some of those impacts to be compounding.","speaker":"G"},{"t":1358,"text":"So really important to be considering that potential for multi hazard events. And then these hazards were assessed across a number of categories.","speaker":"G"},{"t":1367,"text":"So thinking about the social impact, so impacts to things like health and well being, physical impacts to things like homes and built environment and critical infrastructure, economic impacts, and of course how these events would impact the natural environment in Langford.","speaker":"G"},{"t":1382,"text":"This is pretty small on the screen, but it really I think just illuminates how important the community engagement was to this climate risk and vulnerability assessment.","speaker":"G"},{"t":1392,"text":"This is just a snapshot from the public survey which demonstrates what are some of the main ways that the public are already experiencing some of these climate related events.","speaker":"G"},{"t":1403,"text":"What we heard from the survey is that extreme heat and wildfire, smoke, windstorms and heavy rainfall and flooding were the top ones that emerged.","speaker":"G"},{"t":1413,"text":"And there was lots of great anecdotes that were shared through that survey of how that's impacting people.","speaker":"G"},{"t":1419,"text":"Again, this is very small on the screen, but it just gives an example of the hazard and vulnerability mapping that was part of the project.","speaker":"G"},{"t":1429,"text":"And so that really helped to identify using a spatial lens, which parts of Langford are going to be more impacted by different hazards.","speaker":"G"},{"t":1438,"text":"So for example on the right hand, the right hand map is referring to parts of Lankford that are more at risk to Wildfire and then within those regions who and what is most at risk.","speaker":"G"},{"t":1451,"text":"So taking the mapping plus the engagement together really gave us quite a good picture of where risk exists. And this is a key takeaway slide.","speaker":"G"},{"t":1461,"text":"I think this shows that Lankford is not at risk equally from these different hazards. There's some that are more at risk, the community is more at risk too.","speaker":"G"},{"t":1472,"text":"So risk is determined by how likely an event is to occur in the community and then if that event occurs, what the consequences of that will be.","speaker":"G"},{"t":1482,"text":"So you can see in green, green boxes would be a lower risk and all the way up to the top right hand corner which is the higher risk.","speaker":"G"},{"t":1493,"text":"And you can see wildfire, extreme heat, poor air quality, landslides, flooding are all kind of up towards that higher right hand side.","speaker":"G"},{"t":1501,"text":"So those are the ones that really helped us to prioritize how to be planning for those in the climate action plan. So I think I'll pause there and","speaker":"G"},{"t":1511,"text":"pass it to Vegeta.","speaker":"F"},{"t":1513,"text":"Thank you.","speaker":"H"},{"t":1520,"text":"Thanks kerry. In order to reduce our emissions, we need to first understand where our emissions come from and what activities drive them.","speaker":"E"},{"t":1532,"text":"So the project included an emissions analysis of both corporate and community emissions process Included an analysis of historical emissions and then modeling of future emissions for Langford and also analysis of Langford's progress towards emissions reduction targets.","speaker":"E"},{"t":1551,"text":"To understand our historical trends in community emissions, the analysis considered emissions produced within Langford from 2007 to 2024. In a rapidly growing community like Langford, analyzing total emissions don't give the full picture of emission trends.","speaker":"E"},{"t":1571,"text":"An increase in emissions could be because of population growth rather than because of specific activities that lead to emissions. As a result, both total and per capita emissions were analyzed.","speaker":"E"},{"t":1587,"text":"Looking at both metrics side by side helps us understand how efficiently the community is growing. Between 2007 and 2024, Langford's community emissions total community emissions increased by 54%. However, over the same period, per capita emissions reduced by 35%.","speaker":"E"},{"t":1607,"text":"Which means emissions have not increased at the same rate as population. In other words, Frankfurt is not starting climate action from scratch. We've already made meaningful progress due to provincial combinations of provincial, federal and local climate actions.","speaker":"E"},{"t":1627,"text":"We have a strong foundation to build on. Next, the analysis looked at breakdown of emissions. With this, I mean, taking into consideration the most current emissions profile of Langford.","speaker":"E"},{"t":1643,"text":"So base Data comes from CRD's inventory and the most recent is for 2024. In 2024, more than 80% of the emissions came from buildings, transportation and waste.","speaker":"E"},{"t":1657,"text":"That means focusing our emission reduction efforts in these sectors would be the most effective way to reduce emissions in Langford. Which is why these three sectors were the primary focus of Langford's Climate Action Plan.","speaker":"E"},{"t":1676,"text":"In addition to analyzing the historical and current trends in community emissions in Langford, the project also included modeling future emissions. This graph shows the model future emissions for total community emissions in Langford. To help set the context.","speaker":"E"},{"t":1696,"text":"This is where we were in 2007, which is the baseline of emissions analysis. This is where we're now, and this is where we should be if we want to reach net zero emissions in 2050.","speaker":"E"},{"t":1714,"text":"The red dotted line here shows Langford's future emissions. If we change nothing and keep doing what we're already, what we're doing today. You see? You see that? The bottom line, blue line shows Langford's future emissions.","speaker":"E"},{"t":1733,"text":"When Climate Action Plan is implemented. It shows that the emissions would be 21% below 2007 levels in 2050.","speaker":"E"},{"t":1743,"text":"The multicolored layers show the breakdown of emissions reduction we could achieve in different sectors if the actions in our plan were implemented.","speaker":"E"},{"t":1755,"text":"So you can see that the main focus of the actions were on reducing emissions from buildings, transportation and waste. Because as we saw, those were the highest Contributors in Langford's emissions profile.","speaker":"E"},{"t":1772,"text":"However, there's still a gap to reach net zero emissions, and this could change in the future with more developments in technology or industry practices evolving, or with more actions from senior levels of government and other factors that are not in the city's direct influence.","speaker":"E"},{"t":1796,"text":"In 2025, the City of Langford adopted CRD's emission reduction target through the official Community Plan.","speaker":"E"},{"t":1804,"text":"The emissions modeling conducted as part of this project, that is for the development of Climate Action Plan, gave us an opportunity to assess whether we're on track to achieving those targets.","speaker":"E"},{"t":1820,"text":"The results from the modeling showed that projected emissions do not align with CRD's emissions reduction pathway, which means we need to amend the OCP target to reflect Langford's projected growth and future climate conditions.","speaker":"E"},{"t":1838,"text":"A similar analysis was done to understand future per capita emissions, that is the average emissions per person in the community.","speaker":"E"},{"t":1849,"text":"Through this analysis, the expected emissions in 2035 and 2050 were found through the analysis to help us update the city's emission reduction targets.","speaker":"E"},{"t":1862,"text":"The updated emission reduction targets for the City of Langford are 80% per capita emissions reduction in 2050, with an interim target of 65% reduction in 2035.","speaker":"E"},{"t":1876,"text":"While this represents a departure from the CRD target, doesn't mean that Langford is stepping away from meaningful climate action.","speaker":"E"},{"t":1886,"text":"It's just that the CRD target reflects regional averages across multiple communities that have different rates of population growth, different development measures and emissions profiles.","speaker":"E"},{"t":1899,"text":"Blankford will continue to strive towards net zero emissions, community emissions and contribute to regional emissions reduction. By implementing the actions in the Climate Action Plan, which is expected to significantly reduce community emissions over time.","speaker":"E"},{"t":1917,"text":"We can also look into further opportunities for reducing emissions when during the next iteration of the plan, we'll have a better idea of how we're going with the actions and then look into that.","speaker":"E"},{"t":1935,"text":"To better understand and reduce emissions from municipal operations. The City also completed a corporate emissions analysis, just like we did for the community emissions analysis.","speaker":"E"},{"t":1949,"text":"And this includes buildings, vehicles, equipment and so on that are used for municipal operations and contracted services. Then there are others like integrating resilience and mitigation when municipal buildings are built or renovated.","speaker":"E"},{"t":2301,"text":"This would help us to develop a network of climate resilient community facilities, for example space for people to go to for clean air when there's smoke during wildfire or a space for cooling when there's extreme heat.","speaker":"E"},{"t":2320,"text":"And it also helps us to demonstrate leadership in energy efficient and low carbon construction. So our presentation tonight, a quick overview and then we'll talk about the housing strategy purpose.","speaker":"J"},{"t":3119,"text":"We'll go through what we've learned through public engagement and stakeholder engagement, and then present the draft vision and goals for the strategy, the strategies themselves and associated actions, focusing on priority actions.","speaker":"J"},{"t":3134,"text":"And then we'll invite questions and comments from you. So looking at the purpose, so why a housing strategy? Well, the city is working on this strategy to respond to gaps and challenges in the housing continuum.","speaker":"J"},{"t":3150,"text":"And I'll talk about that continuum in a second. So the idea is it provides clear guidance and actionable strategies and an implementation plan to meet the city's 20 year vision and goals for housing.","speaker":"J"},{"t":3165,"text":"So this follows on, as Leah mentioned, from the new inclusion, rezoning and amenity cost charge bylaws which were presented and you adopted a couple of months ago.","speaker":"J"},{"t":3178,"text":"And they support the delivery of affordable housing and community amenities in alignment with new provincial legislation.","speaker":"J"},{"t":3185,"text":"The strategy also builds on your ocp, and the OCP has desired outcomes for housing which are very relevant for what we're doing tonight.","speaker":"J"},{"t":3196,"text":"And the strategy also aligns with the Transportation Master plan and the Parks and Trails Master plan.","speaker":"J"},{"t":3203,"text":"And as you'll hear later, a lot of the comments that came from stakeholders were really to make sure that housing aligns with transportation and amenities in the community. So just a note on that term, the housing continuum.","speaker":"J"},{"t":3220,"text":"This is the term that's used to describe the range of housing types and tenures that reflects people's changing needs through different life stages and different circumstances that they might find themselves in.","speaker":"J"},{"t":3235,"text":"So it's everything from fully market housing through to what we call below market housing, which is housing which is still on the market, but it is more affordable than conventional market housing.","speaker":"J"},{"t":3249,"text":"And then there's Also non market or subsidized housing, and then rate on the left hand side can also include emergency shelters as well. So this strategy is dealing with almost all of that continuum.","speaker":"J"},{"t":3265,"text":"And you'll hear references to different terms within the continuum tonight. So the housing strategy is essentially a roadmap to ensure there are enough right sized and affordable homes for everyone in the community.","speaker":"J"},{"t":3279,"text":"So it will deliver a vision and goals that translates local data into specific goals for housing. It will include actionable policy tools that directs updates to zoning, permitting processes and land use to get homes built faster.","speaker":"J"},{"t":3296,"text":"It will talk about partnership readiness that positions the municipality to secure provincial and federal funding and also accountability to establish a trackable plan that can measure progress and respond to growth.","speaker":"J"},{"t":3310,"text":"So of course, the city doesn't have control over everything in the housing market, and that's a challenge. And so recognizing that the city's role is limited but very important.","speaker":"J"},{"t":3323,"text":"So the city's housing strategy works within the city's sphere of influence and recognizes that it will need to partner to deliver a lot of this housing. Housing action in Langford will focus on what can be built and where.","speaker":"J"},{"t":3341,"text":"So you have a lot of control over land use policy, over land use regulations and guidelines that control housing. You have control over how efficiently projects can move through the approvals process.","speaker":"J"},{"t":3355,"text":"And you've already done a lot of great work in that regard. But the further work can be done there with regard to application reviews and approvals.","speaker":"J"},{"t":3367,"text":"And then the city can also invest its own resources and funding, so things like reserve funds, grants, fees and waivers of fees and charges, and then work in partnership with senior levels of government.","speaker":"J"},{"t":3383,"text":"So there's a lot the city can do, but it's also not everything that affects the market for housing. So why now? What are the current challenges for housing?","speaker":"J"},{"t":3395,"text":"Well, the city's housing needs report has projected a need for 17,000 new units across the housing continuum by 2045. So over the next essentially 20 years.","speaker":"J"},{"t":3407,"text":"And Langford, as I've mentioned, has enabled a lot of new housing over the last two decades. But despite this success, we know you're not meeting all of the housing needs in the community.","speaker":"J"},{"t":3422,"text":"Currently.","speaker":"K"},{"t":3424,"text":"There is a need for more affordable, family friendly housing especially, and we heard from various stakeholders the importance of affordable housing that has three or more bedrooms.","speaker":"J"},{"t":3435,"text":"And there is also a strong demand just region wide for housing, as you know. So even though Langford is generating and producing a lot of housing, that regional demand continues.","speaker":"J"},{"t":3448,"text":"And of course, housing is expensive to deliver in really all markets in British Columbia, which provides a real challenge","speaker":"J"},{"t":3459,"text":"so","speaker":"A"},{"t":3459,"text":"I'll talk now about what we've learned through the engagement process. And just the planning process generally. So there are a number of trends and statistics that inform development of the housing strategy.","speaker":"J"},{"t":3474,"text":"And these are mainly from the 2021 census. And we acknowledge that, you know, this is now five years old. There was a new census this year. So the new census data may change our understanding a little bit.","speaker":"J"},{"t":3492,"text":"And we suggest a review and reflection when that housing data comes out from the new census.","speaker":"J"},{"t":3500,"text":"But at the moment, from 2021, we know that 65% of residents own their own homes in Langford and 35% rent, and that number is up a little bit, 5% from the five years previously.","speaker":"J"},{"t":3516,"text":"So the number of renters in your community is growing.","speaker":"J"},{"t":3521,"text":"A lot of your housing is fairly recent, as you know, been built within the last 15 years, which, which means that you're not seeing a lot of turnover of older rental stock, which is a challenge in many communities.","speaker":"J"},{"t":3539,"text":"Less of a challenge here in Langford because your housing is so new. You have close to the average provincial average of 2. 4 people per household.","speaker":"J"},{"t":3552,"text":"And 26% of people live in housing that costs more than 30% of their income. So that's the typical measure of affordability is 30% of before tax income.","speaker":"J"},{"t":3565,"text":"And 11% are in core housing need, which means they are living in housing that is either inadequate for their needs, well, is inadequate for their needs and it would cost more than 30% for them to move into adequate housing.","speaker":"J"},{"t":3583,"text":"And 5% are actually in extreme core housing need, which means they're spending more than 50% of their income on housing. So from the housing needs report, there are 20 year projections for the number of homes.","speaker":"J"},{"t":3600,"text":"As I mentioned, it's close to 17,000 new homes over the next 20 years.","speaker":"J"},{"t":3607,"text":"And the province and city used the HART tool to estimate this, this number of new homes and it's made up of a number of different streams.","speaker":"J"},{"t":3619,"text":"So most of it is made up of 14,000 homes to meet the anticipated growth needs within the community.","speaker":"J"},{"t":3628,"text":"And then there is also on top of that, a demand buffer, a 5% demand buffer that allows for a healthy housing market to make sure there are plentiful choices available for folks to live in.","speaker":"J"},{"t":3645,"text":"819 units to accommodate poor housing need, as I mentioned, core housing need, those folks who are living in housing that is inadequate and would cost more than 30% of their income to move somewhere more, more adequate.","speaker":"J"},{"t":3662,"text":"There are a number of people who live with roommates or parents who want to form a household but can't. So 301 units to address those needs, 232 to meet the needs of current and future people experiencing actual homelessness.","speaker":"J"},{"t":3681,"text":"And then finally 174 to achieve and maintain a 3% vacancy rate which is considered a healthy rental vacancy rate in the community. So those are the kind of various streams that make up the need over 20 years.","speaker":"J"},{"t":3699,"text":"And then the province has also provided a five year housing target to many municipalities including Langford. And this totals 2,993 units. It's made up of various streams again, so we can look at the units by size.","speaker":"J"},{"t":3716,"text":"So you'll see the majority of need over the five years is actually in the studio and one bedroom size of unit, but also a number of two bedroom and three plus bedroom units required.","speaker":"J"},{"t":3732,"text":"The majority of these are rental units that are needed. So you can see that's the strong need within the community over the five years and a balance between the below market rental units and at market level rental units.","speaker":"J"},{"t":3751,"text":"And then also 85 supported rental units. So these are units with on site supports.","speaker":"J"},{"t":3758,"text":"So we held two interest holder workshops in April and also held a community survey and had 192 responses to A public survey on let's Chat Langford.","speaker":"J"},{"t":3770,"text":"So some of the key themes that we heard through those engagement exercises were firstly as I note, a real need for family friendly housing.","speaker":"J"},{"t":3781,"text":"So, so while there is a lot of family friendly housing in Langford, there is not so much affordable family friendly housing.","speaker":"J"},{"t":3792,"text":"And so this is obviously a big challenge because larger units with three or more bedrooms are very expensive to produce, but they are a real need for families, larger families or really any families.","speaker":"J"},{"t":3808,"text":"And so there's that kind of mismatch between what the market is providing, what non for profit organizations can afford to provide, and the need within the community.","speaker":"J"},{"t":3821,"text":"A second theme was that while we can focus on housing units, we really need to think about amenities within the community as well.","speaker":"J"},{"t":3832,"text":"So parks and green space, access to quality outdoor space in the form of parks, trails, wooded area and community gardens. It's incredibly important to quality of life.","speaker":"J"},{"t":3845,"text":"So as well as thinking about the provision of housing, let's make sure we think about the quality of and livability of the neighborhoods that that housing is in and that goes to complete communities as well.","speaker":"J"},{"t":3862,"text":"So you know, can we provide homes that are close to walkable streets and cycling infrastructure because not everyone can afford a vehicle and also to shops, services and amenities.","speaker":"J"},{"t":3875,"text":"So trying to locate that housing within complete communities and your OCP already does a really strong job of working towards those complete communities and then finally, intergovernmental collaboration.","speaker":"J"},{"t":3889,"text":"So the importance of a collaborative and synchronized effort between levels of government.","speaker":"J"},{"t":3895,"text":"So we heard from developers especially that it's really important that the municipality and senior governments are talking the same language defining affordable housing in the same way, so that the access to those grants and funding can be can be streamlined.","speaker":"J"},{"t":3914,"text":"So you have a number of housing goals already in the ocp. They're actually called desired outcomes. And so these are the three desired outcomes related to housing in your ocp.","speaker":"J"},{"t":3928,"text":"So firstly, Langford will offer a diverse range of housing choices that meet the needs of all residents. Secondly, homes addressing key areas of housing need will be prioritized significantly reducing core housing need in the city.","speaker":"J"},{"t":3945,"text":"And then thirdly, all new homes will be well connected to transportation options, services and amenities. And so the housing strategy really builds on and supports those three goals from the ocp.","speaker":"J"},{"t":3960,"text":"You also in the OCP have a land use map with land use designations and those land use designations themselves proactively support a range of housing types and densities.","speaker":"J"},{"t":3973,"text":"So you've got housing higher housing density directed to areas with services and amenities. You have housing directed towards key growth areas, the city centre, urban centers and the corridors.","speaker":"J"},{"t":3987,"text":"And then within the complete communities designation, the OCP supports gentle infill and new mixed use villages. So the OCP itself is probably your strongest tool to create a really good range of housing in the community.","speaker":"J"},{"t":4004,"text":"And so the strategy really builds on that ocp. So if we look now at the vision and goals for the housing strategy.","speaker":"J"},{"t":4015,"text":"So based on our understanding of what we've heard from council previously, from the community, from staff, from those interest holder workshops, we've developed a draft housing strategy vision. So I'll just quickly read that out.","speaker":"J"},{"t":4032,"text":"So Langford is a community where every resident has access to a livable and affordable home in a complete neighborhood with convenient access to services, amenities, active transportation and transit.","speaker":"J"},{"t":4045,"text":"A range of housing options support people of all ages, needs and life stages while housing supply keeps pace with the community's growth.","speaker":"J"},{"t":4056,"text":"We've also for the housing strategy, developed a number of objectives that really flesh out those OCP desired outcomes that I mentioned previously.","speaker":"J"},{"t":4067,"text":"So for the first desired outcome, Langford will offer a diverse range of housing choices that meet the needs of all residents.","speaker":"J"},{"t":4077,"text":"We have objectives to that housing is affordable to Langford's workforce and families, that there's a balance of rental ownership and other tenure options that meet a range of needs and desires.","speaker":"J"},{"t":4091,"text":"And this more family friendly units are built in a new sorry are built in new multi unit housing, particularly within the city center and other urban centers.","speaker":"J"},{"t":4104,"text":"For the second desired outcome, homes addressing key areas of housing need will be prioritized significantly, significantly reducing core housing need in the city.","speaker":"J"},{"t":4115,"text":"So we have objectives of there is housing for low income seniors, single parent families, newcomers, people with disabilities as well as those at risk of homelessness.","speaker":"J"},{"t":4128,"text":"People are connected to the supportive services they need and non profit organizations are empowered to continue servicing serving the community. And then the third desired outcome, all new homes will be well connected to transportation options, services and amenities.","speaker":"J"},{"t":4146,"text":"We have objectives of homes have access to ample private and public open space, green space and natural light. There are strong connections to transit and safe infrastructure for walking, rolling and cycling.","speaker":"J"},{"t":4161,"text":"And there is convenient access to services, amenities, employment opportunities and community facilities that support daily life. So three desired outcomes and objectives to go with them.","speaker":"J"},{"t":4174,"text":"So now looking at the strategies and actions of the housing strategy so overall to meet its housing goals we've developed four overall housing strategies.","speaker":"J"},{"t":4185,"text":"So the first one is to continue to remove barriers to building homes that align with the city's existing plans and policies.","speaker":"J"},{"t":4195,"text":"So as I mentioned, this is something that Langford has already done a really great job of is removing those barriers facilitating housing. There is more that can be done.","speaker":"J"},{"t":4209,"text":"Secondly, to facilitate housing applications through clear predictable processes and high quality planning outcomes. Thirdly, use municipal land and funding to support housing types that are most needed or those that are not been delivered by the market.","speaker":"J"},{"t":4227,"text":"And then fourthly, strengthen partnerships and advocate for funding to support housing delivery. So those are the key, the four key overall strategies and I'll talk about four priority actions that we think fit with those those strategies.","speaker":"J"},{"t":4244,"text":"So we have prepared a whole toolkit of strategic actions to support the delivery of housing. It includes 34 actions in total. But I'll just talk about the four key ones tonight.","speaker":"J"},{"t":4259,"text":"So four are rezone for key housing types in strategic locations, incentivize family friendly living, establish a housing liaison function using existing resources and use financial tools and resources for affordable housing projects.","speaker":"J"},{"t":4274,"text":"So just going through those in a little bit more detail now. So for that first strategy to remove barriers to building homes that align with the city's existing plans and policies.","speaker":"J"},{"t":4289,"text":"So the key action here is to pre zone for key housing types that you are looking for in the community. So there's pre zoning for specifically for affordable housing in key growth areas.","speaker":"J"},{"t":4305,"text":"So you can essentially pre zone for large areas across the city as long as the housing that is built in those areas is affordable housing.","speaker":"J"},{"t":4317,"text":"And that can be defined as probably as six story forms of building that deliver housing that is below market and then you can also pre zone for a range of housing types in specific strategic areas.","speaker":"J"},{"t":4334,"text":"So by pre zoning in specific areas, you can encourage the type of housing that you want in those specific areas.","speaker":"J"},{"t":4343,"text":"And of course by pre zoning, you're facilitating the delivery of housing because you're removing that barrier and that big step of the rezoning process. So the second one is to incentivize family friendly living.","speaker":"J"},{"t":4359,"text":"And again, this relates to that strategy of removing barriers to building homes. So a couple of the actions that are suggested here are to test the feasibility of floor area exemptions for this, this type of family friendly living.","speaker":"J"},{"t":4378,"text":"So we're talking about larger units with probably three or more bedrooms.","speaker":"J"},{"t":4383,"text":"And so by, by having floor area exemptions, essentially allowing a bit of extra density, you can take away one of, one of the barriers to building those types of units, which is, is, is the cost and the amount of space that those take up in a building.","speaker":"J"},{"t":4406,"text":"We suggest also having a look at reducing the inclusionary zoning contributions in this case. So as mentioned a couple of months ago, you approved the inclusionary zoning bylaw.","speaker":"J"},{"t":4419,"text":"What you could do is reduce the number of units, but increase the amount of bedrooms for these family friendly units.","speaker":"J"},{"t":4429,"text":"So essentially you'd have maybe slightly less units delivered, affordable units delivered, but you'd have those larger, more family friendly units instead. So a little trade off there worth exploring, I think.","speaker":"J"},{"t":4444,"text":"And then there is also guidance that can be provided through development permit guidelines and through general family friendly design guidelines for appropriate designs for the units in buildings.","speaker":"J"},{"t":4457,"text":"So this might include where those units exist, hopefully closer to ground level, and also some of the amenities within the building and within the, within the neighborhood that should be provided for family friendly units.","speaker":"J"},{"t":4474,"text":"The third priority action is make sure I do that is to establish a housing liaison function within the city. So this relates to that strategy of facilitating housing applications through clear, predictable processes at high quality planning outcomes.","speaker":"J"},{"t":4492,"text":"So the idea here is to establish a staff liaison function that would support applicants, especially those who are applying for affordable housing or other, let's say unique or innovative projects. So they might be a seniors project.","speaker":"J"},{"t":4509,"text":"It could be a co housing project or a cooperative project. Especially where the applicants might not be experienced nonprofit developers and need some help navigating the approvals process.","speaker":"J"},{"t":4522,"text":"So we feel that this staff liaison function could really help grease the wheels and make sure that the applicants are fully aware of all the requirements, point them in the right direction for who they need to talk to within city hall and elsewhere and make sure they're fully aware of the process that needs to be gone through and then finally to use your financial tools and resources.","speaker":"J"},{"t":4555,"text":"So this relates to the strategy of using municipal land and funding to support housing types that are most needed in the community or perhaps not been delivered by the market.","speaker":"J"},{"t":4570,"text":"So","speaker":"A"},{"t":4573,"text":"establishing a clear policy to provide housing grants.","speaker":"J"},{"t":4576,"text":"You do provide some housing grants at the moment and the non profit housing community has asked for greater clarity around exactly what those grants are for so that they know where they might achieve those grants.","speaker":"J"},{"t":4593,"text":"You can look at reducing and waiving development fees and charges, including dcc. So as we know, housing is very expensive to deliver.","speaker":"J"},{"t":4604,"text":"And a part of significant part of it is are the development cost charges and fees that are charged. So you can look at waiving those to help those those affordable housing projects considering revitalize revitalization tax exemptions.","speaker":"J"},{"t":4621,"text":"So this would essentially exempt property taxes on an affordable housing project for a number of years for the municipal portion of taxes again to incentivize its development and reduce the overall costs to say a non profit housing provider.","speaker":"J"},{"t":4639,"text":"And then finally you will have funds built up in the affordable housing reserve fund.","speaker":"J"},{"t":4646,"text":"So through the inclusion rezoning bylaw, you are likely to receive cash in lieu into an affordable housing reserve fund and so that those funds can be used to support projects, specific projects that you want to see in the community.","speaker":"J"},{"t":4664,"text":"Affordable housing projects. They could be, those funds could be used to acquire land which could you could then partner with an affordable housing provider as an example. One of my questions really get down to just some of the numbers and what went into that.","speaker":"I"},{"t":4753,"text":"One of my first ones was really getting at the proposal of nearly 17,000 new homes over the 20 years. And my initial question was what proportion of this would we be expected to be achieved through the private market?","speaker":"I"},{"t":4767,"text":"But I think I recognize that that may be difficult to estimate over 20 years and perhaps through the, rather the assessment over the five years.","speaker":"I"},{"t":4777,"text":"Am I right to understand that we would expect about 2/3 of that to be private market, 1/3 needing to be below market value through some form of nonprofit housing provider, government housing, etc.","speaker":"I"},{"t":4790,"text":"For the rental portion over. Over five years? Yes, like 2/3 market, about a third below market. But that below market could be provided through the private market through the inclusion rezoning bylaw as well.","speaker":"J"},{"t":4810,"text":"So remembering that the inclusion rezoning bylaw itself requires private market developers to provide a certain portion of below market housing.","speaker":"J"},{"t":4823,"text":"So there'd still be a substantial, probably non market aspect of it, even if we included an aspect of private included in the inclusionary zoning.","speaker":"I"},{"t":4836,"text":"Yes, that's certainly the need is a substantial portion that is below market rates to make it affordable for the community.","speaker":"J"},{"t":4846,"text":"Thank you. And then follow up on that train if I may. We have nearly 92% of the housing needs over the next five years being forecasted as being rental need.","speaker":"I"},{"t":4859,"text":"Just wondering how that is determined that we're expecting 92% of our new residents to choose rental over ownership. Is that just cost of housing situation or is there something more behind that?","speaker":"I"},{"t":4874,"text":"I can address that one, Rob, thank you. Through the mayor, the. The province has come up with a formula to come up with our housing target numbers.","speaker":"D"},{"t":4884,"text":"So the 20 year need that you saw in one of the slides that had the.","speaker":"D"},{"t":4890,"text":"The 17,000 units that was calculated using census data, BC Stats data on what types of housing is needed to meet the household composition changes as it moves forward.","speaker":"D"},{"t":4900,"text":"And they took a slightly different calculation of course when it came to calculating our housing target. So they kind of took a similar calculus.","speaker":"D"},{"t":4910,"text":"But when it comes to the number of bedrooms, they really just looked at, you know, not necessarily what the community needs, but what the minimum kind of quote unquote shelter requirement would be for different household sizes as we grow.","speaker":"D"},{"t":4925,"text":"So if our two or fewer person households are supposed to grow by, you know, X amount over the time frame, the province through their calculations determined that those folks can be in a studio or one bedroom.","speaker":"D"},{"t":4939,"text":"So it doesn't take into account that those people might not share a bed or you know, there might be a changing family circumstance involved, et cetera.","speaker":"D"},{"t":4948,"text":"So it's really the minimum amount to house those people in a manner deemed appropriate.","speaker":"D"},{"t":4954,"text":"So the city is of course able, through policy decisions, through our official community plan and a housing strategy to say, well, that's not really what we're seeing in the community.","speaker":"D"},{"t":4965,"text":"So, you know, from a policy point of view, we've identified that family friendly housing is very important, not just, you know, a very small percentage of our overall, you know, 3,000 units over the next five years.","speaker":"D"},{"t":4979,"text":"But it's actually one of the highest needs that we have.","speaker":"D"},{"t":4983,"text":"So from a policy standpoint, we can make those decisions, but they do want us to track those numbers so that we can assess our diversity and how that changes.","speaker":"D"},{"t":4994,"text":"When it comes to the rental versus owner, they really took the long term projection and kind of compressed it into, instead of over a 20 year period.","speaker":"D"},{"t":5004,"text":"The province feels like rental housing is something that all municipalities should prioritize.","speaker":"D"},{"t":5009,"text":"So they took a longer time horizon and compressed that into a shorter time horizon so that we would prioritize that from a policy perspective because there is already a lot of ownership housing out there.","speaker":"D"},{"t":5022,"text":"So that's one of the needs that the province feels strongly about addressing. And likewise with the affordable housing taking up a fairly significant component of our housing target order.","speaker":"D"},{"t":5033,"text":"But you know, affordable affordability is a really strongly identified need and gap throughout the province. So the number of below market housing units were also kind of compressed from a longer timeframe into a shorter timeframe.","speaker":"D"},{"t":5047,"text":"But of course, as we know, the city doesn't build housing. We can use our tools to support below market housing, but we don't build it.","speaker":"D"},{"t":5056,"text":"So without those funding programs available and such, it's going to be really difficult, as we've discussed around this table, to meet that target. But it is something that our new inclusionary zoning bylaw will help us achieve.","speaker":"D"},{"t":5070,"text":"We use the tools that we do have to try to contribute to that goal, but it will be very, very difficult to do that.","speaker":"D"},{"t":5080,"text":"So that's in our realm of collaboration and partnerships and using our financial tools that we do have like, like fee waivers and, you know, that housing liaison support and leveraging our funds to, you know, pursue grants and partnership opportunities.","speaker":"D"},{"t":5095,"text":"That's really the realm of influence that the city has when it comes to below market housing.","speaker":"D"},{"t":5101,"text":"But it was a complicated series of calculations overall that were really done by the province in a predetermined formula that was applied broadly throughout the province.","speaker":"D"},{"t":5117,"text":"Yes,","speaker":"H"},{"t":5119,"text":"no, no, I, I definitely appreciate that. I, I guess what I'm hearing is that.","speaker":"I"},{"t":5125,"text":"So I guess my concern is a socioeconomic one, recognizing that yes, it's a big catch up on the rental stock side, but it's because the rental stock side was so behind for so many years.","speaker":"I"},{"t":5140,"text":"It's, it looks out of place, but it's really that catch up situation.","speaker":"I"},{"t":5145,"text":"The socioeconomic Concern that I have is while there are many societies where renting is a normal part of life and society is built around that, we have here a society that's very much around ownership, including financing and your ability to get ahead with financing being based around your real estate asset that you have at your disposal.","speaker":"I"},{"t":5168,"text":"Furthermore, we've seen over the last decade an increase of the predatory practices of real estate investment trusts which predominantly dominate the rental markets now or are increasingly dominating the rental markets.","speaker":"I"},{"t":5181,"text":"So I guess my concern, seeing that yes, we have this massive increase in rentals and I understand the why is there anything that we can do from the city side to safeguard some of those socioeconomic impacts or potential negative socioeconomic impacts, particularly around the rise of some of the predatory practices of those investment trusts.","speaker":"I"},{"t":5206,"text":"Thanks for the question through the mayor. That's a, that's a really tough question. The, the city can't really get involved in the ownership and, and management of rental properties.","speaker":"D"},{"t":5217,"text":"What we can do is secure them in the rental market through either housing agreements or through rental tenure zoning for example.","speaker":"D"},{"t":5224,"text":"But yeah, we don't really have any tools in play to say, you know, it has to be, you know, a local property owner.","speaker":"D"},{"t":5233,"text":"Local, local property management company as opposed to a larger company that does collect these as a kind of a real estate investment. But I don't see it. So do we have those Langford specific details in our strategy?","speaker":"F"},{"t":5361,"text":"We don't have those details laid out in terms of exactly how you're going to generate that specific affordable housing. So it is more of a broader set of actions.","speaker":"J"},{"t":5373,"text":"And it's true that you don't have a lot of land. Some municipalities have a lot of land that they can use to leverage housing. You don't have a lot of of land.","speaker":"J"},{"t":5386,"text":"But as I mentioned, you do have the affordable housing reserve fund. You will be generating housing through the inclusionary, both housing and additional funds through the inclusionary zoning bylaw.","speaker":"J"},{"t":5397,"text":"And then you can selectively use these waivers of fees of property taxes of DCCs to partner with those non profit organizations. So I agree it's a challenging market for sure.","speaker":"J"},{"t":5409,"text":"Costs are still very high, prices of land are high. It's a challenging market to deliver affordable housing when senior governments are kind of in some cases backing away, in some cases stepping forward.","speaker":"J"},{"t":5423,"text":"But I think you have to use the kind of suite of tools in a strategic way to look for those opportunities as they arise.","speaker":"J"},{"t":5434,"text":"So I guess I'm hearing from your presentation that we are really leaning on that clarity of grant programming, the housing liaison staff role and other ways that we're going to support the nonprofits.","speaker":"F"},{"t":5447,"text":"Is that maybe more something in the shorter term that seems realistic out of","speaker":"F"},{"t":5452,"text":"the suite of kind of financial tools and resources that were on the slide there? These are the clear, predictable grant outcomes that you can expect if you are able to bring a project to Langford.","speaker":"D"},{"t":5525,"text":"And that coupled with the pre zoning for affordable housing, which we have seen being kind of a tool deployed by a lot of municipalities as a predictable way to signal the areas and the densities where that type of housing would be, you know, beneficial to people that need affordable housing.","speaker":"D"},{"t":5542,"text":"So near transit and other kind of services and amenities, you know, really where. They are also Langford residents. And so I feel the need to advocate for having continued support for our school system.","speaker":"B"},{"t":7588,"text":"The Soup school district has been amazing at being a place for inclusive schools.","speaker":"B"},{"t":7594,"text":"Even though I had fear but what the impact was on the provincial level I always felt very good about what the Sook school district, how they were putting their energy and and how they were creating safe and inclusive spaces in our school.","speaker":"B"},{"t":7612,"text":"That being said, I do believe that the withdrawal funding will have impact we've had.","speaker":"B"},{"t":7619,"text":"My family's had signed a petition and had a response from the province saying that even though that the province isn't seeking any more resources from the ARC foundation, the ARC foundation will continue to be a a point of resource for school districts and teachers that need it.","speaker":"B"},{"t":7640,"text":"And so there will be still an interaction between this organization and school districts across the province. It just won't be funded anymore. So that in itself is a bit problematic. I do think resources are evolving all the time.","speaker":"B"},{"t":7657,"text":"One thing that having kiddos in the French school system is that we don't often have a lot of these books and resources in both languages.","speaker":"B"},{"t":7668,"text":"And that's always something that's evolving and we have new authors that are creating resources for all ages, all the time.","speaker":"B"},{"t":7676,"text":"I believe that the province understands the political implications of cutting funding and I don't think it's a good time to be having that conversation with the Temple Ridge tragedy this year and the significant impact that that had on trans youth in our province.","speaker":"B"},{"t":7696,"text":"We don't need those signals that we're pulling away from having continued support.
