So it was a lengthy conversation and I think that we got a lot of.","speaker":"K"},{"t":1064,"text":"I mean, to be honest, the report, the proposed bylaw, or sorry, proposed by policy, was tremendous work done and it really showed the power of our committees and what can be done.","speaker":"K"},{"t":1076,"text":"To add to this, the one adjustment","speaker":"B"},{"t":1079,"text":"that was made from the committee recommendation is with item 8, which was the","speaker":"K"},{"t":1084,"text":"recording with this although best intent, and","speaker":"B"},{"t":1088,"text":"it really closes the governance loop. And I think as was brought forward through committee, there's extraordinary power and transparency that comes through this proper reporting process.","speaker":"K"},{"t":1102,"text":"We've been advised from staff that there may be just some concerns around the","speaker":"B"},{"t":1107,"text":"workload and how we actually manage this internally.","speaker":"K"},{"t":1109,"text":"And so in order to give staff the time to be able to evaluate this, put in those work plans and determine what needs might need to be met in order to meet this, I've","speaker":"K"},{"t":1121,"text":"put forward the amendment to what the","speaker":"B"},{"t":1124,"text":"committee's recommendation was, which is just for council to receive a report on that item as to what that would mean for staffing needs and impacts to the organization. Yeah, appreciating this huge body of work. And I was quite happy to see this come forward.","speaker":"F"},{"t":1188,"text":"I've been quite interested in this over the years, looking at how we can move away from just looking at lowest bid and looking more at the overall benefit to the community, getting more value for our dollars with our serious resources.","speaker":"F"},{"t":1203,"text":"So particularly for me, purchasing process evaluation, section 10, looking at sustainability, social value, ethical standards, and also having a way to consider local and community benefit. I just really appreciated that.","speaker":"F"},{"t":1214,"text":"And also throughout this, you could see encouraging indigenous cooperation, entrepreneurship, business and economic development. I really thought that was important to highlight as well. It's decentralized. It's our first formal economic development strategy and so we need to properly resource this as well.","speaker":"F"},{"t":1818,"text":"I think it might be odd to start with that, but I think noticing the financial implications here, these plans that we have, you know, it's partially accounted for in the five year financial plan, but upcoming budgets will be needed to will be looking at initiatives and there's staff that will be needed to bring forward initiatives.","speaker":"F"},{"t":1839,"text":"And I just thought perhaps that could be a question is what can we do that is quick start now and what will require further staff","speaker":"F"},{"t":1850,"text":"through the chair to Councillor Wagner once the strategy has been approved, hopefully by council this evening, our next step would be to put together a staff work plan where we review all of the immediate action items, triage them based on what would be the most direct impact to the businesses.","speaker":"J"},{"t":1867,"text":"First, what could be done with current resources. And then we do have some money, as you mentioned in the budget that's already approved that we would look at first.","speaker":"J"},{"t":1876,"text":"And then if further funding is needed this year, we would bring that forward to council at a future meeting. I think it was really exciting to see the intention come out of this plan.","speaker":"F"},{"t":1896,"text":"Something that I salt came forward through the presentation and I really want to see this land inventory because we always talk about how lots of businesses are coming to Langford and they need space.","speaker":"F"},{"t":1908,"text":"Some businesses are growing, they need different space, so how do we get them the space they need? And I really appreciated that look of really intentionally pairing people up with what they actually need.","speaker":"F"},{"t":1919,"text":"Of course we want to support local businesses, retain and encourage new businesses.","speaker":"F"},{"t":1924,"text":"I think it's really we've seen ourselves grow and change here and and so we do hear from the community that people want shops and services and jobs here in Langford.","speaker":"F"},{"t":1934,"text":"And so I think putting a lot of effort into this is really important. A couple things I just wanted to point out for myself. Again, reconciliation is woven throughout this plan which is really exciting.","speaker":"F"},{"t":1946,"text":"And then a couple of my favorite things were quality of life considerations as things like childcare and healthcare really shine as bringing, bringing people to this community, supporting businesses by having the quality of life in Langford be really focused and then also food security and those initiatives around supporting agriculture.","speaker":"F"},{"t":1963,"text":"So quite a bit in here. I don't want to take up all the comments. I'm sure my colleagues have other things they want to say. And that is while our big box stores, our Walmarts, our Home Depot, our Costco's, even are great draws for our residents, they provide great services to us all.","speaker":"K"},{"t":2051,"text":"We know that by far and large they tend to be an actual economic draw or an economic drain on our communities with far more of those money resources actually leaving higher infrastructure costs and the rest.","speaker":"K"},{"t":2064,"text":"It is our small businesses, some here tonight that are the vibrancy and really the money, every dollar spent there multiplying around our community creating far more wealth for all of our residents.","speaker":"K"},{"t":2075,"text":"And so I'm happy to see that this plan is aiming to support those small businesses, increase that downtown vibrancy which in turn not only increases our quality of life for Langford residents but.","speaker":"K"},{"t":2087,"text":"But then supports our businesses which then creates more vibrancy, which then adds to our quality of life and hopefully creates that great. What's the word I'm looking for?","speaker":"K"},{"t":2097,"text":"Not a vicious circle, the opposite of it's escaping me at the moment. The other thing that I really enjoyed","speaker":"B"},{"t":2103,"text":"with this plan was the tremendous opportunity that we had which was to be able to have the tour and the showcase of so many of the great businesses that are here in Langford and so excited to be here in Langford.","speaker":"K"},{"t":2119,"text":"And many of these really leaned right","speaker":"B"},{"t":2122,"text":"on this community wealth building principle. They're so integrated that we can't ignore them. The folks that are working here are also living here and the folks that are. That they were employing are also living here.","speaker":"E"},{"t":2232,"text":"And so all of this is. It's an important piece to talk about how it's integrated with a lot of the other master plans that are happening right now.","speaker":"E"},{"t":2241,"text":"So I appreciate how that thought was put into place about how this plan is part of a larger system about how we are building a Lankford for the future. And so it's really exciting.","speaker":"E"},{"t":2252,"text":"So I Love that there's a way that, yeah, there's just the way we have the potential of what we can do and we have a path to get there. You know, we don't have an unlimited land base. So I think that comes back down to intention.","speaker":"D"},{"t":2342,"text":"And I see challenges around, you know, just making sure that Langford maintains stays.
