Um, I purchased that from PCR Group and which is now called Path."},{"t":859,"text":"And um at that stage when I purchased that um at the sales center they had a complete mockup of what was going to be"},{"t":867,"text":"across the road. And that that showed and I was aware of the fact that there could be four six-story buildings in"},{"t":877,"text":"that part B block across the road. Um and I I I was okay with that because um there was also a lot of green space."},{"t":887,"text":"There was a lane way, there were parkways, and so consequently and uh a lot of the other people in my building as well at 364B"},{"t":896,"text":"considered that that that that was a reasonable I place. Um um we now find"},{"t":904,"text":"that um at the PLU meeting on July the 6, we're advised that PAS are seeking to"},{"t":913,"text":"put one more six-story building on that place right in the front of our"},{"t":920,"text":"building. Now, um, not only is is that it's just ridiculous that we've got three sixstory buildings on one side of"},{"t":927,"text":"the road, four-story buildings where we are, but it's take that extra building has taken away all the green space that"},{"t":934,"text":"we thought we had. And, uh, most of the people in my building really like this community. And so, we're we're pretty upset about this. And so, consequently,"},{"t":943,"text":"I I just want to bring it to council's attention that that that that we're going to be involved. We we we're not happy about this because we believe that"},{"t":953,"text":"that that this is a certy of path which is running this particular development and yet um it's not what we were"},{"t":962,"text":"promised when we bought those units and so I'm just thank you. I'm I'm a retired master gardener and the president of Colwood Creek Rate Payers Association. We've submitted"},{"t":998,"text":"a petition with 145 signatures to city hall asking that this proposal be paused until there has been meaningful consultation with affected stakeholders."},{"t":1008,"text":"Callwood's officially official community plan, parks and recreation plan, master plan, and Cwood Creek management plan"},{"t":1015,"text":"all require consultation with stakeholders. When significant change to land us is being planned. Yet most"},{"t":1023,"text":"residents in Cwood Creek Estates did not learn of this plan until after it was published on Cowwood's website around May 5th. At the May 14th meeting, the"},{"t":1031,"text":"group calling itself Callwood Garden Society disclosed that approximately 50% of their membership lives in Langford."},{"t":1039,"text":"Our neighborhood has been blindsided by this development, especially since we were recently supplied with three diagrams of proposed layouts. The two gr"},{"t":1048,"text":"two gradu di diagrams which relate to the veterans memorial park part of a park with 133 beds and fencing show that"},{"t":1057,"text":"the intention is to displace all other activities and users from our near neighborhood park. replacing the usage"},{"t":1065,"text":"of the park with this uncommonly large community garden transfers a public asset from a broadly accessible use to a"},{"t":1073,"text":"specialized use by users from outside Cwood. We ask that this proposal be stopped until there's been meaningful"},{"t":1081,"text":"consultation with the affected residents. If this proposal were challenged in court, we believe that we would be granted meaningful consultation. Uh, my name's Brett Donaldson. I live at 777 Sun Valley Drive. Um, I'm, as you can see, I'm a part of the Rake Payers Group. Um,"},{"t":1130,"text":"couple things that I wanted to bring up in terms of the Callwood Garden Society."},{"t":1134,"text":"Um, I had a chance to look at their meeting minutes from their most recent meeting that was listed on their website, uh, as of March 2026."},{"t":1142,"text":"At the time of the meeting, they said they had 62 paying members and 38 were on a wait list. And then I took it as it was implied that there was four empty"},{"t":1151,"text":"beds sitting here at city hall. Now with the proposed beds that are there, 60 and"},{"t":1157,"text":"1, 73 and 1B, and 75 in site 2, which doesn't make sense for site 2 period, but the whole thing doesn't make sense."},{"t":1165,"text":"Um, it just seems that we are designing for a projection of where this society"},{"t":1172,"text":"sees the need being. when the city decides to build hospitals, schools, those designs"},{"t":1181,"text":"are not done under projection. They're designed for current need. So why is this being designed for future projection? Also, a couple other things."},{"t":1191,"text":"Um the ultimately the park needs to be left as"},{"t":1199,"text":"ALR in my mind. The main intent of AL in that instance is to prevent against a mass extinction event. And what I mean"},{"t":1207,"text":"by that is is that if we have an event where the ability for us not to be able to produce food or go to the store or do anything like that, we need to be able"},{"t":1215,"text":"to um grow food and vegetable, but in a way where it can be mass-produced."},{"t":1221,"text":"Individual garden beds don't facilitate that request. Um, ultimately at the end of the day,"},{"t":1229,"text":"there's already a black eye on this park from things that had transpired already with the original design that went through for the design of the dock park."},{"t":1237,"text":"And now we want to give the other eye a black eye. And I don't want to see that happen. I think the city council needs to focus on"},{"t":1245,"text":"CRD and working on the dog park itself as opposed to ALR switching it for guards. Uh, my wife and I, Dr. Murphy, we live at 734 Macan"},{"t":1264,"text":"and, uh, our property, um, backs onto the park. Um, I want to comment about the private property rights and how that"},{"t":1272,"text":"the proposed community gardens uh, bears on that."},{"t":1276,"text":"Uh for most people, the greatest investment they will ever make is to acquire their home. To buy, to maintain, or to improve a house cost each of us"},{"t":1284,"text":"many years of our lives. If we ever sell it, then it represents the lion share of a life savings. If [snorts] we stay forever, it's the biggest investment we'll ever make in the life we want."},{"t":1296,"text":"The reason we can devote so much time, energy, and resources to our home is because of the confidence we have that our home is ours."},{"t":1305,"text":"We are invited to assume that our home's value or our quad enjoyment of our home is not subject to change uh whimsical"},{"t":1312,"text":"changes in public policy. If we buy a home adjacent for a public park with the covenant saying that the parkland will"},{"t":1319,"text":"remain in it for 99 years, it appears we are protected by the law. We invest, we pay taxes for decades. My wife bought"},{"t":1327,"text":"this property in 1984, so she's been paying taxes here for a long time. uh we build lives communities"},{"t":1335,"text":"based on that assurance and I respect the rule of law to remove the covenant protecting the park and to reduce novel semi-industrial repurposing the property"},{"t":1344,"text":"should be at the very least only proceed if those residents most directly affected overwhelmingly support such an undertaking."},{"t":1352,"text":"But it appears that public consultation has been rather thin on the ground."},{"t":1356,"text":"Everyone I've spoken with only became aware of this huge shift in the values and enjoyment of their homes by rumor because of someone by chance saw workman"},{"t":1364,"text":"starting on it. I'd like to ask that the coun if the council sees this project as necessary that they build it in an area"},{"t":1372,"text":"already devoted to semi-industrial purposes such as extending the site here on this property. I'm Lawrence searches event is present near the proposed site of the community"},{"t":1392,"text":"garden. I support community gardens but not a proposal for 120 to 150 beds."},{"t":1401,"text":"You've heard about a small Langford garden on April 13th of 33 beds. Most are 4x4."},{"t":1410,"text":"Its 280 square meter footprint fits beautifully into Port Orchure Park near large residential buildings."},{"t":1419,"text":"Our OCP prioritizes exactly that type of community garden and pocket park"},{"t":1426,"text":"location. In contrast, the proposal that we have could cover 258 square meters."},{"t":1434,"text":"For comparison, the gardens outside city hall are about 651 square meters. The"},{"t":1442,"text":"Collwood Garden Society proposals much different 108 to 152 beds, most 4x10"},{"t":1451,"text":"that would dominate the big area in Cwood Creek Park."},{"t":1456,"text":"Gardens in Langford escrimalt and UIC don't allocate plots to outsiders but 38 of 70 plots here are"},{"t":1466,"text":"rented to non-residents were those plots available to our residents no one from Cwood would be on"},{"t":1474,"text":"a waiting list but the society tells us there's a shortage of 25 beds shortage"},{"t":1483,"text":"regardless the 25 bed shortfall doesn't justify adding up to 152 spaces to our inventory."},{"t":1492,"text":"Please pause to consult the neighborhood. Critically assess this project to focus on real Cwood needs."},{"t":1500,"text":"The size of garden must be proportionate to verified need and the society must be guided by Cwood's needs to be the right partner. I live at 3097 Britney Drive. I'm here to approach council with my concerns regarding the"},{"t":1535,"text":"proposed Cwood Creek Community Garden. I was very surprised in April to learn of the Cwood Creek Community Garden. I only"},{"t":1544,"text":"learned of the proposal by chance from two men at the back of my property who identified themselves from the garden society looking how to convert park"},{"t":1553,"text":"space into a community garden plots and maybe another. I'm quite shocked and disappointed as a resident and neighbor"},{"t":1561,"text":"to the park that I did not receive any direct communication or any opportunity for input input for"},{"t":1569,"text":"such a major neighborhood project. In the past, in a professional capacity, I've been involved in community gardens."},{"t":1577,"text":"The process ensured direct neighborhood notification, town hall meetings, surveys, consultation with all interested parties."},{"t":1586,"text":"I'm quite surprised and disappointed that the city of Cwood has not followed a similar process."},{"t":1594,"text":"Based on what I know about the garden project, I'm very surprised at the scale and location, especially the location."},{"t":1601,"text":"Community garden projects are typically in high density multifamily dwelling areas to provide walkable outdoor green space and support food security."},{"t":1613,"text":"the the Cowwood Creek Community Garden Plan does not meet any of that criteria or the city of Cowwood's official"},{"t":1620,"text":"community plan. I'm not asking council to reject community gardens as I know if implemented correctly and in the right"},{"t":1628,"text":"location with community support, they can have a positive community benefit and outcome. However, I am asking"},{"t":1635,"text":"council to pause the Corwood Creek proposal, undertake a thorough review as to whether the large scale community"},{"t":1643,"text":"garden at this location relates to the needs of residents of Cwood. I'm here to speak regarding proposed community garden at Cole Creek Park. I'm extremely"},{"t":1673,"text":"upset that the residents of the Coal Creek neighborhood have not been consulted on the proposal of a large community garden being built to replace"},{"t":1681,"text":"the current neighborhood park. This will impede many people, families, dog walkers, nature lovers from ac accessing"},{"t":1689,"text":"accessing the shared, spacious, quiet, well-used green space of Co Creek Park that links community areas. Instead, the"},{"t":1698,"text":"plan shows a highly densified compact fenced area of garden plots, boxes used by people traveling from outside the"},{"t":1706,"text":"neighborhood. I'm requesting council paus's proposal and engage in consultation to consider the impact such"},{"t":1713,"text":"a large project would have on the residential area, the scale and placement being in keeping with the needs of the Cowwood residents and the"},{"t":1721,"text":"rate payers of Cowwood Creek Estates to consider the loss of park space, the increased traffic pedestrian increased"},{"t":1729,"text":"traffic pedestrian safety. There are no sidewalks, speed and stop signs are often not observed. lacking parking for"},{"t":1737,"text":"those transporting soil, tools, and accessing the area. Let known the concerns relating to how the already large flourishing rat population will be"},{"t":1746,"text":"impacted by the increase of harborage, composting, and food supply. Thank you. Um I first brought this forward as a motion well over a year ago u as South Kwood is"},{"t":2036,"text":"overdue for uh for somewhere for our furry friends to to run around in an enclosed space. Um, for those that don't"},{"t":2045,"text":"know, some of the original proposals in Royal Bay spoke of a dog park as part of the Corey Park project um that was"},{"t":2052,"text":"removed um some time ago. Um, and since then many residents in that area have have been clamoring, I think, is not a,"},{"t":2060,"text":"you know, an exaggeration for for a dog park. Calwood Creek dog area is is quite far from that area. Um, and and doesn't"},{"t":2068,"text":"necessarily make sense. Um so I'm looking forward to this certainly obviously very much support it but just"},{"t":2075,"text":"questions for um for park staff through the chair just around the the planning."},{"t":2081,"text":"I think the appendix A we have which is the city of Vancouver um imple implementation guide really spells out"},{"t":2089,"text":"um how this can be managed and managed well. I think this is very common place."},{"t":2093,"text":"I've heard some comments that, you know, this is maybe a smaller property than what could be expected, but you know, I'd reminded folks that it's not a destination dog park. This is kind of a"},{"t":2102,"text":"small regional dog park that that dovtales in nicely with um the current parks plan as well as the future parks"},{"t":2109,"text":"plan for beachlands um and and gives an opportunity to maybe remove some of the dogs that are currently, you know, encroaching in playground areas in"},{"t":2116,"text":"Meadow Park and elsewhere. But I just wonder how we will mitigate some of the perceived issues um that could arise"},{"t":2124,"text":"from from this. I know there's some in the report, but maybe we could speak briefly to um I think there's only four homes that abut the park, but you know,"},{"t":2133,"text":"I think we have to address their concerns um and just overall safety and things like that. So through the chair, I just ask for parks to maybe provide some overview."},{"t":2144,"text":"Thank you for the question. So mainly it's going to be through providing a a secondary fence inside the existing fence fence line that the residences"},{"t":2151,"text":"have um which will provide a buffer area which can either maintain existing hedges. Some of them already have some hedges that are quite well established"},{"t":2159,"text":"or we can also in discussion with residents plant hedge as well in in that buffer space. So providing a visual break and also also a spatial break in"},{"t":2167,"text":"between their original fence uh and the dog park itself."},{"t":2173,"text":"Great. Thank you. And then just in terms of um you know as a reality dogs uh they do their business and and there's an expectation obviously for owner"},{"t":2181,"text":"accountability. So I know we've got bag stations and things but they urinate as well. Is there any kind of odor control measures or anything we can take that I"},{"t":2189,"text":"say hypothetically if there is an issue that we deal with?"},{"t":2194,"text":"I mean other than we're using a five bar which is the playground uh wood chips um and it's just basically uh nature rain"},{"t":2202,"text":"and whatnot and regular topping up of the material on a probably a three to four year basis. So, it appeals probably more so to folks that"},{"t":3020,"text":"um would be kind of in the Dun's mirror area. Um it's walkable from all of those neighborhoods. Um with respect to the other location you mentioned, I mean, there's three or four parking spots on the chosen road in front of that, but"},{"t":3035,"text":"then you've got a retail business next door. you know, would you propose a dog park next to the bakery? So, you're not changing anything from a square footage standpoint and ballparking it, but looking at Google Maps, it really isn't all that different. It's just a"},{"t":3050,"text":"different shape. The ship has sailed on Quarry Park planning. um to just push this off again and suggest that someday"},{"t":3066,"text":"somewhere we'll find a a a place that's reasonable just doesn't make sense to me. Um this particular plot of land, you"},{"t":3075,"text":"know, when I spoke to the developer about it when I first proposed it, you know, going on almost a year and a half ago, um they had sought to to do some"},{"t":3084,"text":"things. Ironically, actually, they sought to look at at community gardens there. They thought this is a a piece of land we could do something, but that was"},{"t":3091,"text":"ruled out as well because of the um soil conditions and wind and other factors."},{"t":3095,"text":"Um they graciously decided not to develop it um because of the residents that were there. They didn't want to block the views. They realized the negative PR that would come with that."},{"t":3105,"text":"So, they envisioned something like this."},{"t":3107,"text":"Um I would remind council as well that we we managed to secure the opposite side of the road. um the the flat area"},{"t":3115,"text":"that's adjacent to the homes there um eventually to be parkland as part of the beachlands park. U if we have a viewpoint and trails and things there as it stands now there is a large gravel shoulder. People park there all the time"},{"t":3131,"text":"as it is today. They like to stop and admire the view and look out. So there is space for some people to come and park there. And I think we can mitigate"},{"t":3138,"text":"issues on Menddees Place. We can make it no parking for example. We could make it resident only parking. I think there are opportunities to address a few of the"},{"t":3147,"text":"issues, but at the end of the day, this council has now twice supported moving forward on this. Staff has done their work. They've come forward with the amount and to suddenly pivot and and"},{"t":3155,"text":"pull it just uh is completely illogical to me. So, I will continue my support. Thank you. And I see a number of people um"},{"t":3200,"text":"crossing there with their dogs uh quite regularly. So there is a good trail network through Royal Bay and uh from"},{"t":3211,"text":"the roadway if you needed to access with a vehicle. Uh it makes a good walk uh with your animal and with a destination"},{"t":3220,"text":"at the end where you could meet up with other people, have some dog social socialization time. So that is a"},{"t":3227,"text":"positive. Um I think that there may be a need to consider uh at some point in time in the future an accessible parking"},{"t":3236,"text":"space because the people who would most need to access uh to exercise their dog"},{"t":3243,"text":"would be someone with mobility issues who would find it difficult to access via the perimeter trail. Through my work, I first see I"},{"t":3792,"text":"see firsthand how much a person's environment impacts their health, independence, and quality of life. Many of the seniors I work with are looking"},{"t":3800,"text":"to downsize. They no longer need a large family home and they want to leave the community. They don't want to leave the community where they've built their lives, friendships, and support"},{"t":3808,"text":"networks. They want housing that is much easier to maintain while remaining connected to people and places they know. I also see not all housing"},{"t":3816,"text":"environments support healthy aging equally. In home care, we always encourage clients to stay active through walks and outdoor activities. However, when a senior lives in an area that"},{"t":3825,"text":"feels unsafe or difficult to walk in, those opportunities often become limited. Our caregivers are often uh walking clients indoors instead of"},{"t":3833,"text":"outdoors because it's simply a safer option. While we make the best of it, it's not the same as enjoying fresh air, green space, and connected to the"},{"t":3840,"text":"neighborhood around them. In contrast, by seniors who live in a more quieter, walkable environment with access to outdoor spaces are more active, more"},{"t":3849,"text":"socially connected, and maintain their independence longer. This is why I support the proposed development in 420 Tamarack Road. Uh there's also there's no walking there."},{"t":3930,"text":"So there is actually no walking from that area. Uh there are no lights, there are no sidewalks and so it's a little different. Uh, so it's not this area you"},{"t":3938,"text":"can just walk into. You already live there or you don't kind of thing, but you don't really actually just walk there. Uh, the park. Um,"},{"t":3947,"text":"so I do understand u vehicles and traffic flow. I sell motorcycles for a living, so I have a lot to do with that."},{"t":3953,"text":"Uh, basically a uh forcing a massive six-story building with a 175 stall parking garage onto a narrow dead end uh"},{"t":3960,"text":"dead end street is a represent as a rep for disaster. This is a vehicle development uh dependent complex. Once"},{"t":3967,"text":"again, there is no real walking in the area. It is definitely dependent on have owning a vehicle. It's not transit orientated development. Uh it will cause"},{"t":3975,"text":"peak hour gridlock and catastro catastrophic uh uh safety bottleneck. At the moment already one one simple garbage truck or"},{"t":3983,"text":"recycling truck can already cause grid neck at the top of the street. Um there are as far as safety is concerned if something ever happened down there. If"},{"t":3992,"text":"there was that, it would be a dead end road uh where if a fire breaks out next to the city in the dry forest, incoming fire trucks would will completely trap"},{"t":4000,"text":"local families with zero evacuation roads. Um the the project is also financial trap for taxpayers. Plan uh planning staff have already indicated"},{"t":4008,"text":"that the entire neighborhood would need to be developed with 12 to 15 story buildings to offset the tax revenue."},{"t":4015,"text":"Thanks very much. I'm speaking tonight to register a formal procedural objection to council's even considering the 420 Tamarack Road before"},{"t":4036,"text":"the mandated neighborhood review is delivered. Last September, planning and land use committee identified the need for a deeper consideration of the highdensity development in our"},{"t":4045,"text":"neighborhood. On October 14th, council unanimously passed a resolution instructing staff to review the appropriateness of the cent's OCP"},{"t":4053,"text":"designation for our pocket and developed that gentle infill strategy for existing neighborhoods like ours. Despite council's clear intent direction, staff"},{"t":4060,"text":"have continued to place the 420 Tamarack file on the agenda without completing the review, which was intended to address this scale of neighborhood development. Planning staff have cited"},{"t":4068,"text":"their new internal prioritization matrix as reasoning for this. But staff acknowledged the local development applications are at an all-time low, leaving the department with a significant surplus of operational time."},{"t":4079,"text":"Staff have the hours and resources."},{"t":4081,"text":"They've simply chosen not to execute the review. An internal staff matrix cannot be used to trap a direct council resolution in an endless procedural rut."},{"t":4090,"text":"While pushing this very type of private developer project, the review is meant to address through the back door. The administrative"},{"t":4099,"text":"approach inflicts agenda whiplash on local citizens, forcing volunteer communities to repeatedly mobilize to city hall to defend itself against a"},{"t":4107,"text":"project that currently lacks settled policy foundation, something that councilors voiced that they were trying to avoid by mandating the proposed review in the first place."},{"t":4116,"text":"Do not let the developer team sway you with arguments about financial hardship or transactional community amenity contributions. Council's under no"},{"t":4124,"text":"obligation to guarantee a private applicant's profit margins at the expense of sound community planning. So professionally I work as a property manager in greater Victoria. So every week I work with"},{"t":4196,"text":"renters, landlords, and families looking for housing. So I see the rental market very up close."},{"t":4204,"text":"Uh so one of the biggest challenges we face uh is finding quality rental homes uh in neighborhoods where people"},{"t":4211,"text":"actually want to live. Uh places that are quiet, connected, and feel like a community. So when we talk about"},{"t":4219,"text":"density, it's important to remember that not all housing is equal. Location, design, and the surrounding environment"},{"t":4226,"text":"makes a huge difference. Uh so 420 Tamarak Road is exactly the type of property people are looking for. Uh it's"},{"t":4233,"text":"a quieter setting. It's near parks, away from heavy traffic. These are features that renters consistently ask for. But"},{"t":4242,"text":"uh there simply isn't enough supply like this. So for my profession u my professional experience, when a building"},{"t":4250,"text":"like this is becomes available, there is a strong demand because it fills a gap that currently exists in Cwood. It's a very desirable area. People want to be"},{"t":4258,"text":"here, but uh properties like this don't exist as much as they should. So, this isn't just about adding homes. It's about adding the right homes in the"},{"t":4267,"text":"right places. That's why I believe this application represents the kind of housing COD needs as it uh continues to grow. The OCP that has been in place since 2018 and is the guiding"},{"t":4744,"text":"document for how Callwood grows. The OCP permits a base density of 2 FSR and up to 4.5 FSR for this designation. We"},{"t":4754,"text":"never took that position that we should build 12 to 15 stories, the higher density that would be permitted. From"},{"t":4761,"text":"the very beginning, we were respectful of the neighborhood. We designed a building at the absolute minimum base density permitted under the OCP."},{"t":4770,"text":"Unique lay of the land, which I know a few counselors had an opportunity to visit, allows us to remain at three stories on"},{"t":4778,"text":"the Tamarak side where the two closest homes are located. This was deliberate uh by design."},{"t":4786,"text":"We will also be investing in the surrounding infrastructure, a mo a new multi-use pedestrian and cycling path, upgraded sidewalks, and an improved"},{"t":4795,"text":"culde-sac providing safe walking and cycling connections to Whale Road where transit and the Galloping use trail are located. On parking, we listened."},{"t":4806,"text":"Through multiple design iterations with our architects, we made the changes needed to fully meet the city's parking bylaw. This project is compliant with"},{"t":4815,"text":"both the OCP and the parking bylaw. We are adjacent to Gamble Park. We are protecting every park tree. A large"},{"t":4822,"text":"portion of our building has no visually impacted neighbors. I ask that you consider the genuine effort that went"},{"t":4830,"text":"into this application. I don't want them moving and leaving the island or moving to Alberta like everybody else is doing. I want to keep them close. And I love my"},{"t":4895,"text":"neighborhood just like everybody else does. And densification is the way to get there. The problem is I've been uh"},{"t":4902,"text":"building condos with people as a construction worker for 15 years now and 99% of them are in places that I don't"},{"t":4909,"text":"want to live in buildings that dump right onto busy roads and places that I wouldn't want my kids to live and neither would they. So, those places end"},{"t":4918,"text":"up being a starter home that is just inside the budget that you could get into, um, but not a place that you ever want to live, and you're just basically"},{"t":4925,"text":"looking for the next exit to somewhere that's better. Um, I see this project as a a good place that my son could get"},{"t":4934,"text":"into now and down the road, maybe even my daughter. So, thank you for your time. Um so yes, tonight we are going"},{"t":5737,"text":"to go over additional policy projects to advance for the remainder of 2026 and look forward to 2027."},{"t":5749,"text":"So just a very highlevel summary but ultimately our department is in a transition phase right now. We have"},{"t":5756,"text":"historically been experiencing very high levels of development application volumes which has forced our department"},{"t":5764,"text":"to run at or over capacity which has resulted in a a backlog of policy work."},{"t":5770,"text":"We are now seeing a decline in application volumes which is creating more of an opportunity for us to address"},{"t":5778,"text":"that backlog of policy work. Um we did go to council in February to seek direction on policy projects to advance"},{"t":5787,"text":"this year. Um we underestimated the amount of time and um volume of"},{"t":5794,"text":"development applications we would receive this year and ultimately we have additional capacity to do more policy work. So that is why we are here this"},{"t":5803,"text":"evening. Um the policy projects that we are recommending are more minor targeted policy projects so that they can be"},{"t":5811,"text":"completed within 2026 making space in time for us to undergo a long-term planning um project in 2027."},{"t":5823,"text":"So tonight the key council decision points for you and I will go into detail about each of these. um number one to"},{"t":5831,"text":"prepare for a comprehensive update to our OCP to initiate in 2027"},{"t":5838,"text":"after the election. Um number two is which policy project should we prioritize"},{"t":5845,"text":"um for that capacity that we have available for the remainder of 2026. And then finally, how should we process the"},{"t":5854,"text":"reszoning application for 420 Tamarak Road?"},{"t":5860,"text":"So before getting into the actual policy projects, we just wanted to set the stage for you and really give you a"},{"t":5867,"text":"status update of where the planning department is. Um, we do intend on doing"},{"t":5873,"text":"this on a bianual basis now and bring to council development application numbers to you on a bianual basis so you do have"},{"t":5883,"text":"a better understanding of where our department is at along with a status update on our policy projects currently"},{"t":5890,"text":"underway. So this table summarizes um development applications that we've received from 2020 to 2026. Um obviously"},{"t":5899,"text":"year to date um the bottom row is the total number of applications. If application volumes um remain at the"},{"t":5908,"text":"pace that we have been seeing for 2026 that would still result in lower total applications than we have historically"},{"t":5917,"text":"seen. Um 2020 to 22 was certainly the highest volumes that we have seen with a"},{"t":5925,"text":"decline between 23 and 25 and then a fairly sharp decline in 26. Um the development application volumes are very"},{"t":5933,"text":"dependent on the market. We have heard from developers that it is challenging times for the market right now but it is"},{"t":5940,"text":"also cyclical. when there is a down it does ultimately go up again and that is something we need to anticipate for as"},{"t":5947,"text":"well. Um another thing I would like to point out to you on this table is it's not just the total number of"},{"t":5955,"text":"applications that's important. It's the type of application. So the t top two rows are the reasoning and subdivision"},{"t":5962,"text":"applications. These are our more comprehensive um types of applications that require more staff time. Um, and"},{"t":5969,"text":"you will see in 2026 we have not received any resoning applications and we've only received one subdivision"},{"t":5976,"text":"application. So even of the applications that we have received, they are more minor. They will take up less staff time"},{"t":5985,"text":"than resoning applications. Um, I will also add that the planning department has been consistently bringing"},{"t":5991,"text":"applications to council and to planning and land use throughout 2026 so far. Um"},{"t":5999,"text":"many of those applications were submitted in 2025 and so have just been going through our process um in approval"},{"t":6008,"text":"to council. Um but what we're seeing right now is we're ultimately caught up to application intake. We have a few"},{"t":6016,"text":"more applications um a resining and a DBP that will be moving forward to council, but as you can see we don't"},{"t":6024,"text":"really have any others to be coming forward. So that's just kind of setting the stage from a development perspective."},{"t":6032,"text":"Um this uh slide just summarizes our policy projects currently underway. Um all of these projects are at different phases of their independent processes."},{"t":6044,"text":"Um but some of them are close to completion. So we have smallcale multi-unit housing of course that is due by the end of June. um national urban"},{"t":6052,"text":"park. We are wrapping up this current phase of that project that will be um an ongoing project for years, but the"},{"t":6061,"text":"amount of effort involved by staff will fluctuate through that. Um and then as another example, the CWSP that plan"},{"t":6068,"text":"itself has been adopted and we're currently implementing components of that plan. So even from a policy spec"},{"t":6077,"text":"perspective there is uh capacity that is going to be becoming available within our department."},{"t":6086,"text":"And then um just to kind of wrap those two pieces up when we think about capacity for the planning department we think about the volume of development"},{"t":6095,"text":"applications and the policy projects underway. So um you can think of this image as a capacity box. So what can we fit in the box as a planning department?"},{"t":6107,"text":"Typically we target um to be 80% capacity um and that is to ensure that"},{"t":6115,"text":"we can respond to fluctuations in the market if there were to be an uptick in development applications or emerging"},{"t":6122,"text":"priorities by council. So currently right now we're about 25% for development applications um just over"},{"t":6129,"text":"that for policy work which leaves approximately a thousand hours available right now um to allocate to new policy"},{"t":6138,"text":"projects take questions right now okay uh"},{"t":6146,"text":"councelor day thank you thank you sorry I just didn't want you to get too far in your presentation if I could get you to go back two slides"},{"t":6156,"text":"Uh just in setting the stage and looking at your development application volumes, there are a number of reasonzonings and"},{"t":6164,"text":"subdivisions that have taken place over the years that have not come forward for DVPS or DPS. And I just would like to"},{"t":6174,"text":"inquire if you're able to add that statistic to your volumes so that we can keep tracking that."},{"t":6183,"text":"Yeah, absolutely. Uh just because I think uh especially in hearing a lot of"},{"t":6189,"text":"input tonight uh around um the importance of bringing uh"},{"t":6196,"text":"affordability affordable homes uh forward. There are a number of proposed developments that are currently sitting"},{"t":6205,"text":"on the books not moving forward and I just wanted to include those in what we think about so that we could consider uh"},{"t":6214,"text":"incentivizing or addressing some of the issues that we have with um things that are already in the hopper. So"},{"t":6269,"text":"these are key policy documents that we use on a daily basis that are outdated."},{"t":6276,"text":"Um and we have talked a lot about at the council table about initiatives that could potentially form the scope of work"},{"t":6284,"text":"of the OCP. So um I'm referring to the review of the Callwood Corners designation and the gentle infill"},{"t":6293,"text":"strategy. Um those policy initiatives are significant. They have implications"},{"t":6300,"text":"on our broader land use and density framework as well as our growth management framework within our OCP."},{"t":6309,"text":"Changing a designation in an OCP is difficult to do on an independent basis"},{"t":6316,"text":"without impacting our broader growth management framework. And so staff are recommending to that those initiatives"},{"t":6325,"text":"that form part of the broader OCP update and staff included that we prepare for"},{"t":6333,"text":"an OCP update as part of the staff recommendation because we acknowledge those policy initiatives are a priority"},{"t":6341,"text":"of council. We know that and we want to acknowledge and recognize that we do intend on addressing those policy"},{"t":6349,"text":"initiatives, but our recommendation is to do it as part of an OCP update, but"},{"t":6356,"text":"we wanted to formalize that within a staff recommendation as opposed to just"},{"t":6364,"text":"keeping those projects on our master policy list. And so that was one of the recommendations this evening that our"},{"t":6372,"text":"intention is to return to council in one of the first meetings of 2027 after the election once the new council has"},{"t":6381,"text":"received their orientation to seek direction from council to initiate an update to the OCP. Our intention would"},{"t":6390,"text":"be to return to council with a wholesome scope of work and budget associated with"},{"t":6396,"text":"that. And so um as we work towards that date, we will be consolidating"},{"t":6405,"text":"policy initiatives that could form part of that broader OCP update."},{"t":6412,"text":"So next I'm going to get into the staff recommendations for the policy projects to initiate for the remainder of 2026."},{"t":6423,"text":"Um, we selected these specific projects because they are minor and they're more"},{"t":6430,"text":"targeted policy updates that can be completed within 2026, but they address that policy backlog"},{"t":6439,"text":"that we have been referring to and then it will ultimately leave space and time for us to undergo a broader OCP update in 2027."},{"t":6450,"text":"So starting with um reviewing the intensive residential form and character development permit requirement. So"},{"t":6458,"text":"council gave direction to staff on May 11th to remove that requirement um for"},{"t":6465,"text":"lots 550 m squared and under in smallcale multi-unit housing of 3 to four units. Um we anticipate that we"},{"t":6474,"text":"will be receiving a high volume of those types of applications with beachlands um building their single family homes. The"},{"t":6483,"text":"majority of those would require this form and character development permit."},{"t":6487,"text":"Um we do intend to sort of elevate some of the design guidelines that are within the OCP and bring them up into the land"},{"t":6495,"text":"use bylaw so that we still can have some control of those form and character components. Um, this project would"},{"t":6503,"text":"approximately take six months. Um, it's a medium effort just because it is an OCP amendment, so it does require a"},{"t":6512,"text":"public hearing. Um, and it can be completed by staff."},{"t":6517,"text":"Um, the next project is Outlook Park Management Plan. Um, so staff or sorry, council directed staff for us to do the"},{"t":6526,"text":"Herm Williams park management plan and our intention was to do a park management plan on on an annual basis."},{"t":6534,"text":"Um, Outlook Park was sort of the next park management plan for us to do. So, we're suggesting to kind of expedite"},{"t":6542,"text":"this, but do it concurrently with Herm Williams. Um, our intention is that we would use our"},{"t":6550,"text":"existing sort of template for park management plan. So there is opportunity for more efficient use of resources"},{"t":6557,"text":"given that we're doing sort of two projects at once um including coordinating engagement for that. So the"},{"t":6565,"text":"intention here is that we can do that within six months um with staff resources."},{"t":6572,"text":"And then finally the age friendly plan review. So we do have an age friendly plan. This was adopted in 2016. Um we"},{"t":6582,"text":"have not assessed progress of actions that are identified in that plan. And so"},{"t":6589,"text":"this is a review of those actions and what the progress is and if there are"},{"t":6596,"text":"any opportunities to make amendments to that plan. Um I would also say that we"},{"t":6603,"text":"would be sort of reviewing this plan also thinking about any opportunities to incorporate an age friendly policies"},{"t":6613,"text":"into the OCP as well. Um so it's kind of um would be conducted before the OCP but"},{"t":6621,"text":"could be opportunities to incorporate um results of that into the OCP. This also"},{"t":6628,"text":"could be completed within six months and completed by staff resources."},{"t":6635,"text":"So, next is um making a decision on 420 Tamarack Road, the resoning application."},{"t":6642,"text":"So, this resoning application went to the May 4th planning and land use committee meeting. Um, it was scheduled"},{"t":6649,"text":"to go to the May 25th council meeting, which was ultimately removed as staff identified to council that we would be"},{"t":6656,"text":"returning tonight on June 8th to seek direction on the sequencing of policy"},{"t":6664,"text":"work. How are we going to address the callers designation review? Um the staff recommendation this evening is to group"},{"t":6672,"text":"that call corners designation review into the broader OCP update. Um staff"},{"t":6680,"text":"are recommending to bring forward 420 Tamarak Road the resoning application to council for consideration."},{"t":6690,"text":"And that really is regardless if it's going to be a standalone OCP amendment"},{"t":6696,"text":"or as part of the OCP update. Um, that would be under the existing land use designation. But I would say that it is"},{"t":6705,"text":"ultimately up to council to decide on your decision regarding that resoning application. It is up to you to decide if you approve or deny that application."},{"t":6717,"text":"If you do not feel like that this application is appropriate for that area, um you can certainly deny the"},{"t":6725,"text":"application. So just because we are bringing forward the application does not necessarily mean um it will be"},{"t":6732,"text":"approved. Um um sorry I had another thought but I think it's gone now. Okay."},{"t":6743,"text":"So just just I just want some clarification. I'm sure that council clearly understands what the decision they're making on 420 Tamarack tonight."},{"t":6752,"text":"It is not an application approval tonight at all. It's not. It's basically whether we bring it forward uh for consideration or not."},{"t":6761,"text":"That's correct. Um I would say this is a development application that we've received. The applicant has paid for"},{"t":6769,"text":"that application. Um, our typical process is to process those applications, bring them forward to council, and council makes a decision on"},{"t":6778,"text":"them. Um, right now, looking at council schedules and um, timing requirements to send out notices, we would be able to"},{"t":6786,"text":"bring it to the um, July 13th council meeting would be the earliest we could bring it. Thank you."},{"t":6795,"text":"So just a summary um based on the capacity that we have available these projects that we have recommended will"},{"t":6803,"text":"fill that capacity until the end of the year. Um the approach to identifying these projects is that they're more"},{"t":6811,"text":"minor targeted projects that be that can be completed within 2026."},{"t":6817,"text":"Um we are suggesting that we um defer larger policy initiatives to"},{"t":6824,"text":"the OCP update so that we're not undertaking larger policy projects that will be"},{"t":6832,"text":"multi-year projects that would ultimately be concurrent with an OCP update. Anyways, um so the projects that"},{"t":6842,"text":"we're recommending this evening is reviewing that form and character development permit requirement, the outlook park management plan and the age friendly plan review."},{"t":6852,"text":"Um alternatively, we have included the master policy list for council's consideration. Um it is appended to the"},{"t":6862,"text":"report which was um the report that we brought in February. Um, council can choose to decide to prioritize any other"},{"t":6871,"text":"project. Staff have recommended these projects as targeted amendments to complete within 2026. If council would"},{"t":6879,"text":"like to prioritize other projects, then we can certainly do that. Um, we have included a few other options for you to"},{"t":6887,"text":"consider here. um which includes a standalone review of that Calwood Corin nurse designation, a standalone review"},{"t":6895,"text":"of a or development of a gentle info strategy, um developing a machosen road area plan, um public art policy or"},{"t":6904,"text":"affordable housing policy. As I mentioned, there are many others in that master policy list that council can"},{"t":6911,"text":"choose from. Um if you were to change the direction, uh staff would return to council with that sort of capacity"},{"t":6920,"text":"analysis again just to make sure that we do have capacity to undergo the new recommendation that council is providing"},{"t":6929,"text":"and ultimately this is the staff recommendation. Um there are quite a few components of it but the first one is"},{"t":6937,"text":"about recognizing um an OCP update. Then we recommend those three policy"},{"t":6944,"text":"projects. Um it also recognizes that staff will return to council when we initiate each project with a project"},{"t":6952,"text":"summary. Um it also directs staff to return to council on a bianual basis with an update on development"},{"t":6959,"text":"application volumes and policy work. um and that to to uh proceed and bring forward the 420 Tamarak Road application. Um I noted on that list the chosen road project was there as well."},{"t":7090,"text":"Um, is that comparable in terms of time and and staff capacity as as something like Outlook Park or is that left off because it's more comprehensive?"},{"t":7101,"text":"Yeah, that would be a more comprehensive um process. I would say more at the medium like 250 to 500 hours. Um, it"},{"t":7110,"text":"would be more similar to the development of the North Lator area plan. So um it would be in conjunction with the"},{"t":7120,"text":"machosen corridor study as well to really just establish what is the vision for the machosen corridor. Um the"},{"t":7128,"text":"majority of it is designated as neighborhood right now which supports up to town homes. But um I guess the"},{"t":7135,"text":"question that we would need to answer through that process is is that what we want to see for that area? So it would"},{"t":7141,"text":"be a larger project that could also be form part of the OCP update as well."},{"t":7150,"text":"Great. Thank you. No, that answers it. I I suspect it as much. I think you obviously have carefully curated the the"},{"t":7156,"text":"list that you have because of that sort of Tetris game you've got to play there."},{"t":7161,"text":"So I appreciate that. I just wanted to find out because I think we've chosen um has been on the radar for some time and traffic particularly migrating from"},{"t":7168,"text":"South Cwood you know into uh you know out onto Souk Road and into the ubiquitous Collwood crawl has been a a long-standing issue but thanks for that."},{"t":7177,"text":"I appreciate your culture. Um I'm just curious uh because the OCP is being proposed for a"},{"t":7191,"text":"new council uh which will be likely somewhat if not significantly different"},{"t":7197,"text":"than the current council here. Um do you feel that that is something"},{"t":7204,"text":"that's good for council to start their term with?"},{"t":7212,"text":"So I think the main intention for us to go early in the term and early in the year is to recognize that to do a"},{"t":7221,"text":"comprehensive OCP update is a multi-year process. If we're starting in 2027, we do have a provincial deadline of 2030."},{"t":7231,"text":"And so it certainly is something that um we need to get going on in order to achieve that 2030 deadline."},{"t":7241,"text":"Great. And I think you've also indicated in your um slides that uh both the"},{"t":7249,"text":"gentle infill strategy and the designation of the Tamarak Gamble neighborhood in the triangle lands are"},{"t":7257,"text":"both issues that um kind of fit well into that OCP work. And uh I'm wondering"},{"t":7267,"text":"if both of those are doable uh in this term if we start now. No, they would not be."},{"t":7279,"text":"Okay. Uh and if we were to do only one of them, uh is I'm specifically"},{"t":7287,"text":"concerned about the gentle infill strategy. That is a motion from this council that is on the books. Uh, and"},{"t":7294,"text":"I'm just wondering uh why it it's uh not able to be um"},{"t":7303,"text":"enacted on at this time that we have more time in the bank but we're not able to get to it somehow."},{"t":7314,"text":"So I think that we are suggesting to group the gentle and field with the broader OCP update"},{"t":7322,"text":"because if we're going to be changing land use designations as part of the OCP update"},{"t":7330,"text":"infill will have to be considered as part of that process. And so it's it's a little bit of the cart before the horse."},{"t":7338,"text":"Um, we need to establish those land use designations first and then the policies that belong within them."},{"t":7348,"text":"Well, we have an OCP. It's not like a brand new thing. So, I guess I'm having trouble with us not being able to"},{"t":7357,"text":"accomplish uh a council motion because we're all all of us um through scattered"},{"t":7364,"text":"throughout this community are projects that are affecting residents uh and the lack of a gentle infill policy is not"},{"t":7373,"text":"providing any assurity to the existing residents. So, I'm hopeful that we can"},{"t":7379,"text":"find a way Thank you very much. Uh, councelor Jordison."},{"t":7386,"text":"Thank you, Mayor. Um, I just had a question about, uh, just going back. Why do we need to, um, bring"},{"t":7395,"text":"the, uh, developments forward on a bianual basis and why would they not just be come forward um, in the"},{"t":7403,"text":"quarterly updates that we get when we get them? So um we would just be"},{"t":7412,"text":"bringing forward the application volumes on a bianual basis. Um this is just a a"},{"t":7419,"text":"new process that we are suggesting to council so that you are more aware of where we're at for development"},{"t":7425,"text":"applications. Um if council would like to see that as part of the quarterly update, we can certainly um do that instead."},{"t":7435,"text":"Okay. I just thank for uh the time for council. Um I think that"},{"t":7452,"text":"on October 14th when I brought that forward at the meeting um the motion as"},{"t":7459,"text":"you all got added to and that stuff and and it was added the this uh designation of the college corners designation was"},{"t":7467,"text":"added and I don't think the intent of that was to do a whole OCP redo of the"},{"t":7475,"text":"college corners designation. And I think it was just to look at that neighborhood separately. Um, and I'm just I'm having"},{"t":7484,"text":"a hard time with having uh, you know, the room full of residents here that are concerned about this and a developer"},{"t":7492,"text":"that um, you know, is here about it as well. And I mean, what he's proposed is"},{"t":7499,"text":"um, is quite lovely, but we have this promise to the neighborhood that we haven't been able to resolve. So, how do"},{"t":7507,"text":"you how do you intend to like how do we deal with that? Because we have a development proposal before us and we"},{"t":7515,"text":"also have this issue that has not been resolved, a promise that council made to do."},{"t":7527,"text":"So the intention of reviewing the call corners designation as part of a a"},{"t":7535,"text":"broader OCP update is because changing a land use designation is a fairly"},{"t":7541,"text":"significant project. It is not just changing the lines on the map. We are changing our growth management framework"},{"t":7550,"text":"particularly in an area where that is our intended growth. That is where we are expecting to have our highest"},{"t":7559,"text":"heights and densities and we are um reducing that size of that area and so"},{"t":7567,"text":"we have to consider the implications of that. Does that have to be reallocated somewhere else? Um we"},{"t":7576,"text":"we need to assess that more wholesomely and not independently for just that"},{"t":7583,"text":"designation. Um I would also say when council provides staff recommendation or sorry directions"},{"t":7592,"text":"to review designations when we have active applications that is something that council can consider when you're"},{"t":7600,"text":"reviewing that application but ultimately it is the existing OCP that we have adopted in that call with"},{"t":7607,"text":"corners designation and so from a staff perspective that is what we have to assess that application against. If"},{"t":7615,"text":"council does not agree with that designation anymore, that is okay. Um, and that could be grounds to deny the application."},{"t":7628,"text":"But the application is OCP compliant like pretty much, you know, for the rest of the rest of it. I just I think that"},{"t":7636,"text":"um I think we're at heads with this because there you know we have made a promise and I just um I'm gonna keep it."},{"t":7644,"text":"Thank you. Earlier I had a question about Machosen Road, but I think I I pivot to the the current"},{"t":7659,"text":"discussion. Um you know first of all I think um you know there were some very impassioned articulate and and valid points of view"},{"t":7667,"text":"that were raised um not only this evening but in previous meetings around this um particular"},{"t":7674,"text":"area uh you know the OCP designation for um for the area in question and about this specific development. Obviously we"},{"t":7682,"text":"heard from residents who understandably are are very concerned about the future of of their neighborhood. Um, you know, we heard from from other stakeholders"},{"t":7691,"text":"that, you know, made valid arguments about why something like this should proceed. And as usual, I think the the sort of the truth is somewhere in the middle. It's sort of a balancing act."},{"t":7702,"text":"Um, from beginning on this when it first came to planning and land use, I had some questions around the OCP"},{"t":7710,"text":"designation there. Um, I raised those on on record at that first meeting. um wondering why we we would you know look"},{"t":7718,"text":"to to densify that area to the extent that it was. I mean talking 12 15 stories things like that. Um and I I"},{"t":7725,"text":"still don't feel that that is necessarily right at this point in time."},{"t":7729,"text":"And and I say at this point in time because I I do want to try to provide a nuance perspective here or a balanced perspective. So um I heard comments"},{"t":7738,"text":"about you know environmental concerns and I understand those. I heard concerns about traffic. That was one of the the principal issues that was raised"},{"t":7745,"text":"initially. So I do know an environmental uh study was done by Corvid Environmental Consulting. Um I'm not going to go through it all. It's it's a"},{"t":7753,"text":"pretty lengthy document, but I've taken the time to to walk through their recommendations and um ultimately the the water features which were spoken of"},{"t":7762,"text":"as as being you know an area of concern um will be undisturbed through the stream protection enhancement area uh"},{"t":7770,"text":"approach. So those SPAS have been determined. There were some mitigation strategies in there around um other issues around sediment runoff and things"},{"t":7779,"text":"like that. So the environmental report up against the many other development applications I've seen was pretty innocuous. There there's not a lot of um"},{"t":7788,"text":"change to the you know tree canopy in the area and things like that. Um the other piece that I found interesting was"},{"t":7795,"text":"traffic. Um, and I think it's important to note that, and sometimes I take these things with a grain of salt, but the the"},{"t":7803,"text":"consultants traffic impact assessment on the particular proposal in question um identified it as as fairly"},{"t":7811,"text":"inconsequential to to the overall day-to-day impact there. So, they define it under a variety of categories. One is level of service. Um, there's six letter"},{"t":7820,"text":"grades, A through F, uh, with A being excellent. This was rated a B. um volume to capacity ratio. This was again quite"},{"t":7828,"text":"reasonable. It was a 0 74 nowhere near the maximum. Um and really the key piece is what people are concerned about which"},{"t":7836,"text":"is okay, how long do I wait uh to turn out of my neighborhood and turn into my neighborhood. And it was a delay of less than 10 to 15 seconds uh rated B on an"},{"t":7845,"text":"unsalized intersection. And the traffic consultants incorporated the numbers from the previously denied application"},{"t":7852,"text":"of 396 Tamarat. So they kept those numbers in there um for their traffic consultant even though this council"},{"t":7859,"text":"justifiably denied that um due to the parking variances. And so so for me what I look at is is I look at"},{"t":7867,"text":"every project not only by the OCP but in in isolation to some extent. And I made a commitment when I ran for election in"},{"t":7874,"text":"2022 that I would use the OCP as kind of my north star and that's what I would guide my decision-m by. And I feel that"},{"t":7882,"text":"you have to do something like that. Um or else you you run the risk of just being inconsistent and and waffling from"},{"t":7889,"text":"one thing to the next. And thus far I've done that. I've I've aligned with the OCP on development applications that come forward and denied those that"},{"t":7897,"text":"sought unnecessary variances or tried to impose their will upon certain neighborhoods and things like that. Um, this is one of the first times I've"},{"t":7904,"text":"looked at it and said, \"Yeah, you know, I have some some concerns about the OCP, but I also know that walking that neighborhood with some others on"},{"t":7913,"text":"council, I looked at this and and said, \"Okay, I I cannot support 396 Tamarak, even without the parking variance. I wasn't at that meeting, but I would have opposed it. It was smack in the middle"},{"t":7922,"text":"of this this neighborhood. It just stood out like a sore thumb. It didn't fit."},{"t":7926,"text":"Everything about it was wrong.\" But I took the opposite approach to this one."},{"t":7930,"text":"It's it's at the very end of of a dead end street. It is very unique in the sense I've never seen a a development of"},{"t":7938,"text":"this scale or mass that is hidden by the topography of the land that it's three stories or townhouse height at street level and then drops away so that the"},{"t":7947,"text":"six stories um disappear into the landscape so to speak surrounded by a little more than two sides of of street area as well. So it's not right in the"},{"t":7955,"text":"middle of a neighborhood. U and I'm not trying to downplay neighbors concerns."},{"t":7959,"text":"um that's not my point here, but I'm trying to put hyperbole and emotion and things aside and just look at the facts before me. So, you know, I hear"},{"t":7967,"text":"residents concerns. I understand the concern and the unease um particularly about the OCP designation because I think the transformative nature of this"},{"t":7975,"text":"project and and one of the residents that came to the microphone spoke about it is does it sort of pave the way um you know for she said the writing is on"},{"t":7983,"text":"the wall I think were the words. Does it does it lead to a second and a third and a fourth and a fifth? Um, so I understand that concern. Um, but I do"},{"t":7992,"text":"truly believe that this one proposal is uniquely situated to offer housing options away from the busy corridor where another speaker mentioned that we"},{"t":7999,"text":"we often force multif family residents to live. Multif family housing for whatever reason always ends up on the busy four-lane road and becomes a"},{"t":8007,"text":"stepping stone as that individual said to other types of housing. Um why can seniors, single mothers, working professionals also, you know, not"},{"t":8015,"text":"deserve to come home to a quiet deadend street, peaceful homes nestled in parks and trees, you know. So the key to me is balance. We can support a mix of"},{"t":8024,"text":"housing. We just can't support a full transformation here. So one last item and then I'll tell you where I'm going to go on this is is that"},{"t":8031,"text":"there's a piece here that might be missing and that's future state. Um, I had a phone call today with um someone with the the island rail corridor. Uh, I"},{"t":8040,"text":"gave him a call because we met previously and was discussing what's called the reconciliation corridor initiative, which is um, for those that aren't aware, the the rail line that"},{"t":8049,"text":"essentially runs in the woods up behind the property. You cross the creek and it's there. Um, the CRD just dedicated"},{"t":8056,"text":"$1.7 million to examining the viability of turning that corridor into a a rail line to connect the West Shore and"},{"t":8064,"text":"certainly other areas to downtown. Um, the the conversation, I think, is in a place it's never been before in this"},{"t":8071,"text":"region uh in in terms of bringing something like that to fruition. And anybody who knows anything about geography or understands how this is"},{"t":8078,"text":"going or has paid attention to it for years as I have. Again, LRT was something that I made part of my platform in 2022 to pursue as as hard as"},{"t":8086,"text":"I could with what little influence you have at this table. Um, anybody can see that for Cwood to be a part of this, there would have to be a Cwood train"},{"t":8094,"text":"station. And where does a Cwood train station go? Down behind Whale Road. What comes with a train station? Density. So,"},{"t":8101,"text":"it's almost an inevitability if that happens that you would see the downtown core of Cullwood emerge and sort of arrive um in where the triangle lands"},{"t":8110,"text":"are has always been planned, but also a little bit further north in the Whale Road area. Um so, that's something to consider. And and the last piece there"},{"t":8117,"text":"too is just business. Um we know the Tap House failed in in the Holiday Inn, the Ruby is there now, a local business."},{"t":8124,"text":"Those business people have predicated some of their decision- making on growth and we know that growth is important to business. Uh, I know there's people who've written letters concerned about"},{"t":8133,"text":"this development who have also been featured in in business magazines talking about growth in, you know, in Langford and what it means to their"},{"t":8140,"text":"business. So, the same thing applies here. So, at the end of the day, I'm I'm not going to make a motion. I understand councelor Jansen wanted to do that. Uh the subject property is located in the Lagoon Beach neighborhood near Lagoon Road. It's currently zoned R1"},{"t":10385,"text":"residential and is within the OCP line view use designation neighborhood hillside and shoreline. The property features a continuous corner frontage"},{"t":10392,"text":"along Goldfinch Road and has an area of uh 0.31 acres. The property currently contains an existing single family"},{"t":10400,"text":"residential dwelling. In terms of surrounding context, the broader neighborhood is also primarily R1 residential. development is mainly"},{"t":10409,"text":"single family homes both freehold and strata with some two family dwellings nearby."},{"t":10417,"text":"So the proposed amendment intends to reszone the property from R1 uh to comprehensive development 45 zone"},{"t":10426,"text":"um to permit two duplexes with secondary suites on the subject property. So, this new amending bylaw, as Marcy mentioned,"},{"t":10433,"text":"is intended to replace the initial bylaw that was given three readings by council on July 14th, 2025."},{"t":10442,"text":"Uh, that bylaw is COVID land use bylaw number 151, 1989, amendment number 224,"},{"t":10450,"text":"2021, G uh sorry, 221 Goldfinch Road, bylaw number 2073 2025."},{"t":10458,"text":"Uh so the new proposed amendment introduces a new sight specific uh zone CD45 uh rather than proceeding with the"},{"t":10466,"text":"previously proposed R RM7 zone. Um it's important to note that the proposed development remains generally unchanged"},{"t":10475,"text":"in terms of use unit types and sizes and form and character from what council previously saw back in 2025. However,"},{"t":10483,"text":"during the development permit drawing review, staff identified several variances that were required due to the property's unique shape and some obsolete requirements in the RM7 zone."},{"t":10494,"text":"So, from a planning perspective, it's not considered best practice to apply a standard zone to a single property property and concurrently rely on"},{"t":10503,"text":"variances to achieve the intended development form as this may undermine the integrity of the zoning bylaw."},{"t":10510,"text":"Accordingly, staff recommend the use of a sightsp specific zone that better reflects the proposed development and"},{"t":10517,"text":"provides a transparent and more consistent approach for council and the community."},{"t":10526,"text":"Also, for transparency, I've included just the uh some of the development permit drawings to show you the form and character of of the proposal. Um, so"},{"t":10535,"text":"this is one of the duplex units and this would be the second"},{"t":10544,"text":"Uh so as I mentioned the subject property falls within the neighborhood hillside and shoreline land use designation which envisision envisions"},{"t":10552,"text":"ground oriented developments such as duplexes and town houses. It emphasizes maintaining the character and scale of the existing neighborhood while enabling"},{"t":10561,"text":"gentle infill that provides greater housing choice for diverse household needs."},{"t":10570,"text":"Recognizing this is a little small, but uh this uh slide here is a zone comparison uh showing the proposed CD45"},{"t":10578,"text":"zone uh next to the RM7 zone. Um so essentially they're achieving very"},{"t":10585,"text":"similar things. Um but there are several minor refinements that better reflect the proposed development site context and current bylaw framework. So these"},{"t":10594,"text":"changes include a reduction in maximum height from 15 m to 12 m, a decrease in the rear yard setback from 6 m to 5 m,"},{"t":10603,"text":"an increase in the exterior sideyard setback from 3 m to 4 m, and an increase in the minimum usable open space"},{"t":10611,"text":"requirement from 10% to 15%. The CD45 zone also removes outdated landscaping requirements that are now addressed"},{"t":10619,"text":"through the city's subdivision servicing bylaw."},{"t":10627,"text":"So staff support the reszoning of 221 Goldfinch Road as it is consistent with the official community plan, enhances housing diversity, and aligns with the"},{"t":10636,"text":"requirements of the proposed CD45 zone."},{"t":10643,"text":"A 2 meter municipal road dedication is required along the frontage of the development to achieve the overall 18"},{"t":10651,"text":"meter rightway width along the subject's uh subject property frontage. Uh this dedication is required in advance of council considering the amending bylaw"},{"t":10659,"text":"for adoption. I've recently heard from the applicant that they have moved forward um with getting signatures for this. So the process is underway."},{"t":10670,"text":"Um staff are also recommending to count that council consider the driveway variance at the same time as the"},{"t":10678,"text":"adoption of the amending bylaw. The variance pertains specifically to subdivision uh and development servicing bylaw"},{"t":10686,"text":"number 20204 and it is not related to the proposed use or zoning regulations for the subject property. Considering these"},{"t":10695,"text":"items together resolves uh helps resolve all key bylaw matters efficiently and provides greater clarity and certainty"},{"t":10702,"text":"for the project. If council supports this approach, staff will bring forward a separate report outlining the driveway"},{"t":10709,"text":"variance request and the rationale for considering it concurrently with the amending bylaw."},{"t":10718,"text":"Uh, in terms of notification, a development sign has been placed on the property and postcards outlining the new amending bylaw were mailed to neighbors"},{"t":10725,"text":"within 100 meters of the property. And the notice was also advertised in the newspaper and posted on the city's website prior to council's consideration"},{"t":10734,"text":"of the amending bylaw readings this evening."},{"t":10738,"text":"These are a few of the suggested options for council to consider. Um, but those on sewers, you know, if you're in the lagoon area, for example, and"},{"t":11290,"text":"you've got an ocean view and you're on sewer, you know, you might decide you want to drop in one of these four or four unit buildings or sixunit buildings. Um, the other thing I found interesting is we have 50% 50% and 60% lock coverage. And you know, Oak Bay,"},{"t":11315,"text":"for example, is capped at 30%. Now, 30% might be a little bit low.
