Stormwater is not rainwater. It is rainwater plus pollution carried in big, expensive pipes.","speaker":"D"},{"t":526,"text":"The stormwater from industrial sites contain oil, grease, fecal coliforms, arsenic, copper, lead and other contaminants. The concentration is already way above provincial water quality guidelines.","speaker":"D"},{"t":538,"text":"Stormwater from our existing heating industrial areas entered the Stewart Creek and Graham Creek and it floods and pollutes farmland and First Nation land.","speaker":"D"},{"t":549,"text":"These waters are already heavily polluted by the existing industrial development and it would be irresponsible to not do something different this time around. The solution is extremely natural and simple.","speaker":"D"},{"t":564,"text":"The solution is to allow rainwater falling on each parcel to be managed on that parcel. Each parcel must not be paved throughout.","speaker":"D"},{"t":575,"text":"It needs to include permeability so the water can make its way back into the water reservoir for all of us, our precious aquifer. And my concern is that parcel by parcel, we will end up with watershed level impacts.","speaker":"E"},{"t":694,"text":"And if instead we start with the watershed and think about what it needs, we would make sure that water does not go into pipes, but instead goes back to the aquifer.","speaker":"E"},{"t":706,"text":"And we would do this in order to reduce our future liabilities, our cost of infrastructure, and also to reduce the cost to developers. Potentially. If you think about rainwater, rainwater is an asset, but stormwater is a liability.","speaker":"E"},{"t":721,"text":"The difference is that as soon as rainwater is contacted with or contacts, oil and metals and so on from an industrial site, it becomes stormwater, polluted stormwater, and it becomes someone else's liability.","speaker":"E"},{"t":734,"text":"In this case, the someone else is us. So if we think about the fact that our climate is getting drier in summers, wetter in winters, our aquifers need the recharge for sure.","speaker":"E"},{"t":746,"text":"And we can't afford to make the situation we have on Mabor Flats, Graham Creek, worse than it already is in the winter.","speaker":"E"},{"t":755,"text":"So a process that allows each parcel to go ahead and be approved parcel by parcel, will not make that situation better, it'll make it worse.","speaker":"E"},{"t":764,"text":"The solution is to develop our land, the 27 hectares, in a way that looks at the watershed first and then goes backwards to the land use bylaws that would ensure the permeability is established.","speaker":"E"},{"t":778,"text":"The rainwater is used for flushing toilets, for cooling equipment, for growing trees and green spaces on those developments for the benefit of the developer.","speaker":"E"},{"t":787,"text":"There is strong evidence that rents and leases are actually higher in developments like this as well. Things like berms, fences. I had nowhere else to move my infant toddler program, and I ultimately had to close it. Eight spaces disappeared. So rainwater is an asset. That's our friend. Stormwater is our foe. Doesn't have a connection to a wastewater pipe either. Joe Van Bellingham, the developer in 2006, explained to me how the economics work. Water is his friend because it's helping him make money.","speaker":"E"},{"t":3404,"text":"So the recommendation we bring to mayor and council is to pause bylaw 2278 until we've sorted out the best way to ask all developers, especially developers on 27 hectares of land, to deal with the water on site so we can recharge the aquifer, reduce pollution, reduce flooding, respect the rights of first nations for governance over their land, and respect their intentions to restore their wetlands.","speaker":"E"},{"t":3429,"text":"We could offer discounts even on DCCs for developers who do this. There's no reason why not. And for quantity, we're talking about the volume of one Volkswagen Beetle.","speaker":"E"},{"t":3483,"text":"Think about that amount of water traveling into Graham Creek every second. That's in a 10 year rainfall event, which we know we can experience.","speaker":"E"},{"t":3492,"text":"If we collect DCCs at our current rate from developers, we will collect $400,000 in total over the full build out of the 27 hectares. There's a gap between 400,000 and 6 million, or whatever it might be.","speaker":"E"},{"t":3506,"text":"That gap is too great. The uncertainty is too great. We can't go ahead on the basis of current bylaws and current intentions for our DCCs. It's just not going to work.","speaker":"E"},{"t":3518,"text":"The solution then is to update bylaw 1889 for DCCs and make sure that it reflects the real costs of infrastructure for stormwater, firewater, potable water, roads, safety improvements for the public and so on.","speaker":"E"},{"t":3531,"text":"When that DCC bylaw is being updated, the Inspector of Municipalities with the Ministry of Housing and Municipal affairs would be very happy to review it.","speaker":"E"},{"t":3541,"text":"We spent two hours on the phone last week talking about how this could be done and those bylaws would be then transparent for developers and landowners to understand. Relative to DCCs is the immunity cost charges.","speaker":"E"},{"t":3554,"text":"And here the Ministry of Housing and Municipal affairs was clear that a district can't actually collect immunity cost charges without a bylaw. We have guidelines, but not an approved bylaw yet. I know your intention is to build one.","speaker":"E"},{"t":3569,"text":"The current guidelines call for $190 per square meter of residential space. Landowners for this Development are offering $40 per square meter of industrial space.","speaker":"E"},{"t":3579,"text":"We know they're not equivalent, but a bylaw, when you develop it, would figure out that equivalence. But if you just look at the gap between 190 and 40, that translates to about $30 million.","speaker":"E"},{"t":3591,"text":"I'm not standing here to say we should collect 30 million in immunity cost charges, but I am definitely saying that needs to be discussed and it needs to be done in public, because that's $4,000 per household as it stands.","speaker":"E"},{"t":3607,"text":"And that's way too much of an impact on our finances and yours to leave unexamined.","speaker":"E"},{"t":3613,"text":"So our recommendation is to pause bylaw 2278 until we can have a full discussion of immunity cost charges and what they could be done, what they could be used for in our development.","speaker":"E"},{"t":3625,"text":"I would say too that buffer zones that these cost charges could be applied to are more important in a case like this, with a huge industrial scale development in an industrial of an industrial zone, right next to an agricultural and residential zone.","speaker":"E"},{"t":3641,"text":"And finally, when it comes to engagement, we understand that Mayor and council asked staff to work with the landowners of the extraction lands in 2024. Only two households in our neighbourhood received letters commenting about or alerting them to this. You've heard from first nations tonight explaining that there are opportunities to be heard have also been limited.","speaker":"E"},{"t":3682,"text":"One of the best things about being asked to do this kind of thing, advocacy, if you like on behalf of my neighbors, is that I've met some really interesting people, very capable, a lot of different backgrounds.","speaker":"E"},{"t":3696,"text":"Here we're talking about ideas from one background. So we will look at that the whole spectrum of stormwater management at the subdivision stage. Likewise West Saanich Road and Keating Crossroad.
