Three generations now are involved in this. It's historical. There's been some suggestions that this is a commercial use invading a or impinging on a residential area.","speaker":"L"},{"t":828,"text":"The the area has been a highly active commercial area for about a half a century. It had a fish packing plant, a base for fish charters, a float plane dock with a refueling station there, a very busy marina.","speaker":"L"},{"t":840,"text":"And it's been steadily gentrifying over the last number of years to where we get here today where we're looking at reducing the use quite significantly just to a five room inn.","speaker":"L"},{"t":849,"text":"Currently it has been used as a Hospitality with two units in it for the last over 10 years with no complaints.","speaker":"L"},{"t":856,"text":"The owner lives about 15 minutes away and makes sure that it is kept well under wraps and is a good neighbor. The application is not for an OCP amendment or a rezoning. This is just a development permit.","speaker":"L"},{"t":867,"text":"And the variances which I'll talk about in a moment. Because of the commercial zone setbacks that make the site Quite difficult. It's a good story on trees.","speaker":"L"},{"t":876,"text":"There's only two on the site that will be removed and one was seriously diseased. The other one is in the middle of the driveway.","speaker":"L"},{"t":883,"text":"There's a third tree that will be removed, but that's a courtesy gesture to the neighbor. It doesn't have anything really to do with the project, but they're going to take them out while the arborists are on site.","speaker":"L"},{"t":895,"text":"Otherwise there's quite a few trees being planted above all the ones being retained. There's new street trees, new larger trees on the site on both the north and the south property lines.","speaker":"L"},{"t":905,"text":"This is an image of sort of the frontage improvements. It appears from Brentwood Drive as roughly a single story building with a new sidewalk, et cetera.","speaker":"L"},{"t":913,"text":"This is the main reason why a lot of the discussion is occurring, has to do with the variances.","speaker":"L"},{"t":919,"text":"The commercial zone C6 that we're dealing with here is generally used in a more urban setting where we would be dealing with setbacks for parking and drive aisles and other things.","speaker":"L"},{"t":928,"text":"In an urban setting, kind of more like maybe a strip mall in this case. On this site it creates quite an interesting challenge.","speaker":"L"},{"t":935,"text":"There's the yellow triangle is the total amount of space we wouldn't be able to develop without variances. On the image next to it, you can see the footprint of the.","speaker":"L"},{"t":945,"text":"So the current house wouldn't fit in, would need all kinds of variances. So essentially to build anything here you would need variances one way or the other.","speaker":"L"},{"t":953,"text":"So the question really comes down to how onerous are the impacts that are coming from this. This is a quick table just to summarize the difference.","speaker":"L"},{"t":961,"text":"And many of my final comments here are just going to be on the difference between the RN zone which surrounds it, this is the residential area that all the neighbors live in, and this one site.","speaker":"L"},{"t":972,"text":"So the height on this site is limited to 8 meters. The height in the RWin zone is 11 meters. We're asking for 9. 35, 9. 4. The front setback is 9 meters in this zone.","speaker":"L"},{"t":983,"text":"It's only 6 meters in the residential zone. We conform to the 9 meters to the building. Hydro insists their electrical room goes where it is and that determines where it is. And I'll talk about that in a moment.","speaker":"L"},{"t":995,"text":"The side setbacks in the RN zone are 1. 5 or 2. 5 meters respectively, depending on the height of the building. Here there's 7. 5 meters. So it's quite a big difference. We're asking. We've got plenty.","speaker":"L"},{"t":1006,"text":"On the south side, we're asking for the 1. 5 on the north side. Some of the other items that don't seem to be appearing here on the screen but are on there.","speaker":"L"},{"t":1016,"text":"We have a site coverage ratio, how much the site the building can cover. In the C6 zone it's 40%. In the residential zone it's 45.","speaker":"L"},{"t":1024,"text":"And in terms of far, in terms of the density of the building, we're limited to 0. 4, which we do meet. The residential zone allows 0.","speaker":"L"},{"t":1032,"text":"65, which is a very significantly larger building would be permitted in the RN zone. The building location is where it is because of the triangular lot.","speaker":"L"},{"t":1040,"text":"As we had to meet where the 9 meter setback is, we pushed it down the hill and that kind of pushes it to the north side. The front setback, as you can see here, the 0.","speaker":"L"},{"t":1051,"text":"3 meter one for we've put a green roof over top of the electrical box and pushed it down. So it's at the level of the parking.","speaker":"L"},{"t":1059,"text":"So essentially the parking and the electrical box aren't even seen from Brentwood Drive. The rear setback, 7. 5 meters, is our request off the 9 and the zoning. The neighboring area only needs 7 meter setback.","speaker":"L"},{"t":1070,"text":"We're having no changes down there, so there's no impact on the waterfront or the environment and just reduced boating traffic.","speaker":"L"},{"t":1076,"text":"An issue has come up with some of the neighbors who walk to where their boats are kept here in this marina and they walk.","speaker":"L"},{"t":1084,"text":"The owner is quite fine with folks having boats there if they're prepared to walk to their boats. We don't have any room for extra parking, so it becomes a parking variance question.","speaker":"L"},{"t":1094,"text":"But we weren't sure whether to put that forward, if that matters to council. The owner is very happy to work with staff on something related to that.","speaker":"L"},{"t":1102,"text":"In terms of height, we've pushed the building down as far as we can. It's down into the ground at the lower level quite a bit. This basically sets up a roughly 1 meter profile from Brentwood Drive.","speaker":"L"},{"t":1113,"text":"The height variance is now almost entirely just for the railings. So the actual membrane of the roof is only a few inches above the zoning variance, the zoning height.","speaker":"L"},{"t":1122,"text":"And so almost the entire height variance is for the glass railings that would also have planters around them. So as noted, the changes to the roof deck. We took all the comments to heart.","speaker":"L"},{"t":1133,"text":"We pulled off the, taken off the bathroom, off the kitchen, off the. All the structures are gone. So this is essentially an average deck.","speaker":"L"},{"t":1140,"text":"So from a view from above, it'll be more convivial to see some tables and chairs and planters than simply a black roof membrane. It's only accessed by the upper unit.","speaker":"L"},{"t":1149,"text":"So it's really the functional equivalent of just a deck. The hot tub's gone. Everything is gone in comparison to height and massing.","speaker":"L"},{"t":1156,"text":"As I come to a close here, this is a couple of slides that compare the RN zone, which is the context in which we sit here, versus what's actually being proposed.","speaker":"L"},{"t":1166,"text":"So the red envelope around this building, you can see that the allowable mass from the neighbors on both sides and the entire surrounding area is significantly higher than what's being enlarged. But nothing has really gotten better for me. These variances ruin the sun features of my yard. It's good for patient outcomes. And my observation, I mean, when I started in healthcare, this was sort of like emerging. The other interesting thing, thing that came out, and it is conversations between staff and advice from staff, is the vagaries of BC assessment, which I have personally experienced this year.","speaker":"D"},{"t":11704,"text":"And I really question what they're doing.","speaker":"D"},{"t":11707,"text":"So some guy, one of these folks, has their assessment go down or stable or other people's going up, and then all of a sudden he gets hit with a massive increase in his assessment and ends up with a $1,200 tax increase or 20%.","speaker":"D"},{"t":11727,"text":"That's not the fault of the municipality. It is the inconsistency in terms of BC assessment. I'll give you a brief example. There's a house down the street that you guys approved for a duplex.","speaker":"D"},{"t":11744,"text":"The property was sold for 800, less than $900,000 in estate sale. The assessment for this year on this property three months after you approved a demolition permit increased the value of the buildings on that site by over $40,000.","speaker":"D"},{"t":11762,"text":"And that's an old. That said a hundred year old house or 80 year old house which affected our assessment. And it's out of sync. Like sometimes within the neighborhoods they're completely out of sync.","speaker":"D"},{"t":11778,"text":"We went through an issue or a discussion and an appeal through BC assessment. There was no rationality to what they had. But.
