I just wanted to speak briefly to the attachment 4 in agenda item 9. 1 tonight which is on your screen. Wanted to share the highlights of our audit findings report.","speaker":"G"},{"t":613,"text":"As at tonight's meeting we are substantially complete our audit. There's no items that are unusual in terms of pending items.","speaker":"G"},{"t":621,"text":"We have received a copy of the signed management representation letter which is attached in this document and the only matters that are pending now are presentation of this findings report and acceptance of the financial statements.","speaker":"G"},{"t":637,"text":"Council moving down to page seven of our report, we start with the discussion around materiality. This provides you with an understanding of the scoping of our work as well as an error tolerance threshold.","speaker":"G"},{"t":652,"text":"Materiality is generally set on expenses. So relative to the size of the district and the audit standards allow a range between 0. 5 and 3% of the benchmark in order to establish materiality for the current year.","speaker":"G"},{"t":668,"text":"Materiality was set at 900,000 and this represents the overall amount of error that could be in the financial statements prior to having an impact on our audit opinion.","speaker":"G"},{"t":680,"text":"That results in a posting threshold which is always 5% of materiality of 45,000.","speaker":"G"},{"t":686,"text":"So in this report, if there are adjustments greater than 45,000, we would identify them in our report and we would request that those adjustments be made in the financial statements prior to them being included in your package tonight.","speaker":"G"},{"t":703,"text":"Overall, you'll see attached to the statements that we have drafted a clean and unqualified audit opinion. And so that indicates that there's no material errors within the financial statements greater than a cumulative value of 900,000.","speaker":"G"},{"t":719,"text":"And we also confirm that these financial statements are presented in accordance with public sector accounting standards, which are the accounting rules that the district is required to follow as a local government entity.","speaker":"G"},{"t":733,"text":"In the current year, there's been no new accounting standards implemented. And as a result, the accounting rules that are followed are very consistent on a year over year basis.","speaker":"G"},{"t":746,"text":"Moving to page eight of our report, we speak to fraud risk.","speaker":"G"},{"t":751,"text":"This is the only area of significant risk identified in our audit and it's required to be identified as a significant risk that's built right into our audit statement standards.","speaker":"G"},{"t":764,"text":"So there's nothing specific at the district that is causing us to be concerned about fraud risk or management override of controls. And we perform the procedures as required based on our professional standards.","speaker":"G"},{"t":778,"text":"What this risk really relates to is that management is in a position to override the day to day operating controls that are in place by potentially recording entries as part of a year end process.","speaker":"G"},{"t":793,"text":"In preparing the financial statements in response to this risk, you'll see a few of the procedures performed which really focus on identifying and understanding the nature of any significant unusual transactions and testing the timing and nature of transactions posted in and around year end.","speaker":"G"},{"t":813,"text":"In completing these procedures, we had no issues to identify to council. The next page is our regular audit inquiries that we do annually of council. We have also asked these questions of management.","speaker":"G"},{"t":827,"text":"And so if during the course of the year there are any concerns in regards to these questions, we do ask council to reach out to us directly to discuss them to incorporate into our audit approach.","speaker":"G"},{"t":843,"text":"The next page speaks to some of the highlights of procedures over key revenue streams.","speaker":"G"},{"t":849,"text":"The two main areas of audit approach include testing government transfers or government grants and then other sources of revenue such as tax revenue, permits, licenses, interest, sales and user fees.","speaker":"G"},{"t":863,"text":"So for government transfers government grants, these can take form in different ways. For example, the district may need to incur costs from first and then submit a claim to be reimbursed.","speaker":"G"},{"t":876,"text":"Or in other situations, an advance of grant money is received and is recognized as revenue as eligible expenses are incurred. So with each significant stream of government grant revenue, this can be from provincial or federal government sources.","speaker":"G"},{"t":893,"text":"We do review the contract in place and the requirements of each contract and ensure that the accounting reflects the the terms appropriately.","speaker":"G"},{"t":902,"text":"In non grant revenue, we typically compare against both budget and prior year and investigate any significant differences outside of our expectation in this area.","speaker":"G"},{"t":913,"text":"There was three adjustments that we proposed and they have been reflected in the draft financial statements. The first was the reversal of duplicate revenue that was Both recorded in 2024 as well as 2025.","speaker":"G"},{"t":928,"text":"The duplicate entry in 2025 was reversed.","speaker":"G"},{"t":931,"text":"There was a reduction in receivable and revenue of 57,000 and there was also incremental deferral of permit and license revenue of $113,000 approximately and that represented a year end top up adjustment management made to recognize the percentage of completion related to permits that were in progress at year end.","speaker":"G"},{"t":952,"text":"The next page speaks to capital assets. There was a number of additions during the course of the year, 10 million of capital acquisitions and 2. 8 million of amortization expense.","speaker":"G"},{"t":965,"text":"In this area we test the additions to supporting documentation so payments to third parties and for amortization. We set an expectation based on the useful life of those capital assets and appropriate expensing of those assets over time.","speaker":"G"},{"t":982,"text":"We also review the asset retirement obligations or the remediation liabilities that are due at some point in the future and in each of those procedures performed we have not noted any issues or adjustments.","speaker":"G"},{"t":997,"text":"The next page speaks to accounts payable as well as expenses.","speaker":"G"},{"t":1002,"text":"In this area we perform testing over the timing of transactions so ensuring that both liabilities and expenses at December 31st are complete and that transactions that relate to 2025 are included in the financial statements and transactions related to 2026 are excluded from the financial statements.","speaker":"G"},{"t":1021,"text":"We also performed expectation assessment over payroll, taking prior year's amount, adjusting for known changes in both headcount as well as pays rates and comparing that to actual for non payroll related expenses.","speaker":"G"},{"t":1035,"text":"We perform trend assessment over both prior year and budget. Again in this area, no issues or adjustments noted. The last process, Cash investments and Debt involves primarily a confirmation approach.","speaker":"G"},{"t":1049,"text":"We're able to confirm directly with the District's bank as well as MFA what the balances on hand are in their records and we compare that to the District's financial records.","speaker":"G"},{"t":1062,"text":"Again in this area, no corrections or differences were noted on the next page, just a summary of the three items that were previously discussed.","speaker":"G"},{"t":1072,"text":"No uncorrected audit differences that anything that has been recommended as part of the audit process has been corrected in the financial statements. On page eight of our report there is a requirement to assess management override of controls as a required significant risk.","speaker":"G"},{"t":1233,"text":"So there would be fraud in what way?","speaker":"C"},{"t":1235,"text":"Potentially so. For example, if there is incentive to present actual results in accordance with budget expenses below budget, there may be incentive to recategorize expenses from one grouping to another.","speaker":"G"},{"t":1251,"text":"And as a result, we perform specific procedures to understand what types of transactions were recorded and why, to determine if they are consistent with business rationale and expected course of activity.","speaker":"G"},{"t":1267,"text":"Thank you. The report, I believe, says that debt is expected to rise over the next five years due to planned borrowing.","speaker":"C"},{"t":1276,"text":"And so my question is, what are the most important caution signs in the statements, especially around that future debt?","speaker":"C"},{"t":1285,"text":"And does it factor in what some would call the orange menace to the south and world conditions as a risk?","speaker":"C"},{"t":1296,"text":"The financial statements do speak to financial risks as it relates to things like credit risk, liquidity risk, interest rate risk.","speaker":"G"},{"t":1307,"text":"So what are the exposures of the District to uncontrollable factors and what are the mitigation factors that management has put in place to protect itself against that interest?","speaker":"G"},{"t":1321,"text":"Specifically related to debt, there are a few covenant requirements or restrictions in place by MFA to consider debt servicing limits as well as how much debt is being paid down versus how much is being paid in interest, expense on an annual basis.","speaker":"G"},{"t":1343,"text":"Thank you for those answers. Through you to the presenter, just my questions are around the materiality that is used in that threshold and is there a reason for the continued escalation of that threshold?","speaker":"J"},{"t":1367,"text":"Yes.","speaker":"I"},{"t":1368,"text":"So the materiality is typically based off of expenses and as the expense base of the district increases, materiality is adjusted accordingly.","speaker":"G"},{"t":1378,"text":"The goal is really to strike a balance between what is useful and results in improved information versus needing to make a number of adjustments in the financial statements for potentially areas that are non cash in nature.","speaker":"G"},{"t":1397,"text":"The permitted range in the audit standards allow between 0. 5 and 3% of a benchmark. So we're not near the top of that range. And the 2.","speaker":"G"},{"t":1410,"text":"46 percentage is quite consistent with public sector organizations which are typically lower risk, very stable and low history of audit adjustments.","speaker":"G"},{"t":1420,"text":"Right.","speaker":"A"},{"t":1421,"text":"And so if that materiality were to be reduced, would there be an anticipated or I guess what would be the implications of that?","speaker":"J"},{"t":1431,"text":"Sure. So the audit misstatement posting threshold, 45,000 in the current year would generally reduce as well.","speaker":"G"},{"t":1439,"text":"And so if there are adjustments or errors that we note that are say 40,000 and the posting threshold is 45,000, those today currently may not be adjusted. But if materiality was lower, they potentially could be adjusted.","speaker":"G"},{"t":1456,"text":"We do also communicate with management items that are below 45,000. So they do also have record and knowledge of anything that you know is more than a rounding difference and can further investigate those.","speaker":"G"},{"t":1474,"text":"Okay, and so if it was, you know, 41,000, it would get noted. And you spoke briefly to it, but you also talked that the accumulated discrepancies are part of or commuted, pardon me, less than the materiality.","speaker":"J"},{"t":1487,"text":"So that's a running total of discrepancies that you would see through the audit process. At the conclusion of our audit we add everything up and determine if there's anything uncorrected or potentially uncorrected that could exceed 900,000. My name is Steve Meikle.","speaker":"E"},{"t":1619,"text":"I'm the senior manager at Panorama Recreation center with the CRD and here to speak tonight to loan authorization bylaw for the potential to proposal to develop a recreation facility in partnership with the District of Central Saanich at the proposed Hovey Road site of municipal complex redevelopment.","speaker":"E"},{"t":1641,"text":"So.","speaker":"D"},{"t":1642,"text":"Nope. So, just a reminder.","speaker":"E"},{"t":1645,"text":"The mandate of the Peninsula Recreation Commission is to plan, administer, manage and operate recreation facilities and services on the peninsula for the districts of Central Saanich, North Saanich and the Township of Sydney.","speaker":"E"},{"t":1658,"text":"It is a sub regional or shared model of providing recreation services for these three municipalities on the peninsula.","speaker":"E"},{"t":1665,"text":"Due to at its inception, the concept of any one of these municipalities offering full scale recreation facilities including pools, arenas, weight rooms, et cetera, was cost prohibitive and certainly some efficiencies and benefits in creating the sub regional model as it stands.","speaker":"E"},{"t":1682,"text":"With this mandate in mind, the CRD is seeking municipal consent for bylaw number 4761. The purpose is to authorize borrowing of up to 4.","speaker":"E"},{"t":1692,"text":"2 million for the construction of a recreation facility to occupy the first floor of the District of Central Saniches redeveloped municipal hall complex. The Peninsula Recreation Commission and the CRD Board have approved moving this request to electoral approval.","speaker":"E"},{"t":1707,"text":"Process of sub regional council consent. The commission approved of utilizing the municipal consent on behalf of electors as the loan authorization mechanism for this process.","speaker":"E"},{"t":1717,"text":"All three councils participating in the Peninsula Recreation Commission must consent to the loan authorization bylaw for it to move to the Provincial Inspector of municipalities.","speaker":"E"},{"t":1727,"text":"Historically, borrowing for facility development on the Peninsula has utilized this process the municipal consent on behalf of electors.","speaker":"E"},{"t":1734,"text":"Other options under consideration for the approval of the loan authorization process included the alternative approval process or AAP process or a referendum.","speaker":"E"},{"t":1743,"text":"However, both of these processes take significantly longer to coordinate, implement and receive those final results and both encumber greater resources in terms of funding and staff resources to implement. So on.","speaker":"E"},{"t":1756,"text":"Here now and apologies, I can't seem to quite get it to line up exactly, but.","speaker":"E"},{"t":1762,"text":"So the first piece, the issue of geographic inequity in the distribution of recreation services across the whole of the Peninsula has been an issue identified in several iterations of strategic plans over the last decade.","speaker":"E"},{"t":1776,"text":"In fact, it actually first appeared in as an issue and a recommendation in a 2010 strategic plan. The concept of geographic inequity is based on two key factors.","speaker":"E"},{"t":1787,"text":"One, a lack of programs in a given geographic area and two, the travel time necessary to get to and from that nearest facility.","speaker":"E"},{"t":1796,"text":"I'll speak to some of our capacity challenges in program areas and facility access later in the presentation.","speaker":"E"},{"t":1803,"text":"So this feedback from residents is based on the barriers of travel time and transit across some of the Peninsula residents that some experience in reaching the primary recreation facility of the prc, the Panorama Recreation center on Forest Park Road, for example.","speaker":"E"},{"t":1820,"text":"It's been reported to us that it can take anywhere from 45 to 60 minutes and several changes of buses to get to Panorama via transit from neighborhoods around Brentwood Bay.","speaker":"E"},{"t":1832,"text":"The proposed Hovey Road site provides a meaningful reduction in travel time for residents on the southern end of the Peninsula when accessing recreation.","speaker":"E"},{"t":1841,"text":"It will also provide increased opportunities for access to popular facilities such as our weight room, fitness studio and pottery studio for group Excuse me.","speaker":"E"},{"t":1851,"text":"And the pottery studio at Greenglade, all of which have reached capacity at popular times for participation in those various activities.","speaker":"E"},{"t":1859,"text":"So More recently, the 2022 Panorama Strategic Plan and the 2025 Subregional Facility needs Assessment reinforced this expressed need for residents to consider and approve access to services such as weight room facilities for those living on the southern end of the Peninsula.","speaker":"E"},{"t":1876,"text":"The facility needs assessment in 2025 more specifically identified the need for a facility in the Brentwood Bay area and for any new facility to prioritize a weight room, a fitness studio and multi purpose spaces within its wall.","speaker":"E"},{"t":1891,"text":"This one may be a little tricky to see. My apologies there. With this map we're highlighting the. Oh, there you go. Thank you. We're highlighting the distribution of facilities across the peninsula.","speaker":"E"},{"t":1903,"text":"So the proposal aims to ease the growing pressure on existing Peninsula recreation facilities by redistributing services and access across the whole of the peninsula. So this map does highlight the current service delivery locations of the prc.","speaker":"E"},{"t":1918,"text":"The blue dots labeled as number one and two represent our larger centres of the Panorama Recreation Centre located in North Saanich and the Green Glade Community Centre located in the Township of Sydney.","speaker":"E"},{"t":1931,"text":"Both of those include facilities such as weight rooms and fitness studios. Greenglade has a pottery studio and of course the Panorama Centre has both a pool and arenas.","speaker":"E"},{"t":1942,"text":"Central Sandich, as I'm sure all are aware here, does not have a purpose built public recreation facility within its borders of this kind of nature.","speaker":"E"},{"t":1952,"text":"The green dots on that map, identified as items number three, four and five represent locations where Panorama offers programs in multi purpose spaces.","speaker":"E"},{"t":1962,"text":"These spaces do not include specific equipment such as weight room equipment, and they are shared facilities which have limitations on access and programming options.","speaker":"E"},{"t":1971,"text":"So in this map we can see there are gaps in the distribution of facilities and in both the southern end and the northern end of the peninsula.","speaker":"E"},{"t":1982,"text":"However, at this time the southern end of the peninsula is a more densely populated area than the northern end as it does include the communities of Brentwood Bay, Sartlip and Keating and have been identified in the OCP for Central Saanich as areas of future high density housing opportunities.","speaker":"E"},{"t":2002,"text":"Higher density housing opportunities.","speaker":"E"},{"t":2003,"text":"So I'd also like to note at this junction that several other options for locations have been explored on the peninsula, including searching for land acquisition opportunities in the Keating area of which at the time there was no suitable land available.","speaker":"E"},{"t":2019,"text":"This does also bring up one of the benefits of this potential partnership in that there are no land acquisition costs for the Peninsula Rec Commission as Central Saanad's has purchased the land and we would be partnering with them on this project.","speaker":"E"},{"t":2036,"text":"We have also explored options on the current site of the Panorama Recreation Centre. It's certainly a popular activity on the Peninsula for 2025.","speaker":"E"},{"t":2103,"text":"These visits made up these drop in visits to either our weight room and our drop in fitness programs made up just over 50% of all of our drop in visits to the Panorama and Greek Glade centres.","speaker":"E"},{"t":2118,"text":"So we calculated just over a total of 380,000 drop in visits in 2025, which translates into over 190,000 visits to the weight room and fitness classes in that same time frame.","speaker":"E"},{"t":2130,"text":"If you start to break that apart, we're averaging over 1,000 visits per day.","speaker":"E"},{"t":2135,"text":"And if 50% of those visits are attending to the weight room and fitness programs, that means 500 people per day are using our existing fitness facilities.","speaker":"E"},{"t":2146,"text":"It is not surprising then that we do hear from participants that they're not comfortable using the weight room facility when it is that busy and tend to either then choose not to exercise or seek opportunities elsewhere, perhaps in another district, for example.","speaker":"E"},{"t":2163,"text":"The busy times in our weight rooms, for example, which tend to correspond with those times.","speaker":"E"},{"t":2169,"text":"Most people tend to like to exercise mornings before 10am or evenings between 4 and 8pm we can easily see over 200 people in those weight rooms at any one given time. So it's very busy.","speaker":"E"},{"t":2183,"text":"And we do know that many people are choosing not to participate because of that busyness and how difficult it is to have to wait for machines and how uncomfortable it may be in such a busy space.","speaker":"E"},{"t":2198,"text":"By adding a new weight room and fitness studio, the demand at those current facilities can be distributed across all locations, thus opening space at Panorama and Green Glade, which certainly will benefit those participants in the northern half of the Peninsula.","speaker":"E"},{"t":2214,"text":"In general, the development of a new facility of this type is about improving access to recreation opportunities for all residents on the Peninsula.","speaker":"E"},{"t":2223,"text":"By adding new facility spaces in these program areas, which are currently in high demand, new opportunities for participation will be provided.","speaker":"E"},{"t":2232,"text":"Overall, current usage will be dispersed to utilize the new space, which will ultimately provide some breathing room and some opportunities for those that feel the current facilities are too busy.","speaker":"E"},{"t":2244,"text":"We also know through the 2025 Facility Needs Assessment, the most common issues or barriers reported were focused on availability of spaces and classes and class themselves, as well as the convenience of location of those classes.","speaker":"E"},{"t":2258,"text":"In that study last year, of the online survey participants which had over 700 responses, 49% stated that full classes were the primary barriers to participating in recreation, while 43% reported that classes not fitting their schedule was their primary barriers to accessing recreation.","speaker":"E"},{"t":2275,"text":"We also did a phone survey which was considered statistically significant. 300 randomly selected participants from each municipality. 32% of those respondents stated that convenience of location was the primary barrier to their access or their choice to access recreation.","speaker":"E"},{"t":2290,"text":"I'd also like to highlight some of the participation rates in our registered programs. Those are classes in which people register ahead of time to take and they generally are sort of 8 to 10 week courses that people take.","speaker":"E"},{"t":2306,"text":"The need for new fitness studio space is exemplified in our most recent seasonal registration session which started on April 9, 2026, whereby all of our group fitness classes offered filled within the first 15 minutes of being opened and we're carrying wait lists of up to 10 people in more than half of those classes.","speaker":"E"},{"t":2327,"text":"So thus by adding a new fitness studio, the demand again can be distributed across those locations and opening space at those other facilities to hopefully accommodate those on the wait list.","speaker":"E"},{"t":2340,"text":"Similarly, the need for additional pottery studio space can be seen as all of our course offerings at the Greenglade Pottery Studio filled within the first day, the first 24 hours of registration opening on that April 9th date.","speaker":"E"},{"t":2355,"text":"So we're currently not accepting new members to that pottery studio due to those kinds of demand and wait lists we have.","speaker":"E"},{"t":2363,"text":"There are of course also other program opportunities to be supported by the addition of this new facility which would include multi purpose spaces and those could include arts classes, children's dance, introductory sports programs, adult dance classes, community safety courses such as first aid and emergency preparedness, et cetera.","speaker":"E"},{"t":2383,"text":"The facility would also provide opportunities for community meeting and community gathering spaces. Panorama also recently opened Covered multi sport box at Centennial park and we're also operating the field house and picnic shelter amenities there for public use.","speaker":"E"},{"t":2398,"text":"The development of this location at Hovey Road would support the creation of what we might call a community recreation hub at Centennial Park.","speaker":"E"},{"t":2407,"text":"These existing facilities are used to host many youth and adult sport opportunities including pickleball and a variety of children's day camps in the summertime.","speaker":"E"},{"t":2417,"text":"Creating a hub location at that certainly provides some efficiencies in staff supervision and staff maintenance of those facilities as we care for the what are now becoming very popularly used amenities in that park.","speaker":"E"},{"t":2430,"text":"So overall, PRC feels that this opportunity addresses the specific recreational needs of the residents of the peninsula by increasing opportunities for participation while also creating that solid present to support community recreation hub in Central Saanich.","speaker":"E"},{"t":2445,"text":"This slide gives you some breakdown of the costs.","speaker":"E"},{"t":2448,"text":"So the facility construction and outfitting to get to operate operational standards that's literally giving us the keys and able to open the door and begin operating will require borrowing of up to $14. 2 million.","speaker":"E"},{"t":2462,"text":"This equates to an annual debt servicing cost for the sub regional recreation services of $1. 36 million per year with an amortization period of 15 years.","speaker":"E"},{"t":2472,"text":"You can see that in that first chart and I point that out because I'm probably going to lose it here. And for me, going to Panorama with my car was a lifesaver.","speaker":"N"},{"t":3718,"text":"Could do the baby spin class like those things really make a big difference for community and in people's lives. So it's actually a small. So thank you for coming tonight.","speaker":"P"},{"t":3948,"text":"I'm here to present on the flavor trails, and I'm from Sierra Fare, which is a capital region Food and Agriculture Initiatives Roundtable.","speaker":"P"},{"t":3957,"text":"We've been bringing folks together to try and support and develop regional food systems that are healthy and equitable over the past 30 years.","speaker":"P"},{"t":3967,"text":"And I'm here to talk about the Flavor Trails today as a really important initiative that not only supports the development and viability of farmers through increased agritourism and marketing opportunities, but also is a community celebration for rural communities.","speaker":"P"},{"t":3982,"text":"And it has proven to increase food literacy of people's understanding of the local food system of where their food comes from.","speaker":"P"},{"t":3991,"text":"With over between 80 and 90% of the people who are on the trail letting us know that they have learned more about their local food system at the end of the Flavor Trail.","speaker":"P"},{"t":4004,"text":"So it's a really important initiative for multiple reasons. I call it a multi solving initiative.","speaker":"P"},{"t":4010,"text":"You have in your package our report from 2025 where we did our pilot year with the Flavor Trails in Central Saanich, as well as a proposal for for this year, which is the 20th anniversary of the Flavor Trails.","speaker":"P"},{"t":4026,"text":"Flavor Trails was initiated in North Saanich 20 years ago and it seeded a very small rural celebration that saw such value and interest that it was supported and spread slowly to beyond North Saanich borders to over the full peninsula.","speaker":"P"},{"t":4042,"text":"And last year we had our largest Flavor Trails where we were in downtown Victoria, Central Saanich in the pilot year, Saanich and North Saanich.","speaker":"P"},{"t":4051,"text":"And we had over 80 food and farm vendors and partners on the trail with approximately 2,000 people traveling the Flavor Trails. So can I press or do we need to move? Oh, there we go. Okay.","speaker":"P"},{"t":4066,"text":"In Central Saanich we, we had 16 farm partners and we hosted, we think about 500 people on the trail over the weekend.","speaker":"P"},{"t":4075,"text":"We were only able to count at our trail hubs, which were at the Peninsula Country Market, which was so fun. We had the zucchini races there as well as at Silver Real.","speaker":"P"},{"t":4088,"text":"And we can move forward to the next slide.","speaker":"P"},{"t":4091,"text":"Yeah, and we saw a whole range of activities between orchard and farm tours to cooking demonstrations and U picks and lots of tasting samples and people just getting out on the farms and seeing what was available here in their own backyard.","speaker":"P"},{"t":4108,"text":"So yeah, you can see the Central Sanich partners. We had a broad range of partners and we had lots of interest.","speaker":"P"},{"t":4116,"text":"And this year when we brought people back together to talk about in January, February, what would they like to see on the trail?","speaker":"P"},{"t":4126,"text":"This year we had lots of the central signage folks participate and we're really keen to do the Flavor Trails again.","speaker":"P"},{"t":4134,"text":"Yeah, the overall experience is, is we do evaluate every year and we and as I said, most of the trail explorers find new businesses and farms that they'll shop at again and and they present or they increase their awareness of local food and agriculture.","speaker":"P"},{"t":4152,"text":"And as well the trail partners have given us very good feedback letting us know that they have increased revenue during the flavor trails as well. Visitors surveyed let us know how much they spend at each of the stops.","speaker":"P"},{"t":4167,"text":"So we get an economic sort of return on investment as well. So we have for you in your package a proposal for this year's flavor trails and just saying that this is not just a festival.","speaker":"P"},{"t":4182,"text":"It's an investment in local food and agriculture. It's an investment in agritourism capacity, an investment in food security and an investment in community. And celebration can go ahead.","speaker":"P"},{"t":4193,"text":"And this year just to give you a little bit of an overview of what is planned, it's a peninsula wide festival and celebration that we will look to bring all of our legacy partners from over the years.","speaker":"P"},{"t":4208,"text":"All of Those we had 80 food and farm participants last year to see to get involved in the very large festival that will be in August as well.","speaker":"P"},{"t":4220,"text":"We'll have a seasons of flavor events where we have farm and food vendors leading their own events.","speaker":"P"},{"t":4227,"text":"But we help with marketing volunteers and some seed funding for music or arts to add into it so they can create their own events and a calendar events over the season.","speaker":"P"},{"t":4239,"text":"We're also providing agritourism readiness and coaching to the farms as they look to diversify their revenues. And we consulted about this as not just another map of local farms.","speaker":"P"},{"t":4261,"text":"It's actually an interactive map where people can plan their visits and they can also see what's on offer from the farms in a updateable by the farms themselves or the food or restaurants can put their own events on and have them promoted through our platform.","speaker":"P"},{"t":4279,"text":"So that's the plan for the 20th celebration year. We see it as such a wonderful opportunity to dovetail with the 75th anniversary for Central Saanich. And we're signed up to be at your 75th anniversary celebration.","speaker":"P"},{"t":4294,"text":"And so we've we know that Central Saanich is a small municipality. North Saanich contributes $25,000. Saanich $20,000. We have another major partner with destination Greater Victoria for $20,000. We try and bring everybody into the into the program to make it sustainable over the years. And we are seeing affordability of food food going through the roof.","speaker":"P"},{"t":4494,"text":"So it's always a concern as we see these geopolitical impacts and the more food that we can grow and produce within our own control allows us to ensure that we have that greater security over time.","speaker":"P"},{"t":4509,"text":"So I think there is an increased interest and as well people are discovering that as global food costs go up that local food prices, even though they also feel the impacts of the rising costs from the geopolitical instability that they are more on par.","speaker":"P"},{"t":4528,"text":"And so this is dispelling the myth in some ways of the cost of local food being a niche market for those that can only afford it, especially if they get out to see the farms, see how they're grown and be able to see the farm markets and box programs that are available to them.","speaker":"P"},{"t":4551,"text":"It gives them a better sense of the convenience that they can find now in terms of being able to access local foods.","speaker":"P"},{"t":4560,"text":"Second part, we work with a working group called Amak Swisstakal and they are looking at supporting greater indigenous food sovereignty and giving us feedback and direction for the Flavor Trails.","speaker":"P"},{"t":4573,"text":"We have a number of indigenous plant walks and talking about the original food systems in across the Flavor Trails activities. And at this point in time we haven't approached the nations to participate as sponsors.","speaker":"P"},{"t":4588,"text":"But that's a great idea. It's OCP and zoning compliant except for some variances. And I'd like to speak to just a little bit of that. So there's clarity.","speaker":"V"},{"t":8529,"text":"The site today is a. There's a single family home on the site which has two units in it that are rented for hospitality in accordance with the C6 zoning bylaw.","speaker":"V"},{"t":8538,"text":"There's also a 15 slip marina in place which is rented out to different folks who have their boats there. The building was built in 1962.","speaker":"V"},{"t":8546,"text":"It's reached that point in its life where it either needs to be entirely rebuilt or replaced. The site is a reasonably large site, but a strange angle, kind of a triangle of sorts.","speaker":"V"},{"t":8557,"text":"And as such the owner has opted to move this forward to be a greater contributor to the municipality's economy and bring it up so that it has another good life in front of it.","speaker":"V"},{"t":8568,"text":"The building that's proposed is a contemporary building. There's two stories essentially below Brentwood Drive, one above. And that roof deck. There would normally be a pergola up here simply for shade, given that in the summertime it gets quite hot.","speaker":"V"},{"t":8638,"text":"So this is a small bedroom that is, or pardon me, a small area, a building that is associated with that, the roof deck.","speaker":"V"},{"t":8646,"text":"If you've read through the comments from the neighbors, the primary concerns for this process was the issue is it going to become a party house and are going to be dealing with late night parties and things like that.","speaker":"V"},{"t":8658,"text":"The owner has. These were raised at the very beginning, two years ago, three years ago, when the conversation started. And they've continually walked this back. Staff have been a great help in this discussion.","speaker":"V"},{"t":8669,"text":"We've walked back the aspects of this quite significantly. There's now vegetation planters all around the edge to keep everyone back from the edge.","speaker":"V"},{"t":8676,"text":"The water feature that was up there has now been reduced to essentially the equivalent of a small hot tub like you might find in the yard or the patio of any one of the homes in the surrounding area.","speaker":"V"},{"t":8689,"text":"The scale, the access to the roof has been limited to just the upper unit. So this will not become a central gathering part for all of the units that come through.","speaker":"V"},{"t":8699,"text":"And the whole concept for the project has been altered from one where there's 15 unit, 15 boat slips and people Coming and going. A large parking area in inviting a lot more partying.","speaker":"V"},{"t":8709,"text":"This is now down to the boat. Slips will just be for the owners or for those who are associated and renting one of those units for a night or several nights within the zoning.","speaker":"V"},{"t":8720,"text":"So the whole intent is to really walk this back. The parking meets the requirements of essentially one stall per unit. So five, plus a caretaker stall.","speaker":"V"},{"t":8728,"text":"We have an area here, you can see in the left that has a kind of an enclosed area. A significant setback.","speaker":"V"},{"t":8744,"text":"The easement is associated with the electrical room or the transformer room, which hydro requires to be right up close to the road. So that easement is for that structure. So from Brentwood Drive in the public realm, that setback really has no impact on the experience of the place.","speaker":"V"},{"t":8768,"text":"It's not something intruding up close to the street. So you will not be seeing the vehicles very much.","speaker":"V"},{"t":8777,"text":"And there's a generous landscape along with street trees and hedging that is all put along that area. It is not impacted in any way by this project. But the owner of this site volunteered to take it out. So new street trees will be planted along with the landscape.
