So I need a seconder.","speaker":"A"},{"t":95,"text":"Sure.","speaker":"D"},{"t":96,"text":"Okay. Any discussion? Any opposed? None are opposed. The motion carries. Okay.","speaker":"A"},{"t":1400,"text":"Good evening, everyone. We're returning to our regular council agenda. We are on item five of this evening's agenda, which is our consent agenda.","speaker":"A"},{"t":2185,"text":"So there's an opportunity to have a motion to approve the Consent agenda or potentially pull an item if necessary. I noted last time we pulled them all. I don't think that becomes necessary every single time.","speaker":"A"},{"t":3396,"text":"That's certainly my perspective. So council will do with that what it must. Councillor Thompson.","speaker":"A"},{"t":3888,"text":"Yes, Mr. Mayor. I put some thought into this today, looking at several of these on the consent agenda because they involve bylaw adoption.","speaker":"D"},{"t":3898,"text":"One of the issues or thoughts that came up and was confirmed, that if someone wants to vote, have their vote recorded in negative on a bylaw. So if someone voted in opposition at third reading, those items would have.","speaker":"D"},{"t":3915,"text":"That item would have to be pulled.","speaker":"D"},{"t":3918,"text":"Correct.","speaker":"A"},{"t":3919,"text":"From the Consent agenda. So it might be. When the consent agenda is being set up, is that one considers how councillors voted.","speaker":"D"},{"t":3929,"text":"The rule, of course, allows for an item to be pulled if a councillor wishes to still at adoption, knowing that third reading carried, for example, it doesn't require a seconder. It does allow flexibility.","speaker":"A"},{"t":3940,"text":"I take your point though, in terms of weighing that in whether or not it's placed on the consent agenda to begin with. Thank you.","speaker":"A"},{"t":3948,"text":"So we don't go through these discussions.","speaker":"D"},{"t":3949,"text":"Understood. This is only a new process for us.","speaker":"A"},{"t":3953,"text":"Understood. I did have some questions regarding 6922 Saanich Crossroads. So I would appreciate that that was added to the agenda. Remove from the consent agenda.","speaker":"D"},{"t":3967,"text":"I will look to our parliamentary. If it's only questions and not necessarily","speaker":"A"},{"t":3972,"text":"a motion, I believe the councilor may have indicated a wish to vote in opposition or feeling that someone might.","speaker":"E"},{"t":3979,"text":"Sorry, this is with respect to bylaw.","speaker":"A"},{"t":3982,"text":"Okay. That was just a general suggestion.","speaker":"E"},{"t":3984,"text":"Agreed.","speaker":"F"},{"t":3985,"text":"That's up to the chair. We haven't specified that process. I would think if we veer from questions into debate, as sometimes happens, then it would be better to pull. But absolutely. There's nothing inherently in the procedures.","speaker":"E"},{"t":3998,"text":"Bylaw stopping questions.","speaker":"E"},{"t":3999,"text":"Yeah. The practical guidance at the crd, which I helped write many years ago, was interpreted as really, there's no discussion on it, but it's not necessarily embedded, as the parliamentarian says, into it. So if it was a quick.","speaker":"A"},{"t":4016,"text":"If it was a quick question on one item. Well, I'm going to say as chair, I'll give the latitude to simply ask a question on the agenda item.","speaker":"A"},{"t":4028,"text":"But you're right, if it's debate or whatever, then I think polling it is probably more appropriate.","speaker":"A"},{"t":4036,"text":"My questions then relate to that particular.","speaker":"D"},{"t":4040,"text":"Are we still pulling?","speaker":"B"},{"t":4043,"text":"No, I'm just going to ask some questions.","speaker":"D"},{"t":4046,"text":"If there's a desire to pull an item until such time as the consent agenda is moved and voted upon, there is an opportunity to pull an item. So.","speaker":"A"},{"t":4057,"text":"But I've said I will allow questions if that's all there are with respect to an item, because sometimes there's just questions. Thank you.","speaker":"A"},{"t":4065,"text":"Yeah, I understood that part. I was just kind of confused because initially you were calling for any items to be pulled. That's what I heard.","speaker":"B"},{"t":4076,"text":"Yes, that is true. And I haven't entertained a motion yet, so the option to pull still exists. So I would come to you as a speaker next.","speaker":"A"},{"t":4085,"text":"Right. And the reason why I would be asking is just because if you pulled them and then you asked further questions, what's the difference?","speaker":"B"},{"t":4098,"text":"Pulling them often is more about debate or action, like voting against.","speaker":"A"},{"t":4103,"text":"You may not know if there's going to be debate. Of course, that's the awkward part of these things is that a question can elicit debate and hopefully it will if there's some further question. Thank you.","speaker":"B"},{"t":4117,"text":"Yeah, I'm trying to be reasonable and flexible as chair, given that this is only our second meeting with the consent agenda. Councillor Thompson, thank you.","speaker":"A"},{"t":4126,"text":"It's through this to Mr. Matanowich, I think would be appropriate. Some members of council received a letter from one of the neighbors who was unhappy with this process.","speaker":"D"},{"t":4140,"text":"Well, not necessarily the process, but with reference to an easement, would this potentially impact on the adoption of this bylaw or would it be. If they wanted to raise the issue, would it be, for example, at subdivision.","speaker":"D"},{"t":4161,"text":"Thank you. Through Mr. Mayor. That was related. Yes. Servicing and subdivision. So there's an easement that provides servicing to the neighboring property to the. I guess is to the west behind this site.","speaker":"G"},{"t":4174,"text":"In particular, the district installed a sidewalk along the frontage of Santa's crossroad, and that easement intersects with that. So there was approval required and an agreement between the two neighbors for that adjustment to the easement.","speaker":"G"},{"t":4188,"text":"So that is, I would say, separate from the consideration of the rezoning, which considers the density and the land use of the site.","speaker":"G"},{"t":4198,"text":"Thank you. The second question I had, and it's because we made these decisions a long time ago and there was reference to the APC minutes attached to this.","speaker":"D"},{"t":4213,"text":"Can you recall the advisory Planning Commission expressed concern about parking and lack of alternative parking for proposed Lot 2 on street parking and the need for monitoring of tree removal and protection of trees during construction.","speaker":"D"},{"t":4232,"text":"Were those issues addressed?","speaker":"D"},{"t":4235,"text":"Yes.","speaker":"H"},{"t":4235,"text":"Thank you. So the issues related to the tree and tree protection and monitoring that is addressed through. We have an arbors report. So prior to the oceans of building permit, we'll be assessing tree permit applications and tree protection.","speaker":"G"},{"t":4249,"text":"Not all the trees that were identified for removal and under our opinion need to be removed. So we'll be monitoring that.","speaker":"G"},{"t":4256,"text":"In terms of parking, the variance was for a stacked parking situation instead of two sort of side by side parking. And that. That's one of the variances that is. Is required as part of this.","speaker":"G"},{"t":4268,"text":"There are really no on street parking alternatives there. That's a major trucking route into Keating. So on street parking isn't. Isn't an option there. So it's. It's to be managed on site. Thank you.","speaker":"G"},{"t":4281,"text":"That's it.","speaker":"I"},{"t":4282,"text":"Councillor Graham.","speaker":"A"},{"t":4286,"text":"Thank you. Not really a question. I just thought I'd pull 5. 1 just","speaker":"J"},{"t":4290,"text":"so I could vote against it.","speaker":"A"},{"t":4293,"text":"5. 1 will become 15.","speaker":"E"},{"t":4297,"text":"Okay. Mr. Mayor.","speaker":"B"},{"t":4301,"text":"Yep.","speaker":"A"},{"t":4301,"text":"Councillor King, I was given that the previous meeting, the first meeting, I think maybe not the most recent one, where there was a consent agenda, it was mentioned that pulling all of them was highly unusual.","speaker":"B"},{"t":4319,"text":"So in order to make sure that it is not unusual and reflecting on the fact that I think the questions that were asked were quality questions and led to motions and discussion, et cetera, I think it's in order to pull again.","speaker":"B"},{"t":4341,"text":"So I'll ask that be done. I'VE got quite a questions and which may generate motions.","speaker":"B"},{"t":4349,"text":"Last time, when questions were made or posed, a motion arose, questions from other members of council were made and so it seemed to be of use.","speaker":"B"},{"t":4362,"text":"That won't be the case all the time, but I think it's better to err on the side of the of deliberation. So that's my effort.","speaker":"B"},{"t":4379,"text":"So there remain three that were not pulled previously. 5. 2, 5. 3, 5. 4. Your intent. Is to pull those items?","speaker":"A"},{"t":4399,"text":"Yes.","speaker":"B"},{"t":4408,"text":"Parliamentarian. I think that that is in order.","speaker":"A"},{"t":4413,"text":"It is. 5. 2 becomes 14. 3, 5. 3, which already had a question tonight, becomes 15, and 5. 4, the parcel tax rule bylaw becomes 15.","speaker":"E"},{"t":4425,"text":"Realizing that is confusing, I will do my best to bring those to our attention when we reach those numbers.","speaker":"E"},{"t":4433,"text":"Yeah, again, I'm being flexible here.","speaker":"A"},{"t":4437,"text":"My experience with the consent agenda at the CRD is that while from time to time, well, typically have between 15 and 20 items which have been previously debated by the body, the same is true here.","speaker":"A"},{"t":4459,"text":"It's infrequent for more than between 1 and 3 to be polled. So I will honor the wish tonight. But I think counsel is probably needing to reflect on this for clarity.","speaker":"A"},{"t":4479,"text":"Just in terms of procedure, what is the discretion in the procedures for this?","speaker":"B"},{"t":4485,"text":"For the chair, the discretion is as described. I'm providing latitude and describing circumstance without enforcing any non existent rules in the procedures bylaw.","speaker":"A"},{"t":4497,"text":"Right. So in other words, there is no choice, is that correct?","speaker":"B"},{"t":4503,"text":"There is no restriction and no seconder required. If an item is pulled by a member, it is the right of the member. I'm simply describing an experience that another","speaker":"A"},{"t":4512,"text":"body that uses that part. I understand. I just wanted to know if the procedures are such that the chair has any discretion other than to pull if that's requested.","speaker":"B"},{"t":4523,"text":"No. And thank you. Hence the reason I'm following the procedures bylaws. I do my best in all circumstances to do. Okay, so the items as numbered will come forward thusly.","speaker":"A"},{"t":4537,"text":"For the time being, we shall move to adoption of the sets of minutes of April 8th, March 30th and March 23rd, please.","speaker":"A"},{"t":4550,"text":"So moved.","speaker":"K"},{"t":4551,"text":"Second moved and seconded. Thank you for your time.","speaker":"F"},{"t":4770,"text":"Okay.","speaker":"A"},{"t":4779,"text":"Good evening, My name is Kathleen Zimmerman. I live in Brentwood Bay.","speaker":"K"},{"t":4783,"text":"In April of 25, I attended an agricultural information session and on one of the poster board there was a plan for a 2025 agriculture plan for Central Saanich.","speaker":"K"},{"t":4794,"text":"I understand that that was subsequently delayed to 2026 and I'm just wondering if you can tell me what the status of the plan is, when it might start in 2026.","speaker":"K"},{"t":4807,"text":"That is an intriguing question. I don't think I've looked at it recently, but I would be happy to follow up with you if that suffices. Right, yeah.","speaker":"A"},{"t":4846,"text":"So, sorry, who should I follow up with?","speaker":"K"},{"t":4849,"text":"Certainly you can make contact with staff, but it probably is prudent for us to have an update as well on the website about that plan.","speaker":"A"},{"t":4858,"text":"Okay, thank you.","speaker":"K"},{"t":4859,"text":"Thank you. I'm aware you have submitted through councillors as well as to council.","speaker":"A"},{"t":5058,"text":"It might behoove you to modify the letter and resubmit in such a way that the council could interpret as you've stated you intended and therefore provoke discussion potentially around that item.","speaker":"A"},{"t":5073,"text":"I think that's the best I can offer in this venue at this time with respect to that item.","speaker":"A"},{"t":5081,"text":"Okay. So maybe we could get clarity from the police chief. Not that I don't value the. But my.","speaker":"A"},{"t":5499,"text":"Whoever is best placed to answer this question. Which is how I understood the motion. So you wish to speak further now that we have clarity?","speaker":"A"},{"t":5573,"text":"I mean, I think the impact is still not on operations, even though we're switching which year is targeted because the amounts are almost equal. I'm just vo. I'm just explaining why I at this point won't be supporting the motion because I just don't think. But we can look and provide when we get the updates, because we only get the updates annually.","speaker":"J"},{"t":7273,"text":"So do I understand correctly, in five years we might be able to get information in terms of those feeder roads specifically like that?","speaker":"B"},{"t":7280,"text":"That's correct.","speaker":"J"},{"t":7280,"text":"Okay.","speaker":"A"},{"t":7281,"text":"Yeah.","speaker":"E"},{"t":7281,"text":"Thank you.","speaker":"B"},{"t":7282,"text":"Councillor Newton.","speaker":"A"},{"t":7285,"text":"I was just going to move recommendation that the bylaw be adopted.","speaker":"C"},{"t":7291,"text":"Okay. Is there a seconder? Thank you. There is a seconder. Any discussion? Any opposed? Councillor King in opposition. Motion carries. Oh, Councillor Graham. Sorry, Councillor Graham is in opposition. Our CFO is available for questions and that is for introduction and first and second reading of 2264. As corporate officer, I typically run the parcel tax roll review panel. That is scheduled tentatively for April 27th.","speaker":"E"},{"t":7380,"text":"So I will take the opportunity to remind Councillor Graham, Councillor Paltiel and Mayor Windsor that you are on that panel. Thank you.","speaker":"E"},{"t":7387,"text":"And that's going forward. I believe this may be our third or fourth year doing that.","speaker":"E"},{"t":7397,"text":"Must be an exciting panel.","speaker":"B"},{"t":7398,"text":"It's a good 33 seconds. Yeah.","speaker":"E"},{"t":7400,"text":"Wow.","speaker":"A"},{"t":7401,"text":"Thank you then.","speaker":"B"},{"t":7402,"text":"Okay. Would someone like to move first and second? Yep. And seconded. Any discussion, Councillor?","speaker":"A"},{"t":7412,"text":"Quickly around sort of where we're at with respect to the funding of this program. I mean it's tangential. The parcel tax roll review panel deals with it.","speaker":"A"},{"t":7431,"text":"But.","speaker":"D"},{"t":7433,"text":"And so I guess my question is, are we starting to see that funding level being restored where it could be considered for future options?","speaker":"C"},{"t":7443,"text":"Thank you. Through Mr. Mayor. So slowly we are seeing that come back and we're planning about 50,000 each year. So up to approximately five heat pump replacements going forward. So I have two questions from through you to staff. The first is does getting any updated assessments or the terms of the RFP count as new information? Because we've had our public hearing on this now.","speaker":"K"},{"t":7611,"text":"So I'm just wondering where that line is because this has got a lot of moving parts.","speaker":"K"},{"t":7621,"text":"Thank you. Through Mr. Mayor. Staff have been very cautious about that and any information that were presented have been presented. We wouldn't consider that new information.","speaker":"G"},{"t":7629,"text":"The density isn't proposed to change through these then from what the bylaw has and what council is considering. So there's no. No additional information that would result in any changes.","speaker":"G"},{"t":7639,"text":"To the bylaw that would be considered new information for Council.","speaker":"G"},{"t":7644,"text":"What I would say is my understanding and I went over this previously was if there was for some reason a reduction in density ultimately through the RFP process, that it is lesser than the bylaw and therefore it's not a new information and B doesn't require further public process.","speaker":"A"},{"t":7659,"text":"It's only if you do more is my understanding that's correct.","speaker":"A"},{"t":7663,"text":"Density has been discussed throughout this process in terms of the current like the proposed density, reductions in density, reduction in building size. So all that information has already been considered and is being considered by Council.","speaker":"G"},{"t":7675,"text":"Yeah. Okay, go ahead, counselor, go ahead.","speaker":"A"},{"t":7679,"text":"I just have one more question.","speaker":"K"},{"t":7681,"text":"So I guess the other question that I have then is if you could speak to the timing of the RFP finalizing those terms and then any impacts to harmonizing or deferring the timing of consideration of third reading to align with more certainty around the RFP terms.","speaker":"K"},{"t":7710,"text":"Through the Mayor, the staff are hoping to present the RFP criterias and weighing on April 27th council meeting. And really what that essentially is is the scope of the rfp.","speaker":"H"},{"t":7727,"text":"So we want to pursue present that to council for direction and approval.","speaker":"H"},{"t":7734,"text":"And so for the timeline, you know, our anticipated timeline for the RFP to go to the developers and for submissions are probably about three months from there and then so it would be anticipated that we would receive RFP responses probably in earliest July, probably in August.","speaker":"H"},{"t":7760,"text":"And of course DRFP concepts and submissions will be presented to council as well","speaker":"H"},{"t":7769,"text":"as a follow up to that does Council. Council's not required to adopt the land use bylaw if it passes third reading during the RFP process?","speaker":"A"},{"t":7780,"text":"That is correct. Council, just like any bylaw, adoption is still a consideration and can be declined or third reading could be rescinded or changed prior to adoption.","speaker":"G"},{"t":7791,"text":"Right. So if council opted to pass third reading but did not pass adoption and chose to defer adoption until after their RFP responses, that is in order?","speaker":"A"},{"t":7804,"text":"It's in order. If there's changes, then you'd have to have to revisit.","speaker":"G"},{"t":7808,"text":"Yeah, yeah, but it's different from say repealing the bylaw if you pass adoption. So that something for council to consider. Go ahead Councilor.","speaker":"A"},{"t":7818,"text":"Okay, then I, I'd like to make a motion that we Defer this until April 27th or until we have the detailed, more detail or certainty around the terms of the rfp.","speaker":"K"},{"t":7829,"text":"Because when I think about them like they go together, the zoning is the box and then the RFP is really going to set the terms that that drive the responses we receive.","speaker":"K"},{"t":7841,"text":"And so for me, I'd really like to see them together. So I'll make that motion and I'll second.","speaker":"K"},{"t":7848,"text":"But I need clarity on which one it was. The 27th or until we get further information?","speaker":"B"},{"t":7857,"text":"That's correct, yeah. There were two options put forward there to Councilor Riddle. You have to kind of stipulate one or the other.","speaker":"A"},{"t":7863,"text":"Well, then maybe I'll just clarify with stuff. Staff, when do you think that we will have certainty around the terms of the rfp? If we're considering at the next meeting through the mayor.","speaker":"K"},{"t":7878,"text":"As per the calendar that staff has provided to Council, the anticipated time to come forward is on the 27th. And if council provides direction, we would advance it right after that.","speaker":"N"},{"t":7894,"text":"So April 27th to the next meeting second.","speaker":"K"},{"t":7898,"text":"So which meeting?","speaker":"A"},{"t":7901,"text":"April 27th.","speaker":"K"},{"t":7902,"text":"Okay. You don't wish to speak to it further?","speaker":"A"},{"t":7908,"text":"Well, I feel like I already said all the things. I think there's a lot to balance, a lot to consider. The zoning is one tool, the RFP is another.","speaker":"K"},{"t":7917,"text":"And so I think in my mind it makes sense to look at them together and make sure that we're happy with the full picture. And this would allow us to do that, Councillor King?","speaker":"K"},{"t":7928,"text":"Yeah, I'll support the motion. And if I could, in case the deferral doesn't succeed, we could have the main motion ready to be put up on the screen if needed. It may not be. So.","speaker":"B"},{"t":7954,"text":"Well, the main motion was just to move third reading. We're deferring third reading. Consideration of third reading until April 27th. Correct. Okay.","speaker":"A"},{"t":7969,"text":"On the deferral, I'm just going to offer that my preference would be, as I asked staff, to defer consideration of adoption until after the public hearing. I don't think this indicates that intent. They're not mutually exclusive.","speaker":"A"},{"t":7995,"text":"But you can't defer adoption, I don't think until third reading has actually been considered. So iteratively can't do both. So I'm not going to support deferral of third reading. And with that, I'll put the question on deferral.","speaker":"A"},{"t":8021,"text":"Those opposed? The motion carries. With myself in opposition. We then move. 2:15 2 2. 1882 Hovey Road, OCP and zoning bylaw amendment. This is bylaw number 2255 for adoption. Thank you. Is there a seconder? Thank you.","speaker":"A"},{"t":8047,"text":"Moved and seconded Discussion Seeing none. Any opposed? Councillor King? Councillor Thompson? The motion carries. And the zoning Amendment bylaw number 2254 for adoption.","speaker":"A"},{"t":8064,"text":"So move.","speaker":"O"},{"t":8067,"text":"Any discussion? Any opposed? Councillor King? The motion carries. Item 1523 is 6922 Saanich Crossroad. Our director of planning and building services is available for questions and it is otherwise consideration of bylaw number 2216 for adoption. Are there questions?","speaker":"A"},{"t":8097,"text":"Oh, thank you, Mr. Mayor. And I appreciate Councillor Thompson raising the question of a letter. I think at previous meetings I might not have been absent. I mean, might not have been present for this item anyway.","speaker":"B"},{"t":8117,"text":"The very basic thoughts I have on this are given the provincial legislative changes, how has that affected the amenities that we've been able to ask for in relation to previous times when there's been rezoning?","speaker":"B"},{"t":8136,"text":"It seems that we are. It seems and I could be wrong and I asked staff for clarity that we're limited to the prescribed amenities. Is that correct? Seems.","speaker":"B"},{"t":8151,"text":"Thank you. Through Mr. Mayor, the district has a community amenity policy in place which applies 7500 per unit to an amenity. 2000 of that goes towards affordable housing, 5500 towards our general amenity fund.","speaker":"G"},{"t":8164,"text":"And so based on that policy, that's the discussions staff would have with an applicant. And in this case the applicant is providing the amenity contribution as per the policy. $15,000 dollars total for the two new lots.","speaker":"G"},{"t":8178,"text":"Yep. In previous years there has been more of an ability or a council have been able to propose things, suggest things, etc. Is that now. How would I put it? Not done because of the.","speaker":"B"},{"t":8197,"text":"Must be focused on the existing policies. And you cannot have those discussions. I'm just noticing the difference.","speaker":"B"},{"t":8209,"text":"Thank you. Through Mr. Mayor, council still has discretion. Some of the legislation is changing going forward, but the district has not updated any of our bylaws around a potential amenity cost charge.","speaker":"G"},{"t":8220,"text":"Bylaw?","speaker":"I"},{"t":8221,"text":"Where it's established in bylaw, but we're not there yet. Council still has its policy and through rezoning does have that discretion to at this table have that discussion. Discussion.","speaker":"G"},{"t":8229,"text":"If council sees something they'd like to see unique in a project or a certain specific amenity, that that's certainly something council can bring up.","speaker":"G"},{"t":8237,"text":"I appreciate that this meets all the conditions of the existing policy, but at a certain point along the line there might have been opportunity or was opportunity to. To propose other things. Is that correct?","speaker":"B"},{"t":8251,"text":"Certainly this has been before Council.","speaker":"G"},{"t":8253,"text":"Thank you.","speaker":"C"},{"t":8253,"text":"Probably two times, but prior to this.","speaker":"G"},{"t":8255,"text":"Yes.","speaker":"D"},{"t":8256,"text":"Okay, that would be. I'm. I'm learning here as to not. Not proposing it right now, but thank you.","speaker":"B"},{"t":8264,"text":"Understood. Somebody would like to move adoption of 2216. Okay. Moved and seconded. Any further discussion? Any opposed? None are opposed. And the issuance of the development permit, which includes variances for lot frontage and setbacks. Thank you.","speaker":"A"},{"t":8294,"text":"Is there a seconder? Any discussion? Any opposed? None. Motion carries. Item 16. 11 Councilor King, is your notice of motion which was deferred and this one is with respect to the public participation mechanism.","speaker":"A"},{"t":8322,"text":"So it was moved presumably and so therefore is live.","speaker":"A"},{"t":8329,"text":"That's right. I've had conversation at least with with fellow councillor. I believe more than one and I've been happy to provide further information.","speaker":"B"},{"t":8343,"text":"I think at the previous meeting municipalities including one roughly the size of Central Saanich and Guelph and larger centers have adopted more participatory processes.","speaker":"B"},{"t":8357,"text":"For example, the city of Edmonton has a decide level for with a direct map to the international association of Public Participation in power level. So that's used for participatory budgeting.","speaker":"B"},{"t":8374,"text":"The city of Vancouver has collaborate as a level where they collaborate with residents and particularly in neighborhood planning and sustainability.","speaker":"B"},{"t":8386,"text":"Nanaimo itself is increasingly or has had collaborate as an example whereby they involve the community on parks and climate issues and OCP related issues collaborating with them. Ottawa, Ontario as well has and Kitchener, Ontario.","speaker":"B"},{"t":8406,"text":"And so there's others that have these processes that through the IAP 2 are further to the collaborate or even empower range. But the motion before us is to get those details more information from staff.","speaker":"B"},{"t":8427,"text":"And I'll be honest that I don't see the implications of that affecting this council. It would be affecting the council, the next council if the council wish to act on it.","speaker":"B"},{"t":8445,"text":"But at least this information would allow for that reflection and potential change. Of course to involve and collaborate with residents on significant matters could also be procedures, bylaw changes, etc.","speaker":"B"},{"t":8462,"text":"And the motion, you know the wording may not be the best but I think it stands on its own in terms of participatory forum being an option or even a citizen liaison group.","speaker":"B"},{"t":8481,"text":"But I would look to the information that would come from a scan of a jurisdictions that similar to what I've done verbally and provide counsel of the day the opportunity to go further. So thank you.","speaker":"B"},{"t":8503,"text":"Thank you. Any other members wishing to speak to it? Councillor Newton?","speaker":"A"},{"t":8510,"text":"Sure. Thank you. I think looking to try and find ways with engagement can always be better.","speaker":"C"},{"t":8520,"text":"My question through you to staff would be what is this mechanism different than what we are currently doing through our citizens engagement processes","speaker":"C"},{"t":8538,"text":"through the mayor? I have two points on this. We typically wouldn't go to empower, we would stop at consult and there are different times. We would engage, it's inform engage, then we would consult.","speaker":"N"},{"t":8555,"text":"But typically it's not empowerment that's a Different usually that's more of a partnership.","speaker":"N"},{"t":8562,"text":"And I would suggest that that through some of our agreements that we have with neighborhood groups that that is a form of empowerment through those partnerships.","speaker":"N"},{"t":8575,"text":"With respect to this process, staff have the public engagement framework as part of our an update or to develop one a public framework in the this year into 2027.","speaker":"N"},{"t":8590,"text":"And so this is part of the plan is to bring a proposal forward to council and this could be a part of the review. Thank you. Collaborate rather than consult.","speaker":"N"},{"t":8605,"text":"But and collaboration is more where we sit, however with you know, nonprofit sports is an example of where through funding we empower them to provide the service rather than us. Those are the kinds of work that we do.","speaker":"N"},{"t":8625,"text":"But mostly we rely on collaboration. But we are going to be bringing a public engagement framework back and that is something that we could include in it through this notice of motion, if council agrees.","speaker":"N"},{"t":8644,"text":"Thank you.","speaker":"B"},{"t":8644,"text":"And I guess through the mover or the writer of the motion, I'm still unclear about when something like this would be utilized.","speaker":"C"},{"t":8654,"text":"I don't you made reference to certain examples but I just don't know how that gets incorporated into the decision making process.","speaker":"C"},{"t":8664,"text":"And","speaker":"B"},{"t":8666,"text":"what level of this sort of degree of engagement is that engaged meant enacted.","speaker":"C"},{"t":8675,"text":"Excellent, excellent question in terms of what it could involve. And I won't you know, I'll just refer to those things that I've said in terms of examples.","speaker":"B"},{"t":8687,"text":"Big decisions, official community plans, park decisions with regards to park parks could be procedures, bylaws, could be a whole host of things that maybe the council feels are significant enough to convene the citizen's body to be part of it.","speaker":"B"},{"t":8704,"text":"I think a key point here is the spectrum that's on the screen that the staff have put up.","speaker":"B"},{"t":8712,"text":"And I think it's really key because we use the terms like consult, we consult with people or we collaborate with people. But these are specific to the IAP 2 in terms of their criteria of what those words mean.","speaker":"B"},{"t":8729,"text":"So in regards to, for example, in power it's to place final decision making in the hands of the public.","speaker":"B"},{"t":8738,"text":"That's at the far extreme on the chart to the right, of course, where we generally fall as under consideration to obtain public feedback on analysis and alternatives and or decisions. But you can see the difference.","speaker":"B"},{"t":8753,"text":"And what this is proposing to do is move towards the collaborate and empower or at least have a report that talks about what that would look like and then still leave that up to the council of the day to determine.","speaker":"B"},{"t":8771,"text":"I would imagine they wouldn't do it automatically, but they would reflect on the types of decisions that are being made and refer things to that citizens assembly or consultative group that would consider these things at the early stage rather than the latter stage.","speaker":"B"},{"t":8790,"text":"Because generally what we do is we do, in my view, the consult late in, in the process versus early.","speaker":"B"},{"t":8798,"text":"And so these are aspects that would be part of the report and give council the opportunity to do further deliberation and reflection on the approach to governance it wants to take.","speaker":"B"},{"t":8815,"text":"I guess we have, you know, external committees and groups that we're already referring to, whether it's pac, whether it's the apc. I still don't understand the distinction on that.","speaker":"C"},{"t":8829,"text":"The key distinction, again is where we currently, it's been mentioned, we currently do. Then where on this spectrum does the current advisory body fall? It doesn't fall under collaborate or under empowerment.","speaker":"B"},{"t":8845,"text":"The motion is specific, asking for a body that would or could, and it looks to other municipalities that do.","speaker":"B"},{"t":8854,"text":"And so you would receive a report from staff that would look to those other municipalities and the examples that they provided, including the types of things that have allowed the public to be empowered in using the word empower in the sense of the IAP2's definition and not the general sense that we feel empowered when we do things so very specifically to the.","speaker":"B"},{"t":8885,"text":"That's why it's mentioned in the motion diap2 that we are moving, that this is to propose to move or seek staff report of what it would look like to move towards that part of the spectrum.","speaker":"B"},{"t":8903,"text":"If one isn't in favor of collaborate or empower for advisory bodies or the potential to hear back from what other municipalities have experienced in this regard, then the obvious vote would be opposed.","speaker":"B"},{"t":8925,"text":"Councillor Paltiel?","speaker":"A"},{"t":8928,"text":"Yeah, Again, I welcome and appreciate the intent that's gone into this. I think that there are, there are benefits and costs or challenges to this model.","speaker":"O"},{"t":8940,"text":"I for one, do see this as being a report that would be received with information.","speaker":"O"},{"t":8948,"text":"It would have a, you know, expansive kind of suite of options and opportunities that would then be brought as a staff report in front of this council, you know, sometime in the next few months.","speaker":"O"},{"t":8965,"text":"And then theoretically it's getting reviewed by this council council immediately ahead of a municipal election.","speaker":"O"},{"t":8972,"text":"And then this council is effectively deciding what to do or deliberating on what to do or whether or not to enact this right ahead of a municipal election.","speaker":"O"},{"t":8986,"text":"And I just think there may and will likely be new voices at the table. And I think that my hope would be in recognizing that this is one engagement model.","speaker":"O"},{"t":9000,"text":"There's a lot of other public policy and engagement models nationally Internationally, there's indigenous models of engagement, et cetera.","speaker":"O"},{"t":9009,"text":"And I would so benefit from hearing new and different perspectives of folks coming to the council table from the public maybe through the election on what they would like to see and how they would like like to engage or participate in influencing decision, receiving information, push pull communications and other forms of receiving democratic decision making.","speaker":"O"},{"t":9036,"text":"So I don't really know if it's for us at this juncture to be laying out a roadmap when I think that this would be a really exciting exercise for a future and a new term to council to consider.","speaker":"O"},{"t":9056,"text":"Hello, Councillor Thompson.","speaker":"A"},{"t":9059,"text":"Yeah, I think it's a worthwhile idea, but I tend to agree with Councilor Paltiel that maybe to sort of keep this moving in a positive light that perhaps referring this to the incoming council post election may be the best and a best way to deal with this, given I suspect that there will be healthy number of new faces sitting at the council table next fall.","speaker":"D"},{"t":9092,"text":"If you're making that motion, probably to the Strat plan would be.","speaker":"A"},{"t":9095,"text":"I will make the motion that it be referred to the incoming council post election,","speaker":"D"},{"t":9104,"text":"perhaps to the strategic plan. Okay, fine, fine. Okay. Is there a seconder? Okay. On the motion to refer. Councillor. Councillor King?","speaker":"A"},{"t":9118,"text":"Yep. No, I appreciate the comments and the council's received this with open eyes as usual.","speaker":"B"},{"t":9126,"text":"I just, I think there's potentially value in having the staff provide the information for the next council to sink their teeth into versus the question as to whether or not the new council wants to get the information.","speaker":"B"},{"t":9145,"text":"So my preference is to approve the motion thinking then that the decision as to enact or enable anything within it would come to the next council. So on that basis I'll be voting opposed to the deferral.","speaker":"B"},{"t":9164,"text":"But yeah, that's just for information.","speaker":"B"},{"t":9167,"text":"Thank you, Councillor. Seeing no other hands, I'll call the question. Those opposed? Councillor King. Councillor Newton. The motion carries. Okay. The next item of business is a notice of motion submitted by myself.","speaker":"A"},{"t":9182,"text":"Therefore, be it resolved that the union of British Columbian Municipalities request that the province of British Columbia amend the community charter and the local government act to limit mayors, councillors, electoral area directors and other locally elected officials to no more than three consecutive terms in the same office and to be at further resolve that such amendments provide that an individual who has served three consecutive terms terms may seek election to the same office again after at least one full term has elapsed since their last consecutive term.","speaker":"A"},{"t":9222,"text":"If there's a seconder, I will speak to it. Thank you. And just for the, I guess, benefit of members of council who may already be at the 12 year mark and looking to run for reelection.","speaker":"A"},{"t":9238,"text":"I would suggest that the UBCM meets again in September. September, the election is in October. I do not therefore see this affecting this coming term and I'm not sure if The Union of B. C.","speaker":"A"},{"t":9254,"text":"municipalities has looked at this previously, but I would like to see it as an advocacy motion that I could speak to on the floor.","speaker":"A"},{"t":9265,"text":"It was certainly designed with the maximum amount of flexibility imagined so such that a three term councillor may wish to run for mayor and this would not limit that.","speaker":"A"},{"t":9278,"text":"But it does allow perhaps for a mental health break for members of council who have been here after 12 years and may not realize they need one.","speaker":"A"},{"t":9290,"text":"And that's not aimed at anyone in particular, that's just a reality of the, the weight of this position.","speaker":"A"},{"t":9299,"text":"And also therefore they could potentially seek the mayor's office or indeed a mayor, if they're perhaps not ready to go away yet, could go back to running for councillor. It's a rare occurrence, but it has happened.","speaker":"A"},{"t":9315,"text":"So there is some flexibility imagined in this. But I do think it does also have a healthy impact on the potential for turnover at council tables across the province.","speaker":"A"},{"t":9328,"text":"So I have no idea what UBCM delegates will do with it, but I hope that council will at least send it there to test it. Councillor Thompson, thank you. Oh, sorry. Councillor Riddle.","speaker":"A"},{"t":9343,"text":"As a seconder Councillor Thompson, I'm going","speaker":"A"},{"t":9346,"text":"to speak in opposition. I think that, and we've seen it with two of the members of council that are here running for council successfully depends on the skill set you bring. It also involves advanced planning.","speaker":"D"},{"t":9362,"text":"As Councillor Riddle put a lot of time, for example, in getting ready for the election.","speaker":"D"},{"t":9369,"text":"Councillor Newton I recall sitting in the back row of the old council chamber for a length of time, getting the familiarity with council, with its policies, with its decisions, et cetera is an important component.","speaker":"D"},{"t":9385,"text":"The other part of it in terms of advance planning is you got to figure out how am I going to pay for the campaign, what it's going to cost during the campaign. It's hard work going door to door.","speaker":"D"},{"t":9403,"text":"We all know the experience and the value of knocking on doors to introduce ourselves and our ideas to the community. You can't just.","speaker":"D"},{"t":9414,"text":"And this often is the case, people show up in August, now or September when they put put in their papers and we have no idea who they are. There's no sense of experience or planning.","speaker":"D"},{"t":9430,"text":"So are you surprised that some of the folks like that are not going to be successful in an election?","speaker":"D"},{"t":9439,"text":"And I think that there are those that have been around for 12 years or more here in other municipalities that offer continuous and experience, that's really important.","speaker":"D"},{"t":9451,"text":"And I wouldn't want to see folks who have that potential and offer that skill were simply given the boot because they had been on for three terms.","speaker":"D"},{"t":9464,"text":"So I think there's value in the current system and therefore I can't support the motion.","speaker":"D"},{"t":9471,"text":"Thank you, Councillor. Councillor Riddle.","speaker":"A"},{"t":9475,"text":"Thank you. And I think I'll. I'll start by acknowledging this is a little bit of an awkward motion to speak in favor of, but I do think that it's a conversation worth having with our municipal colleagues at ubcm.","speaker":"K"},{"t":9491,"text":"And I don't want to discount the experience of sitting at this table because I know it is a deeply steep learning curve. I respect the experience, the institutional knowledge and the work that my colleagues have put in.","speaker":"K"},{"t":9507,"text":"So I don't want anyone to take this personally.","speaker":"K"},{"t":9510,"text":"And I think in some ways this motion actually, the way it's written, respects that experience because it would, I think it would actually encourage more long term councillors to run for mayor knowing that they would have to take a term off.","speaker":"K"},{"t":9527,"text":"There's no, I guess, loss or risk to running for mayor. And I think we might actually see that time on council benefit in a future mayor if this went forward. So I want to start there.","speaker":"K"},{"t":9542,"text":"But I think my main reason is I think it makes space for new voices and it encourages new voices. So in the last election, 100% of incumbents were reelected. In 2018, 100% re election rate.","speaker":"K"},{"t":9556,"text":"The last time an incumbent lost was actually in 2014. In the review I did, a really significant factor in municipal election success is name recognition, which incumbents have.","speaker":"K"},{"t":9567,"text":"Also there's low voter turnout and so incumbents also benefit from that. So it's a really powerful thing, incumbency.","speaker":"K"},{"t":9575,"text":"And I did put a lot of effort and time into my campaign last time, far more I'm sure, than any incumbent did.","speaker":"K"},{"t":9584,"text":"And I also watched other strong candidates put in a lot of effort and I saw some incumbent campaigns that were far less signage, far less materials.","speaker":"K"},{"t":9595,"text":"And so I don't want to criticize anyone's campaign, but I can just say, like that effort, it doesn't necessarily translate.","speaker":"K"},{"t":9603,"text":"And I think for me why this is really important is we, you know, this community has underrepresented half of its residents over and over and over again.","speaker":"K"},{"t":9614,"text":"And when we keep, when we keep electing incumbents, then we're not making that space at the table. And I think this would help.","speaker":"K"},{"t":9624,"text":"And I've heard some very strange comments from people that are Thinking about running, they say oh well, you know, there's only one spot. And I'm like no, no, there's always six spots.","speaker":"K"},{"t":9637,"text":"And I've had other women say well I don't want to run against you. And I'm like, well there's not only one spot for women, but that really is a perception based on what's happened in our community.","speaker":"K"},{"t":9652,"text":"So I think there's good reason to have this conversation and I'd be really interested to hear about the different experiences from different councils around the table. This is common on other boards.","speaker":"K"},{"t":9665,"text":"It allows people to plan and I think it's been put forward in a thoughtful way.","speaker":"K"},{"t":9673,"text":"Councillor Newton,","speaker":"A"},{"t":9677,"text":"thank you Mr. Mayor for the motion. In spurring the conversation I think it's been interesting and probably something that that has been coming around the province for some time as still someone relatively well.","speaker":"C"},{"t":9692,"text":"No, I won't even go there. I valued the experience that was had around the table and that corporate memory from the elected officials I think is critical for that injection of new ideas and new concepts and new philosophy.","speaker":"C"},{"t":9710,"text":"And so I struggle with how this could be balanced with that because I truly benefited from comments from those long term serving counselors and their perspective on, you know, the issues that come forward.","speaker":"C"},{"t":9726,"text":"Staff may change and does change. And so to have some sort of a component to that legacy when we hear about a similar issue that comes back 20 years later, that would be lost to some degree.","speaker":"C"},{"t":9743,"text":"So I.","speaker":"H"},{"t":9744,"text":"The term is probably mostly what I struggle with on this because I think there is benefit to retaining some of that corporate knowledge and that corporate legacy at these tables.","speaker":"C"},{"t":9761,"text":"I feel compelled to maybe add some context to the motion. The average term for politicians serving in Canada is actually 10 years.","speaker":"A"},{"t":9770,"text":"So this is above the average already there are term limits in a number of other entities, not the least of which is the Central Saanich Police Board.","speaker":"A"},{"t":9780,"text":"And all police boards in the province have a maximum term of six years. When members serve six years they tend to be staggered for their appointments. Those opportunities come up less frequently because our elections are every four years.","speaker":"A"},{"t":9796,"text":"In those circumstances, unless the public choose to unelect everybody who sits on the council to the point it's a rare occurrence.","speaker":"A"},{"t":9804,"text":"There will be some knowledge and the reason I chose 12 is because it does take a bit of time to accumulate and then pass on and share that knowledge.","speaker":"A"},{"t":9815,"text":"But there is also there has to be a number and so 12 was selected. Bear in mind that if this passion go to the goes to UBCM motions can be to amend from the floor.","speaker":"A"},{"t":9829,"text":"Mr. Mayor. Yeah, is that your concluding comments or. I'm just curious if we're.","speaker":"B"},{"t":9835,"text":"I was providing additional context to the. To the commentary to help benefit the. This is simply an advocacy motion to UBCM that would allow for things like amendments if we send it there.","speaker":"A"},{"t":9845,"text":"Understood that.","speaker":"B"},{"t":9846,"text":"Yeah.","speaker":"C"},{"t":9846,"text":"I wasn't sure if you're seeking everybody's comments and then making your final comments or.","speaker":"B"},{"t":9853,"text":"I'm still open to comments if you have them. I just felt the need to remind everybody that this is that.","speaker":"A"},{"t":9861,"text":"Go ahead, Councillor King, or is Councillor Newton finished? I'm not sure.","speaker":"B"},{"t":9866,"text":"Yeah.","speaker":"C"},{"t":9866,"text":"As far as I can tell, yes.","speaker":"A"},{"t":9868,"text":"Okay.","speaker":"I"},{"t":9868,"text":"Yeah, I appreciate the motion. I appreciate the role of the EBCM and ideas being presented, et cetera.","speaker":"B"},{"t":9877,"text":"And I try to detach personal considerations from the principal involved here ultimately in terms of principle in my heart and where I. I hold things in terms of evaluating on principle. The choice of the public is key.","speaker":"B"},{"t":9896,"text":"The public needs to be able to weigh in. And yes, there's always factors, always considerations, always potentially advantages of an incumbent, advantages based on income advantages of all sorts of.","speaker":"B"},{"t":9911,"text":"But the more that government attempts to put the thumb on the scale in that sense, the more concerning it is to the choice that the public has to make a valid or a strong choice about who they want.","speaker":"B"},{"t":9931,"text":"And each person's very different. Each context is very. So blanket policy strikes me as being counter to that principle of allowing the public to weigh in and make that decision.","speaker":"B"},{"t":9946,"text":"If people were barred, not allowed to run again, so on that I wouldn't be able to support the motion. I think of the American example, which has a term limit, of course that's for two terms, not three.","speaker":"B"},{"t":9965,"text":"But I can tell you I would have preferred to see Obama president than the current one. And I might be alone. I don't think I am on that.","speaker":"B"},{"t":9979,"text":"And I guess I would say another strike against this idea is that there have already been changes to elections rules to extend the length of time for people to run or be on council from three to four years.","speaker":"B"},{"t":9999,"text":"And some of the concerns, and I've heard them in these towns like Alert Bay, say Word Zeballis and others, is that it makes it hard to get people to run.","speaker":"B"},{"t":10014,"text":"But if you further limit that and say that somebody can't run again because.","speaker":"B"},{"t":10021,"text":"Because they've met the threshold and they can't, based on the policy of the province, I think that just simply once again works against the idea of democracy. So thank you.","speaker":"B"},{"t":10040,"text":"Seeing no other speakers, I'm prepared to put the question those opposed, Councillor King, Councillor Thompson, Councillor Newton, Councillor Graham in opposition. The motion is defeated. Okay. 16. 3. Redevelopment of municipal facilities Design and construction. Next steps.","speaker":"A"},{"t":10077,"text":"Through the mayor. This was already presented and deferred from March 23. However, there was some questions around deferral and also on cancellation and penalty. I was able just to review the contract and so forth. The cancellation.","speaker":"H"},{"t":10095,"text":"The architect agrees that we can terminate the agreement just given written notice.","speaker":"H"},{"t":10101,"text":"Upon termination, the architect is entitled to be paid for all the services performed and expenses incurred to the termination date, plus reasonable and properly documented cost incurred by the architect in demobilizing and terminating his contract. Was to consult.","speaker":"H"},{"t":10121,"text":"So for certainty, the architect shall not be entitled to any loss of profit that the architect or any consultants incur as a result of termination under any circumstances. So it's really clear there's no penalty after that.","speaker":"H"},{"t":10139,"text":"They just get paid for the services up to that termination date. For the delay, we can suspend the service up to 90 days.","speaker":"H"},{"t":10150,"text":"After 90 days, the contract is terminated and they are again entitled to the same cost and and expenses incurred to that date of termination. Thank you and happy to take any questions.","speaker":"H"},{"t":10169,"text":"Councillor Peltiel, thank you for this.","speaker":"A"},{"t":10173,"text":"The one question I apologize if I and bring this up again is just. Again, I appreciate.","speaker":"O"},{"t":10179,"text":"I think this is a, a reasonable percentage based on the type of building and what I think current AIBC standards would be for an architecture firm.","speaker":"O"},{"t":10189,"text":"My question is regarding ownership of assets where we talk about the corporate contract and, and what would happen in the event that things were terminated or not pursued further.","speaker":"O"},{"t":10200,"text":"I would want to make sure that in the event that there is a breakup, if you will, that the district does retain ownership of assets paid for by the district.","speaker":"O"},{"t":10211,"text":"Because I know in certain circumstances the architects or other consultants will retain ownership of those items or make it difficult to get those items.","speaker":"O"},{"t":10220,"text":"And then you've got effectively paid for something and then you're going into a breakup negotiation and they're kind of holding them over that.","speaker":"O"},{"t":10229,"text":"And so if there's any language that could be included in here that just ensures that the district maintains ownership for work that they pay for.","speaker":"O"},{"t":10239,"text":"I think, you know, including all the way, not just for PDF, but down to, you know, CAD or DWG files or whatever those working like layered files would be, I think that would be of benefit to the, the municipality going forward.","speaker":"O"},{"t":10254,"text":"You know, again, you don't want to plan for things to go negatively, but obviously it's important to be prepared in how we set up those agreements. So I'm just curious to through staff if that's been included.","speaker":"O"},{"t":10270,"text":"Thank you. Through the mayor, I Know just from experience of other consultants in the rfp, we take the retaining of documents quite seriously.","speaker":"H"},{"t":10281,"text":"And including this one, I don't have that specific clause, so I can provide the Mayor and council the specific clauses around the retention of the information.","speaker":"H"},{"t":10293,"text":"However, I am more than certain that we do have and we do retain the information as of that phase.","speaker":"H"},{"t":10302,"text":"So in this case, we've finished the schematic designs and those designs are our property, including the digital files as well. I'm almost 100% certain of that, but I can provide more certainty after.","speaker":"H"},{"t":10319,"text":"Thank you.","speaker":"O"},{"t":10324,"text":"Any other questions? Direction from Council, I guess it was.","speaker":"A"},{"t":10336,"text":"It is, yes. Thank you, Councillor King. Yes, because it was moved and seconded and then deferred to this meeting. So. Yes, it is on the floor.","speaker":"E"},{"t":10341,"text":"Yeah.","speaker":"O"},{"t":10342,"text":"If there was no other amendments. So. Okay, so I'll put the question then. And look for those in opposition. Councillor King, Councillor Thompson, Councillor Newton. The motion carries. Item 17:1 is new business consideration at the next meeting.","speaker":"A"},{"t":10363,"text":"Any items of correspondence members of council wish to raise before we move on. Councillor Peltier.","speaker":"A"},{"t":10373,"text":"Yeah. Just apropos to the conversation earlier about E Comm and within the budget, just noting the police board meeting invitation. I just want to make sure from staff, just a simple yes would suffice.","speaker":"O"},{"t":10387,"text":"A, the meeting for June 11 is still on and B, being that June 11 is still quite some time away and there's a few meetings in the meantime.","speaker":"O"},{"t":10399,"text":"I don't want to be presumptuous as a guest to this meeting being the council's being invited, that we should be trying to steer anything.","speaker":"O"},{"t":10409,"text":"But I'm also just curious if there is an opportunity with that for between now and that meeting for council to consider agenda items or suggested.","speaker":"O"},{"t":10420,"text":"It's more than that. The last time we did this, Council has to convene its own meeting because it can't meet without. Because you'd have a quorum.","speaker":"A"},{"t":10429,"text":"So it will have to have its own meeting, we'll have to have our own agenda and it'll be a.","speaker":"A"},{"t":10435,"text":"Is that the intended structure of the meeting though? I know there's the formal meeting structure.","speaker":"O"},{"t":10440,"text":"Yeah.","speaker":"I"},{"t":10441,"text":"But I'm just curious like the, you know, the outlay of agenda items, like. I know what we can do. I'm just talking about like the intent here.","speaker":"O"},{"t":10452,"text":"The last time it was simply a joint meeting. Both entities convened. It was a joint agenda, it was public facing and it worked. So it would just be be repeated. It's been a while, but it can be done.","speaker":"A"},{"t":10462,"text":"It's an interesting point and it kind of relates to the recurring point that I've made as to when, if ever, we will webcast and record meetings.","speaker":"B"},{"t":10472,"text":"So if, for example, it's in this space and council is here, then by virtue of council being here, we will potentially be webcasting and recording the meeting. And so maybe that's the solution is we just need council.","speaker":"B"},{"t":10486,"text":"Council to be attending police board meetings at quorum and will record the meetings.","speaker":"B"},{"t":10491,"text":"I can tell you I'm not attending every single police board meeting. I did that for 10 years. Thank you.","speaker":"A"},{"t":10496,"text":"So my point though is that maybe even if that weren't the case, my item for the agenda is to discuss at what point will police board meetings be recorded like they are for council meetings.","speaker":"B"},{"t":10513,"text":"You can ask that question based on the fact that we forwarded this. By then they may have an answer.","speaker":"A"},{"t":10517,"text":"Exactly. And if we're there in quorum, I guess we might have that.","speaker":"B"},{"t":10521,"text":"So sure, we'll sort that out to the councilor's point. There will be agenda items and it may be that council initiates some formal agenda items. It already technically has that one. So for follow up, it wouldn't be.","speaker":"A"},{"t":10535,"text":"It would be appropriate. But if there are others, it doesn't have to be tonight. Councillor Newton,","speaker":"A"},{"t":10544,"text":"not speaking to this, but it was a piece of correspondence, so I don't know if there was anything further to.","speaker":"C"},{"t":10549,"text":"Nope, go ahead.","speaker":"A"},{"t":10549,"text":"Okay, great. Item 18. 7 with respect to the parking down in Lisno. And just curious if we've got any update around additional.","speaker":"C"},{"t":10560,"text":"It's been a while since we've seen a bit little letter to this, so I'm just curious if there's any update on that from staff.","speaker":"C"},{"t":10576,"text":"Specifically. Thank you through Mr. Bear. Specifically Lisno Avenue parking staff just continue to of course respond as. As complaints are coming in there. There have been some on Lisno, so we treat it as our typical parking.","speaker":"G"},{"t":10590,"text":"Certainly we understand the construction project across the road will have some impact on that. So we're. We're monitoring and in communication with the developer about some. Some options for parking.","speaker":"G"},{"t":10601,"text":"Great. Happy to hear this. That's in the work.","speaker":"C"},{"t":10604,"text":"Councillor Thompson, Mr. Murray, I noticed that Leslie, John Thiel and Jimmy Alger are sitting in the gallery. I'm wondering if it's in Relationship to item 18. 14, Brentwood Bay Festival and Parade.","speaker":"D"},{"t":10620,"text":"And if so, would we give them the opportunity?","speaker":"D"},{"t":10624,"text":"I believe, Councilor Thompson, it might actually be related to 18. 2, which is an increased funding request for.","speaker":"E"},{"t":10631,"text":"I have an idea.","speaker":"B"},{"t":10632,"text":"Thank you, counselor. Let's have a motion to entertain the two members in the audience for either 18. 2 or 18. 14 for two minutes each.","speaker":"A"},{"t":10642,"text":"So they got four minutes?","speaker":"D"},{"t":10644,"text":"Yeah, two minutes each, yeah. Okay, that's enough for a song. I'll take that. That You've moved it, Councillor Thompson, and I'm seconding it. And there are none opposed. Excellent.","speaker":"A"},{"t":10657,"text":"If either of you would like to come forward and address either of those letters, you're welcome to do so.","speaker":"A"},{"t":10670,"text":"Well, so far, Leslie Gentile in Brentwood Bay. I live in Brentwood Bay.","speaker":"M"},{"t":10676,"text":"It seems perhaps an unusual request to come halfway through our service agreement and request the full amount, as opposed to the amount we did ask for and receive, which was less than half, was 4,250, as opposed to the full 10,000.","speaker":"M"},{"t":10694,"text":"Had we requested the full 10,000 at the beginning of the service agreement, I feel confident you would have agreed to that, given the other organizations in the community that did receive full funding.","speaker":"M"},{"t":10709,"text":"So as our costs have increased, we have found we need more sources of revenue. So, you know, over the last two years, technically we saved you 5,750. $50. A total of 11,500.","speaker":"M"},{"t":10723,"text":"So we're just simply asking for that increase. We're kind of splitting the difference on the four year agreement.","speaker":"M"},{"t":10731,"text":"So you're just asking for the dispersion of the full funds?","speaker":"A"},{"t":10734,"text":"Yes. Going forward for the next two years.","speaker":"M"},{"t":10737,"text":"I move that second. Any opposed? None carried. Anything else? Thank you.","speaker":"A"},{"t":10747,"text":"If I may, Councillor King, I wonder if by show of hands, if there's any other letter writer who wishes to speak to their letter, I would be happy to move a similar motion to give them two minutes, but I suspect there isn't.","speaker":"B"},{"t":10760,"text":"There's not a lot of people here. I just want to equalize this.","speaker":"B"},{"t":10764,"text":"Fair enough.","speaker":"L"},{"t":10767,"text":"Moving on, seeing Councillor Riddle.","speaker":"A"},{"t":10772,"text":"Thank you. I just had a question, question about 18.","speaker":"K"},{"t":10776,"text":"5, which is the radon testing, which caught my eye because I was reading an article today on the updated cancer rates in Canada and there's increasing rates of lung cancer, particularly among non smokers.","speaker":"K"},{"t":10789,"text":"And they identified radon as really one of the potential drivers behind that. So this letter just caught me at the right moment and I was wondering if staff have looked at this testing program that she's referenced.","speaker":"K"},{"t":10803,"text":"I did go to the website briefly, but I was just wondering if we've looked into it and if it's something that we could lead because it does look like a municipal partnership piece.","speaker":"K"},{"t":10818,"text":"Thank you.","speaker":"N"},{"t":10818,"text":"Through Mr. Mayor, Jennifer, our Climate Action Coordinator, brought this to my attention last week.
