Oh, there it is. Open. All right. Good evening everyone. It's 5:30 and we're going to convene the special open council meeting.","speaker":"B"},{"t":104,"text":"We're going to convene the special open council meeting for Tuesday August 18th.","speaker":"B"},{"t":111,"text":"As it's now 5:31, I'm going to call the meeting to order, acknowledging that we have online Councillor Riddle in the room, Councillor Thompson, Councillor Newton, Councillor Paltiel, myself Mayor Windsor.","speaker":"B"},{"t":129,"text":"We begin by respectfully acknowledging that the land on which we gather is the traditional territory of the Saanich people, which includes Sartlip and Seot First Nations. There are no amendments to the agenda as circulated.","speaker":"B"},{"t":149,"text":"So I could have a motion to adopt the agenda please, or approve the agenda. Moved. Seconded. Thank you. Any discussion? Seeing none. Any opposed? None are opposed. The motion carries. Item 4. 1 is a staff report.","speaker":"B"},{"t":171,"text":"It's administrative amendment to the zoning bylaw, which I don't know if staff want to speak to that, but. Yep, go ahead. Yeah.","speaker":"B"},{"t":184,"text":"Thank you, Mr. Mayor. The purpose of this report is to correct an administrative error in the new zoning bylaw that was recently adopted by Council for 1903 Mount Newton Crossroad.","speaker":"C"},{"t":195,"text":"Council previously directed that residential attached be a permitted use and that the maximum height be reduced from six stories to five stories. Thank you.","speaker":"C"},{"t":227,"text":"Thank you, Mr. Patanowicz. I note the recommendation one is that counsel in reconsidering the third reading and adoption of bylaw 2270 rescinds the previous resolution of resolutions of third reading and adoption of said bylaw.","speaker":"B"},{"t":245,"text":"This is a mayoral reconsideration under section 131 of the Community charter simply to bring it back and replace it on the agenda under that section granted to the mayor of the community charter.","speaker":"B"},{"t":262,"text":"So in prior times doing this I would have put it back on the table for a vote. But in this case there is an additional piece.","speaker":"B"},{"t":275,"text":"So I think we are best to move recommendation one and I'm going to move that and ask for a seconder, please. Thank you. Any discussion at this point?","speaker":"B"},{"t":290,"text":"Is there any lack of clarity on what is in front of us? No. Any comments? No. So I'll simply put the question ask if any are opposed to that? None. That's an amendment to alter that word. Do I have a seconder? Thank you. Any further discussion on the amendment? Any opposed to the amendment? None. Motion carries.","speaker":"B"},{"t":380,"text":"All on the main motion then with that additional amendment, Councillor Newton?","speaker":"B"},{"t":386,"text":"No, it wasn't an amendment, but it was a question or a clarity through you to staff. And it makes reference to the setback heights. And I believe we're talking about this particular lot.","speaker":"E"},{"t":400,"text":"And I thought when the discussion was happening that we permitted the townhouse use but also limited the height to three stories. And so. I'll just seek clarity on that.","speaker":"E"},{"t":415,"text":"Thank you. 3M. It was limited to five stories in the majority and then within 20 meters of the property line, four stories to four stories. Yeah. And the four stories was previously captured. There's no change proposed.","speaker":"C"},{"t":427,"text":"There was just the five stories wasn't captured correctly. It still said six stories. So that. That's the change.","speaker":"C"},{"t":433,"text":"Right. And then there's no change to the permitted use with respect to multifamily component for this site as well.","speaker":"E"},{"t":440,"text":"That's correct. No change.","speaker":"C"},{"t":443,"text":"Okay. Any other clarity questions sought? I will put the question and ask if any are opposed. None are opposed. The motion carries that bylaw number 2270 zoning bylaw be given third reading as amended. I will move that.","speaker":"B"},{"t":461,"text":"Thank you. Any further discussion on the matter? Seeing none, I'll put the question ask if any are opposed. None are opposed. The motion carries that bylaw number 2270 zoning bylaw be adopted. I will move that.","speaker":"B"},{"t":478,"text":"Is there a seconder? Thank you. Any further discussion on the matter? Seeing none. Any opposed? None are opposed. The motion carries. Item 4. 2 is the new Council Chamber's design engagement.","speaker":"B"},{"t":493,"text":"And I will look to our Deputy Director of Financial Strategic Capital Planning. This item is for information, so both comments and questions will be permitted at the end of the presentation by staff.","speaker":"B"},{"t":512,"text":"Thank you, Student Mayor. Excuse me. Tonight we're presenting the design for the new Council Chambers as part of the civic facility project.","speaker":"A"},{"t":519,"text":"This is a workshop style session, so the goal is to walk you through how the chambers and supporting spaces are laid out, how they'll function on a meeting night, and of course to gather your input before the design is finalized.","speaker":"A"},{"t":534,"text":"I'll just pause before we move on here.","speaker":"A"},{"t":540,"text":"Perfect.","speaker":"E"},{"t":541,"text":"Okay, thank you. So, let's start with the overall footprint. This plan shows the Council Chamber together with the surrounding rooms and amenities that support it. Everything you see is organized around a single idea.","speaker":"A"},{"t":554,"text":"A clear path for the public from the entry into the gallery with separate, secure circulation for council and staff. As we move through the next slides, I'll zoom into each of those areas in turn.","speaker":"A"},{"t":568,"text":"Here are the defining features of the chamber itself. The podium anchors the room for presenters and delegations. Monitors and closed captioning support accessibility and make proceedings easier to follow.","speaker":"A"},{"t":579,"text":"A retractable wall let the space open up or divide depending on the event. Movable chairs give us flexibility in how the room is configured.","speaker":"A"},{"t":589,"text":"And a public outdoor terrace extend to civic space beyond a building for gathering and receptions. This slide shows the seating arrangement.","speaker":"A"},{"t":597,"text":"Council seating is positioned so that every member has clear sight line to delegations, to the public gallery and to one another.","speaker":"A"},{"t":606,"text":"Staff seating sits immediately adjacent so that the advice and reports can be provided efficiently during a meeting without disrupting proceedings. Beyond the chamber, we provided additional meeting space.","speaker":"A"},{"t":617,"text":"This includes a council work area and a public meeting space that can be used for council members to meet with the public.","speaker":"A"},{"t":626,"text":"It's worth noting and throughout some of the design that the furnishing fixtures for these rooms are still to be determined and will be brought forward as the design advances. So public capacity was a key design driver.","speaker":"A"},{"t":640,"text":"The main gallery provides the primary seating for members of the public attending a meeting. When attendance exceeds that, the primary overflow space accommodates additional attendees with a live feed and a secondary overflow space.","speaker":"A"},{"t":654,"text":"Basically, the lobby provides further capacity. This tiered approach means the room doesn't have to be oversized for everyday meetings, but can still handle peak public turnout.","speaker":"A"},{"t":664,"text":"Washrooms are distributed to serve both council and the public, and accessible washrooms are provided for each council. Accessible washrooms are located within a closed area so members and staff don't have to leave the meeting area or zone.","speaker":"A"},{"t":679,"text":"While the public and accessible washrooms are positioned along the public route close to the lobby. A few additional features round up the floor plan.","speaker":"A"},{"t":688,"text":"A kitchenette and servery supports meetings, workshops and civic events without needing to bring service through to public areas. Primary storage handles the chairs, tables and equipment for reconfiguring the room.","speaker":"A"},{"t":700,"text":"And in a secondary storage provides space for day to day operational needs.","speaker":"A"},{"t":705,"text":"So staff are seeking council's feedback on two things in particular, which elements of the proposed designs resonate and should be carried forward and where you see opportunities to enhance the design.","speaker":"A"},{"t":717,"text":"Your comments tonight will inform the design development phase and the final designs will come back to council for presentation following the conclusion of that phase as hopefully this fall and that includes the presentation and happy to take any questions.","speaker":"A"},{"t":734,"text":"Thank you, Councillor Thompson. Sorry.","speaker":"B"},{"t":737,"text":"Thank you, Mr. Mayor. What's the current seating capacity in here for example tonight, Just for comparison purposes?","speaker":"F"},{"t":746,"text":"Yeah, through the mayor, 80 and we're proposing 150.","speaker":"A"},{"t":751,"text":"Okay. The one thing that stood out to me was seven washrooms. Given we have one now, do we have congestion at the current washroom and why would we need.","speaker":"F"},{"t":765,"text":"I realize one appears to be an accessible washroom, but do we really need six washrooms independent of council?","speaker":"F"},{"t":777,"text":"Thank you, Studie Mayor. That is actually by code. And so once we step over the hundred seat capacity, which I think it's 70 or 80 to 100, you need three or four might be off the one washroom there.","speaker":"A"},{"t":794,"text":"So it's typical to here we have three washrooms because the lobby counts as well. But once you go past 100 or 120, then that's where you need the seven washrooms. And so.","speaker":"A"},{"t":808,"text":"So that's kind of the key number there. So if we want more, then that is the requirement by code. Yeah,","speaker":"A"},{"t":819,"text":"I understand some of those codes. If people are having a good time and drinking beer or whatever, that facilitates certain physiological processes.","speaker":"F"},{"t":829,"text":"But coming to council meetings and I realize the code is the code, but it just seems silly to me in these circumstances.","speaker":"F"},{"t":842,"text":"Cao Cullum, through the Mayor, I was","speaker":"B"},{"t":845,"text":"just going to add it does have a dual purpose, so the space would also be used for training or community events or public engagement.","speaker":"G"},{"t":854,"text":"And so we may have significant amount of people in the room or at training when people are allowed to take a break. So there is a use for it. But I do take Councillor Thompson's point.","speaker":"G"},{"t":870,"text":"I would contend. I've been to many office buildings that probably don't have that yet. They have two old school binary washrooms and you probably have three or four toilets in each.","speaker":"B"},{"t":882,"text":"And so There you get to the same number. It's just that these are gender neutral, so. Fair question. Any other comments? Questions? Councillor Peltiel,","speaker":"B"},{"t":895,"text":"just touching on Councilor Thompson's point. Through this process to date, has the district engaged a code consultant on any of these matters","speaker":"H"},{"t":905,"text":"through the mayor? We have a code consultant through hcma, yes.","speaker":"A"},{"t":910,"text":"Okay. Just on the note from Councillor Thompson, sometimes occupancy can be the initial code interpretation and then sometimes the nuances within the use can be used to find some efficiencies in cases.","speaker":"H"},{"t":924,"text":"Because I do agree that this does look a little heavy on the plumbing. And then secondly, I think just with the placement of it, was there any consideration to.","speaker":"H"},{"t":936,"text":"Or I guess I just asked the question, what was the intent between having the council work area placed where it is near the lobby and not having that kind of closer to the back of house and then utilizing some of that space where the public would be for more public facing washrooms?","speaker":"H"},{"t":959,"text":"Because right now it does feel like it is kind of out of the way for folks that are visiting the gallery","speaker":"H"},{"t":972,"text":"through the mayor. We didn't second guess, but we did confirm with our former chief building inspector around that code as well. So we did want to confirm that. And it's because of the assembly space.","speaker":"A"},{"t":987,"text":"And so yeah, because I have to admit I did question that as well. So that is what we're looking for. We are looking for some feedback.","speaker":"A"},{"t":998,"text":"I will tell you the rationale, but of course we can take any feedback back to our architects. So the rationale was that that space was close to the elevator and close to the stairs.","speaker":"A"},{"t":1012,"text":"And so it really was just, you know, closer to that entrance versus going through a lobby and to the back.","speaker":"A"},{"t":1020,"text":"And so we just felt it was more inviting if the public was going to come and meet with mayor or council members. So anyway, that's why we positioned it there.","speaker":"A"},{"t":1033,"text":"I suppose if each toilet costs $20,000, we would be more concerned.","speaker":"B"},{"t":1036,"text":"But if all the plumbing is in a straight line and so is the sewage, I'm not sure cost of a few toilets is going to make a huge difference.","speaker":"B"},{"t":1045,"text":"But anyway, sorry, but that question was more to do with the like placing them all on the north side versus having something that's a bit closer to the more like proximal public gathering area and like elevator and stairway.","speaker":"H"},{"t":1058,"text":"Just from a kind of ease of usability standpoint, just making it a bit simpler just with signage and everything.","speaker":"H"},{"t":1068,"text":"There you go. There's some feedback.","speaker":"B"},{"t":1070,"text":"And then two, two other questions is or one observation, I notice you have a wall without windows. On the west side of the council chamber where staff are.","speaker":"H"},{"t":1081,"text":"And on one hand I think it makes sense because when we sit here in meetings, the blinds are always drawn anyway.","speaker":"H"},{"t":1089,"text":"So why have natural light going through but at the same time that is a west facing window that would theoretically be, you know, overlooking, I'm guessing, you know, Centennial park and everything, you know, the trees.","speaker":"H"},{"t":1103,"text":"So I'm just curious why the wall is solid there and there wasn't the optionality to include some natural light there","speaker":"H"},{"t":1113,"text":"through the Mayor.","speaker":"A"},{"t":1114,"text":"That's exactly why what we found, and that's where you see the placement of the council area as well, where there's a back wall that through our research is that the glare and the natural light wasn't conducive to this type of setting.","speaker":"A"},{"t":1131,"text":"So we were trying to limit the windows on that side, but we can definitely open that up as well. But that was the thought. Just like what we see now, these blinds are always closed because of the backlight.","speaker":"A"},{"t":1146,"text":"And it was the same thought around the staff area as well.","speaker":"A"},{"t":1151,"text":"And then lastly, and then I'll relinquish is just the outdoor terrace area.","speaker":"H"},{"t":1157,"text":"I just, I think one observation I've seen in a few public buildings is that they will structurally enforce those areas that are designated as decks to potentially be filled in in the future for additional capacity.","speaker":"H"},{"t":1171,"text":"So it kind of becomes like an overflow matter just in the event that for whatever reason additional space is required. I don't know if that was considered or if that could be something that's considered simply within the design.","speaker":"H"},{"t":1187,"text":"But just I know a lot of civic and institutional spaces. Will you kind of double up with decks and ensure that they're able to be modular added on to in the event that needs that we don't contemplate today.","speaker":"H"},{"t":1203,"text":"Do come come of relevant","speaker":"H"},{"t":1207,"text":"student Mayor no, that's an excellent point. Those are the spaces that we're looking at for the natural expansion.","speaker":"A"},{"t":1215,"text":"If it's again to provide a little bit more direction, if this is something that, you know, council wants to ensure, then again we can take that back and make sure that there's the attributes around that.","speaker":"A"},{"t":1229,"text":"What I mean by that is that, you know, instead of being on the roof, perhaps then there's more of a solid foundation as an example. We can integrate that.","speaker":"A"},{"t":1242,"text":"Thank you Councilor Newton.","speaker":"B"},{"t":1247,"text":"Thank you Mr. Mayor. Thank you staff for the brief overview. I guess my first comment is seems kind of premature to be discussing this. I'll get into then just comments around the design of it.","speaker":"E"},{"t":1265,"text":"Sorry, what's premature Council the discussion of this this was directed by council. There was a suggestion to bring forward design of the future council chamber and possibly public input into it.","speaker":"B"},{"t":1278,"text":"So staff have brought this back as an initial presentation on the design and I understand that there would then be further feedback through the Mayor.","speaker":"B"},{"t":1288,"text":"We've already done public feedback as per council's direction.","speaker":"G"},{"t":1291,"text":"Thank you.","speaker":"D"},{"t":1292,"text":"Okay, thank you. Sorry I got that backwards, but yeah, this was directed, so. Okay,","speaker":"B"},{"t":1298,"text":"I'm going to go through just a list of items that I had in here. Councillor Thompson and Peltiel already touched on sort of the washrooms.","speaker":"E"},{"t":1308,"text":"I think having those closer to the entrance would be better with respect to the seating capacities. And you sort of alluded to that.","speaker":"E"},{"t":1317,"text":"This is an increase from 80 to 130 at some of the public hearings that we've held. Do we have an idea of what the upper echelon is for capacity with respect to public hearings and spaces required","speaker":"E"},{"t":1334,"text":"through the mayor? We just looked at over the five year period, we had three public meetings. Two were just shy of 150, so it actually matches. And then the one was close to 200.","speaker":"A"},{"t":1347,"text":"And so we didn't feel like we should build for that once every five year moment, because we do.","speaker":"A"},{"t":1355,"text":"We could rent out for that, but we felt like with the public, you know, perhaps the CRD through the PRC or Panorama could use this space as well. We felt like there was.","speaker":"A"},{"t":1368,"text":"This was a little bit of a balance where it increases what we currently have, but not so much that we're just using it for that capacity once every five years.","speaker":"A"},{"t":1380,"text":"Yep, that makes perfect sense to me.","speaker":"E"},{"t":1383,"text":"I understand that the terrace and the comment made around sort of how that is built out, I'm not sure if that's a necessity, although I can require attending a public hearing in here many years ago and actually appreciating having access to outside when the room was at capacity.","speaker":"E"},{"t":1403,"text":"So to have some fresh air come in I think may be a benefit, but I'm just not sure that I would like to see more windows. And I.","speaker":"E"},{"t":1415,"text":"I don't know the orientation with respect to north, south, east and west on this diagram. It didn't expand out to me or I couldn't see it on the PDF in the file.","speaker":"E"},{"t":1428,"text":"But I think the opportunity to allow more natural light in would be something welcome. We are considering where this could be. I think there's opportunity to look at that.","speaker":"E"},{"t":1440,"text":"The pony wall at the front, I feel like that divides council to the public.","speaker":"E"},{"t":1447,"text":"And so my preference would be to have a little bit more of an open access and not to be divisive but to still have even the structure that we have here out of necessity to create that openness and the not to sort of separate council with the public would be an observation with respect to the accessibility.","speaker":"E"},{"t":1470,"text":"I'm sure that that was, you know, well looked after and I'm sure that this will still, you know, get forwarded to SPAC for. For comment if it. I didn't see that it had been already, but maybe I.","speaker":"E"},{"t":1486,"text":"I did not see it at a meeting, so I must have missed that meeting.","speaker":"E"},{"t":1492,"text":"And so the accessibility side of things at the front, and I'm sure again, we've done a great job of incorporating technology into the accessibility, but I'm assuming that this would incorporate sort of all aspects of what we've already been able to garner here.","speaker":"E"},{"t":1511,"text":"With that in the future, I'm seeing nods or","speaker":"E"},{"t":1516,"text":"student mayor. Yeah, that's correct. And just to confirm, I might get the date wrong, but it was referred to SPAC's July 27 meeting, I believe.","speaker":"A"},{"t":1525,"text":"Okay.","speaker":"F"},{"t":1526,"text":"I was definitely not here for that. Yeah, I. Overall, I think the comments again from Councillor Paltiel around the council workspace to incorporate that and change the location with the washrooms, I think would be something to be considered.","speaker":"E"},{"t":1545,"text":"I like the ability to have the flexibility with respect to the different workspaces. Potentially some, just some tweaking around space, but I'm not a that type of engineer to consider that.","speaker":"E"},{"t":1560,"text":"But I think just trying to create as open a space as possible and accessible from not just the accessibility standpoint, but from the public's perspective as well.","speaker":"E"},{"t":1575,"text":"Thank you through the mayor for clarification. This is basically north, south, so the council. So behind the mayor's chair would be north. And.","speaker":"A"},{"t":1585,"text":"And so to Councillor Paltiel's point, you know, with the sun on the west, I think it's a good idea. We could probably add more windows around there and then let more natural light in there.","speaker":"A"},{"t":1599,"text":"But the configuration was actually done that way so that again, it wasn't what we see here where we have to close the blinds all the time.","speaker":"A"},{"t":1609,"text":"So then that way the wall behind council is a solid wall for that purpose, but we have the opportunity to open up on the west side.","speaker":"A"},{"t":1619,"text":"So I'll acknowledge just when council meetings are being held though, and considering some of the length of them, that how much of an issue is the sun.","speaker":"E"},{"t":1630,"text":"Okay, did I miss any members of council who wanted to weigh in on this? Councillor Graham,","speaker":"B"},{"t":1638,"text":"thank you.","speaker":"F"},{"t":1639,"text":"I would.","speaker":"C"},{"t":1639,"text":"I just concur with those comments that I've heard already.","speaker":"E"},{"t":1643,"text":"I think it's important to have as much natural light as possible, and I think to reconfigure it to allow natural light on both sides so that it's a much nicer space if there's more natural light.","speaker":"E"},{"t":1654,"text":"And I think we also miss the","speaker":"C"},{"t":1657,"text":"point that the council chambers ideally won't just be for the council chambers. There'll be other events that might be in here as well at some certain points.","speaker":"E"},{"t":1666,"text":"And I think having natural light as an option is a real asset.","speaker":"E"},{"t":1673,"text":"Thank you. I heard a couple of comments regarding the partition wall. My understanding of the partition wall is less about council meetings and more about other uses.","speaker":"B"},{"t":1683,"text":"Maybe perhaps during the daytime to divide what might be otherwise a larger space into two potential meeting rooms.","speaker":"B"},{"t":1689,"text":"Because one of the concerns we've heard is the number of meeting spaces for the community or staff or, you know, any number of uses.","speaker":"B"},{"t":1698,"text":"Is that probably a better understanding of why the partition wall exists as opposed to during a council meeting?","speaker":"B"},{"t":1705,"text":"I can't imagine during a council meeting pulling a partition wall closed to close off the public space from the council meeting. That doesn't make sense to me.","speaker":"B"},{"t":1716,"text":"Through the Mayor four events, I think the partition or foldable wall will be adequate.","speaker":"A"},{"t":1725,"text":"Yeah.","speaker":"B"},{"t":1726,"text":"And so I. I made a note. The pony wall really would just have a separation from the gallery to council, but I sense that's probably not needed. If I can get agreement with that, then we can.","speaker":"A"},{"t":1740,"text":"Yeah. I mean, here we have this fancy plastic chain and I haven't seen too many people rush the council chamber or the council table, so I think we're okay.","speaker":"B"},{"t":1750,"text":"And with staff off to the side, there's perhaps a better dynamic. So I guess my comment would be in agreement with there doesn't need to be separation. Certainly dividing the room for other uses makes sense.","speaker":"B"},{"t":1763,"text":"And again, in the early renderings of the building, it did appear to me that even on the third floor there would be some opportunity to capture natural light in keeping with the design of the building.","speaker":"B"},{"t":1776,"text":"So that was sort of the thought that I had in my head as we evolved through the design phases.","speaker":"B"},{"t":1783,"text":"Obviously some of that still has to be firmed up, but I would concur with what I heard from other members of council in terms of being in the room. And yeah, dynamic changes throughout the year.","speaker":"B"},{"t":1796,"text":"Sometimes we start council meetings that's already dark, and other times it's still light when we leave. Just depends on the time of the year, but I think we can take advantage of it.","speaker":"B"},{"t":1808,"text":"And as someone who's sat at CRD meetings, when the sun is shining through those windows, staff just quietly press a button and the blinds come down and all is solved.","speaker":"B"},{"t":1819,"text":"And when it's not a problem anymore, the blinds go back up. So, yeah, I think that that can be solved. Ah, yes, Councillor Riddle online.","speaker":"B"},{"t":1831,"text":"Thank you. So I agree with a lot of what's been said. I appreciate the thought that everyone brought to reviewing this and that was put into the design.","speaker":"D"},{"t":1843,"text":"I had a question about the horseshoe and for council and I wondered if any consideration was given to making it a little bit closer to a circle, just so that council, I mean, we can still see the community and those that come to the meetings, but also we can see each other a little bit better.","speaker":"D"},{"t":1865,"text":"I know I've seen that elsewhere and so I was just wondering if that was considered. So that's my first question.","speaker":"D"},{"t":1874,"text":"The second is I do agree with Councillor Newton's points around having less of a dividing line with the community. I know that's. That's challenging. So I'll just say echo my support for that.","speaker":"D"},{"t":1887,"text":"And then the third thing is, I'm just wondering if there's been any engagement with the nations. I don't know if it would be at this stage around the design.","speaker":"D"},{"t":1899,"text":"There might be some input or if we're planning to do that later on and incorporate cultural aspects into the chambers. Thank you,","speaker":"D"},{"t":1911,"text":"Student Mayor. We. We did look at that horseshoe configuration. In fact, right now it's for the most part mobile and not stationary like these workstations. It's not one unit, I guess, is what we determined. One unit.","speaker":"A"},{"t":1929,"text":"It would be quite expensive. However, this is smaller than what we have now.","speaker":"A"},{"t":1936,"text":"So if there is a desire to reconfigure that, that is definitely what we're here for today, if that's something that council want to look at that. So we'll definitely take feedback there.","speaker":"A"},{"t":1951,"text":"I do want to touch on the engagement with First Nation. The engagement that went out was for the public. They could have. Any public member could have responded, and so that's why the engagement was framed that way.","speaker":"A"},{"t":1970,"text":"However, for the specific first nations engagement, I think staff would require direction from council. If we want to pursue arts or culture within the Council chamber, do we","speaker":"A"},{"t":1984,"text":"not already have an existing policy in terms of Indigenous art? So I wonder. So the only direction is if there's going to be imagined art in the room. I mean, this room is not exactly full of art.","speaker":"B"},{"t":1996,"text":"There's a couple of photos on the back wall, but it's not its primary function necessarily. But if council directed at any point, I would think staff would follow the policy, would they not?","speaker":"B"},{"t":2010,"text":"That's correct. And that's why if there is any additional engagement directly with first nations, we would require that direction.","speaker":"A"},{"t":2019,"text":"But now we're in the future. Councillor Riddle is asking a pertinent question. If we wanted to direct that at this early stage, we certainly could. Or we could simply say when the time comes, look at the policy.","speaker":"B"},{"t":2031,"text":"I just want to make sure that Councillor Riddle has exhausted her comments.","speaker":"B"},{"t":2037,"text":"Yes, thank you.","speaker":"D"},{"t":2038,"text":"Okay.","speaker":"B"},{"t":2039,"text":"Councillor Thompson, in that line, I'm curious about the artwork we have here on the west wall. Is that reusable in a new municipal hall.","speaker":"F"},{"t":2054,"text":"Student? Mayor, I'm not sure. We would have to get back to council on who. Well, we know who created the art, how that's transferable","speaker":"A"},{"t":2067,"text":"through the mayor. We could recreate that. The art that we have there, that has. We do have the license for that. And so, yes, that could be recreated.","speaker":"G"},{"t":2076,"text":"What I was thinking in terms. Now, I know it's. I'm just speaking off the top of my head, and I think of light and windows, that's a potential use or reuse of that artwork.","speaker":"F"},{"t":2094,"text":"Staff will take that, I suppose. Okay, thank you, Councillor Newton.","speaker":"B"},{"t":2100,"text":"Thank you to you staff. Following up on a question around sort of the existing space and what's being shown here. You're saying that sort of how the layout is of the. The council seats, is it open or","speaker":"E"},{"t":2115,"text":"is it a physical","speaker":"B"},{"t":2120,"text":"counter that would be sit around, or is it individual desks?","speaker":"E"},{"t":2125,"text":"That's a good question. To clarify, they're individual desks.","speaker":"A"},{"t":2129,"text":"So the shape is a semicircle or horseshoe, but it's individual desks.","speaker":"B"},{"t":2134,"text":"And you said it's slightly closer than what we have currently.","speaker":"E"},{"t":2139,"text":"Well, if it's individual desks, you don't need things like this. Right. These strange cross dividers. Yeah. Anyway, that's maybe a little too granular, but nonetheless, what is the proximity? Okay.","speaker":"B"},{"t":2153,"text":"And my other question was, what's the purpose of the firefighter? Access only. Is that an elevator or what is that space","speaker":"E"},{"t":2163,"text":"through its chair? That's the elevator. Yeah.","speaker":"A"},{"t":2169,"text":"And so that's the public elevator. Or that's just solely for the fire department.","speaker":"E"},{"t":2179,"text":"That's solely for the fire department. That access, there's two elevators that go to that level. One for the public, and then that access is for the firefighters for that level.","speaker":"A"},{"t":2192,"text":"The other levels are for the police and the underground as well. So it's not in addition, just for firefighting, it's just that firefighters will have access via that elevator shaft.","speaker":"A"},{"t":2207,"text":"So there's three elevators that are servicing this. Is that correct?","speaker":"E"},{"t":2211,"text":"No, sorry. There's two elevators.","speaker":"A"},{"t":2214,"text":"Okay.","speaker":"E"},{"t":2215,"text":"One for the public and then one for the police station to go from the underground to their two levels. But they don't go to the third level.","speaker":"A"},{"t":2227,"text":"That third level, they call it firefighter would have access through the elevator for this level only.","speaker":"A"},{"t":2235,"text":"And I'm assuming that that space allocated and dedicated is code driven and not just out of whim and ability to.","speaker":"E"},{"t":2244,"text":"And what sort of perspective is used when looking at costing for something like this around, you know, components and all of that. When we're looking at that.","speaker":"E"},{"t":2260,"text":"Sorry, through the mayor for an elevator,","speaker":"G"},{"t":2262,"text":"just in general, for the design of this and what that looks like.","speaker":"E"},{"t":2267,"text":"I'm assuming HMCA is following a code requirements. But in terms of sourcing. You said sourcing of equipment or.","speaker":"B"},{"t":2278,"text":"No, just like. Are we. Yeah. Into the basics of it when we're looking at appointing it. Is it a standard or D standard?","speaker":"E"},{"t":2291,"text":"Is there such a thing under the building code, would there be a differentiation? Like we could pick the cheapest possible option or the boutique option. That's kind of what I'm getting.","speaker":"B"},{"t":2299,"text":"That's the gist of it.","speaker":"E"},{"t":2300,"text":"Yeah.","speaker":"B"},{"t":2301,"text":"Through the mayor. Not necessarily. It's built for institutional use, so that's where it's not built like a single family house. So there is some parameters there. And then the second part is that it's also post disaster as well.","speaker":"A"},{"t":2318,"text":"So there are components there that, you know, affect the costs and the quality construction of the build.","speaker":"A"},{"t":2326,"text":"That does make it different than like I said, a single family house to a light industrial building as an example as well. That's a different type. So this one is a institutional type.","speaker":"A"},{"t":2341,"text":"Okay, thank you.","speaker":"E"},{"t":2343,"text":"Okay. Did I miss any hands? Councillor Patio.","speaker":"B"},{"t":2352,"text":"Thank you. Given this has gone through engagement, was there any observations or qualitative feedback that surprised you or was able to be incorporated into the planning here","speaker":"H"},{"t":2370,"text":"through the mayor? Not surprised, actually. I was, I guess pleased. You know, I think the main takeaway was that, you know, they didn't want the council chambers just to be used for council chambers. They wanted that flexibility.","speaker":"A"},{"t":2384,"text":"And I think that's exactly what we were trying to deliver from the beginning.","speaker":"A"},{"t":2390,"text":"To have that partitioned wall so that other groups public can use the space so that doesn't sit there and be used every, you know, two weeks. That was the biggest takeaway.","speaker":"A"},{"t":2401,"text":"So I think we're trying to design it so that with the room off the side with the council chambers that gives the community rooms that they can use.","speaker":"A"},{"t":2416,"text":"Anything else? Nope. Okay, well the item is for information only, so don't know that we need any direction. Although there was a question around the indigenous artwork.","speaker":"B"},{"t":2430,"text":"I suppose if the council is feeling so inclined, we could say art consideration should follow the policy. And we hope to see indigenous artwork incorporated where possible. That's a suggested motion. At this point, it's simply aspirational.","speaker":"B"},{"t":2449,"text":"But if council doesn't feel it's necessary, we can simply move on. Okay. All right.","speaker":"B"},{"t":2457,"text":"So.","speaker":"G"},{"t":2462,"text":"We are going to move. We don't have any unfinished business. I do not see any new business.","speaker":"B"},{"t":2469,"text":"So we're moving to a motion to close the meeting under section 90, sub 1, sub E and sub K of the community charter.","speaker":"B"},{"t":2479,"text":"So moved.","speaker":"C"},{"t":2480,"text":"Sarah? Second. Thank you. Any discussion? Any opposed? None. The motion is carried. We'll just take a moment.","speaker":"B"}],"words":5615,"fetchedAt":"2026-10-03T01:34:10.239Z"}
